Introduction -

The Socialist Alliance Community was conceived in a period of conflict brought about by the greed, corruption and hatred of Capitalism. We, the signatories of this treaty recognize the fact that Socialism is the only real alternative to Capitalism, and through our common desire for peace, liberty, equality and freedom between all men and nations, where man controls the methods of production for the greater good and not the other-way round, dedicate ourselves to the extension and strengthening of Socialism in our nations and revolution beyond our borders.

We pledge ourselves to aid and bolster our comrades around the globe against the machinations of Capitalism, whether it is militarily or economically. Through our partnership, we will find a greater market to trade in by bringing about the integration of our planned economies and exchange new technologies as we discover them. In this new dawn of mutual economic benefit, no soul shall go hungry, go cold, or grow up ignorant. Nobody shall die alone. We will resurrect the values quashed and tainted by the Capitalist jackal. We will restore humanity to its rightful place, where we no longer crawl before Kings, Gods, Presidents and Products, blind in our ignorance, happy to let our emotions rule us and content to our ‘little piece’.

We will never waiver in our attempts. We will never surrender the fate of billions to a life of degradation, humiliation and suffering under the jack-boot of Capitalism. There is hope.

The following bodies make up SocAlCom –

The Great International Soviet – Consisting of all member states, who each have one delegate represent them, where proposals are put forward, to be either ratified or rejected. Here, the applications for new member states are processed, and crises are dealt with. Leadership is set to a rotating presidency.

Great Economic Council – Designed to realign our economies, give aid where it is needed, distribute technological aid, and set and conduct trade between members under a tariff-free environment.

Directorate of Allied Forces - Designed to oversee, equip and train the forces of SocAlComm and direct the multi-national military operations undertaken by SocAlCom. Each member nation will also assign forces to the Directorate, from company to division in size, to be used as a Rapid Reaction Force to deal with crises acknowledged by the Great International Soviet.

Tactical Council - The Tactical Council, assigned to the Directorate, is formed whenever a conflict involving SocAlComm Member States occurs. Representatives from the Member states with the greatest interest (e.g. those being invaded or providing the majority of forces) in the conflict in question make up the Tactical Council.

There would be the military commanders in the theater, and for the most part they would probably communicate by telegram the way allies in RP wars usually do. The difference would be that one of them would be designated as Chief, holding the supreme command over all allied forces in the conflict, and having complete command over the Rapid Reaction Force.

The SocAlCom will defend its integrity against any and all invaders. By the proliferation of superior weapon technology and strategies, through deployment of friendly forces, SocAlCom will defeat those who seek to conquer us.

SocAlCom will not be allowed to become a supranational organization, dictating to member states on domestic, trade or foreign policy. If a member state is at odds with a proposal before the Great International Soviet, then the state only has to abstain, and it will not be affected. The sovereign equality of all members is fundamental and vital to the success of SocAlComm.

The Sovereign People fully endorse the Draft Charter.
With regard to details, there are some questions and suggestions.
When the Alliance responds to military needs, it is suggested that a Tactical Council be formed by the military commanders of the responding states to co-ordinate the actions of the forces under their command. The Chief of the Tactical Council shall be the representative either of the state with the greatest interest in the outcome of the campaign (as when a Member is invaded) or the state with the largest contingent of military forces in the theater (as when--in hopefully rare cases--the Alliance finds itself intervening in the affairs of a non-Member state).
It is also suggested, however, that troops be committed to the common pool by Member states as a standing force. This is more consistent with the 'Rapid Reaction Force' language of the Charter than an ad hoc dispatch of troops to specific conflicts would be.
The Sovereign People, specifically, shall commit the entirety of the SPDF Rapid Deployment Brigade, SPDF Airborne Light Infantry Corps, and the SPDF Air Combat Wing to support the military activities of the Alliance--as soon as these units are reconstructed from our late difficulties.
[OoC: In mechanics-terms, how cumbersome would it be to create a thread for the Directorate of Allied Forces, where suggestions for intervention can be proposed and debated? I've noticed that there A LOT of conflicts out there involving Leftist participants, including several that Member states are considering intervening in. It would be another thread we'd have to check periodically, but it might prove the most efficient means to mobilize support of Leftist causes quickly.]

