Czar Roger Fabus has announced that three trillion dollars from Federal and Commonwealth funds, mostly from Mississippi, Ohio, and Mississippian Egypt, will be allocated to build a road system stretching across Angola, into Namibia, and Botswana, and then down into South Africa. This system of roads will link all major towns, villages, and tribal communities, to large cities so commerce can flow with ease.
The Czar has also announced that the Commonwealth governments are being given a schedule with which to educate and employ natives in useful fields. The official languages of the four provinces of "Mississippian Southern Africa" will be English in all four, with Portuguese in Angola, and Afrikaans in South Africa and Namibia. All people will be taught English, and all natives will be taught at least the basic Mississippian high school standards, minus the racial education, as teaching blacks they're inferior would be considered offensive and counter-productive to building working race relations in the new territories.
The Czar has allocated $2,000 dollars per year per pupil in Angola and Botswana. $4,000 dollars per year in Namibia. And $5,000 dollars per year per pupil in South Africa, his economic advisors set the amounts based on cost of living and wages, and other factors.
Furthermore, the Czar has declared that development of infrastructure and economic prosperity will be top on the list of priorities for the new territories. He has also announced that the Mississippian medications which cure HIV/AIDS, will be made available, for free, to any and all who request them.
