A strange proposition [Closed, Secret, Invite-Only]
Somewhere in Allanea
The aide ran into the King’s office: “Your Majesty? We have an urgent call on Line Red.”
King Napoleon arched an eyebrow. Line Red transfers were limited to national leaders – and those rarely called Allanea in her bad days. And, while it was not admitted publicly, from a diplomatic standpoint, Allanea was having very bad days – worse in some ways than an outright war, thought the King. At least you could shoot them, in a war… but the call needed aswering.
“Who is it, Jones?” he asked the aide?
“Pilon, mon roi” replied Jones.
“I see.” – said King Napoleon, trying to hide his amasement. “Bring him on-screen”
Pilias Simber stared back at the Allanean ruler with a smug grin on his face, his usual look.
"Hello, I have been appointed by the Assembly to speak for Pilon in a matter that may interest you. Are you interested in hearing what its about?"
Napoleon looks at the Pilon representative bemusedly as he gets his feet off the table.
"If I were not interested, I would not take the call, would I?"
Then I suggest a meeting between a representative of your government and mine, I know you are probably busy so I wouldn't ask that you come in person unless you are able, we will send a Pilonese transport to pick you up and take you to a facility on Mars where we can fully discuss this, agreed?
THe King smiles: "I am unfortunately incapable of attending. I can, of course, authorise a representative. However, I don't see why we can't settle it all now."
This is not something we wish to discuss over a communications channel, it would be better to speak in person.

A day Later, over Pilon
A MC-1 dropship lowers, slowly. It carries the Allanean ambassador to Pilon.
When the Dropship arrived in Martian Orbit the ambassador was transferred to a Mercenary Ship hired by the Pilonese. It then landed at the docking port where he was greeted by 3 female Elves, who introduced themselves as the Elwyns. They are all clones.
"Welcome to Pilon Ambassador, shall we escort you to a meeting hall where we can discuss things?"
The Ambassador smiles as he surveys the Elwyns. They look good. Very good. So good in fact that he is already mentally planning what to do after he signs... but only after.
"Sure. I'd say, the sooner we get to business, the better."
The Ambassador was led awaay frmo the landing pad to a blank wall. As one of the Elwyn's approached the wall it split open to allow them to pass.
Within was a well furnished meeting room.
After the Ambassador got settled one of the Elwyns spoke up.
"Mr. Ambassador, it has come to our attention that you are interested in aquiring a foothold on Mars. I would be very interested to know what you would be willing to offer for a port within our territory?"

I don't see anything Pilonese on Mars whatsoever. Am I mistaken? If so, where is Pilonese territory on Mars?
IC: "Well, let's see. A piece of land in our colony of New-Idaho, a billion dollars, and, most imporantly, the friendship of Allanea's people and the protection of her Navy."

Its in the Northern Sea, on the map its labeled Martian Pilon.
Where exactly is this New Idaho Colony?
The ambassador shrugs: "About 37 light-years from Earth. Considering that we intend to give you a much bigger piece of land than what you are giving us, we consider it a fair trade."

Ah! So it is. Pardon my brief lapse in visual acuity. :p
As it stands currently Pilon has no interstellar ambitions so a colony outside of our solar system would not suit us.
Instead why don't you just owe us a favor?
"Oh, great." - says the Ambassador. "When can we start colonising it?"
Just to clarify we do still want the billion dollars, friendship and protection.
We will give you a small territory 50KM around in the southern portion of our territory, right next to Tiburon and the Snel.
You can move in as soon as we agree to these terms and we receive the payment. Is this acceptable?
"Mmm, we agree - but is there a piece of territory available somewhere to the north? If not, this is fine."
I'm afraid not, we have certain... plans involved our northern territories and it cannot be partitioned off as of yet.
'Good. We'll take the southern portion, then."
