Germanian Leadership Convention (FKC & Allies invite; otherwise closed)

This is concerning the Reichschancellor's death, and who will take his place. I'd like to get representatives from allies listed below to post, if possible.

Representatives from Ilek-Vaad and Vrak had already arrived. They were waiting in the Hochreich International Representatives Hotel, an armored building, heavily guarded by the Schultzpolizei. Germanian high command was waiting for high representatives from Hirgizstan, Layarteb and at least from the Klatch, Dyelli Beybi and Alcona & Hubris. However, the dying Reichschancellor had hoped that all nations within the Klatch would be present. He was, as usual, disappointed with the loyalty of his neighbors and their concerns for North Germania...

Special Envoy Madrid Arden waited patiently for the conference to begin. She sat in the hotel bar with her assistant Colonel Mitchell of the 2nd Purifiers Division.

They contemplated the situation as they enjoyed a bit of scotch.

"Well Princess, not eaxctly what your mission started out to be?" Mitchell grinned

She shook her head "Oh well. I may not have been able to get Neo Tyr to back down, the deal they eventually accepted was far less lenient than what I offered, but I think I can make sure the Germanians know how appreciative we are are of their support."

OOC: OK this is a straight copy and paste from the other thread which seems to have died.

At a similar time a Dyelli Beybian Government jet was signalling it's arrival to North Germanian ground control, onboard was the High Chancellor as well as a High Ranking Cheka Officer, Tania Fradkov (Political Officer First Class), were both onboard. It was expected Collins would need to return to Dyelli Beybi before the conference was over, so Fradkov was there to replace him in that eventuality.

The Minister for Inter-Klatch Affairs meanwhile lounged in his hotel room watching television. He heard about the rumblings in Midlonia, the war in New Shiron, and the addition of Auz.Too bad he couldn't be on hand for the new Rouge Jiggady rail system. But, he was here to relax. There will be enough on his plate when he got back. Besides, all those Intelligence Sub-Directors must be pulling their whiskers out right now.

He poured himself another scotch and waited.

The phones rang in the bar and in The Minister for Inter-Klatch Affairs' hotel room simultaneously.

The bartender requested that a Special Envoy Madrid Arden answer this phone call. When she did, a thickly-accented voice spoke:

"We request your presence in Conference Room 5013, on the 50th floor. ESPK Ops will escort you to the room."

She replied, and as she and the Colonel turned to leave, 8 men (High-Ranking ESPK Ops) dressed neatly in suits, but each carrying 3 automatic pistols and 12 extra clips of ammo under their jackets, were waiting at the entrance/exit of the bar.

The Minister for Inter-Klatch Affairs answered the phone call. He received the same message as Madrid Arden. As he straightened himself up, and stepped out of his hotel door, a group of the same High-Ranking ESPK Ops in suits, 6 total, were waiting outside.

ESPK Op Staub: Come with us, please.

A group of 12 men (High-Ranking ESPK Ops), also dressed in suits, approached the Dyellian High Chancellor and Tania Fradkov.

ESPK Op Ackermann: Come with us, please. Your presence is requested in Conference Room 5013.

Inside the room was the Reichschancellor, two of his sons, Großfeldmarshal Fourth Class Rudolf Küll, and the third, second, and first class Großfeldmarshals. Accompanying them inside the room, were 18 ESPK Ops holding assault rifles, and looking very, very edgy. An assasination on the Reichschancellor would be their fault if they did not properly protect him.

Inside the room was a long, polished oakwood table, with cushioned seats surrounding it. On the table were two glass bottles: one full with Germanian scotch, the other full with Germanian vodka. A golden chandelier hung from the ceiling, and a traditional Germanian shield with two traditional battle axes crossing it hung on the wall behind the Reichschancellor.

It almost appeared to resemble an old barbarian war hall.

4 ESPK Ops stood outside the door to the conference room. 6 by the elevator.

The Reichschancellor awaited for the representatives to arrive...

The VC-25B Condor came into the pattern just before sunrise. Onboard were forty-two delegates and their respective bodyguards as well as the luggage and documents necessary for the meeting that would be going on.

As clearance was given by the tower, the VC-25B descended and made its approach, touching down smoothly and coming to a stop near the end of the runway, short enough to taxi down an immediate taxiway rather than having to use the one at the end of the runway.

A motorcade would be waiting to take the entire delegation to their hotel for the convention.

OOC: Argh! I just realized that the minister in the last thread was human, but here he's a walrus. Sorry NG for the confusion. Anyhow, the odd bodyguard is still with him.

