OOC: Just a fun little RP. I don't want terrorism or anything.

It was a milestone in Japanese Antarctican history. The originally small, colonial nation had a population of less than one hundred. Today, marks the one billionth citizen in Japanese Antarctica.
The Emperor and his ministers led the parade, being held in the capitol square. It was strange to see so many people out on the streets, even in 5 degree C weather. Security was tight, even more so as the imperial court was outdoors, a rare occasion. There will be a free fireworks show tonight. A military parade is to follow tommorow.
Hospital records say the lucky one billionth is a little girl. Kuniko Baisotei was born two days ago, in Noboribetsu Upper District Hospital. Dozens have visited the hospital room, including the emperor, to greet the mother and father. A nurse said "One man asked if he could bring one billion red balloons. I think he was crazy..."
Even foreigners, who are usually outcasts in the homogenous population, are being welcomed to join in the festivities.