Official Statement issued by the North Albanian Government:

Upon seeing this proposal we feel obliged yet anxious, to join this alliance in some form or another. However seeing the members of the union we have felt it best to reinforce our ties with old allies during the Albanian revolt, mainly Vas Pokhoronim. And although we realize ties have become strained over the coming months we see it as another chance to reaffirm our status as Communist brothers, whilst also reopening trade and pacts between the two nations.

However if we do join this so-called government we request much in terms of capital and sanitation aid due to our new status as allies. And in return we shall commit a small division of our special forces to reinforce the alliance.

Upon acceptance we ask for a responce on a number of issues domestically and internationally.

Directorate Thread
As I see it, the Directorate of Allied Forces would be a thread containing: 1) the frequently updated Order of Battle for the Joint Rapid Reaction Force, and (2) the updated outline of where, if anywhere, they were committed, and in what strengths. A Member state would submit a request for aid or intervention on the Directorate thread, the Member states would vote after investigation and debate, and if the Alliance committed troops, a Tactical Council would be formed consisting of representatives from the Member states with the greatest interest in the conflict in question. These would be the military commanders in the theater, and for the most part they would probably communicate by telegram the way allies in RP wars usually do. The difference would be that one of them would be designated as Chief, holding the supreme command over all allied forces in the conflict, and having complete command over the Rapid Reaction Force.
This seems a little complicated in the explanation, but I think it actually work pretty smoothly in practice. I'm certainly open to other suggestions, however.

New Members
And to Northern Albania, a couple of things. It's true that relations between us have degraded a bit since our recent alliance, but we too are willing to work to reverse that trend. I should let you know, however, that no one Member has the authority (Hrstrovokia . . .) to accept applications. It must be voted upon by the current Membership, consisting of Hrstrovokia, Kommelianberg, Vas Pokhoronim, and British Teawa (who you may remember--indeed I am glad to hear that you are seeking friendlier relations with them, as well). I don't think you'll have a problem getting in--but I am currently in the process of drafting a Resolution that specifically condemns wars of aggression and the use of WMDs except under the most indisputably drastic of extenuating circumstances. That, too, will have to be voted upon by the Membership, but if it passes (as I hope it will), it would mean that in the future, if you conducted a war the way you did last time, you would probably face censure, sanctions, or even expulsion from the Alliance. On the bright side, though, with Alliance backing, you probably wouldn't have to go to such extremes to enforce your policies.

Yes although we have used uncoventional warfare within the past, we have since slowly but surely destroyed much of our W.M.D arsenal. As for pre-emptive strikes, we shall once again do what is nesescery to maintain the bigger goal of peace in the world. But since many of the fledging nations within the Balkans our devestated by wars, we sense the added responsibility and will thus continue to work for a better peace.

However on to the more telling issue of Southern Albania. We state once again that the south nation is currently pursuing W.M.D and will try to pass a law allowing the annexing of the country.

Oh yeah, and Kommelianberg is a gimme for you--I'll vote for them, which gives a majority of Charter Members even in the unlikely event that Teawa opposes. And speaking of Teawa, I would vouch for all other members of the British Ocean States, as well. I don't quite understand their arrangements over there, but as far as I can tell they're all good guys. Man, my vote's gonna get diluted but quick. Oh well. I have my prestige.
Northern Albania: I appreciate and accept your reassurances. Pre-emptive strikes (and unconventional weapons) are morally ugly but sometimes unavoidable for the sake of national security--they must be used sparingly and only when there is no other way (and apologized for whenever the inevitable mistake gets made). I, for one, am satisfied that you understand this.
The Democratic Republic itself has a few ICBMs, and yes, we considered using them in our last war against the Imperialists. Fortunately for all concerned it did not prove necessary.
The idea of supporting an annexation makes me a little queasy on the face of it, but I'm willing to look into the circumstances. And if the old user is dead, it sounds like you'd be unopposed, anyway--and again, the Democratic Republic itself recently conducted an unopposed annexation of some undeveloped coastline and a nearby island (although ours was an unfunded 'purchase' to avoid the odium of an outright invasion--I might suggest you make yours a 'plebiscite' for the same reasons), so that makes us fairly even there, too.
Like I say, if we don't hear from Teawa in a day or two, Hrstrovokia, Kommelianberg, and I can consider you voted in.