IC:

The minister, a massive walrus well over two tons nodded politely to his escort and was followed closely by his towering Inuit-looking bodyguard. They went to the conference room silently, with the minister waddling to catch up.

As they entered, the minister spied the Reichschancellor from across the room and bowed deeply but didn't say anything yet. He then noticed the decor and felt more relaxed, since for some odd reason battleaxes comforted him.

The stoic bodyguard merely stood and scanned the room with his odd coloured eyes.

The Dyelli Beybian pair were aparently without bodyguards, although it was always possible Fradkov was doubling up roles... there was one aide present with a palm sized computer of some description, which she was using to keep in touch with news in Cyro...

Collins entered the conference room, followed by his rather small enterage just after the Vrakian. Despite being High Chancellor and previously Grand Vizier of East Benjia, he had never actually met a Vrakian Walrus, and he was a little curious. Collins was a heavy set man, with dark hair and eyes, he was also tall by Dyelli Beybian standards, he wore an almost perpetual frown, the only outward sign of the explosive temper he'd managed to control just enough to get himself elected to office.

Fradkov was also a fairly stereotypical Dyellian, she was short, (about 5' 2"), slim and with dark eyes and hair, although fairly pale skin. She was probably in her late 20s or early 30s, most Cheka agents were fairly young. She studied everything as she passed with a critical eye, everything here was an insight into the minds of North Germania's populace. If you knew how people thought then you could predict what they'd do... and that was essentially what she was paid to do.

Special Envoy Arden , a woman in her thirties tall with short blond hair in corn-row braids, dressed in a grey suit with black boots and accessories and a pair of very stylish frameless glasses with grey tinted lenses entter the conference room with her assistant Colonel Mitchell.

Colonel Mitchell is still in his dress uniform, a large white overcoat, pinned open at the sholders to show his silver breast plate emblazoned with a black maltese cross. His dress uniform also includes highly polished silver greaves and bracers and helm which he is currently carrying.

Special Envoy Arden moved to greet both the Dyellians and Vrakians that arrived as they did.

The Reichschancellor was not quite sure what to do with the Walrus from Vrak. Should he offer him a seat? But given his size, he would most likely crush the chair. Instead, he decided to remain silent about the issue until later.

Reichschancellor Einheit: I would first like to thank you all for coming. Madrid Arden and Colonel Mitchell, the representative from Vrak (whose name I have not yet aqcuired), Herr Collins and Frau Fradkov, welcome.

I would like to introduce to you my two sons. The one to my left, and the younger, is Hans-Blixa Einheit. The one to my right, and the elder, is Jürgen Einheit.

I would also like to introduce to you my right-hand-man, so to speak, Großfeldmarshal Fourth Class Rudolf Küll. He has advised and served me in nearly every military conflict we have had, thus far. And has been my friend for over 30 years now.

He is one of my four top advisers, the rest are here as well:
Großfeldmarshal Third Class Heinrich Hamlin,
Großfeldmarshal Second Class Stefan Kramm,
and Großfeldmarshal First Class Jochim Arbeit.

They will be advising me during this conference. However, Küll will stay out of any advisory positions, as he has been chosen by me as a potential heir.

An ESPK Op whispered into Einheit's ear.

Reichschancellor Einheit: Well, I have just been informed that the representatives from Layarteb have arrived. I ask that you allow them a few minutes to arrive before we begin. This will not take long.

Until then, please, make yourself as comfortable as possible. The Scotch and Vodka on the table are for anyone who wishes for a drink.

He slid a wooden box with a longboat carved into the top towards the middle of the long table.

Or, have a cigar, if it pleases you. Layartebian representatives should be here in no more than 5 minutes or so.

I have selected English as the common language for this conference. All Germanian representatives and heirs speak the language, so if you wish to get to know them, feel free.

He pulled out his pocketwatch and flipped it open.

Only another 4 minutes, ladies and gentlemen...

"I would like to thank Reichschancellor Einheit for your generosity and I would like to express how pleased I am to meet the Reichschancellor, as well as your two sons and your top advisors.

I would also like to express personally the thanks of the Free Republic in the generosity and friendship that the Reichschancellor and the nation of North Germania have shown to the Free Republic."

She then takes a seat and takes an offered cigar and scotch, both are very popular in the Free Republic. Colonel Mitchell sits quietly looking pleasant.

The Minister listened to the Vaadian’s words. When it was proper to do so, he spoke in a low rumble.

