In a secret meeting in a secured section of King 'Lude's Palace in Buddsville

Present at the meeting were:

1. King 'Lude Valeeum Narcosis II, ruler of Mauiwowee;
2. General Jack T. Ripper, Mauiwowee's Military Chief of Staff, King 'Lude's most trusted aide and CEO of W.M.D., Inc. - the state owned arms and bio-tech company;
3. Dr. Tomatti Gordon, Chief Micro-biologist and Nanite Techologist at W.M.D., Inc.;
4. Corelli Whahini, Minister of International Trade Relations;
5. Johanne Deere, Minister of Agriculture;
6. Smith Kline, Director of the Department of Pharmacutical Purity; and
6. Randolpho Siciliany, a "consultant" on the international drug trade.

"General Ripper, you asked for this meeting, what's it all about? I assume from your tone and the way the meeting has been set up it's important, but I need some explanation and I need it quick. I'm particularly disturbed by the presence of Mr. Siciliany, no offense sir, at what seems to be a high level security meeting. I need a good explanation and I need it now."

"Your highness" said General Ripper, "first I assure you this meeting is important, what we decide today could have a significant impact on our and world economies. Secondly, Mr. Siciliany's presence is important. He knows the world wide drug business inside and out. Through his associates in North and South America, the Middle East, Europe and Asia, his organization all but controls the worldwide distribution of marijuana, particularly in countries that haven't expressly legalized it. You could say he is the titular head of the Mafia's drug cartell, but I don't think he would agree that the title is exactly accurate and the negative connotation would be offensive to him and his associates."

"You gotta thatta right" said Mr. Siciliany in his thick Italian accent "we are'a inna no'a way'a associated witha La Cosa Nostra. We are'a legitimata' business'a men who merely protect'a the right'a the people inna unfree'a countries to have'a their medicina'"

"I understand General Ripper" continued King 'Lude in a wink and a nod tone of voice, "I would have never implied that Mr. Siciliany was connected with organized crime and I am well aware of his organization's world wide activity in clandestine marijuana importation in the less enlightened nations of the world. My distress is over him being here at a secret cabinet meeting. He is not an official representative of our or any other government. Again, no offense Mr. Siciliany, I just need to understand what your connection with all this hush-hush stuff is. I'm concerned about security issues, that's all."

"Perhaps" said General Ripper "I'd better let Dr. Gordon explain. I think when he is finished you'll understand; Dr. Gordon."

Everyone turned to look at Dr. Tomatti Gordon, a medium built man of 48 with greying hair and sparkling blue eyes. A man recognized by all to be a genius with a Ph.D. in chemistry, microbiology and electrical engineering; it was no wonder he had been named to head up W.M.D., Inc.'s microbiology and nanite research and development facilities. Dr. Gordon cleared his throat and began to speak. What he had to say so stunned his audience (all but General Ripper who knew what was coming) they listened in rapt attention until he finished speaking.

"As you know Gentlemen, and Ms. Deere, marijuana is a major agricultural product in our country and, apparently with the help of Mr. Siciliany's group, a major source of income from international trade. Ms. Deere, Mr. Whahini, I'm sure your offices are aware of how much money is made by Mauiwowee as a result of Mr. Siciliany's efforts in securing exports of marijuana and related products to other nations"

: : : ignoring the extremely uncomfortable looks on the faces of Ms. Deere and Mr. Whahini who had spent a great deal of time and effort keeping their "connections" to Mr. Siciliany out of the public eye, Dr. Gordon continued : : :

"As a part of our research at W.M.D. we investigate agricultural issues, plant diseases, insect plagues and the like and deal in genetic engineering to produce disease and insect resistant strains of various crops. Our development of a boll weevil resistant strain of cotton has made us a fortune in the international cotton industry and our recently completed work in the area of corn blight promises to do the same. Countries all over the world come to us for cotton seed to enhance their yields and reduce the need for pesticides and will shortly be doing the same with our genetically modified corn. As a part of that research though, we also investigate the idea of plant disease as a weapon - imagine if we released a strain of corn blight that was resistant to standard fungicides and wiped out a country's corn production. The effect it would have on the affected country's economy and ability to feed it's people could be devastating. It is this research that has led us here today:

First, we have developed a genetically enhanced form of standard marijuana fungoid disease. As you know, no one in their right mind uses chemicals of any kind on their marijuana, we all recall the paraquat scares of the 1970's and 1980's in the United States and Mexico. People who smoke marijuana want pure marijuana and don't want to ingest cancer causing chemicals along with their THC. No one "sprays" their marijuana and when it becomes diseased, it is weeded out and/or left to die. Anyway, the marijuana fungoid disease we've created can be released into the wild in spore form and is specific to marijuana, attacking only marijuana plants, but killing them in a matter of just a week or two for a six foot tall plant and destroying the plant's THC content in the process. In short, the fungoid, we've named Cannabis Mold Delta-69, could be used to destroy a country's marijuana production in the space of just one or two growing seasons. The spores are air born and once a crop is infected, the infection will spread like wild fire to other marijuana plants. The mold's growth rate is phenominal and it can begin the production and release of new mold spores within a mere 24 hours of infection of one plant."

"Dr. Gordon" exclaimed Ms. Johanne Deere, "are you telling me you've developed a way to wipe out, in just a year or two, one of the major sources of agriculture and income in Mauiwowee? That's outrageous sir, what in the hell were you thinking? Do you realize what will happen to our country if you release your Cannabis Mold Delta-69 into the wild? General Ripper, I can't believe you sanctioned this research at W.M.D. As Minister of Agriculture I'm extremely disturbed over what I've just heard. King 'Lude, I really must protest and demand that . . ."

"Shut up for a minute Ms. Deere" interrupted General Ripper in a firm CEO tone, "there's more. Let Dr. Gordon finish what he has to say, then we'll deal with your issues."

Sinking back into her chair, her arms crossed and a sullen look on her otherwise very pretty face, Ms. Deere quieted down and looked piercingly at General Ripper and then at Dr. Gordon who continued:

"Yes, Ms. Deere I am telling you that we have developed a way to do exactly what you fear, but I assure you the mold is currently under lock and key at the W.M.D. labs and it has not and will not escape into the wild until and unless we let it. It is this that brings me to our next point. As part of the developement of Cannabis Mold Delta-69 we developed a marijuana strain that was immune to the mold's effect, it is not just resistant to Cannabis Mold Delta-69, it is completely immune to the fungus. The strain was developed using our finest volcanic Cannabis Indica plants, but the immunity is easily cross-bred into other strains of the Cannabis Sativa family. Further, we have already begun to mass-produce seed for the new strain for world wide release and . . ."

"I'll take it from here," interrupted General Ripper "Sire, what we propose is, we believe, a stroke of genius. First, understand the world at large is unaware of what we have done and I assume everyone here can keep their mouth shut" : : : looking intently as Ms. Deere : : : "Secondly, we want to get the seed out to our farmers right away so that within the next growing season or so all marijuana grown in Mauiwowee is of the mold immune type. We then propose to release the mold into the wild on a world wide basis, effectively destoying the world's ability to produce marijuana and forcing them to look to us and Mr. Siciliany's network as the sole supply of marijuana world wide - we will effectively corner the market on marijuana production and supply and be able to set any price we want for it. Not only that, if we secretly "market" the mold to the countries that have outlawed marijuana, we will become their darlings as they'll have a "weapon" to use in erradicating marijuana within their borders, while not realizing our involvement in the clandestine importation of high grade, high expense marijuana into their countries. We'll create the market demand there since we'll be the only way their populance can get it. On the other hand, we can market the mold immune strain to other marijuana producing countries who will have to buy seed from us and pay us dearly for the growing and licensing rights so they can maintain production - again, we'll control marijuana production in their countries as well. We'll own the world wide marijuana industry."

King 'Lude looked at the assembly: "input gentlemen, Ms. Deere?"

"I still think its a bad idea" said Ms. Deere, in a somewhat mollified tone "we're still risking our own production of marijuana and threatening the livelihood of hundreds of our citizens. What happens if this mold mutates in the wild, what then? We're setting ourselves up for trouble down the road."

