Today, it was discovered the orbital platform above Terrator is in a deteriorating orbit. The power systems, set up to rely upon luciferian (translation note: solar) energy, have proven insufficient to keep the platform in orbit. It is expected to enter Terrator atmosphere in four months and, being too big to burn up in the atmosphere of the tiny planet, is expected to hit the colonies on the planet, killing everyone.

An emergency plan involving installing two nuclear reactors on the platform has been devised. The nuclear reactors will be able to provide enough power to keep the platform in orbit, but everything else on the platform will run off of plutonium power cells. The conversion process is expected to take a month, as at this time only a shipyard is on the platform, and all future building on it will have the plutonium cells already incorporated into their design.

In addition, a second orbital platform, this one with nuclear reactors already incorporated into the design, will be constructed in orbit over Terrator. It will cost ten billion and, since it is merely a replica of the first with only minor alterations and the sections will be constructed on the first platform, this project is only expected to take two to four years.

The United States of WyattLand offers it's full support, and shall donate $8.5 billion to your government for this project. We are also sending 70,000 troops and intelligence personnel to be on standby in case of an emergency involving the platform.

The money and troops are appreciated and welcomed. Once the platform is back in action, we will begin construction upon it and may have a slot or two open that our plans have overlooked, and we can't just leave them empty. I hope an alliance that leads to mutual benefits can come from this.

I thank both of you for your support. The additional troops have proved to be the extra manpower needed in dealing with retrofitting the original platform and, if you are willing, will be put to policing and helping design structures on both platforms in addition to my troops.