“On behalf of Vrak, we extend our thanks for the hospitality you have shown, Reichschancellor Einheit. I am sorry I didn’t mention my name earlier. You may,” here nodding to everyone”, call me Minister Oio. It has been too long since we have been to this part of the Klatch, even though we are geographically close. I look forward to this conference.”

The walrus made polite noises to those that greeted him, but seeing how his bulk might cause people nervousness, he remained where he was. He accepted the scotch but declined the cigars, “Ah… I wouldn’t mind, but I’m all flippers when it comes to using them”. His silent bodyguard discreetly pulled the chair away from the table so as to allow the minister to look at everyone when he drew close to it once the conference began.

Also, Layarteb, that's a lot of delegates. Can we take a lot of those out? I mean, the conference room is only so big.

The forty-two delegates and their bodyguards from Layarteb were escorted up to room 5013.

They were greeted, and were given as many seats as possible.

Reichschancellor Einheit: Minister Oio, very pleasant to have learned your name. Ms. Arden, our generosity is non-conditional for our allies. Think nothing of it.

Now! Let us begin! As you all well know, I am dying of stomach cancer. I have roughly 6 months left to live.

Why you have all been called here is because I wish to obtain your opinions and advice on who is best fitted to take my place.

As North Germania's allies and neighbors, our fates and the continuing relationship between us, rest on the shoulders of the leaders. While it may seem odd that I have invited foreign representatives to help me decide on this issue, I have done so to learn how my allies exactly feel on who shall take my place.

My sons are both loyal to the family. Rudolf Küll has been more loyal to preserving the empire and its allies than anyone else.

You have been called to meet them all, assess their personalities, their judgment, their methods of governing, their thoughts on the economy and the military, social issues -- everything that pertains to running this Empire.

I would ask that you consider who is standing before you as heir to my rule, and who you would like speaking with and trusting most in the future once I am gone.

I cannot dictate to them what to do, or whom to allign Germania with, once I am dead. That is for them to decide, and as my allies and neighbors, you have been selected because this has a great deal to do with you.

Please, get to know them as well as possible. Study their character, etc. Ask them questions. That is why they are here.

Yes certainly. In actuality, only two delegates would have gone into the room, the rest are part of the delegation team. Sorry. They would mostly remain in the hotel and do logistics.

Collins seemed uncertain what to do now, he leaned over to Fradkov, "So we're going about and chatting to these guys?"

his voice was lowered so as not to carry beyond her. She nodded, "Seems so Sir... to be honest I wasn't expecting this. I'm not certain who stands for what among the Germanians."

Collins shrugged, "Hey, neither do I. Do you know what I think?"

Fradkov shook her head, "Enlighten me Sir."

"I think we should just sit tight, if any of these Germanians is really interested in the South, they'll come and talk to us."

Special Envoy Arden looked a bit 'concerned' when the Reichschancellor finished, she tried to wait and see if hopefully others would butt in first and she wouldn't have have to say anything at all, but with everyone digesting what had been said she decided to stand and make clear the Free Republic's position on matters of leadership.

" I think before we go any further that I need to qualify the Free Republics position on matters of leadership in sovereign nations. First, even when invited we will not take part in helping to choose leaders of foreign nations. It is the position of the Free Republic that even when requested, such interference is unwarranted and dangerous.

It is alos the position of the Free Republic, that the ONLY legitimate way to choose national leaders is through democratic process. The People of North Germania are the ones who know who is best to leade them, any leader chosen by any one other than the will of the People, can never truly be legitimate."

She pauses before sitting down

"I hope our position does not offend anyone, especially you Reichschancellor, but this is the position the Free Republic always takes in such matters."

She then sits.

Sensing the confusion in the air, Hans-Blixa Einheit (the youngest son of the Reichschancellor), rose to speak.

Hans-Blixa: Greetings to you all. As my father has already said, my name is Hans-Blixa. To give you an idea of what my father was implying, I will elaborate.

As some of you are North Germania's allies, and others its allies and neighbors, we have gathered you here to give us your input on our character as potential future leaders.

For example, to give you an idea of how I personally would rule, if selected, my top priorities would be to extend our alliances. Such as, but not limited to, sealing a firm & concrete alliance with Dyelli Beybi and Ilek-Vaad, respectively. While we have, of course, had no problems with the said nations in the past, it is my concern that we never will.

While diplomacy is of utmost importance, the military is as well. If I was chosen to rule the Empire, the military would get a 38% budget increase in Research & Development, the Department of the Kriegsmarine, and the Department of the Lüftwaffe.

The military stimulates the economy, and we've run on that basis for centuries.

