The newly independent state of Novaya Siberia greets the world. We have immense forest, mineral and energy resources in our republic that could be of great use to other nations. However, we have a severe problem. The Moscow regime left behind a terrible legacy ... an enormous system of prison camps containing some 2 million individuals. We are attempting to do the best we can to keep these poor souls alive. However, we are incapable of doing this alone and request the help of nations.
The new government of Novaya Siberia is a centrist democracy, sweeping away decades of oppression. When this final, immense relic of the old, bad ways is done away with, we can advance ourselves in prosperity and freedom.

Official Communiqué
The Commonwealth of Granzi welcomes another independent nation to the international stage. We would be willing to dispatch the 34th and 53rd Medical Brigades to Novaya Siberia in aiding treatment from those suffering from ailments. In addition, Parliament has enacted a portion of the Global Humanitarian Aid act, which allows shipments of food and clothing to countries of need.
$50 billion in monetary funds will be distributed over a ten-year period. We hope this can alleviate the suffering of those former prisoners.

The Government of His Imperial Majesty, the Emperor of Falastur, would like to offer the Government of Novaya Siberia a one-time low interest loan of £10 billion for the managing of the gulags, and the reintegration of the people residing within their walls. Furthermore, we offer any help which we can give which might help your fledgling nation to establish itself.
Finally, to resolve the issue of the excessive numbers of people in the gulags, we offer asylum to any of the citizens within the gulags which yourselves in the Government of your country can either not support or deem unviable for integration into your society. The circumstances of the citizens' arrivals, if any, will determine how they are treated within our borders, but rest assured that they will be given their rights to fair treatment, and will not face any unnecessary cruelty.

We welcome your aid and will be able to pay back the loan in reasonable time. Our economy is expected to improve considerably once the immediate crisis of the gulags is resolved. While there are undoubtedly a few legitimately threatening individuals in the gulags, the vast majority are victims of the Moscow regime's brutal crackdown on rights of individual expression and association. Of the 2.1 million people in the gulag system currently, no more than perhaps 400,000 would be considered criminals in any reasonable court of law and many of these are trumped up charges.
The genuinely dangerous gulag inmates are being moved into the peninentary system of Novaya Siberia. We expect that no more than 5-8% of gulag inmates will require relocation to the no prison system. Some of the old camps are to be transformed into mineral extraction operations, manned, of course, by paid workers under good working conditions.
