This is Don Evens reporting live from our offices here in Hamptonshire City. HNN has just received, and has confirmed, information regarding the so-called "First Stage" of the Hamptonshire First Policies. Our sources indicate that by a vote of 261-239 in the Royal House and by a party-line vote of 124-88 in the Royal Senate, the "First Stage" has passed.
We have learned that NURP was able to get 78 Representatives from the Popular Party to cross party lines and vote for the First Stage. It is unknown what, if any, deals were made by the Nationalist Union to secure the necessary votes. The vote in the Royal Senate was along strict party lines. Senator Henry Flint and several Senators from the New Frontier Party attempted to fillibuster, but a cloiture vote was successful.
As most of our viewers in Hamptonshire may note, since the assassination of Crown Prince Louis, Prime Minister Olendorf and Senator Bernard Allenby have cited that example as prime reason to support the Hamptonshire First Policies. With the loss of the Crown Prince and the failure as of yet to identify his killers, the Unity Coalition has been unable to muster a proper defense against NURP's party mechanisms.
The First Stage will become law within ninety days. It is reported that the Interior Ministry has already selected a site for the construction of Obsidia, the new Dual Capital of Hamptonshire. With projected costs set at $50 billion and location in the heart of the Roosevelt National Forest, Obsidia will become the centerpiece of NURP's plan for the future of Hamptonshire.
HNN has attempted to contact Lord Rosecrans, but the ongoing Seaburg Conference makes interviews impossible. Once we have reactions from party leaders and Government Ministers, HNN will bring it right to you.

Passed Laws and Acts:
Capital Relocation Act
Due to the current size of Hamptonshire City, it is becoming increasingly difficult to regulate the security situation. In order for a Government to properly operate, there must be order and security. Furthermore, the proliferation of foreigners and embassies represents an intolerable threat to the Hamptonian way of life.
Therefore, Hamptonshire will have Dual Capitals. The Royal House of Representatives, Foreign Embassies, the Offices of the Prime Minister, and those ministries that deal with internal and domestic matters will remain located in Hamptonshire City. The Royal Senate, the Grand Duke, the Royal Armed Forces, the Foreign Ministry, the Defense Ministry, the Finance Ministry, the Intelligence Ministry, the Health and Domestic Security Ministry, and those Foreign Embassies belonging to nations deemed First Level Allies will relocate to the new capital.
The new capital shall be called "Obsidia" and will be closed to all unauthorized civilians. Construction on the Obsidian Palace and other government buildings will begin immediately.
