Minister of Commerce Frist steps up to the podium and gives a smile to the press.

"Ladies and Gentlemen of the press corp I have a wonderful announcement to make regarding the Grand Republic. We are hosting an economic conference and The Holy Empire of Kaptaingood has agreed to send delegates to our Grand Capital of Anora. They will be arriving in the next few days and although they will be negotiating during the election we have full confidence that no matter who is elected that any treaties signed will benefit the people of Fultonia. Any questions?"

"Yes, does this mark a further shift away from towards further imperialist tendencies?"

"The Grand Republic has never and will never be an imperialist nation, we only want what is best for the people of this state. What's best is strong alliances abroad and domestic peace here at home."

"Is it true that this nation has been involved in human rights abuses and is only democratic in name not in practice"

"If the nation had been involved or becomes involved in humanrights abuses we will step in to hold a summit and try our best to deal with the situation as it arises. We stand by this nation and its democratic practices, if we feel that they need reforms we will do our best to promote a republican form of government. One more."

"Mr. Frist to you intend to stay on another term if Jefferson is elected to another term?"

Mr. Frist smiled, "I will serve in whatever capacity the next President, whoever that may be, asks me to serve. Have naice day and God Bless the Republic."

He leaves the room and meets with his intern, "Well Davie, waht do you think?"

"Sir, I think if Jefferson gets reelected and the polls remain steady you could be the next Minister of Justice."

Mr. Frist slapped him on the back, "My thoughts exactly Davie. Let's get some lunch."

The military executive jet cruises over the capital of Fultonia, Anora, the security officer, Major Finchurch looks out the window, and says "my god, this is a powerful nation"

he quickly reads a brief of Fultonia, population in excess of 1 1/2 billion, massive government power, and thinks back to his own rural nation, and that lunatic Kaptaingood who created a nation in his own image.

He walks over to Minister Fallow, the head of the trade delegation, and says "What are we doing dealing with a power like this".

You fool, to ensure our security. Sure with our defence industry we can build tanks, fighters and guns, we can trade our woodchips and computer games and bits and pieces to feed our people, but here is a real chance to do something that will stand out.

Think Major, we building rockets, we are reaching space, but building rockets is expensive, and who will pay us to reach space, when our technology is still developing? With Fultonia, and potentially other nations joining this project, and others, we of the people of Kaptaingood are developing, we can be a POWER.

General Montegrew looks out at the industry, as the plane comes into land, the synergies between his own country, and Fultonia hold potential, uranium, defence, and the new wave of information technology, and his own nations burgeoning rocketery that is stretching the budget. "are we ready?" he thinks to himself, if we fail the kaptain will show no mercy, if an agreement can be achieved, perhaps Kaptaingood and his nation can be thrust into the realm of players, and ensure the security for another generation...

As the plane begins to land the fighter jets escorting it flay away at differing angles and speeds. The plane is ferried to the middle of a runway where large stairs are brought over and adjusted to fit the plane. A red carpet is rolled out and Men in Black cordon off the press corp. A large black limo pulls up escorted by four motorcycle cops and a Police SUV shortly behind. Mr. Frist steps out of the vehicle and walks up to the end of the red carpet followed shortly after by a young man in a brown suit with fiery red hair. Mr. Frist is a handsome middle aged man with dark black hair and a massive body. Even the suit doesn't hide his muscular figure. 12 P-51 mustangs painted to resemble the Fultonian Flag flew overhead spraying red white and blue dust and the historic old guard cavalry and band auxillary began to play the Grand Republic's national Anthem.

As the Delegation made its way down the stairs Mr. Frist stepped forward to shake the lead man's hand. "It's a pleasure to have a nation like yours visiting our Grand Capital."

"Its been four days Minister, what the hell are we achieving?" said Major Finchurch, "I'm a warrior, not a bloody politician, I'm fed up of visits to barracks, military installations, and hours and hours of endless dribble, we now know they have guns, and lots of them, but so do we, we aren't going to invade them, they aren't interested in invading us, what are we doing here".

