Weacaon Island Penal Colony

Alzhiemerica is opening a penal colony on Weacaoin Island, a three-hundred-twenty square-mile densely wooded island 631 miles offshore, filled with various dangerous and non-dangerous flora and fauna. Criminals (male and female) will be sent to live here, removed from endangering society, and will learn to cooperate with each other and live off the land if they are to survive. Criminals will be sent here for violent crimes, including rape, murder, kidnapping, etc. as well as white-collar crimes which are determined to be a serious threat to the wellbeing of Alzhiemerican society.

Because crime is nearly non-existant in Alzhiemerica, the very few criminals sent here from Alzhiemerica so far hardly fill the island. For a fee, other nations may distribute their criminals here. Fee depends on severity of criminal.

Terra has 18 prisoners serving out life sentences for multiple convictions of rape, murder, or other violent acts. We would gladly pay to have these miscreants placed on your island, and out of our way.

Alzhiemerica believes in rehabilitation (however harsh), not torture. And certainly not military force.

As tempting as the offer is, we don't believe military service, with near certain risk of death, is an acceptable punishment. Rehabilitation and cooperation is the aim of our Corrections Department.

Why do you need a penal colony? Gun shots to the head are much more efficient. Plus, bullets don't cost much. However, I am intrigued by your proposal of a military alliance. Would you consider it?

The dominion of Gharm believes that any criminal must face the lifelong punishment with the rank less than that of the Conscript, which would be the Line Trooper.

I would certainly consider an alliance, provided you are a moral and trustworthy nation. Bullets cost more than our system, which will actually bring in money from foreign criminals.

After closer inspection, your nation seems to have opposite ideals from mine. That doesn't mean we can't work something out, however.

Terra would gladly pay one million dollars per criminal, just to get them out of our prison facilities. In the past 12 years, they have been responsible for over 20 million dollars in damage and litigation fees. Over 40 prisoners have sued the Terran Correctional Facilities for 'cruelty, rape, and severe injury' due to being held in the same cells as these 12 men and women.

It is estimated we will save over 1 million dollars per prisoner by shipping them off to your island, even with the initial payment factored in.

A heavily-armored fleet of ships arrives at Terra, ready to take said prisoners away, hopefully never to be heard from again. One by one, the prisoners are loaded onto the ARS Kinjo, a converted tanker ship, which is making its rounds to pick up unwanted prisoners from the international community.

What are the prisoners' names and crimes? Damn paperwork...
