We, the Senate of the Confederacy of Les Etats Unis, unanimously decided to request the economic aid in the form of bonds or directly in Euros, from the international community. After years of civil war and strife, a new nation arose from the struggle yet we are weakened immensely and require aid in order to fund our defensive programs.

We can assure you that the money will be repaid in full, along with the appropriate interest at the rate of 8% every year, compound interest. Additionally, our Prime Minister and President have agreed to sign on in a Free Trade Agreement with your nation should you assist us in our time of need and desperation.

Furthermore, our fledgling nation has already issued a formal Proclamation of Neutrality, assuring you and other nations that none of the aid bestowed upon us shall be used for aggressive, military means.

The Senatorial Budget Office in union with the Department of the Treasury will accept and regulate any and all economic grants and bonds bestowed upon the Confederacy of Les Etats Unis.

So please, send a telegram concerning all information to The Confederacy of Les Etats Unis, from where it shall be forwarded to the Department of the Treasury and the Senatorial Budget Office.

The Alexian Empire, having great need for money itself to help it's own homeland, does all the same give out small amounts of financial aid. But, that aid has priority to our allies. Seeing as Les Etats Unis ignored our offers at establishing formal diplomatic relations of ANY kind, we do not see how we could justify giving any aid to their newly founded nation.

"The Commonality has significant funds remaining in the 'coffers' which is specifically for the purpose of providing aid to nations which are in need. We would be glad to provide funds to Les Etats Unis - with no expectation of monetary reimbursement for the provision of those funds - but we cannot offer a 'free trade' agreement without first taking a step onto the first rung of the ladder. This means that although we are perfectly willing to provide aid to Les Etats Unis, we can only offer Regulated Trading Status at this time.

"This is primarily a measure to protect the Les Etats Unis market from 'saturation' of Iluvauromeni products; we export a great deal, and thus it would be extremely difficult to ensure a trading balance. To be more clear: we suspect that a free trade agreement - usually referred to by ourselves as Mutual Most Favoured Trading Nation Status - would result in a deficit for Les Etats Unis. That would be neither morally or economically acceptable.

"That is not to say that we are against trading with Les Etats Unis; we are indeed hopeful of a close and productive relationship; and it is with this in mind that we intend to take care to create a balance of trade which is positive and harmonious in intent: the exhange of mutually required goods to enrich the People of both states.
