Fellow members of the United Defence Frontiere, the conference promised is to be held Nov.28, in Alex City.(Starting now)

In this meeting, we will by hammering out the details of the alliance. We will vote on propositions that will dictate our future. Anyone is welcome to propose anything they like, but the first ones voted on will be those on the founding principles of the alliance written up by the emperor. Other propositions will be voted on afterward.


Every delegate is allowed to make an argument for or against the resolution proposed if they wish(and expected to if it is you who proposed the resolution. You may also propose changes to proposed resolutions)

The conference will be chaired by the President of the alliance, The Alexian Empire, consequently, the head of state of the empire, Emperor Alexander I.

The emperor will be in charge of keeping order, among other things.


Every member of the alliance will be given one vote. The President of the conference, as president and founder of the alliance, get two votes.

Representatives of your respective nations should be sent to the conference, or if you like, head of state.

After all the resolutions have been voted on, you must take them back too your own country to be approved by there goverment, whatever it may be. Should the terms set by all the members of the alliance be accepted, you become an official member(this applies to the Alexian Empire aswell)

Meetings will also be held in the future for matters concerning the entire alliance.

Also, remember, as a sovereign nation, your actions and decisions reflect your own nation, and you may not speak or act on behalf of the alliance unless the other members have told you that that can be done.

(Also, you are allowed to clap and cheer or heckle should you feel the need, so long as it does not disrupt the argument, and it is not too offensive and counter-productive)

Resolution 1:

All members of the alliance will help each other in defensive campaigns against aggresors, all contributing what they can, and to stand together in face of enemies, not too let each other fall. Also, to contribute to offensive campaigns against those perceived as a threat to the empire.

The emperor, lifting himself out of his chair and standing tall at the head of the long table, proceeds to say"I will be brief. This resolution would make us a force to be dealt with in the world. By standing together, people could not simply tear us apart, as we would always have our allies to back us up. United, we increase our power tenfold. I can see no reason as to why this would not be passed." with that, the emperor seats himself, waiting for the next argument.

Vice-President Mina Alhim of the New KSC rose to speak on the behalf of the New KSC delegation. "We see and recognize the need for an alliance with military strength to face its enemies and protect its members. However the New KSC is a mostly inoffensive nation and will therefore only be willing to enter a just war." Vice-President Mina Alhim said and took her seat once again.

Saxnada's representative, Gen. A. Spades, stands and speaks thusly:
"The Saxanadian military will be fully behind any war, offensive or defensive, imperialistic or just, (*mutters* i dont see the difference), provided that they will not have to stand alone. We give a resounding 'AY!' to this resolution."
As he sits down, the Saxanadian guards raise a cheer in support of thier general... "Long Live The Ace!!"

The emperor nods"Well said, both of you. But, remember, the decision taken by the majority will be the one we must ALL, including myself and my people, abide by, and if any exceptions are to be made, we shall decide on them together."

He then nods to the next delegate, signaling that he may rise to speak.

Emperor Robinson Antares Scorpius managed to find time from his rather busy schedule to come here himself.
After listening to people speak, he stood and nodded in agreement. "Yes. Mutual protection should be the most powerful aspect of this alliance. If a nation wages war against one of us, it wages war against all of us. Militantly divided, we can all fall one by one; together, all nations of this alliance possess power. The Empire of Risban's vote on this resolution is aye," the Emperor said. "I would like to discuss, as well, adding something more to this resolution. The Empire of Risban is a member of the Committee of Vigilance, and the CoV had a very good idea concerning protection: the creation of an allied army. Drawing some military, technicians, and doctors from various countries can be most useful. Thus, I propose that we create an Honour Guard of the UDF Alliance. This small force can respond rapidly to threats; if the threat is small enough, we may not have to pour all of nations' troops into a single campaign. If the threat is too large for the Guard, then we put more troops from each of our nations to help. Within every nation, we can build either an armoury or base for the Guard. I believe that having a military such as this already organized and ready will be much more efficient than organizing a militia from all of our various nations only after the alliance or an alliance member have been attacked."
Scorpius retook his seat, leaning back slightly now that he was finished speaking. His face was expressionless; a 'poker face', if you will.

