Every Senator was in attendence, as was every plebian Assemblyman. They packed the back of the room, observing galleries, and the lobby before the Senatorial chamber, watching the events which they could not see on television screens.

At the head of the Chamber, raised above the floor, sat the Consuls, the quaestors and aediles, and, above all, the Emperor. He sat elbow on the throne's rest, chin in his hand.

The Princeps Senatus pro tempore rose from his seat and strode to the podium.

"We shall now confirm," He said in his fluid tone of voice, "The approval to send out this letter of announcement." This was but a formality, of course; debating and voting had already happened weeks earlier.

As expected, the majority of the hands present rose in a positive response. A few dissenting ones remained at their maters' sides in a gesture of disapproval.

With a nod by the Princeps Senatus, Aquinium's isolation came to an end.

We wish to announce that the Imperial Republic of Aquinium shall end its policy of isolation with the rest of the world, and shall come onto her rightful place on the international stage.

This decision has come from the will of the Aquinian people in the form of the Senate and People's Assemby, and the Ultimate Guidance and Approval of His Imperial Majesty, Flavius Claudius Laevinus Augustus.

We wish to peaceably establish relations with the rest of the civilized world, and not be forced to raise a sword in agression.

The Colonial Government agrees with you. An ambassador shall be selected shortly for assignment to Aqunium with a diplomatic staff of 18 and a security detachment of 40 agents of the Colonial Security Bureau armed with light weapons. It is the hope of the Democratic Colonies that a free trade agreement can be reached. It is our belief that the information technology, book publishing, high strength steel and textile industries of the Democratic Colonies, amoung others, could benefit Aquinium if given the chance. Also, if you wish, space can be allocated for an Aquinian embassy in our capital city of Viconia.