The Soviet State of Hrstrovokia would like to welcome and congratulate The People's Socialist Republic of Hogsweat as the 4th Member State of the Socialist Alliance Community!

Proposals to the Socialist Alliance Community -

* Each Member State is entitled to one Delegate and one Vote in the Secretariat [See Below]. Any Member state may propose an amendment or remove one to the charter of SocAlComm, however this must pass a 75% majority vote in the Secretariat [See below]. Any Member State may bring any issue before the Great International Soviet for discussion.

* Member States have the right to abstain from the Great International Soviet, and thereby remain unaffected from it's decision's. However, notification of abstention must be made, and Member States acknowledge that a period of 1 weeks abstention void's their membership of SocAlComm.

* All Member States must have a common approach with regard to Economic Ownership [State versus Private] and Political Ideology [Socialist/Communist/Marxist/Left] to avoid disunity within the Great International Soviet and it's organs.

* The Creation of a Rotating General Secretary role [Executive], Executive Committee [Also Executive], the Secretariat Committee [Legislative], the International Court [Judicial].

* SocAlComm's General Secretary to be appointed by a 75% majority vote of the Secretariat.

* Executive Committee to consist of the senior members of SocAlComm.

* The Role of the General Secretary is to act as a representitive of SocAlComm, to veto proposals to the Executive Committee.

* The International Court is to address grievances between SocAlComm and Member States and between individual Member States. Judges from Member States are appointed to it's board by a 75% majority vote in the Secretariat. The International Court may use economic sanction's on Member States who do not comply with it's rulings.

* All SocAlComm Member States to establish diplomatic rapport with each other.

* The Economic Council, consisting of 5 Member States, appointed by 75% majority vote in the Secretariat, to deal with the issue's concerning development and assistance aid, economic and monetary policies of SocAlComm, stimulation of trade between Member States, removal of all tariff's and other barrier's of trade between Member States.

* SocAlComm and it's organs and missions are to be funded by voluntary donation's from it's Member States, so they can give as much ... or as little, as they want to.

* The Directorate of Allied Forces to consist of the Military Commission of 4 Member States appointed by a 75% majority vote in the Secretariat. It's role is to assist in armament, training, technology proliferation and weapons trading, the Rapid Reaction Force and appoint a General to command the RRF.

* The Rapid Reaction Force to consist of formations committed by Member States.

* In a conflict involving Member States, a Tactical Council will be formed, consisting of those most concerned - i.e. those Member States committing forces from the RRF to the Operation undertaken by the Tactical Council, and those actually being involved - invaded.

* The Tactical Council to appoint a Theatre Commander to execute it's Operation's, who will have at his disposal the RRF.

* The Tactical Council only to operate in an emergency, such as the invasion of a Member State.

* An Order of Battle of the RRF to be created.