OCC: By the way, for role playing purposes, could we pretend that this thing would last like two or three weeks? It just seems to me like it would be stupid if all these guys just sat down one day and changed their countries history forever. That OK?

Oh, and thank you all for coming.

IC: The emperor nodded, acknowldeleging the argument."We have taken into account your suggestion. Personally, we have not had much involvement with the Commitee of Vigilance, with the acception of observing them act on some questionable policies. I can see what the benfit of this would be, but then again, there are downfalls. Perhaps this should be an idea in it's own, and be subjected to a separate vote. I think that would be better, seing that this is a bold suggestion, and it would be better to vote on it seperatly, so as to give it the consideration it deserves. That is what I suggest." and with that he sits.

Emperor Scorpius nodded his head in agreement, not bothering to stand for one comment. "So be it."

The Emperor nods again, and then signals the next speaker.

General Spades rises again and states simply...."Gentlemen, it seems we have reached a majority....unless my talling is incorrect...we have Alexias' 2 votes, the new KSC's vote, [ooc: i think....his halfway counts in my book], mine own vote and Risban's...i believe this brings us to 5 and a majority....shall we declare this resolution passed? The General then sits back down

The emperor stands quickly so as to clarify"We have indeed reached a majority as of now, but, let us let the others express there dissaproval or dissaproval, and allow them too make their arguments before we pass it without giving the others a chance too express their opnions and make their arguments for or against."he then sits and then again, signals for the next speaker(don' worry, if they take too long, we shall move on, but we have too give them time for now)

An junior flunkie in the back nervously coughs and mumbles..."how long is too long?" The General turned around and identifying the speaker montioned to one of his guards to deal with the disrespectful one. The guard nodded and silently escorted the man outside....

The emperor stood, smilling happily.

"Wonderfull!" he said

"Resolution passed! Now, onto number two."



Resolution #2:

UDF nations will be able too place troops in each others lands if wanted, for strategic and or tactical purposes. They may also station forces there as part of defensive and offensive campaigns, and other such instances.

I personally do not feel that this resolution is completed. I would welcome any improvements on this proposition, so as too make it more practical, as I feel it has potential and would hate too see it scraped altogether.

Emperor Scorpius stands. "Perhaps adding my idea of a allied army to this resolution can be incorporated? It would give a chance for nations of the UDF to position troops in other nations and help protect our alliance."
He retook his seat.

"Perhaps it would be a possibility. But we would have to hammer out the details. If someone would do that, then we could find out exactly what we were deciding on."

Scorpius stood and reiterated himself. "I propose that we create an Honour Guard of the UDF Alliance. He paused slightly before continuing. "Basically, all nations in the UDF will have to give some troops, equipment, and/or technicians and doctors to the Honour Guard. Perhaps we can make a minimum mandatory commitment of 2,500 troops? Of course, if a nation wishes to donate more, they can. This will also require that every nation within the UDF allow a base for the Guard to be built within your nation's borders," he said. "The Guard does not have to be a massive army; just large enough to respond quickly to threats and give the nations of the United Defense Frontier time to mobilize their own troops if need be."
Again, the Emperor of Risban retook his seat.

The emperor nods, deep in thought.

"Perhaps. I guess we should put it too a vote, unless someone else has a different Idea or swing."

Gen. Spades rises from his chair and speaks: Saxanada would be fully behind a proposition to give our Alliance its own Guard. We would send 10,000 of our elite troops and all the acoutrements to wherever the home base would be. Presumably, the Guard will have a centrally-located (in terms of the Alliance) base to live at until a threat presented itself, I'm sure this would be part of the formal vote or follow soon afterwards. The change of Vice-President Mina Alhim's face is instant, changing from calm to worried to sad. "Are you sure?" She asks as she slowly retakes her seat. Miss Dektora looks around the table before answering as calmly as she can. "Yes, he died this morning."