Finchurch, you have fought wars for the Kaptain, you have killed men for the Kaptain, but its time for you to know the real reason we are here. Our agents infiltrating other nations industries have discovered a new technology, the Aerowarship. Coupled with our own discoveries, our rocketery and our nuclear technologies, we can build a new class of weapon, never seen before. Sure they take a hell of a lot of power, but imagine a 100,000 aircraft carrier moving at 250 Km's 2000 metres above the ground....On board, you can launch our fighters..." replied Fallow

"If we have that kind of ability why aren't we conquering the world or at very least securing our borders??" replied the major.

General Montegrew moved the window where he was perusing the people walking below and spoke for the first time "son what we have is potential, that is it, our entire defence budget is 100 billion, of that most if goes to feeding and housing the infantry, fuel for the aircraft, and less than 10 billion goes into future technologies, and most that to fighters, missiles and the like. What we have is the basis of a blue print.

I am pretty sure these bastards know what we have, but they need the blue prints, what they have is money, and technology. Once we get a working prototype we can move ahead, but to get from a piece of paper to a aerocarrier linked to an orbital navigational and command satellite flanked by aerodestroyers, carrying a division into enemy terratory is at least 5 years and billions of dollars away.

So why all the BS General? asked the Major,

Son, I aint a General anymore, and secondly its politics, one day, if you stay alive and stay in the uniform, you'll be playing politics, making sure you have enough bullets to man the outposts, and enough fuel to keep the planes flying and the like, and if you get to be a grizzly like me, you'll have to defend your country in ways you never even dreamed, which is why we are here.

the scene changes.

cameras are no longer snapping as they trade delegate walk out of their state limosines into the commerce building, they are yesterdays news, even the few spies that bothered to listen have drifted off to other areas.

Greetings General, Major, esteemed minister, esteemed trade delegates.

Greetings Minister Frist, I hope this morning will lead to another fruitful round of negotiations?

so far we have agreed to purchase one million tonnes of barley, ten million tonnes of wheat, and one million tonnes of corn, in return you will allow access to your markets for our software companies and purchase four million tonnes of woodchips. At this point your economy redress some of the surplusses for a reasonable price and we will allow our economy to compete in an area of our expertise, this is excellent progress to date.

Minister frist nodded to the men in dark sunglasses, immediately the delegation room was swarming with men with scanners, Major Finchurch made to move, before General Montegrew made the slightest of headshakes with his his steely eyes pinning the Major from taking action.

So we are here for the main game now Minister Frist?

Fallow nodded, he was a man different from the Kaptain, and different from so many in the nation forged by the will of one man, the thought of more lives lost saddened him, but he was here to do a job, and would do it.

"here are the fundamental plans for the Aeromotor, we have rudimentary models capable of lifting themselves, they are of course nuclear powered and big, we estimate approximately $1 to $2 billion to manufacture an engine, and maybe 2 to 5 years from a functioning model capable of lifting 100,000 tonnes, that is once we h ave a complete functioning scale engine. You may have this copy of the blue prints, it is only marginally better than the ones you already have, don't bother to deny it Minister Frist, we are grown ups. Your engineers will have noticed that the three key components are not discussed in details, this CD, contains the plans in detail, the key components are not there either, this is to ensure that our nation stays relevant in this debate"

what we propose is that your nation bears the brunt of the remain research and development to the tune of 95%, and that 1/2 the manufacturing remains within our nation, that any sales are divided EVENly between our nation, and that sales our divided by our nations.

What do you get for your money? after our respective fleets are equiped we will hand the complete blue prints to you. What does it gain us to aggrevate your nation? Even with a dozen of these aerocarriers, our nation would be hardpressed to deal with an alliance of disgruntled nations, no, we are trustworthy on this issue, and with the final three components, you are free to follow your own path.

