After 15 years of construction and assembly, the OMP's Arabian base, currently the world's largest free floating structure, has finally been completed. The base, operated by some 17 OMP member nations, is currently having its massive aircraft, troop, and supply complements being delivered. It is expected to reach initial operational capability within 1 month, and become fully operational by the end of the year, at which point it will be cabable of supporting major land, naval, and aerial operations throughout East Africa, the Middle East, and Southwest Asia, and will include large permanent prepositioned stocks of aircraft, ground combat vehicles, and supplies.
In addition to this major base, three more have been completed, including a medium-sized base in the North Atlantic, and smaller bases in the North Pacific and Mediterranean. It is believed that the South Pacific base has been delayed three years, with additional modules required to upgrade it to a medium facility, and the Southeast Atlantic, Southwest Atlantic, and Caribbean bases will take another two years each to assemble due to distance from costruction facilities. Thus, all 8 bases should be fully operational within 4 years. In which time, the OMP will become a true peacekeeping alliance with global reach.

On this momentous occasion the Imperial Navy would like to announce the following:
1) Effective immediately the Imperial Navy will be reorganized into two home defense fleets comprising 241 ships each, six expeditionary fleets comprising 121 ships each, four Battle Strike Groups comprising 85 ships each, four assault fleets comprising 84 ships each, and a single ballistic missile fleet comprising a classified mix of boomers and escort subs.
2) Also effective immediately an Expeditionary Fleet will be assigned to each completed OMP base (Arabian, Med, and N. Atlantic) along with equipment for an Imperial Marine division and an undetermined number of wings from the 12th Air Force.
