Omzian Military Announced Complete Withdraw of Omzian Nuclear Forces

There were many reporters scrambling to get their front seats, as Admiral Noran noted. It was an unbelievable sight, as no longer can even this massive building hold so many people from the government, the military, and the media. With the hints of white hair above the piece of skin on his skull, his white uniform formed a silhouette against the somewhat ominous cracked, dark brown wall, as he watched down, and holding his papers. Looking at his watch, it reminded himself of the time, and it would be twenty minutes until he announce the somewhat ground-shaking news to the Omzian media. And to think that he is the head of the Omzian Navy's Strategic Forces Coordination Command himself, he sighed slowly, and took a deep breath. His love for the massive missile submarines was evident being a submariner for tens of years, and to see the awesome sight of a giant rocket rising from the missile tube, it always thrilled him ever since he watched one of the first space rocket launches on his black-and-white TV since he was a kid. But there was no way to step back. The Omzian military and government had already discusses this for months, and even perhaps - not to his knowledge - years, about nuclear disarmament within the Omzian military. He knew the reasons well, but being a man who literally lived on a boomer, it was a great rush of emotions as if a dam has collapsed, but the only thing is, he had to sustain that big dam until the end of the news conference. He also knew well, that keeping the Strategic Forces Coordination Command intact, is now nothing but only a figment of his imagination.

"Admiral," a young man smiled at him. Noran looked at him, and noting that the young man serves on surface ships, but being only a Commander, he smiled. "It is starting?"

"Yes, sir," the young man peered and looked at the small crowds three stories below him. "President Vansare wants to see you."

The Admiral looked at him, widening his eyes. He worked with President Vansare ever since he became the head of the Strategic Forces command, and they agreed and disagreed on many things. But Vansare is a good man to work with. Slightly smiling, he began to walk towards the empty space front of him, stepping towards the stairs.

As the Admirals, Generals, and politicans sat down in a neat row, reporters already began to take pictures. Why do they have to be this paraniod?, General Jorana, the head of the Air Force's Strategic Air Forces Command, thought as he slightly frowned. The blue-uniformed, tall man hated the reporters ever since they began to ask pointless questions about their B-1C Lancer bombers, and his hate grew even more they swarmed into his staff car into one occasion. But he is also the person who liked to flaunt his four silver stars on each of his shoulder, and his Order of Ukan award - the second highest decoration within the Omzian military - as he enters these type of conferences. He didn't care so much about the nuclear forces within the SAFC, but he wather wanted Admiral Noran to speak this time. As the crowd began to slip into the vastness of silence, he looked at Admiral Noran, the white-uniformed man beside him, without emotion. I have to look good, and serious, the General saw, since he was sure that there are also foreign reporters.

Then, as he saw it, Admiral Noran finally spoke. "After years of discussion, it is my task today to announce that through several debates within the military, the Parliament, and the Senate, the Omzian Democratic Federal Republic and the Omzian Homeland Defence Forces announces the dismantlement of the Omzian Air Force Strategic Air Forces Nuclear Command, in addition to the Omzian Navy Strategic Forces Coordination Command - or the 'Nuclear Missile Corps' as people often calls it. In simple language, this means that the Omzian Democratic Federal Republic is dismantling all forms of nuclear deterrence, including those based on Air Force bombers, and Navy ballistic missile submarines."

Noran always had a good memory, but isn't quite charismatic. Only peering down once, he spoke again. "We are doing this because of various reasons, including the actual usefulness of such nuclear deterrence force. As you all might know, although nuclear deterrence can deter other nations from launching nuclear weapons onto our home soil, our long-term observations has concluded that this is in many times, false, and the deployment of nuclear weapons may even sometimes encourages other nations to deploy nuclear and other radiological weapons. Because of this reason, we began to look into the National Ballistic Missile Defence System - or the NABAMS as it is also known. Although this system now involves a wide array of ground, space, and even sea-based interceptors to successfully reduce the threat of a nuclear attack against Omzian soil from both long and much shorter ranges, this system requires a lot of money to be expanded. As the Omzian nuclear force is never quite used in anger, we of course, began to question the reason for its existance into our new 'Double Defence Navy' plan into the future. As evident, this force costs us billions of dollars of maintenance every year, and also requires an additional billions of dollars each year to make sure that they are up to date. This does not even include the platforms and the command and control systems that assists in the deployment of these nuclear deterrence weapons. Added with the fact that these will be rarely - if ever - used, after much heated debate and temporatorily a divided Omzian government and military, all of us eventually came to a decision. To dismantle them completely."

He looked around the room for a brief second, and then began to read his speech again. "Yes, dismantlement. Our current nuclear force yields a total of over three thousands of warheads, so the dismantlement will be a slow and expensive process, but will save much money and other burdens for the future. Our current plan is to retire all types of nuclear-armed air-launched cruise missile from active service immediately," he emphatised the last word as he paused for a mere fraction of a second, and then continued. "Along with our small number of tactical air-launched nuclear weapons, of course. The naval nuclear force will also take a hit, as we are planning to retire a total of four Ohio nuclear ballistic missile submarines armed with Trident M8 missiles, along with the missiles carried on them. Because of this, we also plan to start the conversion of all twelve Nena nuclear ballistic missile submarines into cruise missile-carrying configurations within a year. Using various advanced, sophiscated, non-threatening, but effective and fast methods, it is our estimation that all warheads will be dismantled and destroyed over a period of eight years. The result? Conventionally-armed bombers, and twelve new guided missile nuclear submarines, carrying anti-ship, anti-submarine, and land attack weapons, to replace and supplement our navy's 'Double Defence Plan' in the future.

"We project that by this, although dismantlement will cost us billions of Omzars, the money saved by this will be several times that, well into the future. Because of this, we can sustain our defence capabilities with the 'Double Defence Plan' for years to come, along with an expansion of the NABAMS to ensure the safety of all Omzian citizens. Therefore, I'm proud to announce gentlemen, the Omzian military is nuclear-free."