The Sovereign People endorse the foregoing submission of our Hrstrovokian comrades with the following proposed Amendments:
I. The Sovereign People propose that Charter Amendments be considered to have passed in the Secretariat with a three-fifths supermajority vote, rather than three-quarters. We believe that this will result in a more flexible organization, better able to meet the changing demands of the times.
II. A Member state which abstains for a week [ooc: real time, I assume] shall be considered to have lost its privileges of Seniority and be eligible for a vote of ejection; the Sovereign People believe that exclusion ought not to be automatic, but should rather be decided upon by the assembled delegates.
II.a. Senior Members should be able to bring up Resolutions of Censure, Sanctions, Exclusion, and War against other Members which have been found in violation of SocAlComm core policies. The violations in question must be sufficently extreme to justify such measures, such as unprovoked aggression against a peaceful state, the careless murder of civilians in a war zone, use of slaves or other egregious human rights violations, etc. These core policies will be defined in the Charter, or in SocAlComm Resolutions to be passed.
II.a.1. It is further recommended that an alleged violation be verified by the International Court before the defendant is considered subject to such Resolutions.
III. Socialism must be defined, but broadly enough to embrace a wide range of Leftist states. The Sovereign People also recommend, however, that SocAlComm core policies concerning social justice, collective prosperity, nondiscrimination and equality under the law, etc., be outlined here.
V. The Sovereign People ask, why should the General Secretary not be elected by simple majority?
VI. Seniority must be defined for purposes of the Executive Committee. The three Charter Members shall be considered to have permanent Seniority; it is suggested that subsequent signatories receive seniority privileges after one week [ooc: real time] of Membership. Another, perhaps preferable, possibility is to have membership on the Executive Committee to be determined by co-option of a unanimous quorum consisting of two-thirds.
VIII. It is assumed that candidates for the position of Justice on the International Court are proposed to the Secretariat by either the General Secretary or the Executive Committee. The process must be clarified, however.
IX. Membership in SocAlComm carries at least an implicit collective security and nonaggression treaty between Members. Any Member that attacks another, regardless of its reasons, shall be considered to have relinquished its Membership in SocAlComm and will be regarded as an objective enemy of all the Member states.
X. The process of candidacy for the Economic Council must be clarified, as with the International Court, above.
XII. The process of candidacy for the Directorate of Allied Forces must be clarified, as with the International Court, above.
XIV. Inasmuch as all Member states are expected to contribute to the RRF (hereafter ResFor), a Tactical Council should be appointed by the Directorate so as to consist of those Members who contribute to the specific conflict over and above the forces within ResFor. The Theater Commander shall request specific ResFor forces from the Directorate, which shall duly assign them.

The Sovereign People, upon examining the conditions obtaining in the People's Republic of Hillyard and the United Socialist States of Ragon, wholeheartedly support the induction of both states into the treaty organization.
The Sovereign People are also giving notice that we shall be drafting Charter provisions concerning official SocAlComm positions on Human Rights and the Rules of War. These will be submitted for approval and ratification shortly. Once these have been ratified, we will call for a vote upon Membership status for the Protectorate of the Eternal-Dragons.

SocAlComm Charter on Human Rights [Proposed]
The Signatory powers recognize the principles of Socialism comprise the apex of human social, political, and economic development. Consistent with the aforementioned principles, the Signatory powers further consent to the following Articles:

I. Humans are born and remain free and equal in rights. Legal discrimination on the basis of class, race, gender, ethnicity, religion, sexual orientation, political ideology, or any other social distinctions shall be prohibited among the Signatories except where the goal of such discrimination can be shown to be the more perfect approximation of equality, as with affirmative action.
II. The aim of all political association is the preservation of the natural and imprescriptible rights of humanity. These rights are life, health, shelter, work, liberty, security, self-determination, and resistance to oppression.
III. The principle of all sovereignty resides essentially in the people. No body nor individual may exercise any authority which does not proceed directly from the people.
IV. Liberty consists in the freedom to do everything which injures no one else; hence the exercise of the natural rights of each man has no limits except those which assure to the other members of the society the enjoyment of the same rights. These limits can only be determined by law.
V. Law can only prohibit such actions as are hurtful to society. Nothing may be prevented which is not forbidden by law, and no one may be forced to do anything not provided for by law.
VI. Law is the expression of the general will. Every citizen has a right to participate personally, or through his or her representative, in its foundation. It must be the same for all, whether it protects or punishes. All citizens, being equal in the eyes of the law, are equally eligible to all dignities and to all public positions and occupations, according to their abilities, and without distinction except that of their virtues and talents.
VII. No person shall be accused, arrested, or imprisoned except in the cases and according to the forms prescribed by law. Any one soliciting, transmitting, executing, or causing to be executed, any arbitrary order, shall be punished. But any citizen summoned or arrested in virtue of the law shall submit without delay, as resistance constitutes an offense.
VIII. The law shall provide for such punishments only as are strictly and obviously necessary, and no one shall suffer punishment except it be legally inflicted in virtue of a law passed and promulgated before the commission of the offense.
IX. As all persons are held innocent until they shall have been declared guilty, if arrest shall be deemed indispensable, all harshness not essential to the securing of the prisoner's person shall be severely repressed by law.
X. No one shall be disquieted on account of his or her opinions, including his or her religious or political views, provided their manifestation does not disturb the public order established by law.
XI. The free communication of ideas and opinions is one of the most precious of the rights of man. Every citizen may, accordingly, speak, write, and print with freedom, but shall be responsible for such abuses of this freedom as shall be defined by law.
XII. The security of the rights of man and of the citizen requires public military forces. These forces are, therefore, established for the good of all and not for the personal advantage of those to whom they shall be intrusted.
XIII. A common contribution is essential for the maintenance of the public forces and for the cost of administration. This should be equitably distributed among all the citizens in proportion to their means.
XIV. All the citizens have a right to decide, either personally or by their representatives, as to the necessity of the public contribution; to grant this freely; to know to what uses it is put; and to fix the proportion, the mode of assessment and of collection and the duration of the taxes.
XV. Society has the right to require of every public agent an account of his or her administration.
XVI. A society in which the observance of the law is not assured, nor the separation of powers defined, has no constitution at all.

