Seaburg Conference [Closed, NATO Members Only]

Official Statement from the Office of the Foreign Minister

His Royal Highness, Grand Duke Reginald Leopold I, was deeply disturbed by the apparent lack of interaction between NATO Governments that manifest itself during the rest funeral of His Highness, Crown Prince Louis Cessar. While NATO Governments have interacted with each other through diplomatic communiques and small temporary meetings, the Grand Duke sees the need for a permanent NATO Headquarters.

Therefore, as Chairman of the Congressional Board of NATO, in coordination with the rest of the Congressional Board, the Founders, and the General Membership of NATO, the Government of the Grand Duchy of Hamptonshire is calling for a General Ministerial-Level Conference to discuss the creation of a NATO Headquarters, permanent diplomatic missions, and the assignment of military attaches.

All NATO Governments will be required to:
-Send their Foreign Minister and Defense Minister
-Provide $25 million for the NATO Headquarters Building Fund
-Prepare themselves to establish permanent Diplomatic and Military Missions to the new NATO Headquarters.

This meeting shall be held at Kinsley Palace, located in the Union Park District of the city of Seaburg (population 149 million). The Seaburg Conference is a mandatory ministerial meeting where Foreign and Defense Ministers will discuss the location of the NATO Headquarters, the future schedule for NATO Ministerial-Level Meetings, and other pressing matters related to the implimentation of NATO's Charter.

The Seaburg Conference shall begin in one day's time with a scheduled duration of three days. Ministers shall all be housed at Kinsley Palace. This is a working Conference, Ministers will not be allowed to leave the Conference until all issues are settled.

The Government of the Grand Duchy of Hamptonshire is honored to host this Conference, which represents an undeniable opportunity. May the New Alliance Treaty Organization and all her Member Governments grown stronger through unity and friendship.

Senior Vice President for External Affairs Mark Lorber and Vice President for Defense John Newman both stepped off Sarzonia Three with both men nervous as they could be. There was smouldering tension between Hamptonshire and Praetonia and it was having an effect on the relationship between Hamptonshire and Sarzonia.

Still, Lorber and Newman were there at the behest of President Mike Sarzo and both men realized Sarzo was glad he wasn't in Seaburg. However, Sarzo gave them one trump card. They had control of the $25 million contribution Sarzonia was expected to make.

"Hey, did Parliament approve this," Newman asked Lorber.

"Hmm," Lorber said out loud. Sarzo was in the process of transmitting the request to Parliament to approve the transaction. If Parliament approved it, the contribution was a slam dunk. If Parliament rejected it, the two men essentially wasted their trip.

Lorber looked at his cell phone for the text message that was set to seal the fate of Sarzonia's status in NATO.

"Oh great," Lorber mumbled. Newman looked at him with concern.

"It's gone to roll call."

Both men looked at the vote totals flashing on the screen of the cell phone.

A door opened in the rear section of a limo, and a medium sized male with a brown goatee emerged from the limo. He looked around at the cityscape before taking strides into the Kinsey Palace. Just prior to entering the Palace, he took note of a couple of men milling around, and then decided to intercept the two men.

"Greetings, I'm Kevan Wra'osac, a diplomat from the Technocracy of Sharina. You must be from the nation of Sarzonia, yes?"

While the Comrade was hosting a conference with Russian Forces, the Foreign Minister and the Defense Minister were sent to Hamptonshire to mend broken relations within NATO. There have been many things that have threatened to splinter NATO. A few were weary of the fact that Euroslavia joined the NWO and is hosting a Conference with Russian Forces and Dr Twist.

This was a time for all of the delegates from other nations to voice their opinions. Euroslavic relations with NATO has been on a steady decline due to the tensions within the UMA Conference, and the declared neutrality of Euroslavia in most recent issues. Hopefully, things can be worked out, and compromised, in order to fix the cracks that have formed in between specific members of NATO.

The contribution for NATO has already been approved and has been sent to Hamptonshire.

Defense Minister Lord Rosecrans and Foreign Minister Ziller sat in the Assembly Hall. They were waiting for the other ministers to arrive.

"You think they would be here already." Senator Ziller said while fiddling with a pencil.

"It's a mandatory meeting Mel. They have to be here." Lord Rosecrans responded as he paced the room.

