As of 1298th Year of Shadow, you are to begin sending Class IX and Class X Prisoners for any offence, to military training camps. They are being given military service, rather than their original life or over 10 year sentences for their crimes against the Guilds. You are too send all prisoners of this class designation to the Pale Military Training Complex. They will be given basic training in the use of the simplistic but effective AK-47 assault rifle and low grade but effective RPG weapons. Additionally they will schooled briefly in tactical manuvers. Two Regiments of Claw shall accompany every Penal legion to serve as a failsafe. They will pay for their crimes against the Guilds with their blood, as they will now form the forelorn hope of our assaults and they will test the enemy with their blood, not with the blood of our valiant Legions as was before the case.
Number of prisoners: 200,000 + 8 Claw Regiments (40,000 troops)
Number per legion: 50,000 + 2 Claw Regiments (10,000 troops)
They will be armed and used in a manner consistant with that, that has just been described to you. Make sure you have your prison quotas prepared on the date attached to this message, we do not care how you select them, make sure however that no pathetics specimins are among them. We suggust you have your medical staff look at them, we will not abide by unsanctioned medical experiments carried out by your staff, so please inform them as such. We will not abide by failure on this part, such failure will be dealt with by the agents of the Claw directly, we hope you are clear on this point.

OOC: Thought they might be an idea :), btw Class IX and X are prisoners who are in for over and including 10 years. This means they are probably thieves, black marketeers etc.