Smith Kline, Director of the Department of Pharmacutical Purity spoke up "Dr. Gordon, if you can assure me that the new strain of Cannabis you've created will meet our purity and grading standards, we'll leave the decision as to what to do up to the others. My only concern is for the safety of our citizens who are using the marijuana produced from this new strain. How will these genetic enhancements you've engineered affect the marijuana?"

"I assure you" Mr. Kline said Dr. Gordon "You will find the new strain to be as pure and safe as the marijuana you currently inspect and grade. Remember, this is a genetic enhancement to the plant, it doesn't rely on chemicals, etc. of any kind. It's just a new strain, "Cannabis Indica 69."

"Mr. Whahini" said the king "you're awfully quiet, what's your take?"

"Sire, I like the idea, but have one grave reservation. We are currently allies with, or at least in friendly competition with, several other marijuana producing countries. If they lose their crops and learn that the blight that has destroyed them is one that we have created in our labs, the international trade backlash could be devastating. In fact, I'd daresay some countries might even go so far as to proclaim the release of the mold into their borders was an act of war - a sort of bio-terrorism attack, and we could end up in armed conflict. I'm not so sure we should risk that, despite the potential for increased economic power."

"Mr. Siciliany" said the king "I assume you completely back this idea and that all you want is to be the sole distributor of the marijuana produced in Mauiwowee."

"Thatsa righta, your highness" said Mr. Siciliany "Iffa you are'a the'a only'a source of'a marijuana inna the world'a we are'a the group'a that needsa to be in the distribution channel - we're already'a set up to handle it. And we'd'a work with'a you to establish'a a price."

"General Ripper, Mr. Siciliany, I appreciate the idea and understand the need for secrecy. However, I too have the concerns expressed by Mr. Whahini about the effects on our friends. On the other hand, the idea of controlling the marijuana market world wide is appealing to me, and I bet it would be appealing to our friends in the business as well. Mr. Siciliany, I assume you have dealings with other marijuana producing nations?"

"Yessa sir"

"Good, this is what we're going to do. First, lets get the new strain's seed out and in production in Mauwiwowee ASAP. Do Not let it be known the seed is for disease resistant marijuana, I want that kept under wraps. Our farmers just need to be told that a new grade of marijuana has been developed and that a subsidy is being offered by the government to all that will grow it. Free money will suck in enough people that we can be assured that within 2 or 3 growing seasons Cannabis 69 will make up the vast bulk of our domestic production. Secondly, we're going to create a new entity, I'm going to call it the Marijuana Exporting Countries Conglomerate & Association or MECCA. I want to secretly invite representatives of other marijuana producing countries to a meeting of MECCA. I'm going to let them know what we've come up with and offer them production rights to Cannabis 69, at a "small cost." Those that join MECCA, which we will head up, will be safe from the mold as will we. Once MECCA is organized, it will market the mold, secretly, to anti-drug countries and use it's sale to generate income. Once we've made some money that way, we'll release the mold into the wild on a world wide basis. Within a year or two, only members of MECCA will be able to produce marijuana and, with the assistance of Mr. Siciliany and his people, the MECCA conglomerate will control the world wide marijuana distribution. This way, we keep our friends happy by making them a part of the plan, and at the same time, we still corner the market on world wide marijuana production and distribution, we just do it with some partners instead of going it alone. We can eventually even get MECCA listed on the L.S.E. stock exchange."

"Sire, I still think its a very bad idea" said Ms. Deere "What happens when the new strain of marijuana gets into the wild or is distributed to non MECCA countries? Eventually that will happen you know and MECCA will lose it's grip on the world market."

"I realize that Ms. Deere and your objections are noted. However, as a patented and copyrighted strain of marijuana, just like our cotton products, we'll be in the position to demand that any country growing a variant of Cannabis 69 pay a royalty or licensing fee and that failure to do so will lead to economic sanctions from MECCA - We'll shut the non-MECCA nations out of the world market. Mr. Siciliany, I assume your group would be willing to agree that it would do business only with MECCA members?"

"Certainly your highness'a. Itsa no problem."

