The Confederacy of Les Etats Unis has formally passed the Proclamation of Neutrality of 2004 in the Senate by a vote of 53-16-1. With such a great majority passing this resolution, all seven states gathered under the Confederacy hereby declare Neutrality in all international conflicts. The resolution reads as follows:
Article I:
Previous conflict and the strife of Civil War within Les Etats Unis decimated the military and economy of this Confederacy, subsequently formed as a result of this war.
Article II:
The Confederacy of Les Etats Unis cannot afford to be roped into another international conflict or war at the current moment, and do not intend to within the coming years.
Article III:
The Confederacy of Les Etats Unis hereby declares NEUTRALITY in any and all global conflicts, however in desperate measures this Proclamation shall be nullified under the following circumstances:
1.) A country, empire, or principality should directly and voluntarily attack The Confederacy of Les Etats Unis.
2.) A country, empire, or principality should directly and voluntarily attack an embassy of The Confederacy of Les Etats Unis.
3.) A country, empire, or principality should directly and voluntarily attack a delegate or citizen of The Confederacy of Les Etats Unis.
Article IV:
This Proclamation shall take affect IMMEDIATELY upon passage.