Minister Fallow wonders if he's overplayed his hand, and pushed the dossier, folled blueprints and DVD towards the Fultonian Minister and for the first time during the talks breaks into a sweat.

Mr Frist smiled, I only hope this nation lasts long enough to deal with me when I'm President. "Let's see. I'm going to say that my government will be comfortable taking 85% of the research and design phase. As for manufacturing, our government will not take the heaviest brunt of this spending and take only half of the manufacturing. We'll settle for a 60/40 split. I mean let's look at the facts, with 40% of the manufacturing I'm going to estimate that you'll employ some 100,000 people on the actual vessels and some 320,000 in various secondary industries. We'll employ some 600,000 people in the project. Percentage taken you're far better off than us. As for funding on the project, we're not in the business of selling tech to other nations. You can sell to whoever you want. As for the first fleet built, we will allow you to have those vessels except for one thing. We will build two Aerocraft Carriers and commission them on the same day in a joint ceremony in front of all the cameras. It looks better for us that way. That's going to be the deal or this government leaves the table right now." Mr. Frist gave the commanding young man a large grin.

The secret service agents get back into position and take wary glances around the room.

The Minister of Economy and Finance Julius Kainzier clenched his seat as the landing process began. He heard out of the roar of his own jet the 2 Nycton F-96 Phasmatis Fighters break off to fly back to Nycton. He looked to his left and right looking at some men in digital urban camoflouge with xm8 Carines in their laps, preparing to shoulder them.
When the plane arrived a full stop on the ground, the door opened and a man poked his head out and looked around for a couple moments and talked into his mouth peace and the string of 16 men/woman, some advisors to the minister, bodyguards, media came out of the aircraft.

The cameras flash, the news are interested in the contract, mighty fultonia, and the nation of Kaptain Good have signed an accord to develop weapons and trade goods.

Why? ask a member of the small media contingent, The leader of that nation is a freak, in no uncertain terms and confident of the power of insulting Kaptain Good without repraisals.

An agent of the Kaptain in the crowd notes the reporter and marks his words and face, he is no doubt due for an accident, the Kaptain brooks no insults.

Both ministers mumble something about growing economies, mutual benefit. The new fleets will be a brilliant suprise and coo for both the Kaptain and Frist.

minutes later Fallow reclines in his seat, behind him in the passage are Fultonian engineers and economists, Major Finchurch and General Montegrew remain to prepare the basis of embassy, with bankers, ambassadors, and engineers arriving in the next few days they have little time.

Fallow is worried, It is a good deal, but not what he hoped for. Only one nation to share the development, and yet, how can the Kaptain complain? Industry and corporations will blossom, and the technology will be beyond anything available in the near future, and when built, such a weapon!

he can hear his engineers chatting exitedly with the Fultonians, damn he should have included an agent to stop those damn fools revealing too much information, but no matter, they'll have their damnable weapons in a few months, and the blue prints, and the wealth and security of the Kaptain will be ensured for another generation, and more to the point, he'll get to live a little longer...

OOC: sorry, thanksgiving break kinda lasted alot longer without internet access than expected.

IC: Mr. Frist was sitting at his office smoking a cigar. It was election night and they were looking good.

Fultonia did not often do any negotiations with psychotic dictators or tyrannical nations, yet Frist accepted the deal for two reasons. Success bred promotion and any deal that created jobs within Fultonia was good for Frist and his party. He might soon be the most powerful traditionalist in the nation, and with some luck could pull his party closer to the center hopefully winning the Presidency four years from now. Life was good, and getting better.

Some months have passed, the scene a dock where ancient military warships are broken down for scrap.

A small podium is set up with an small grandstand. Kaptaingood himself sits in a presidential box next to minister Frist, assorted generals, aides, engineers and others.