SocAlComm Protocols of Military Engagement [Proposed]
The Signatory powers agree that armed conflict is a moral stain upon human relations, and is in general best avoided. The Signatory powers agree that military action against another state ought only to be undertaken in response to a clear and present danger to the security of their respective peoples, and only when all other methods of deflecting the aforementioned danger have been attempted and found wanting. Nevertheless, the Signatory powers will not stand by and watch our brothers and sisters suffer under the yoke of oppression and injustice, and for that reason must recognize and support such acts of Revolutionary struggles and Wars of National Liberation as may be deemed necessary to ensure that all our comrades be empowered with their due rights as human beings, and to this end the Socialist powers assert for themselves both the right and obligation to assist and intervene in such conflicts.
The Signatory powers further consent to the following Protocols:

I. Persons who do not or can no longer take part in the hostilities are entitled to respect for their life and for their physical and mental integrity. Such persons must in all circumstances be protected and treated with humanity, without any unfavorable distinction whatever.
II. It is forbidden to kill or wound an adversary who surrenders or who can no longer take part in the fighting.
III. The wounded and sick must be collected and cared for by the party to the conflict which has them in its power. Medical personnel and medical establishments, transports and equipment must be spared. The red star on a white background is the sign protecting such persons and objects and must be respected.
IV. Captured combatants and civilians who find themselves under the authority of the adverse party are entitled to respect for their life, their dignity, their personal rights and their political, religious and other convictions. They must be protected against all acts of violence or reprisal. They are entitled to exchange news with their families and receive aid.
V. Everyone must enjoy basic judicial guarantees and no one may be held responsible for an act he has not committed. No one may be subjected to physical or mental torture or to cruel or degrading corporal punishment or other treatment.
VI. Neither the parties to the conflict nor members of their armed forces have an unlimited rights to choose methods and means of warfare. It is forbidden to use weapons or methods of warfare that are likely to cause unnecessary losses or excessive suffering.
VII. The parties to a conflict must at all times distinguish between the civilian population and combatants in order to spare the civilian population and civilian property. Neither the civilian population as whole nor individual civilians may be attacked. Attacks may be made solely against military objectives.
VIII. Individuals who do not take direct part in hostilities as well as individuals who cannot take part in these actions due illness, wound, captivity or other reasons, are entitled to be respected and protected against conflicting sides' military operations' consequences without any unfavorable distinction whatever.

The People's Republic of Hillyard fully endorses the proposed Protocols of Human Rights and Military Engagement.

We do however, hesitate to sign the Protocols of Military Engagement without a clause for aiding in the revolutionary struggles of workers throughout the globe. War is hell, comrades, but will we stand by and watch our brothers and sisters suffer under the yoke of oppression and injustice? Or, when we have the opportunity, will stand with them and demand they be empowered their due rights as human beings?

With the world so dark, we must shrink too much from the flames of war. If we are meek, the flames themselves will die and we will be left in the darkness.

Delegate to SocAlComm, Rick Grimes - proposals on Membership Status

There should be two types of Membership, reflecting the reality that some nations are dedicated to participating fully in the Community, and that some are rather busy, or do not wish to commit military forces etc.

The full Community Member would have one Delegate and one vote. They would be free to participate in debates, bring items of interest to the attention of the Secretariat, the legislative arm of SocAlComm and vote on issues and such in the Secretariat. They would be allowed to function on such institutions as the International Court of SocAlComm, the Economic Council and the Directorate of Allied Forces.