It takes several seconds for Vice-President Mina Alhim to regain her calmness.
As she rises to speak again. It is as if she has a heavy burden on her shoulders. "The New KSC can..." She stops for a few seconds, "The New KSC will..." She stops again for a few seconds, "accept this honour guard and Resolution #2." She retakes her seat.

"Makes sense....."said the emperor, wondering if the New KSC's head of state has deceased, deciding he had better call a break now and find out righ away.

"Alright, we gonna have a 18 hour break. Meet up back here at....18 hours from now."

Vice-President Mina Alhim was relieved that there would be a break in the negotiations. She turned to the Minister for Foreign Affairs, "So what happened? Was it murder?"

"It is to early to tell, but I guess this means a change in foreign politics." Miss Dektora answered.

"No, you are the Minister for Foreign Affairs now. His death does not effect your position. Would you call my sister, miss Misty Alhim." She asked.

"Yes, of course." Miss Dektora answered.

Emperor Scorpius eyed the KSC people curiously for a moment, before standing as the Alexian Emperor declared an 18 hour break. Emperor Scorpius walked to a corner of the room and pulled out a cellphone, placing a call in to his High Minister of Foreign Affairs, Alexander Perkins.
"How did negotiations with Axario go?" inquired the Emperor.
"Perfect, m'lord. We have an embassy in their country, and vice-versa. Also, we bought an air terminal to their nation and were given permission for Risban Imperial Airlines to make trips to and fro," responded Perkins. "How is your meeting going?"
"Perfectly. I've managed to convince them how much good an allied army would be, and they're voting on it. Which is where you come in.... We're on a break for now. I am going to fly back to Risban for Nora's honor dinner, and you are going to come here and represent Risban."
"Yes, sir."
Scorpius hung the phone up.

Gen. Spades stood and walked back to his hotel. He rang up the concierge and asked "You guys got any good food around here?".....After locating a nice restaurant, he called Ace and reported that all was well at the conference. He got a bit of a shock at the end of the conversation however, when Ace told him that he would be at the conference in person after the break...the General was surprised to say the least, but recovered, signed off his phone and went to eat.

Ace stode into the General's suite, his 6' 6" frame dominating the room. "Hello General, forgive my lateness, please update me on the latest proceedings."
"Well, sir," the general began, "the meeting has been delayed, and you haven't missed anything after my first reporting."
"I see," Ace stated, deep in thought, "well, I'm going to retire to my room, awake me when the you find out the time the meeting is recommencing."
"As you wish sir," said the General with a bow. Ace strode out of the room and the General stood dazed, wondering how he got here while the General was sleeping, getting past all of the guards.

Right then.

The Alexian Bureau of foreign affairs has placed a telephone call too find out what happened.

(too mista president back home, you see?)

The emperor sat in his chair at the head of the desk. He had arrived about half an hour early. Two rather tall men stood behind him,both wearing bussiness suits, and looking over his shoulder. The emperor was sorting through a stack of papers.

"So it does not seem so?" asked the one on the left, the tallest of the three.

"Indeed no. But I will try." said the emperor.

The man on the left seemed dissapointed.The man on the right tried too cheer the other up." Well, it has the capacity for backfire anyhow, no?"

"I suppose...."said the man on the left, sighing in dissapointement.

"Anyhow gentlemen"said the emperor"we'll figure it out. In the meantime, we must keep up the meeting. They'll be here any minute."

Alexander Perkins, the Risban Imperial High Minister of Foreign Affairs, arrived in place of Emperor Scorpius. He bowed to the Alexian Emperor. "M'lord Scorpius sends his apologies, but he had a very important banquet to hold in Risban, as well as some papers to sign off on."

"Perfectly understandable." said the emperor

Ace strode into the room, his tall frame clothed in a perfectly tailored business suit. All of the Saxanadians present rose in respect until he took his seat at the table. He then asked, "Thank you for holding these meetings here Emperor, are we to recommence now?"

