[Earth II]Aral-Caspian Environmental Accord (ATTN: Central Asian countries)

To: All those concerned - All nations with territories bordering the Aral or Caspian Seas.

Subject: Possible formation of environmental accord pertaining to the Aral and Caspian Seas.

Message Body:
As the more environmentally aware among your specific governments (those around the central Asia area) will already know, the Aral Sea is shrinking, increasing the concentrations of pesticide contamination, which in turn is contributing hugely to desertification of the surrounding area. Pollution of the water by industrial waste and agricultural chemicals is also contributing to this problem which threatens to contaminate whole swathes of the surrounding countryside. A similar situation is also threatening the Caspian Sea and surrounding rivers from both areas.

The USR has chosen to make it a top priority to turn these slow-burning environmental travesties around with pro-active measures, including systematic filtration of chemicals and removal of contaminants left by former Soviet weapons or industry testing - the Amu Darya river that runs through the middle of our territories being the first priority. We call upon the larger, more influential nations in the area to support this accord and for smaller nations to consider signing it at as well.

Rules of the Accord:

Nations who sign the accord will attempt to reduce the amount of pollution put into bodies of water by industry or weapons testing, in order to avoid further desertization of land.
Nations will make any reasonable effort they can to reduce the present amount of pollution and remove man-made causes of environental degradation (i.e. the rerouting of the Amu Darya river).
Nations will consider imposing trade restrictions on nations which continue to pollute the areas in question, until such time that those nations make conscious efforts to reduce pollution.

We feel this accord will allow for a better standard of living and a better level of health for the peoples of the nations surrounding the seas (north-western Uzbekistan in the area surrounding the Aral Sea already suffers from many health disorders due to contamination of the water and soil, and areas surrounding these seas and rivers will, if not already experiencing similar problems already, may well do in the near future.
