Massive OMP Naval Base Nearing Completion

After nearly ten years of construction, the Sokoyu Shipyards have finished the last of 34 MOB modules, ordered 12 years ago by a joint commission from the Organization of Maritime Powers. These will, over the next 3 years, steam to a point in the Arabian Sea where they will join with modules produced in other Smoke Jaguar shipyards, as well as those of numerous other nations. This base, containing over five hundred 175x500m modules, will be the largest free-floating structure ever designed, covering an area of nearly 45 square kilometers, and capable of housing well over three million personnel. The base will have full docking facilities for the horde of ships it will support, and will also boast numerous runways and hangar facilities capable of supporting almost any military or commercial aircraft. The cost of this undertaking is enormous, and it is believed that construction costs alone have amounted to over $3 trillion NSD. When the personnel, supplies, and equipment needed to operate the base, the costs could be astronomical. But with over a dozen nations contributing over two decades, this has been dealt with, and the massive base will provide an excellent springboard for any offensive, defensive, or peacekeeping operations in South Asia, the Middle East, and East Africa.

In addition to this ultra-large base, there will be 1 medium base with nearly 200 modules, and six smaller bases with about 100 modules each. These bases will each be operated by 3-6 nations, and will only cost 20-40% as much as the massive Arabian base. These will be strategically placed around the world to provide additional naval facilities and prepositioned stocks of equipment to help OMP members deal, quickly and decisively, with virtually any crisis, no matter where it may occur. As of present, the locations to which the smaller OMP bases will be deployed to have not been released, but it is known that due to the issue of location, only one of these is close enough that the modules are being built in Clan Smoke Jaguar, and others are being built under commission in other OMP nations. The total construction cost of these seven bases is stated as being some $5.5 trillion NSD.

The modules for these bases are impressive themselves. With a length of 500 meters, a beam of 175 meters, a height, from the keel to the main deck, of approximately 40 meters, and a displacement of up to about 500,000 tons, these are truly monstrous vessels. The design is modular, with 10 different major types of modules all based on the same hull design, and significant room for growth as newer technologies are introduced. It is expected that these bases will provide the OMP members with a dedicated interregional capability lasting well into the next century.

When pressed on the matter at a recent press conference, Prime Minister Terri Bolash gave a brief comment;

"Of course. The Commonwealth as a member of the Organization of Maritime Powers has contributed in the past, and will continue in the future, to this project. We believe that this network of offshore bases will along quick reaction by OMP member states, in order to keep the seas free for the benefit of all. This is not an attempt to consolidate our hold on the world's oceans as some say, and I scoff at the notion. We await its completion."

We understand your position on this issue, and would like to assure you that these bases will be positioned well offshore, due to both the wide area they are supposed to influence, as well as defensive and sovereignty issues. With that in mind, these will have to be stationed in the open ocean several hundred kilometers from any shore. Naturally, it will also be preferred that these maintain a distance from established sea lanes, and we will make a dedicated effort to keep them out of the way of normal commerce.

"...We have received confirmation that shortly after the Smoke Jaguar announcement of the completion of a series of new and high-tech military naval bases of the defence-oriented Organization of Maritime Powers, the Omzian Navy has announced the final preparations for the bases are 'in progress'. It has been reported that the multi-national trillion-dollars military project is finally near completion after years of planning. Despite facing strong opposition from Immediate Action Party minorities in the Senate and the Parliament, it has also been reported that the Omzian Ministry of National Defence will contribute a further sum of $11.8 billion Omzars towards the project, although this cannot be yet confirmed by other sources. However, the Omzian New Democratic Party and Socialist Party majorities has cited important regional security concerns for the Omzian use of the bases, despite the presence of close allies such as Clan Smoke Jaguar not far from the region. As the Parliament is still debating on the possible deployment of Omzian ground forces on the bases, it is expected that the joint project will be completed with great success within the next few years.

We would like to mention, however, that OMP activities will be monitored by Doujin vessels and intelligence gathering platforms and devices, and Doujin will not recognize any claim to waters surrounding the bases themselves. It is not our intention to come off as hostile, but by claiming the waters in and around the base itself - the Organization of Maritime Powers is essentially laying claim to waters that belong to the international community itself.

Doujin wishes to maintain peaceful relations with the great nation of Clan Smoke Jaguar and it's constituents in the Organization of Maritime Powers. We do not want to provoke or persue an aggressive relationship or campaign against either entities.