The two ministers did not like each other on a personal or professional level. Senator Ziller made his living as a firebreathing, nationalists, right-wing, isolationist. His appointment as Foreign Minister wasn't only a shock, it was down right confusing. Lord Rosecrans, on the other hand, prided himself as being a non-political officer and the only remaining moderate in the Senior Cabinet. Both men wanted to head the meeting, but they were forced to hold to the Grand Duke's compromise of a joint meeting.

President Kenny Williams was pleased to hear that the conference would be starting soon. He immediately had his secretary call Secretaries Angelo and Phillips.

The two senior cabinet members rushed to their President's office. They were informed that the conference was just announced. Williams made sure that the Air Force had his El Al VC-25C, a variant of the 747-400X, ready.

Secretary of State Phillips and Secretary of Defense Angelo went home for a few hours to pack and were then taken to Jerusalem International Airport where they boarded the plane for Hamptonshire.

Both were eager for the NATO conference. IDF would of course contribute the $25 million fee.

Central Director Schultz and Bashar General Vin'ta'eliah waited patiently in the government chartered Schultarian automobile as final preparations were made for their arrival in Hamptonshire. Neither of the two ever spent a great deal of time outside of their offices, let alone spending several days in another country; however, this meeting was too important to pass along to a subordinate member of the government. Even at the insistence of government staff to let other members of the Central Directorate attend the conference in the stead of Elliot and Otomo, both flatly refused offer. Elliot recalled his final words before heading off to Hamptonshire.

"I was elected for one thing and one thing alone; I am here to represent the people of Schultaria Prime and its Protectorates abroad. If I don't attend this conference then I have failed the two billion Islandian and Schultarian citizens whose lives I'm supposed to insure. I have no doubt that the affairs of state are more than capable in the hands of former Central Director Damien and the politically astute Director Covey."

Staring off into the city landscape, he started to think about diplomatic strategy; after personally forging several close treaties with the Nation of Granzi and his seminal accomplishment in single-handedly composing the TAPRES Grand Charter and Constitution, he knew that the best way to make this meeting a success was to be as tactful and legally thorough as possible. Meanwhile, his data pad began to buzz; pulling it out, several small briefing reports flashed across his screen.

The SOH-2 set down, the roar of it's engines dying down as it was turned off. A ramp descended from the back and two heavily armed men, dressed entirely in black, their faces covered by helmets, walked out. Following them were two men, both in their fourties. Jacen Hidachi, representative of Sigma Octavus, had arrived. He grinned, breaking the air of dread that emenated from the SOET, and nodded his head slightly. The man with him, Brian Marovi, barked an order at the SOET. Both soldiers turned and went back into the SOH-1.

Elli may have them watch me while I'm on government property, but I can still pull rank on foreign soil.

He climbed into the arranged transportation and proceeded to the Kinsley palace.

On the way, Brian and Jacen were talking. "Jace, when did you start taking all of the diplomatic missions?"

"Brian, you remember the Gekidoku, don't you. We killed a lot of people. This is just my way of making ammends for all those deaths. Don't you feel guilty about those days?"

The larger man absentmindedly ran a finger along the huge scar on his left arm. Quippothian warbeasts had been vicious opponents. "I never really felt any guilt about those days. Sure, we killed a lot of people. But they were scum for the most part. Civilian casualties were a guarantee."

Jacen looked out the window. "Well, I felt guilty about it. That's why I'm here. This will most likely save lives and help people."

The two were silent until they arrived.

Defense Minister Lord Rosecrans left the Assembly Hall; he couldn't stand to be alone with Senator Ziller for another moment. He walked around the light filled Palace. It was the perfect location for a conference aimed to build a bright new future. The Union Park District is a twenty five square mile tree and grass covered area in the center of Seaburg. It was a marked difference from the one hundred storey tall buildings that surrounded the District.

This might be a chance for us to gain some friends among our allies... Lord Rosecrans thought to himself as he walked outside, as long as Ziller doesn't shoot his mouth off.

OOC: Sorry if I will not be posting a lot here, but I'm right now having both the flu and a lot of homework. But I'll try my best to catch up... /OOC

The Omzian C-77 slowly touched down onto the large concrete runway against a background of the morning sky, as the beautifully shaped body began slowing down on the runway within the huge city. To Jonares and Moran, they never had seen such a large city in their entire life. Their political life was full of both foreign and nation-wide visits, but to him, the huge city seemed like Jupiter when he compared it to Osaria. Enjoying the view, Moran, the former Admiral within the Omzian Navy, looked with the seriousness that he often sports, as he turned to Jonares. "Seems like a nice city, I suppose," he glanced towards the other aircraft within the busy airport, enjoying the sunshine. "But what's this thing about the nineteen million Omzars we are pitting in?"