"Good" said the king, "Then its decided and we're adjourned. Everyone is to keep this secret for now. The things discussed in this meeting are classified. Only those with a royal security clearance are to be made aware of what has transpired and then only on a need to know basis. Mr. Whahini, I'm asking you to personally oversee the invitations to other marijuana producing countries to join MECCA. Phrase it as a request that those countries attend a private meeting here in Mauiwowee to discuss world wide marijuana useage trends and growing issues, make it sound kind of like an agricultural conference on Marijuana. Ms. Deere, I know you object, but I expect you to cooperate fully in this, if you can't do that I'll find someone who can, do you understand?"

"Yes sire" said Ms. Deere, with resignation in her voice. She knew how to do her job, even when she didn't like what it entailed.

"Thank you" said the king "I figured I could count on you. OK gentlemen, we know our jobs, lets get Cannabis 69 growing in Mauiwowee now, lets get MECCA organized and set up the meeting with the soon to be members of MECCA and the soon to be world wide controllers of marijuana."

I'd like to build an entity that we can say controls marijuana production and distribution on a world wide basis.

"We've gotten replies from Wirraway, Camel Eaters and Slaytanicca saying they will attend. Chilledness seems to have indicated some interest, but has not confirmed if they will attend. I'm still working on the Agenda and the proper way to handle our "proposal." I should be done in a few days though."

"Good, I figured the boys from Amsterdam would come. Camel Eaters, that's good, I wonder how much influence they may have over marijuana cultivation in Afghanistan - they're kinda close to that aren't they?"

"I'm not sure sire, I'd have to check on that."

"Oh well, do that and let me know when you get a chance. By the way, I'm working with Agricultural Minister Deere on coming up with a uniform grading standard to be discussed at the meeting as well. I want, in a few years, for people to be talking about marijuana in terms of "MECCA grade #8, Columbian Red" or some such idea - A uniform standard by which all pot is measured and which ensures our control of the market - People will say "it's not officially MECCA graded, we don't want it. Also, this has given her something in the project to focus on that she actually approves of and keeps her happy."

"Thats a damn good idea sire, and it will add immensly to our presentation. I'll work in the agenda a place for your or minister Deere to put out your proposals in this regard."

"Thanks minister Whahini, keep up the good work and let me know when the conference is set."

Hanging up the phone, King 'Lude smiled, this was gonna be great. He buzzed his secretary on the intercom, Alice, get me Mr. Siciliany on the phone please.

Maggus Merk, the greatest marijuana distributor in all of Camel Eaters, eyebrow's rose as he heard of the proposition. "I've been thinking of this for several years. Now someone else manages to do it." His accent was thick and heavy, from years among the Turks.

He got up and stretched a palor odor filled his office as he ringed the cartel. "Yes I've found a way to make us so rich we can finely afford to get Grandma out of prison (she was indicted for the illegal act of mating with an underage goat) I have to go. Yes I'll call the the guy to fix the refrigerator. No I can't pick up the kids from the mountain races. Alright honey bye. NO I WILL NOT SAY KISS KISS." He put down the phone and reminded himself to find a new business partner. His wife was wonderful with the books but the constant I Love You's and Bye Honeys made him look bad in front of his men.

"We'll be good to go in just a few more days. Formal announcement of the place and time for the conference will be sent out, probably tommorow or the next day at the latest. How is Ms. Deere doing on the grading project?"

"Actually, very well. We want some input from those that attend, but Mr. Siciliany assures us that the idea of a standard for grading and the ability to market a "copyrighted" form of cannabis will improve his ability to distribute it through his channels. I'll talk to you tommorrow."

OOC: Join us then and get the MECCA seal on what you produce and enhance your ability to sell it elsewhere. Besides, surely any disease resistant marijuana, whether you are susceptible to disease or not is worthy of some consideration. Finally, why not make sure that THE distributor of marijuana into "less enlightened countries" is selling yours as well? You want to supply your own people, we can (and will) deal with that. But what about your exports, do you want to be shut out of the world market? That is what MECCA intends to do, you're part of it, or you're limited to domestic sales only. That's the idea, corner the NS market and maintain the corner.