However, such privileges require that full Community Members adhere to the rulings of these institutions. If the International Court rules that they, or another Member, has violated the Charter of SocAlComm, then they must agree to comply immediately, to rectify the problem, or consent to act in an economic blockade of the Member State who violates the SocAlComm Charter.

Full Community Members have special privileges when it comes to the Economic Council. They may apply for larger loans, with lower or negligible interest rates. Free access to technology is also another right of full Community Members, who may wish to modernize sectors of their economies which are stagnating.

Also, participation in the DAF means that the Member State must contribute military formations, allow use of their territory to base DAF units and permit unhindered access of their territory to DAF units i.e. Airspace etc. Again, free access to technology is guaranteed. Member States may ask for production and assembly plans, from Assault rifles to Intelligence Satellites.

They may also recieve military aid to bolster their armed forces, by training alongside other full Members or through transfer of vital material, such as armaments.

It is assumed that full Community Member States will establish diplomatic contact with each other, through the establishment of an Embassy or Mission, and enter into a collective security defense pact, ensuring to act against any aggressor who attempts to dominate a Member State. Full Member States will consider buying goods from other their own before turning to other markets.

Full Member States may be ejected from SocAlComm for lack of partcipation.

The other type of Membership is Associate Community Member. These Members may only assign a Representative to SocAlComm, who may not participate in any of it's institutions, but will remain unaffected by the rulings of those institutions. They do not have to commit military formations to the DAF, or allow DAF units access to their territory.

They will not be ejected from SocAlComm for lack of participation, since this is not required of them in the first place. They may apply for monetary aid at offical interest rates. They are encouraged to establish diplomatic contact with all SocAlComm Member States, regardless of status. They must make concessions in their own economies to full Member States if they wish to recieved technological aid.

Nevertheless the Sovereign People have some doubts regarding the the equitability of your flat income tax rate--any tax schedule that is not progressive is, in effect, regressive. We thank you for your offer of purchasing the various man-made,and raw materials from our hands. But we would like to inform you that their is roughly 200-300 tonnes of raw uranium, and a further 150 tonnes of raw plutonium.
However to get a better estimate we suggest you send a team of experts to investigate the ammount currently present. And by this sale we would prefer if the money is used for the purchase off Merkava Mk-IV MBT tanks, whilst although exspensive in maintainence, we our hoping that our sale will be able to cover the costs of purchasing some of these weapons of war.

On another note we shall purchase

As an aside, we too have observed the war in Canada with some disappointment. Nevertheless it has long been the official position of the Social Democratic Party-Vas Pokhoronim (Menshevik) that Leninism-Stalinism and its variants constitute one of the less viable ideological threads of Marxism in large part precisely because of the sort of exclusivist, go-it-alone approach we have seen operating in Canada. He will also support the memberships of Lethislavania and Terra Romani, but the DRVP will abstain from voting on any new candidates until Kznynsky recovers.

The powers of the General Secretary, the creation and mandate of a Security Council, the role of the Economic Council, things like this still need to be defined. Also, I recommend keeping SocAlComm to a membership of a few nations, which will actively participate, thereby keeping SocAlComm as free of bureaucracy as possible, and so we dont end up crumbling apart like NATO.

Again, I should have done all of this a week ago, but I didnt, and I apoligize to those of you who looked forward to joining the alliance only to see nothing and hear silence. Sorry!]

/me wonders is anybody out there ...

[OOC: SocAlComm is nearly finished, however a few things remain undecided. The Secretariat [or General Assembly] is to be the legislative body of the organization, where resolutions are motioned, amendments to the charter proposed and issues of relevance raised.

The Secretariat is made up of member states, who send either delegates or representatives, depending on their membership type. Delegates have full pleninpotentiary powers, while representatives do not, I'll make all this more clear a little later.

The Secretariat is headed by the General Secretary, whose job is to represent SocAlComm worldwide, to act whenever possible to prevent conflicts through diplomacy and generally act as the chief administrative officer of our organization. I believe that instead of a 'once-a-month' rotation, this position should be put to the floor of the Secretariat for a vote, and candidates can argue their reasons for being the new General Secretary. I believe this is fair and democratic, and will give SocAlComm the best leadership possible.

