The President of the Commonwealth of American Earth,

To all the sovereign nations of the world:

The Commonwealth of American Earth invites nations dissatisfied by or disapproving of the actions and agenda of the United Nations to participate in the creation of the International Congress.

Soon, the Commonwealth of American Earth will host the First International Congress. The First International Congress will ratify a Constitution for the International Congress. Nations who choose to send delegates to the First International Congress will be granted special privelages once the International Congress is established. No United Nations members will be allowed to send delegates to the First International Congress.

Nations wishing to join the International Congress are invited to join the official region of the International Congress here: http://www.nationstates.net/cgi-bin/index.cgi/89887/page=display_region

No United Nations members may join the International Congress.

The International Fleet may very well be interested in such a union if the member nations of such a union are interested in joining an international joint space agency the International Fleet.

If you can grant us special concederation in the fackbook entry and that the majority of the membership of the International Congress will join the International Fleet if they develope space programs I will lobby for the move our the International Fleet members in our region to join yours - although a fraction of our 18 members are currently in the region its possible that most of them will join if you are convincing.

The joint space program would have to integrated into the constitution including its peacful mission and vision.

The Empire of Layarteb is strongly opposed to the United Nations and any international organization that seeks regulation, control, and adjudication of the international world. The Empire of Layarteb will not join the International Congress and will surrender no sovreignty to the I.C. nor will we accept any decisions, resolutions, and demands by the I.C. on us.
