UNA Charter

*The United Nations Alliance shall herein be referred to as UNA.

*Member Nations are required to establish embassies with one another.

*Member nations are encouraged to have some form of trade on some level with fellow members.

*Nations may ask for a fellow member to be tried if they believe said member has broken the charter. The nation will be tried by a cabinet of 3 nations, one of which is the founder, another a cabinet member, and the third a non-cabinet member. This cabinet will be known as the Justice Tribunal.

*No nation may attack another nation within UNA. All grievances must be brought before the Justice Tribunal. Those nations that do attack a member naton will be expelled from UNA immediatly, and summarily have sanctions placed upon them.

*All nations are given the right to rule in sovereignty, neither the founder, the Cabinet, or the Justice Tribunal may pass any statute that interferes with the sovereignty of a member nation. Save in place of sanctions or other disciplinary actions that may be decided upon by the Justice Tribunal.

*UNA shall be ran by the founder, along with a cabinet of members. This cabinet shall consist of six nations; 1 of which is the fopunder, 1 of which is appointed by the founder, 2 by a majority vote by the Justice Tribunal, and the other 2 by a majority vote by non cabinet or tribunal members.

*The Justice Tribunal shall contain the founder, a cabinet member appointed by the founder, and a non-cabinet member appointed by the Cabinet. The other members of the Justice Tribunal must be approved by at least 60% of the cabinet and 60% of non-cabinet members.

*The founder of UNA may propose a new amendment to this charter, or to remove an existing one. The Cabinet shall decide to remove or add by a 60% majority vote in accordance witht the founder of UNA's wishes.

*The head of UNA shall hold Executive Authority to declare an Emergency state on a trade route or Nation/State, and deploy UNA forces to protect them/it. If after 45 NS days the Cabinet decides that there is no Emergency Situation, or the situation no longer requires UNA forces, they may, by a 60% Majority vote, order the withdrawal of forces.

*The founder as well as Cabinet shall hold the authority to approve or disapprove membership, to a petitioning Nation. This action can be vetoed by the Justice Tribunal if just cause against the applying nation is shown.

*All UNA member nations must stand ready to commit military forces in any conflict against a UNA member. While not required to go to war immediately when a conflict arises, all members must be ready and on alert if the Cabinet feels that said member is innocent of provocation. Provocation of a attack without UNA approval will result in an emergency meeting of the Cabinet to discuss the situation and rule on it accordingly. Suspension of UNA membership for unjustified aggression can result at any time by either a 60% vote from the Cabinet, a 60% vote from the Justice Tribunal, or a singular vote by the founder. This action can only be appealed by a member of the Cabinet or Tribunal, and NOT by the member in question.

*The Cabinet may review the membership of a current member-state of UNA. If the Cabinet finds due cause, with a vote of 60% member-state may be expelled from UNA. A member-state may also be expelled, with due cause, by a simple majority vote of both the Cabinet and Justice Tribunal, if action is taken this way the UNA founder may veto the decision.

*The founder of UNA may, with due cause, suspend a member-state for a period not to exceed 14 RL days. During that time the Cabinet shall review the member-state's conduct, should a majority of the Cabinet find against the aforementioned member-state, explusion will occur. If the Congressional Cabinet finds for the aforementioned member-state, they shall be reinstated into UNA and the Leader of UNA may not suspend their membership in UNA for a period of at least 14 RL days.

Nobles and Clergy stood waiting for Emperor Matthews III to take his throne. On the emperor's right was the clergy, and on his right were his War Council. On both sides of the carpet were lined with lords and ladies. Directly in front of the Throne was the Altar in which the Regent's Crown lay. Behind the altar was Archbishop Klondor and his acolytes kneeling beside it chanting. The ceremony waited for the arrival of Lord Boman.

Welcome. Read the past posts and vote. If no one else votes then I will put in two people based on the votes of Hawdawg.

The Archbishop alone picks up the crown, in doing so the other nobles pick up their crowns and hold it above their heads. The Archbishop says a couple of prayers and Emperor Matthews III puts his two hands on the raised crown. Empereor Matthews III confers the rights, priveleges and responsibilites upon Bhalk. A third man steps up, a big man with a desert eagle sidearm and .50 cal strapped to his back, wearing a ceremonial sword. The third man is SSgt. Monahan. Monahan confers upon Bhalk his ultimate loyalty as Aide and Bodyguard for life. He swears to defend Bhalk through all. With this said the three men lower the crown on top of Bhalks head and the nobles around lower their crowns upon their heads and kneel before the new Regent Emeritus. "Rise Regent, and behold the Royal Family that you are now apart of." roared Emperor Matthews III On the TV's and in the streets people started cheering and jumping and the bars and clubs reopened and shops reopened. Stepping onto the balcony of St. Charles Cathedral in Fortress Royal, Knight Phalanxia. People began saluting and praising, and just general cheering. "I present to you, Knight Phalanxia, the 9th Regent of the Imperial War Council." General Cho stepped up to the screen with and angry face and spit on it. "I should be the 9th regent!!"

Bring as many people and ships as you can. With teh delays that are happenign you could probably manage to get to the battle in time.

The three have surrounded teh CAD continent with their ships. Wirraway is coming in with lots of men and ships, Doom is going to meet him. It will be attack, we are just waiting.

I don't know what you are comfortable with or where else you have deployed so just send as many ships as possible. We are pretty good on ground but send an army or corps to help.

Marshal of the Armies of the Armed Military States, Morgan Hasek Davion, stepped forward to the podium; his aid right beside him. His ten Joint-Chiefs-of-Staff sat behind him in full dress uniforms.

Around him, the various cabinet members and rulers looked on as Morgan cleared his throat and collected his paperwork in order in front of him. He had called a meeting to discuss the problem of what was being dubbed the "Guffingford Crisis". Morgan had just formally declared war against the Guffingford empire for thier blant slaughter of thier own innocent people.

But there was a catch: he did it without the blessing of the Present Cabinet members.

Morgan knew at the time that he was taking a gross risk in declaring such a method to deal with this act of slaughter, but his very gut sunk when he thought of this current genocide.

"Now, allow me to show you just what we are dealing with...I say 'We', assuming that you are willing to help me battle this evil."

Morgan nodded to his aid, who inserted a holo-disk into the desktop of the podium, and the large titetron at the front of the rotundra was instantly lit up with scenes of wreckage, carnage, and death. People, thier screams reverting around the room, were subjected to beatings, stabbings, shootings, and just plain murderous torture. The disk lasted about 10 minutes; with some in the cabinet becoming weary as they watched such senseless slaughter. The final scene was one of children, some as young as seven, being lined up against a wall, naked, and shot with high-powered rifles.

Morgan reached down and turned off the vid. The last cries died away with a chilling echo, and when it did, the rotundra was completely silent. Noone said a word.

Finally, Morgan spoke up again. "Again, you all have my apologies in not coming to this council immediately. Normally, this would have been Victor's job, and I would be sitting back here with them," he gestured to his Marshals sitting silently behind him. "But I ask that you please step in and help me battle this evil which is quickly spreading. This murderous and crazy nation is gathering more allies as we speak, and we are only two so far. Please help us. Thank you."

With that, Morgan sat down beside his aid, and took out a cigar. It helped to calm his nerves in stressful times. He glanced up at The Borman Empire, awaiting a decision.

Regretfully, we can not aid you. What is happening is most likely for some true reason backed up by evidence. We are personally allied to Guffingord, along with many other members, through several alliances. We know this nation and it's people and know that this 'slaughter' is not unjustified.

Our vote is against this but we will discuss with the rest of the cabinet.