The Tactical Council has been replaced by the Security Council, albeit with minor changes. The Security Council shares the same mandate as the Directorate of Allied Forces and the Tactical Council, in that it is established to co-ordinate the organization's forces, to make share these forces have the best equipment and training possible, to promote and allow the circulation of strategies, to determine the existence of a threat to world peace and to take military action against aggressors [who are deemed so by the Secretariat or Court of Justice], to investigate any dispute or incident which might lead to international conflict.

A Tactical Council will still be formed of course in the event of military operations, headed by those dedicating the largest forces or by those who are either closest to or in the theatre of operations. The Security Council is headed by a five member state panel, selected by a 75% majority vote before the Secretariat.

SocAlComm's charter and charter of human rights give it it's context, from which the organization shall act accordingly in order to see that the charter and charter of human rights is adhered to, and that they are upheld.

So thats just a little of whats going on. Things still need to be defined, and if you can propose something, I'll listen. The Court of Justice and Economic Council arent finished yet, well in truth nothing is finished, but I just dont have a definite idea I what to go with on these, giving them too little or too much power would be wrong, so I need to find a balance in their abilities.

I guess there is nothing new in what I've written here, but I get the feeling people are thinking this is dead, so now atleast you can see I'm doing [a little] work, but with being sick and work, I am not getting alot of it done. Sorry =/

First, let me say to our Euroslavian Brothers that the PRK regards their candidacy very positively - you have our vote.
Secondly, the PRK fully and wholeheartedly supports the proposals of Brother Grimes. [ooc: To this end I'd suggest either the formation of separate threads for the various bodies - especially the Secretariat, but also possibly the Court of Justice and more importantly the Security Council and ResFor, and maybe an OOC Thread - or condensing some aspects of this one, like force strengths. Actually, I'll volunteer to put myself forward as point man for military issues - I could just start a thread with force strengths for ResFor (edited as needed), the makeup of the Security Council (ditto), the Military Protocols of the organization (also ditto; and probably all posted in the opposite order of what I just said), where people can post their contributions to the common defense and their requests for aid and the formation of Tactical Councils. If this sounds like a good idea, and two or three people say so, I'll get started on that this week.]

OoC: After two years of economic stagnation under the reformist, hard-line socialist government of Premier Shlavka Mnyrvitsa, her Left Unity Bloc has been voted out of power in the DRVP by a narrow margin, with the market-oriented and nationalistic United Patriotic Front, under the gadfly politician Kyrl Stvadnyk, taking a slim plurality of the votes and forming a coalition government with the Liberal Democrats.
Although the DRVP is mandated by its constitution to pursue the goals of Socialism, the United Patriotic Front is a center-right party, and has already instituted sweeping, 'pro-business' reforms of the DRVP's economic planning and government budget. It remains to be seen whether this will benefit or harm the nation.
In any event, although Stvadnyk has often been former President Kznynsky's most outspoken critic in Vas Pokhoronim, his government is still committed to maintaining a strong influence in SocAlComm. Delegate Mstslau's position, however, has not been retained, and the new DRVP People's Minister of External Affairs, Drakhn Kshtrelnyn (a Liberal Democrat), has been appointed to take his place.
For those who may be wondering, Kznynsky is recovering fairly well from his stroke, but is not yet ready to return to public life.
Minister Kshtrelnyn will introduce himself in a new post shortly.

I know that SocAlComm is not ready, but I urge all those who have requested membership to assemble your respective delegates and representatives and prepare for travel to Belgrade, in the Soviet State of Hrstrovokia, to commence the ratification of the Belgrade Treaty, formally bringing SocAlComm into existence. Ratheia now a protectorate of Communist Louisiana
Comrades, it has come to our attention that the United Socialist States of Ratheia has now affiliated itself as a Commonwealth of Louisiana (http://forums.jolt.co.uk/showthread.php?p=7678819#post7678819). This is strange news to us Balkan folk, and the details concerning the background of this decision are as yet unavailable to our diplomatic intelligence services.
The Sovereign People have an embassy in New Orleans, however, and will shortly be pursuing lines of inquiry with the governments of Louisiana, Ratheia, and Hillyard as to the impact these changes may have on SocAlComm.
Of more immediate import to the Ratheia-Hatarian conflict (http://forums2.jolt.co.uk/showthread.php?t=380182&page=6&pp=15), however, is that Sanctaphrax has recently volunteered to host peace talks between the two powers, and both sides have accepted. Thus, it seems that this is not to be the conflict that shall test our will as an Alliance--which is just as well for the Ratheian People.

