With the escalation of worldwide threats and with specific concerns regarding the safety of President Mike Sarzo and First Partner Jay Tyler, the Incorporated States of Sarzonia has enacted the following protective measures:
* Sarzonia declares its airspace, its soverign waters, and its lands, both mainland and colonial to be Exclusion Zones. Any foreign ships, planes, or other traffic not cleared with the Sarzonian government will be considered hostile and will be fired upon and its passengers will be treated as prisoners of war.
* Sarzonia will conduct regular and frequent military drills and test its evacuation procedures. We have activated our military reserves and are stepping up our patrols of the country and the colonies we govern. As part of this step, Sarzonia will conduct a naval exercise with Praetonia near Sarzonian waters.
* The rights guaranteed by the Sarzonian Constitution have currently been suspended, as is the case during a declaration of war. The Constitution will be fully restored once the emergency conditions have passed.
* The Sarzonian government has been evacuated to an undisclosed, secure location and steps will be taken to ensure the safety of Sarzonian landmarks throughout the country.
We institute these measures with deep regret; however, the nature of the threats presented do not allow us to be lax in our preparations.