"Some fund for building a NATO headquarters here," Jonares replied back as he prepared to grab the briefcase on his side. Still applying his pressure on the soft cushions of his seat, he glanced towards his counterpart in the Defense Minister. "The government's going to have me pay this anyways, and the money is already under my lands, so to speak. Now," he opened his briefcase and grabbed his diplomatic passport. "I'd suppose that you'd take care of the other matters? I would quite understand how you are needed here, and I'd expect that we both are going to get quite busy. It's all good."

"Yeah, I suppose," Moran mumbled under his breath, preparing to step off from the aircraft and pose for camera shoots.

Jonares smiled at him. "It'll be good."

Brevet Colonel Catrina Follette (Ministry of Defense) and Francesca Berenstein al-Dalal, (Vizier of International Activities) found their seats easily, ignoring their two green-robed “minders” as one would ignore furniture.

The furniture found space to be mostly unnoticed.

“Ahsahd sends his compliments.”
“Ah.” The Colonel adjusted her chair. “How are things in Sisu Pangea these days?”
“He complains some about a furbee problem, but I am certain he will be able to handle it. He did, after all, hold your chair since the General clawed her way to hers.”
“I have had the tears repaired since. It is a very comfortable seat.”
“Indeed.” She looked around.
The Colonel put on a smile. “Worried about the other ministers?”
That almost got a laugh. “Hardly. Though I much wonder what AMF will send. Or if they will send someone.”
“Ah. Well, if not, it is understandable. They are engaged elsewhere.”
“Truly.”

As one, they set their M-TCODs on the table, and switched them to “Record”.

Francesca noticed Kevan Wra'osac in the room and waved. “I wonder if he’ll remember me from the Sharina conference.”
“If he doesn’t, I’m sure you’ll give him memories to take back.”
The Vizier did laugh at that one. “Brat.”
“Flirt”.
“But of course. One must have fun in dotage.”
“If you’re in dotage, I’m in womb.”
“Ah yes, but what here do we birth?”
“We shall see. Perhaps you will come to explain the developments on embassy row? The sudden construction of so many Weyker domes over so much land?”
A blank smile appeared along with Francesca’s poker face. “My dear Colonel, whatever do you mean?”
The Colonel chuckled gently. “Worry not, I’ll give away nothing. Have the funds been forwarded?”
“But of course. Vastiva always pays its debts. Always.”

They arrived under the cover of darkness.

The Kryozerkian Minister of Defense, Fachtna Larizen and Kryozerkian Minister of Foreign Affairs, Theklia Arkyan, both recently appointed to the Kryozerkian ruling NDP party caucus, after winning byelections. The former Minister of Defence and Minister of Foreign Affairs were forced to resign after being caught in an illicit affair that was in direct conflict with their jobs.

The pair were the two staunchest members of the party; borderline communists; they were pinko commies. They were also the most respected MPs in Kryozerkia.

Fachnta and Theklia arrived without body guards and quickly made their way to the NATO conference.

They had been instructed to hang low and just observe unless there was a form of urgency that make redirect the conference.

Speaking in Krozin as they entered the conference building, Theklia whispered, "we must be weary. There are spies amongst our allies. We can't let any confidential and highly classified information escape. You are going to check the place place before we begin?"

Fachtna, a former KKIA agent snorted. "I know that there is likely bugging here if there are spies. So, I'll check the area. If it takes a while, then hold up the meeting anyway you can. I don't want the spies leaving with anything noteworthy. Heck, I don't even want them leaving at all. I want them dead."

"No...you're not calling in the Elitist KKIA are you?" Theklia whispered in shock. "That would mean assassinating other government officials and delegates! That is against NATO code of conduct!"

"Not if we know who they are." Fachtna assured her. "Once we know, we can give them a taste of what they have coming to them."

"This is supposed to be a peaceful conference! And how the hell are you a socialist anyway? You're so callous about human life!"

"Only about the lives of my enemies..."

Robert stepped out of the Gulfstream and walked to the limo waiting for Greenmanbry's delegation. Neil was right behind him. As the limo slowly accelerated, Neil re-read the official statement by Senator Mel Ziller of Hamptonshire.

"Twenty-five million! That's.. a lot.. Did Parliament approve of this?"