If the Klatch is to remain sovereign and protected, our militaries must stay strong and grow. While it is not my intention to use the military in an imperialistic manner, it is my intention to use it when deemed necessary.

And to respond to the Envoy Arden, elections have simply never been held in Germania. Switching our system of government would be devastating to the economy, thus it simply cannot be done. I think every Germanian present would agree.

He pointed to the armed ESPK Ops behind him...

I don't think they'd want to lose their very well-paying jobs. However, your input was the type of thing we are looking for here. If we cannot communicate with our own allies and neighbors, well we simply won't be able to trust one another.

Mr. Collins...while you are here, my father mentioned to me a proposed *official* alliance between our two nations. If you are interested, do speak up!

Collins seemed vaguely surprised by what Hans-Blixa had to say, but decided this was probably the best time to stand up and say something... "Well naturally we are already aligned through the Klatchian Parliament."

He paused, "It is good to hear that the illustrious Hans-Blixa Einheit feels so well inclined towards his Southern brothers and sisters in the United Socialist Republics. We are of course very interested in a more formal Treaty between our two States within the Federation."

"Together Dyelli Beybi and North Germania will be an unstopable force within the Federation, a beacon of strength and light both against invaders from abroad as well as threats from within the Federation itself."

Collins sat down again. Fradkov leaned over as he did so to mutter something close to his ear.

Hans-Blixa squinted his eyes at Mr. Collins in a way not rude, but in a way to study him.

Hans-Blixa: I very much like your method of considering our situations. It seems your Kriegsmarine is practically unstoppable at sea, while Germania's Panzerwehr Korps is practically unstoppable on the ground.

However, my concern lays in air supremacy. While I do not doubt your strength of air, I doubt North Germania's. Our Lüftwaffe has the most recent technology and equipment and what have you, but it is not cutting edge! There lies the problem, Herr Collins!

If we are to be so powerful, our technology must be "cutting edge". Do you agree?

Collins laughed, he seemed slightly surprised by the compliment payed to the Kriegsmarine, "The Kriegsmarine acts very well as a raiding force, which is it's primary role, but it isn't quite large enough to be truly, as you put it, unstopable. I think you'll find Dyelli Beybi's main strength is it's respective Lüftwaffe."

Dyelli Beybian culture had strong Germanic influences, "While you may say our planes are not cutting edge, they're as good as anything we're yet to encounter and we invariably outnumber our enemy, in Battles such as Bath at times we were fielding 15 aircraft for every enemy in the sky, but more importantly, we are also usually able to replace losses faster than the enemy as well. Our ground forces work on the same principle, even if we are taking slightly higher losses than the enemy, if we outnumber them and can replace losses faster than them we will win."

Collins was a hard man to read, he had after all been a highly successful terrorist/freedom fighter when the Tzarists had been in power. Most people who had tried that had ended up dying rather painful deaths, Collins though had completely avoided suspicion. In fact, nobody had any idea who he was until he'd appeared in Christchurch during the early days of the Revolution.

The Minister was quite interested in the whole affair so far. Clearly, it was not the Vrakian way to consult allies on who should run their state. That was akin to elections and something that Vrak would never do. But, since he was here, he decided to put forth his opinion. He spoke in slow and measured tones, enunciating each word clearly.

“Well, I personally find it quite…unique…in that a nation would solicit the opinion of others as to who should rule. But, we are great respectors of sovereignty, so who are we to say how a nation conducts itself internally?

For us, a strong Klatch is beneficial. A Klatch that promotes stability among the states while ready to fight outside threats immediately is what we prefer.”

Special Envoy Arden listened intently, but made no further comments. The Free Republic was committed to democracy and she couldn't see explaining to the Republican Council why she had taken a role in picking the next leader of North Germania. There was something distasteful about foreigners that would not consult or trust their own people.

She merely looked polite and quietly sipped at her scotch.

Hans-Blixa: "Ah, Herr Collins! -I was by no means implying that your Lüftwaffe was not cutting edge!

I was obviously being unclear with my words. You will have to excuse this, as my English is not perfect.

What I meant when I spoke previously was that our, North Germania's, Lüftwaffe was not cutting edge. And to further strengthen The Federated Klatchian Coast, it must be!

In response to Herr Oio, I believe you may have the wrong impression of what we mean by asking for your advice.

I would like to make it very clear to everyone present, that this is not an election of any sorts. We have gathered you here to ascertain your possible trusts and distrusts of the candidates."

He then spoke in a stern, but kind way.

"They do and will directly influence you all. These are the thoughts we wish to present to you.