"By all means yes." said the emperor

"I suppose we better get started, we are all busy men. Gentlemen, I have a small concern. As practical as this official guards and such is, I feel it defeats the initial purpose. Not too say it could not be implemented, and not too say we should not do it, but what I meant was stationing for tactical purposes, say, I am to launch an offensive on someone, and use someone elses land for the base from which to launch it, or say, to station signafacant amount of forces in a place so as to deter and should it come to it, defend, from an attack. That was what I was meaning. The official guards are also a good idea, but one very different. I motion that we go for both, in the spirit of communal defence and partnership. We must, of course, hammer out the details, again, a grand but neccessary inconveinence......What is your opnions on the matter?" as the emperor sat down, servers came in with a cart of food, serving tea, scones, and other such snakeries.(It is a new word I made just now, and if I do say so myself, a very handy one)

The New KSC delegation slowly approached the table, they were a little late and the delecation had been cut to half its size, leaving only the Minister for Foreign Affairs, miss Hunasain Dektora, and 2 of her assistants.
"Emperor, I am sorry for being late. Our country's officials have been contacting me regarding Vice-President Mina Alhim's return to The New KSC, The events in The New KSC has forced her to return to take care of her personal grief following the death of her husband, mr. Neil Yriska, who also had great influence regarding our entry in this alliance. I will take over for Vice-President Mina Alhim, since we see no reason to postpone this meeting and it would be disrespect to mr. Yriska's memory to postpone it." Miss Dektora said and took her seat.

"I must offer my most sincere condolences as to this death. I was most upset when my secretary gave me the news. I am sure that the deceased would have been a great political ally and quite likely a friend. If you like, the meeting could be postponed, but seeing as you seem eager to continue, I suppose we had better." said the emperor

Minister Perkins was about to stand to respond when his beeper went off. "So sorry; excuse me."
He stood and walked away from the table, glancing down at the beeper. Moments later he scrambled to whereever the nearest TV was, flipping it on and turning it to the International News Network. "Oh no..."
The news was running a report on Risban... Emperor Scorpius had been taken hostage. (http://forums2.jolt.co.uk/showthread.php?t=380281&page=1) Alexander made his way back to the table, looking quite nervous. "I am extremely sorry, my friends, but I must leave. An.... incident has come up in Risban, and I must be present."
Perkins turned and walked out of the room, pulling out his cellphone and placing a call into Lucius Thrantir, Risban's Minister of Trade. "It's Perkins. What the hell is going on? ... What!? Lucas? That son of a.... Damn it... Yes, yes... The ambassadors to Axario and Aligned Planets? Oh God.... Yes, I'm leaving the meeting right now. I'll be there asap."

"Well then" said the Emperor after whispering something too his secretary. "It appears the stability of our comrades in Risban's goverment have been undermined. I suppose we shall have to found this union without there input, albeit most unfortunate. Hopefully order shall soon be restored, and they will be able to become stable member of the union. Onward then."

Ace, after sitting silently in thought for a few seconds, stood and stated "Alexias, and the rest of the members of the UDF, it appears that we have our first situation in which the alliance can show its true power. Our ally in Risban has been captured in a treacherous plot, and the battle rages as we speak to free him and his nation from the grips of the rebels. I know this may seem a bit forward, but as we have reached a majority on the mutual defense treaty, I believe it is our duty to go to Risban and help however we can. Saxanada will be doing this even if the UDF decides not to." With that he sat down, dimissing the General with a hand motion to go and forward his orders to the troops.

"The Emperial Goverment has offered substanstial military aid to the empire of Risban in crushing the recent spout of decent, and is now calling for action against the insurgents from all members of UDF.

Ace nodded, "Well then Emperor, what is the next item on the agenda?"

"Um, the thing about the stratigic deployements." said the emperor

"True allies would not hamper the military operations of there allies, and I really think that this would streghthen the power and unity of the alliance. I vote for it."