"Yes, of course they did. Byrnashty has been waiting for the establishment of a permanent NATO headquarters for a long time now. His case was strong, so strong even the IRP agreed to wire the twenty-five million to NATO"

"I see... Do we know any of the people there personally.."

"Yes. Well, some of them at least. We've heard of most though"

"Ah. That's good."

The two ministers sat silently as the limo approached Kinsley Palace.

She let her voice drift off as Lord Rosecrans appeared within her view.

"My fellow Ministers, Secretaries, Directors, and Delegates from NATO Member Governments, I welcome you here to the city of Seaburg to open NATO's first Ministerial Conference.

We are gathered here for many reasons, but we all have the same main goal. We will not leave his Palace until we have come to an agreement on the construction of NATO Headquarters and have established permanent diplomatic and military relations via that new Headquarters.

You all know Hamptonshire's position on this matter, a position that is shared by a vast majority of NATO Governments, but we must hear the opinions of those that dissent."

He remained standing at the podium.

One represented the Rosian Military the other Rosian Foreign Affairs. Both Centre Socialists and both school friends. They came because Sergei told them to, he had better things to do.

They looked at all the various NATO representatives. And of course a conversations started.

Rosta leaned to Alexander. "You know, the Hamptonians sure sent an odd pair. Rosecran is a Centre man. Zel is a nationalist, I bet 500 Roses that Zel explodes."

Alexander chuckled. "I raise you 1,000 Roses."

Rosta raised a brow. "Risk taker eh? Diplomats don't take risks, but today I'll make you happy."

Alexander nodded. "Good, 1k it is."

Of course that small whispering conversation that nobody could here, was done. And Rosta started the first comment of the day.

"I think the compound should be in Ilyanovastein. It's near the shore, sunny, easily defendable, and there's a wonderful resort near there." He cleared his throat. "But that's me."

The two Samtonians at the meeting, Field Marshal James Dalton, Deputy Defense Minister and Carl Vanderhoven, Minister of Foreign Affairs were perhaps the oddest duo at the conference.

Dalton, a grizzled veteran of many wars, a fierce nationalist, and an avowed isolationist was the picture of a hangover, bleary eyed, dressed in clothing well below what most delegates were wearing, and carrying a ring of stubble around his mouth.

Vanderhoven, the affable Foreign Minister who had recently rose to that position, was a broad shouldered, impressive man, wearing a suit that comfortably hung over his frame and appeared to cost more then Dalton's wardrobe, vehicle, and possibly house.

AS Dalton groaned, dry swallowing two aspirin, he blearily looked around the room, clearly wanting to be anywhere but there. Shaking his head, he clearily could be heard muttering under his breath, loud enough for everyone to hear, "Why the hell do we have to be allies with this bunch of asses?"

Looking almost apopoleptic, Vanderhoven began a fierce coughing fit, eyes bugging out as he hastily elbowed Dalton, who smiled, clearly gald his antoganization had worked. Vanderhoven stammered out what amounted to an apology in diplo-speak, loud enough for everyone to hear him but looking straight at Dalton.

"You'll have to excuse my friend here allies. He ahh.....is a bit less cultured than our Defense Minister, who unfortunately is campaigning at this point in time. I'm sure he meant nothing by the remarks."

And with a nasty glare he muttered under his breath to Dalton. "Apologize. Now."

Dalton gave a mock grin of aquiesence, half stood, took a mocking bow and with a smirk on his face offered up his "apology" to the delegates.

"I'm so sorry I pointed out what a bunch of pompous asses you are. Pardon me oh so very much." With a scowl, he sat back down.

Vanderhoven had developed a twitch about halfway through this "apology" and looked about ready to strangle Dalton, but forced himself to regain his composure and addressed the assemblage.

"Gentlemen and ladies, I would first like to annonuce the transfer of the money needed into NATO coffers.....now. I'm sure that my associate will listen to proposals of headquarters, though I don't know how much of any use we may glean out of him."

As Dalton sniggered, Vanderhoven shook his head and continued. "I regret to say he seems to be a bit out of it and will probably not be saying much. Thank you all and I look forward to an excellent meeting."

With a glare that could wilt both flowers and stoned hippies, the Foreign minister sat back down, as the object of his hate yawned, swung his boots up on the table, and closed his eye, an innocent smile settling across his face.

General Ayumi Hamasaki and Director Valerie Fenton were the representatives for the Militant Imperium at the Seaburg Conference.