At no point do we intend to claim the area around the bases as sovereign territory. However, measures will naturally be taken to defend these bases from possible attack, including the establishment of maritime exclusion zones for security purposes. Commercial ships will be allowed to pass through, but only after inspection, and any submerged vessels discovered within the zone may be engaged without warning. The same goes for aircraft that are not following an established and approved commercial flight plan, as at this distance, only transoceanic and military flights would enter the zone to begin with.
We will again make every effort to minimize the impact on international trade, but will not compromise the security of the base in doing so. We hope that the government and people of Doujin will understand this position, and continue to maintain relations with us.

Doujin urges Clan Smoke Jaguar and it's constituents to have a good deal of restraint when it comes to attacking vessels, submerged or otherwise, that have not otherwise showed intention on launching an attack. A military exclusion zone on a floating base is very much similar to laying claim to the waters surrounding as sovereign territory. For example, outright attack of a submerged vessel simply because it is submerged is an act of war - considering the vessel technically is in international waters and has not attacked the base or ships attached to said base. An attempt to scare the vessel away would be deemed as an acceptable maneuver, however outright attack is a clear violation of the international rights to the waters you will be inhabiting.

Make no mistake, Doujin fully understands the necessity of maintaining a secure military facility, as we ourselves maintain four similar bases (aka the Atlantis Network), and also encouraged measures to protect the OMP base during our time in the OMP - at least, so I'm told. That is and was before my time, however, so I am not fully briefed on our past claims.

Doujin will in no way cut off relations to a nation, or group of nations, simply due to a disagreement on a position, if one were to ever occur. The Empire and it's people fully trust Clan Smoke Jaguar to hold as much restraint as possible when it comes to engaging an unidentified vessel, and to foster peace in the waters in which they and their allies inhabit.

Funding Shortage in OMP Project Committments?

Following the recent completion of 34 MOB (Mobile Offshore Base) modules by Sokozu Shipyards, to be strapped together into one of the most largest floating structures in the world, Sabirian officials have confirmed the nation's costly investments in the project were higher than previously anticipated, but President Sharif denied rumours on a income tax raise.

"We'll just have to cut extra funds from the Social Welfare budget," he said, later to retract that same statement after a short briefing with the Welfare Minister, who possibly mentioned something about the Social Welfare Ministry having no budget, since last's year's increasement of the defense budget already drew all available cash out of their pockets.

I understand the FKC's initial suspicion over such a project, after factoring in a certain incident involving DB. However, such suspicion should be just that, initial. The OMP has always stood for the free passage of international trade, something which Granzi values most highly. I would like to personally assure the entire FKC of our sincerity. We have no intention of interfering with the internal affairs of any nation, and have taken great pains in doing so. We hope that this does not affect Vrak-Granzi relations in the long run.

The Crookfur Government have welcomed the anouncement of the final pahse in the long running but much anticipated JMOB project.

Despite soem oppostion in parilment the MOD havebeen happy to maintain thier major finacial investment in the scheme as it will serve to help provide a more secure future for the world.

While fully udnerstanding the slight unease felt by the leadershipa nd populations of FKC, aprticularly that caused by our more hot headed allies we would like to point out that serveral OMP nations are actually closer to the region than any of the bases will be.

We would also like to point out that these bases will of enormous humanitarian utility, first by providing large scale SAR converage over areas that previosuly would be difficult to provide rescue services for and also by allowing rapid transport mechanisms to be implmented either to bring large amounts of aid into a region or to provide a safe haven for refugees or other displaced peoples.

After 15 years of construction and assembly, the OMP's Arabian base, currently the world's largest free floating structure, has finally been completed. The base, operated by some 17 OMP member nations, is currently having its massive aircraft, troop, and supply complements being delivered. It is expected to reach initial operational capability within 1 month, and become fully operational by the end of the year, at which point it will be cabable of supporting major land, naval, and aerial operations throughout East Africa, the Middle East, and Southwest Asia, and will include large permanent prepositioned stocks of aircraft, ground combat vehicles, and supplies.
In addition to this major base, three more have been completed, including a medium-sized base in the North Atlantic, and smaller bases in the North Pacific and Mediterranean. It is believed that the South Pacific base has been delayed three years, with additional modules required to upgrade it to a medium facility, and the Southeast Atlantic, Southwest Atlantic, and Caribbean bases will take another two years each to assemble due to distance from costruction facilities. Thus, all 8 bases should be fully operational within 4 years. In which time, the OMP will become a true peacekeeping alliance with global reach.