"We vote for as well." Miss Dektora said.

Ace stated simply "Aye", in response to the proposed resolution

"How wonderfull!" said the emperor.


"I have almost forgotten to mention this to you gentlemen, but seeing as, due to internal affairs, all the other members have dropped out of the confrence, it will be us, the people present here and now and your goverments back home, who will be credited for creating the fundamental principles that will define and govern us forever. History in the making right here, people...."he trailed of, staring into space as though in awe.

Coming back to earth, he quickly said"Right, now for the next thing right.

I now propose that we all agree to what is to be called the Risban City Pact, that will allow the UDF to use military force to defend friendly goverments, despite legitamicy or official...ness of their enemies. Now, of course, that would be covered by the first resolution, but this would be the way to defend against internal enemies. Rebels, terrorist, opposing parties which are being voted in by an unwise populace and the like. This seems to me to make only perfect sense, for what would this union be if not for the wise leaders who led there people into it?"



(By the way you guys, feel free to propose whatever you want whenever you like, don't let me stop you. The part about waiting for me to be done was just for role playing purpose, I did not really mean it. I suppose that it is my fault for being unclear, sorry about that. But go ahead, don't let me stall you up. We work it all into niceness later and what.)

Ace stood and spoke, "We are behind this resolution fully, it is a very logical extension of the basic mutual defense pact we have already made."

The emperor smiled.

"I am glad to hear that you understand the soudness of this proposition, General Spades." he said.

"The New KSC has no objections against this." Miss Hunasain Dektora said.

"We want to suggest a foreign exchange program for students within this alliance to make the understanding between the alliance members better and there by make this alliance stronger." Miss Hunasain Dektora said.

"I agree that we should devolope student and cultural exchange programs. It is an excelent idea.But we must, of course, make certain that it is...carefully done. We do not want the stays in other countries to...distract the students from...higher learning and such. Say for example, someone gives them criminal or dangerous ideas not usually propagated in there homeland? Do you see what I mean?"

((OOC: Ace, the leader of Saxanada is here now Alexias, no big, just so everythings correct yes?))

Ace spoke after a few minutes in thought, "What crimes and dangerous ideas are you refering to Alexias?" "I believe a cultural and student exchange would be a great idea, this way educated youth can get a broader experience in the world."

He then sat down and was handed the combat reports from Risban by Gen. Spades, he read them and frowned thoughtfully, whispering to the General to make sure the dead recieved heros' funerals and that their families were taken care of for a while.

(by the way, just naturally assume there are like, one day breaks every second day so that people can go back to there hotel/embassys to deal with whatnot.)


The emperor looked a bit embarrased, but more concerned.

"All I meant is that, well, I would not like to send students back to there goverments having devoloped.....Undesirable ideologies from there learning experiences. You see?"

"So it is agreed that someone will figure it out? I have never been very good at doing such things."

So, what resolutions has the alliance passed after my departing? I saw the military thing go by))

I really don't know what happened to the others. I suppose I should message them. I will get around to it.

Student exchange program:

Students(selected by goverment) from all countries in the UDF shall unually be shipped to each other nation for a period of 5 months, so as to learn the culture of our allies and to strenghthen ties.

Proposal:

The proposal about the communal defence force.

The Alexian Empire is willing to set it up immediatly.

57,800 troops will be available for deployment throughout the allied countries at all times from the Alexian Empire.

Proposal:

To strengthen relations, and to help the economy of all our allies, I propose a deal.

We shall make it much easier for people within our respective nations to do bussiness with each other(from other allied UDF nations)

I.e tax cuts, less beaurocratization, what have you.

I belive this would be to the best interest of all involved.


Another thing, we have to revive this thing. Half the members have disapeared. We need to recruit more people. They won't be able to participate in this one at the moment, but will just have to agree with all of the terms we set here.


Also, I will make another, much more neat and formal thread, on all of the terms, agreements, members, structure, actions, and all that jazz.