Combat marines, infantry, secret servicemen, missile batteries and combat jets are all around the area. THere is a sence of immence security, nearly a full division of troops fully equiped are deployed around the area.

An old heavy battlecruiser is sitting in the forefront, most of the superstructure and weapons have been stripped. A small control cabin has been set up in the bridge, wires lace around the ship, with 4 huge motors, two aft and two forward, on the port and starboard sides of the vessel. The vessel is caked in rust, with hull gutted through the centre where the former engines powered the vessel and what looks like a roller door at the front.

The heavy battlecruiser was once a vice admirals flag ship, during the great war her 12 inch guns and rockets fired hell on the foe. The guns are long gone and the turret mechanisms stripped for scrap, but a whine fills the air.

The ship gentle takes off the ground, rust and water shaking free of the hull. The ship turns and moves at pace around the docks. The audience gasp. A small heat wave is apparant below the 4 engines. and the warship no longer looks like an object of scorn, but of intimidation.

"this is of course a test bed, imagine these engines attached to 150,000 tonne carrier, or an 80,000 tonne battleship, moving at 200 km/hour, and resting out of range of most Surface to air batteries, or coming in 250km 50 metres above the ground, with guns blazing and fighter jets launching from the pneumatic tubes?" says an aide to the Kaptain.

Minister Frist looks pleased with the endeavour.

the roller door lifts up, inside is a long tube, suddenly jets appear from front of the old warship, the ship swivels around and points toward an other hulk moored out in the bay. Guns from concealed turrets blaze on fire, and missiles stream toward the hulk, which explodes in a hail of fire, against other land targets the jets swoop and blast them with guns and missiles.

suddenly the SAMs from the ground bases launch toward the hulk. again concealed AAMs takeout the missiles, followed by CIWS and metal storm guns blasting them from the sky.

The massive hulk swivels around with its laser guided 30mm cannons rain fire on dummy targets, and its 6inch cannons blazing fire on other hulks.

The whine of the engines raise in pitch as the hulk deploys massive landing gear and come to touchdown on the land. Troops pour out from concealed portals and engage physical targets on the ground, backed up by cannon fire from ship.

Gentlemen, and ladies, this is merely a test vessel, nothing more than junk, and look at is capabilities.

we have in our designs 10 engine 150,000 aerocarriers, 8 engine batteships, 6 engine heavy cruisers, jeep carriers, assault ships, and 4 engine destroyers.

They are not cheap, but there is nothing like this on earth today.

We are ready to go into production now...

ooc: ok, I know little about creating a war vessel. You seem like genuis to me on that front. that's the real reason I only use modern plus 1 tech. cause it's stuff my uncle knows about. um... I'm gonna give you the latitude you want on this project. Liek I said you have exclusive saels rights so, go at it. My election thread isn't resolved but as soon as you want I'll take you on a tour of my capital. It would be a pleasure.

Anyone else interested in commenting on design?

I was thinking about selling them without ammunition with a running cost of about 5% to 10% of capital cost and 3 month training program.

most of the on board weapons are pretty standard naval gear, the extra tonnage is for the engines and missile launch systems.

think about it is as say a nimitz class carrier with a couple of long beach cruisers attached and 8 big engines.

The Fultonian Air Naval Units floated through the air as the two new Sky Navies glided side by side. The nation of Kaptaingood and Fultonia had launched an ambitious undertaking and completed it just slightly over budget and a long way overtime. The delays nearly completely the fault of Fultonian politicians holding up the process of launching this grand new division of the military power. The nation of Kaptaingood had been compensated for these costly delays with millions of dollars of ammunition and state of the art weapons and access to satellites and communication equipment. These deals were never publicly released as such knowledge would definitively tarnish the President's reputation but Kaptaingood seemed to be favorable to the situation.

most of the weapon systems are current technology.

the advantage of these weapons include speed, and the capacity for stand off assault with heavy guns and a aerial launch of interceptors and strike aircraft.
