The Explorer vessel Erikson appeared in the system out of foldspace, and set about on its mission of searching for an inhabitable world on which to set up a colony. Captain Ferdinand Magallanes looked up from his coffee as the com beeped.

"Captain, please report to the bridge. We've come up on the fourth planet of the system, and its pretty interesting. I think you should take a look."

Ferdinand got up and put on his coat. It's always cold on the bridge, he thought. When he walked into the command room, the viewscreen was filled with a picture of the planet. It hung in space like a bluish-green marble. It looked a lot like home, actually.

"Sir, the findings from our probes read that the planet is Terran in nature; the only one like it in the system. Gravity is about .93 Gs. Atmosphere: 76% Nitrogen, 23% oxygen, 2% carbon dioxide, 9% other trace gases. The land is more temperate and drier than Earth, but apparently its a few degrees Centigrade cooler."

"Inhabitable?"

"Looks that way, sir."

"Then lock in our coordinates and send them to Fleet Command. Lieutenant, what system is this?"

"I believe it's the Haleon System, sir."

"Then we shall christen this world Haleon IV."

OOC: actual colonization will be posted at a later time.

Almost a million and a half people had come to Haleon IV since its discovery. They came from all social and economic backgrounds, and all political and religious affliations. A city had already been built, and it was named Garin. About 250,000 people lived there, with another 1.2 million spread throughout farms and small towns along the planet's north-west continent. Two regiments of Fleet Marines (like Royal Marines but with different uniforms) had been assigned to protect the colony from any threat on the yet unexplored planet.

Captain Magallanes greeted his guest in his cabin onboard the Erikson.

"Tell me, why would the King send a Black Eye to Haleon?"

"Well, Captain, His Majesty has sent me to act as his representative until such time as a Governor can be appointed," Davram looked out the porthole towards the planet. "No one expected such an influx of colonists; we were quite unprepared..."

OOC: if anyone wants to RP natives or something, just let me know.

IC: The Eugorian Frigate Aleksander dropped out of fold space in the Haleon system, a system near the homeworld of Eugoria IV. Immediatly sensors started going off as the long-range life scanners detected life on a previously uninhabited planet known as Hali to the Eugorians. The Captian of the Aleksander called back to ESDF HQ at Eugoria IV.

"Admiral," the Captain stated. "There are life forms on Hali. one point five million! Advise?"

"Make contact Captain, we don't want more problems with foreigners. The Chi are enough."

"Aye sir, will do." The Captain signaled his communications officer to send a message.

"Good. Dismissed."

Eugoria IV:

Our purposes are not subversive to your empire. We wish merely to establish interstellar colonial holdings of our own. Would you be interested in signing a non-aggression pact in order to preserve the stability of this star system?

We apologize if we have encroached on your territory, but we ask that we be permitted to keep the colony as it is already large and well-established.

The Hierarchs were busy, but not too busy to miss the message broadcast from Hali. The High One spoke, and was heard by the Malkyerians over 1,000 light years away.

"We will sign your treaty, but know that you are the trespassers. If any problems occur, you will be to blame."

Under other circumstances, I would consider that a threat. However, I am pleased that you are willing to sign a treaty of friendship. I do hope there will be nothing but peace between us.

I offer the following as a preliminary treaty. Let me know if you find something obejctable.

NON-AGRESSION PACT & FRIENDSHIP TREATY

The Kingdom of Malkyer and its holdings, in accordance with International Law and their own constitution, shall uphold the following articles upon the ratfication of this document by both parties.

The Holy Empire of Eugoria IV and its holdings, in accordance with International Law and their own laws, shall uphold the following articles upon the ratfication of this document by both parties.

ARTICLE I) Malkyer is to remain in possesion of the world known as Haleon IV (Hali).

ARTICLE II) Malkyer shall not encroach further into Eugorian territory.

ARTICLE III) Malkyer shall retain mining rights on the moon of Haleon IV (Hali).

ARTICLE IV) In the interest of peace, Malkyer will allow the construction of a Eugorian military base on Haleon IV (Hali) should the government of that nation wish it.

ARTICLE V) In return for these concessions, the government of Eugoria IV will not attempt to exert undue influence upon the colony of Haleon IV (Hali) or its residents.