And, if I may ask, why has the Special Envoy Arden become suddenly so quiet? I sincerely hope we Germanians have not offended you! We often times appear rude or stubborn, however not on purpose. I do apologize if I have, in any way, made you feel uncomfortable or, what is the word? Irked?"

The normally stern, distant, and thoughtful Reichschancellor's eyes began to sparkle, and he gave a huge smile of pride at his son's words.

He thought to himself, This is who I want to replace me. It is my eldest son's jealously which concerns me, though.

His smile slowly lifted, and his eyes grew dark again...

He paused, aware that the subject of democracy was on the table, "I am sure you are all aware that Dyelli Beybi is a democracy. The Revolution was by the people and for the people. While we do aprove of democracy, we are first and foremost Klatchians and believe in the fact that we should not meddle in the internal affairs of other States unless truly necessary."

He paused again, making sure everyone was listening, "We are not here to spread the Revolution. We are here to express our views to the Reichschancellor as to who would make the best successor... and leave the rest to him."

Getting the message from North Germania late had greatly annoyed the Fuhrer, and not to mention its content seemed a lot more troubling.

Within minutes of receiving the telegram he was on his way to an undisclosed Special Purpose Military Air Base, under 7 miles from the grounds of the elaborate Plaza Complex.

Within an hour the Fuhrer was seating in a white leather chair on-board the huge black and red E-4B (US Presidents Plane- Air Force One). Within minutes the large plan was flanked by two F/A-22A Raptors and was tailed by six more.

On board the plane was the Fuhrer, Defence Minister Brady, Secretary of State Martin and Foreign Affairs Advisor Nickson. The plane seemed sparse on this diplomatic jaunt- only around 100 people were on-board, 15 of which would be going to the delegations.

The Aircraft touched down in North Germania around 4 hours after take-off and taxied to a designated space where it was met by a multitude of North Germanian authorities.

(OOC: NG, i'll leave it up to you to RP us to the delegations and i can work from there. There'll be the Fuhrer, the 3 Advisors and 11 Bodyguards)

"I am not offended, or irked in the least. It is just as I stated before, the Free Republic does not take part in helping to choose leaders of other nations.

It would be highly irregular and unethical for me to even comment one way or the other, and could possibly even be illegal depending on how one reads our constitution. It's not an area that I even want to consider entering.

I am certain that no matter who is picked, or how, that the Free Republic will deal in the same manner with your nation."

The Fuhrer enetered the room, flanked by two rather large Bodyguards, either side of him. Each Advisor was flanked by a bodyguards, their eyes concealed behind a pair of Electric shatterproof wraparounds that gave them various info about the layout of the building, forces inside, intel link up's etc.

The remaining bodyguards stood outside. The Fuhrer and his Advisors greeted each delegate, pausing with the Layartebian and North Germanian Delegates, whom they all knew from previous engagements. The Fuhrer embraced the ageing Reichschancellor and shook the hand of each hopeful, smiling warmly at each one.

The Fuhrer took his seat, a bodyguard standing behind him, and the Advisors followed with a similar security detail.

He smiled and gestured, saying "Gentlemen...please, continue."

Meanwhile, the walrus took careful note of the outsiders, as he would term it anyhow, and made a point to have the Vrakian Intelligence service run a prelim report on all the external nations gathered so far. But for now, he played his part, and decided an opening gambit with the Fuhrer.

"Ah, from Hirgizstan? Hmmm, you have been assisting the Klatch in the Neo Tyr affair if I recall correctly."

The Fuhrer nodded to the Vrakian, "Indeed sir, as the Reichschancellor has said, we have been operating in Neo Tyr, alongside your own forces. I would say that is for another time and another place? Perhaps if the situation in Neo Tyr is to be discussed, as i can see this is an oppurtunity, then we should schedule a meeting after we are done with our current one?"

The Inter-Klatch Affairs Minister nodded to the Fuhrer and replied,

"Well, that sounds wonderful, although it really isn't my department. Still, I can arrange a meeting with a representative from the Vrak Military High Command to discuss the issue. If I recall correctly, Dyelli Beybi are the ones that are in charge of governing Neo Tyr, as per the Privy Council."

Collins and the Commisaar were quiet. They hadn't really said anything, but so long as the new leader liked Dyelli Beybi they'd be happy. There were two many Klatchian States which mistrusted the United Republics already.

The Minister, after saying his piece, quietly waited until the pronouncement from the Reichschancellor. He made small talk with the other delegates but on matters of great importance he remained deliberately vague. In truth, he had a lot on his mind lately and dreaded going back to his desk with its seemingly never-ending pile of paper.