The Court of Justice
The Sovereign People's Delegate (myself) will be journeying shortly to Beograd for the signing of the SocAlComm Treaty. It has been proposed, however, that the Court of Justice be housed in Ljubljana, at the new Peace Monument Towers outside the University, just across the Sava River. We furthermore propose that the Court consist of five Jurists, and that Hrstrovokia, Kilwaitey, KommelianBerg, Iswa, and the Sovereign People provide the first panel of Jurists for the Court.
It is proposed that any member of the Secretariat be able to bring forward a case for the Court to consider, which must be seconded by another member of the Sectretariat and accepted by one Jurist in order to be heard. Any case to be considered by the Court must involve either
(I) an alleged violation of or question regarding the SocAlComm main Charter,
(II) an alleged violation of or question regarding the SocAlComm Charter on Human Rights, or
(III) an alleged violation of or question regarding the SocAlComm Protocols of Engagement.
The Court's jurisdiction shall not be limited to SocAlComm members, any more than the Nuremberg Trials were organized to try the Allies--the Court derives its authority from universal right, and shall not be restricted to an internal affairs board of review.
When a question [I]does involve a SocAlComm member who is represented on the Court, the member must recuse their Jurist. In the event of a deadlock, the General secretary shall cast the deciding vote.
The powers of the Court shall include the authority to censure, fine, and eject members, and to mandate military action against nonmember states. Furthermore, it shall have all the powers and prerogatives of any domestic court with regard to individuals or organizations accused or convicted of violating international law. The Sovereign People offer the Dragon Palace, between Ljubljana and Kranj, to serve as the SocAlComm's prison facility.
Otherwise the Sovereign People endorse in sum the current proposals of Comrade Grimes.

"The Free People of Communist Brazil request that our sovereign nation be admitted to this alliance. We have recently finished many internal affairs that have caused us to retract into isolation. But we have awakened, and fully realized as the social democracy of today. We are reawakening old ties with other nations, and the SocAlComm seems to be a firm fit for our nation.

We are, however, in a dire time, so we may not be able to focus our full attention to this alliance. We are facing invasion from the Afrikaan imperialist force that wishes to devour South America into it's maw. The FPCB is on the fore front standing against them, but no war has been declared. We do realize that requested aid at such short notice would be foolish, and this is only a declaration of defiance, not a call of succor.

Two principles our nation are built upon are "Ordem e Progresso." Order and Progress. We are first and foremost a social democracy. We are not socialist, for true Marxists will know that socialism does not exist today. True Marxists will realize that socialism cannot exist today. These are the days of globalization, a force much like imperialism we must fight. If we are ever to create a fully realized socialist state, and finally that of true communism, we must seek to end globalization and the global free market. This my friends, is the realization of the Spartacus idea, set down by the Spartakist League and such great thinkers as Rosa Luxembourg, whom we base our party on. The Leninist example and "vanguard" has been tried and failed. We must present a true united vanguard to create class consciousness across the globe and bring the free market to it's knees.

It is this defiance the SocAlComm must show, and we wil lgladly become equals among many in our pursuit of the liberation of the worker. For many years, the FPCB has existed as a social democracy. It is our duty to protect and energize the workering class, to make it conscious of class warfare. We must fight to weaken the capitalists, so when the time of revolution comes, we will succeed.

We realize that most social democratic nations of today who follow this path are on the Soviet Leninist model. We have differences of ideology, but we also share this kinship with the populists, the anarchists, the proletarianists, the situationists. We must realize that we are a Popular Union of the Leftist working class. We are working for the purpose of the destruction of the class system. We are working for the liberation of mankind. We must not let political divides come in the way of this goal.
