New Parliament Sworn In

Rotovia
23-11-2004, 09:48
Reporter: "Behind me is the Senate House where in just a few minutes the Senate of the Constitutional Republic of Rotovia will be sworn in. The Senate weilds supreme power over the four "true" states, known collectively as the Allied States of Rotovia and the Colonies of Rotovia, namely Crete, Letican, Northern Rotovia. However the Senate is also the power behind the Empire of Rotovia and the many nations who are either willing members or conquored territory.

The Senate itself dates back nearly four thousand years and predates Athenian Democracy. In a moment the Consul of the Empire will begin the ceremonial march from the House of The People to the Senate House. Though the Lower House of Parliament was abolished shortly after a referendum gave the Senate the power to draft legislation.

The Consul of the Empire holds no power for most of the year, infact for most years, however on the first day of parliament after an election it is the most powerful position in The Rotovian Empire... which also only excist for any practical purpose on this day.

Traditionally the Consul of the Empire would retrieve the Orb of the Plebes from the House of The People, however since it's abolition The Consul simply makes the walk, holding the Orb.

At the same time the Monarch is supposed to begin a journey from the Temple of Athena, now the Palace of Athens and residence of the President, and bring the Sceptre of State to be presented to the newly elected leader. The Monarch is the only person not bound to hand over power.

In the absence of a Monarchy a sense of irony is created as Crown Prince Dionysus Bacchus will hand the Sceptre of State to himself, as the democratically elected President.

All elected officals will be required to walk under the Arc Chelliac wearing full Senatorial Robes and then kneel before a statue of a woman represting the Rotovian people.

They will.... oh.... they have just been sworn in by Cheif Justice Oxford and will await the re-appointment of incumbent President Bacchus and the swearing in of the Cabnet... we'll cross over to that live... live... any moment..."

Oxford: "I call upon our great Consul!"

Consul: "I enter the Court and demand the visage of my subjects! I call upon those who speak for the people!"

Oxford: "Senator Bacchus of the District of Athens, Voice of the people and leader of the majority. Do you swear to uphold the Rotovian Constitution before your life?"

Bacchus: "Aye, yes I do"

Oxford: "Do you assume the responsabilities of leadership and pledge yourself to the servitude of the people?"

Bacchus: "Aye, yes I do"

Oxford: "The Court of Magistrates, The Suprme Courts of State and High Court of Rotovia recognise the authority of Senator Bacchus as this nation's soveriegn!"

Consul: "You may take the Orb, gaurd it well!"

Bacchus: "Aye, I will"

Oxford: "Will His Imperial Eminency, His Majesty, Prince Bacchus present the Sceptre of State?"

Bacchus: "To myself I present this Sceptre"

Oxford: "Then arise, President of Rotovia!"

Bacchus: "Arrise, Senate of Rotovia!... please kneel for your Cabnet..."

Reporter: "The swearing in of the Cabnet is a long process and can be seen on the late night edition of this program. However we will provide a complete list of the new Cabnet and Shadow Ministry as soon as they come in... I'm Helen Oval... and you're watching Rotovian National News..."
