A very interesting idea. (A new idea at least.) However, the Republic of Neo Kyushu is not in need of such a network at the present time. (But as I said, its a neat idea.)

FallCorp offers a secure military communications network in its Logistics packages, with Theatre Specific Satellite Surveillance, Day/Night Imaging, Up to the minute global weather forecasts, etc etc.
However calculating that we currently serve only five nations and we would be stretched to accomodate them if they all sought maximum usage at once, or if a significant number of new users are aquired, we would be interested in contracting your servieces in a crossover system for: basic communiations, encrypted communications, civilian video feed,(in a spillover capacity.) in return we would supply use of our imaging Sats, and share maintenance costs as well as offer one hundred billion dollars as a Licensing fee.