ARTICLE VI) The government of Eugoria shall acknowledge the fact that retribution will be sought by Malkyer should any of the above articles be violated after this document has been ratified by both nations.

The spaceport buzzed with activity as the 12th Colonial Guards Regiment made ready to accept the officer of the Aleksander. The ship slowly descended to the surface, and Colonel John Owensford saluted him as he walked up.

"Sir, if you'll follow me?"

OOC: It works.

IC: Kivan E'cokr, commanding officer of the Aleksander, stepped onto the ground of the planet Hali, and felt it's nineteen times Eugoria IV's gravity drag his four shoulders downward. He couldn't stand up much longer when the human walked forward and asked him to follow. He did this, hoping to find a chair.

OOC: No, my empire is a conglomerate of fifteen alien species assimiliated into the culture of the original Eugorians. Kivan is an Eldar, or an original.

IC: "The treaty will keep you from harm, human. We have little to gain from it except your gratitude for our gift of Hali." he growled. He wasn't very fond of humans, even on Eugoria IV. And this gravity was bothersome.

Owensford was sensing some hostility from the alien. He was suddenly very glad that the 12th was here at the spaceport.

"Hmmm...I guess you're right. Still, with your interstellar empire and everything, a single world can't be worth much, can it? I mean no offense, I'm just curious."

"No offense is taken human, as your one simple brain could not possibly consider all of the infinate outcomes that your remark just now could have cost to one of the people of The Holy Empire. Just be glad that I am not one of the Hierarchs. They could see into your very being and answer exactly as you wished the answer to sound. But the answer to your question is yes, Hali is very important to our Empire. I am not sure what possesed the Hierarchs to grant it to you, but I will not question them, as I trust their judgement. How much farther?"

"It's right here," Owensford replied as they walked up to the large stone building that housed the Spaceport Offices. Owensford held the door for the alien, then guided him upstairs to the room where the treaty awaited...

Kivan walked slowly through the door and up to the table where he sat quickly and sighed, waiting for the human to speak again.

Owensford looked across the table to the alien. He stood as the Black Eye Davram walked into the room.

"Kivan, allow me to introduce Davram. He is one of the elite Black Eyes, the King's Life Guards. He's the acting Representative of the Crown until a Governor-General is appointed. He has the authority to sign and ratify this treaty."

Davram looked at the strange creature in front of him. Aliens, on our first interstellar colony. How nice, he thought. He grinned slightly. He must think we look odd as well. Especially me, with the tattos around my eyes.

"Kivan, is it? I welcome you to Hali, and I hope you have felt our welcome," he said, bowing slightly. He walked to the table, picked up a pen, and signed his name as Davram Kle'ji, Oriin badus Notras. As he passed the treaty to Kivan, he added, "It's in the Old Tongue of Malkyer. It means 'Davram Black-Eye, Servant of the Crown.'"

Kivan used the pen with little ease, and sloppily wrote upon the paper, Kivan Dibvoniik E'cokr. He then explained, "It is in basic. It means Kivan the Conquerer E'cokr. The name was given me due to the fourteen planets I have conquered. I am next in line for the title of Arbiter, so that I may serve the Hierarchs to death!"

"Arbiter? Interesting," Davram replied. He flashed subtle hand signals to Owensford. "Someone authorized to judge or decide a situation." We need to watch these ones. I'm suspicious about this 'Conquerer' business. Fourteen worlds? Our best intl indicates they've only got a population of 26 million. Either our intelligence is bad, or he's putting up a bold front. Either way, it could be bad. Owensford flashed a quick affirmative signal, not taking his eyes off of the table.

"So," Davram began, "Is there anything else you or your leaders require or will you be leaving us?"

Davram grinned. "Actually, we measure our gravity in terms of 'G,' G being the gravity of our homeworld. This planet has a gravitational pull of .93 Gs. It's actually less gravity than Earth. It doesn't bother us. I guess our bone and muscle tissue is just denser than yours. What is your homeworld like?"

"The gravity here is nineteen-point-one zero four times as much as the homeworld of Eugoria. It is the coreworld for a vast galactic empire containing twenty-nine assimilated planets. Our population disadvantage is over come by sheer will and determination, and logical quick thinking. Our fleet comprises nearly seventy vessels and our empires population is in the billions. We will not be over come easily, especially while the Arbiter still breaths."
