Or is it? As an Empire we have for a long time prided ourselves on our ability to be profitable through expansion but now we have entered what seems to be a period of stagnation with no significant conflicts for us to exploit and not enough potential for annexation and expansion.
Why is this? Are we just not as alert as we used to be or is it really just quiet time?

I think it's that smaller more vulnerable nations are trying to band together and stand against imperialism. Just like basic historical progession.

Do you think they are? It wouldn't be a problem for an Empire such as this to crush them but I just want them to become more obvious and less incognito so we could isolate and crush them.

How is that relevant? Even if they did not care about 'me' then still if they were there then we would take appropriate measures to annex them making whether they 'care' or not irrelevant. No?

But then they would just try and appeal to other larger nations to fight you. You're an old nation but a large coalition can take anyone down. We also realize that there are several nations that are allied to you but well a World War is to be avoided.