Hamasaki led the universally feared and respected TSOCOM division in the Tyrandisan Army Command. She participated in virtually every major international war that Tyrandis was involved in, and at the age of twenty-seven, won the prestigious Order of the Golden Hawk (eq. to Medal of Honor for U.S). Funnily enough, Ayumi was nominated for and won the dubious honor of "Ms. Tyrandis", despite never entering the contest.

Director Valerie Fenton had a less dramatic history. She took over the leadership of the Department of Foreign Affairs when the previous head died of a massive stroke.

The two women were exhausted from the long flight to Hamptonshire. The time difference between the mainland and Seaburg was a ridiculous 8 hours. After sleepily greeting the assembly, they took their seats and tried to stay awake as the other delegates arrived.

Despite his more formal attitudes, Elliot had decided on wearing more informal attire than he was normally accustomed to; instead of his usual steel blue pinstripe business suit, he had decided on an all black sweater ensemble with a while collared shirt underneath. Relaxing in his chair with his hands lazily folded behind his head, the Central Director took a good long look of all the delegates’ facial expressions as he began to make mental notes of his talking points. Despite the more uncouth behavior of Delegate Vanderhoven, he felt at ease with his compatriot sitting at his left hand. Nodding in deference to Otomo and helping himself to a glass of water, Elliot straightened himself and downed the rather large glass without a pause.

"Well Otzie, these are just a sampling of the people who we work with; I honestly hope that foreign operations training you received had at least a bit of diplomacy in the curriculum," the Central Director whispered to Vin'ta'eliah in a heavily masked dialect of Schultarian.

"I hope so too Mr. Schultz; it would be a shame and a waste of money to have come here without any assurances for the Nation and the SKC. I'll make sure to play the grace card and hopefully play out the stereotype of the accommodating Schultarian. Lord knows it's worked before..."

Letting out a small chuckle, the Central Director addressed the growing mass of delegates setting themselves at the conference table. "Well, I hope this meeting will accomplish something or I fear we'll all die of old age here before anyone would have a chance of threatening us. To provide an incentive for us we would like to deliver our funds in a 'tangible' form for our allies. If our gracious hosts would allow a small security force to escort our cargo, we shall gladly pay our required sum with seventeen 50 kilogram bars of solid platinum."

"Too bad most of them still haven't realized that it took one hundred seventy thousand of those very bars to build Psuedostan. I honestly wonder what kind of building they're planning on making with such small donations. You can't purchase a decent apartment in Schultaria Prime for less than 2 million without the government's help..."

Fachtna got up, stretching. He whispered something about needing to go to the bathroom and headed for the back of the conference room, where he began to poke around to check for "bugs".

Theklia groaned. He was annoying like that. She stood up. "If I may have the floor... I think that we should build out headquarters in a nation that isn't a prime target for the enemies. It should be a place that is protected by the fact that it's not a well-known place and the nation isn't active in any wars."

Platinum...I'm surprised they still have an attachment to precious metals. They could have sent twenty-five million pounds of wheat. Honestly, they bring metal. Next thing they'll tell me is that they are still on the gold standard. Senator Ziller thought to himself after the Central Director addressed the assembled delegates.

Senator Ziller stood and addressed the the assembled with a tone of subdued sarcasm. "While we would have prefered to have the exhange in treasury bills or through electronic transfer, your donation is accepted. A platoon of the 4th Royal Army Bodyguard Brigade will make itself available to escort the donation. It will then be exchanged, no matter the exchange rate, for $25 million."

Ziller then sharply drew his attention to Field Marshal James Dalton, Deputy Defense Minister of Samtonia. He looked right at him with a cold stare and resumed speaking to the assembly as a whole. Despite the noted sarcasm Elliot took the reply in stride, leaving a record of it in his mind for future reference when addressing the Nation of Hamptonshire as a whole. Instead of reacting with a baseless personal attack, he decided to work on his talking points first and then start to forge political allies as he gained some momentum during the discussion. While it had been at least three years since he participated in international negotiations on this level, he knew the best way to work with these problems was from the larger questions inward. He had no problem with the concept of a collective headquarters; rather, it was in his nature to gladly accept such a unified center of authority. The fact that the proposal was heading to Sigma Octavus didn't bother him either. However, he was still concerned about the costs contributed to the project, or rather the lack thereof.

Making a subtle hand gesture pointing upward, Elliot calmly addressed the group of delegates. "Considering that while we are all trying to come to an agreement of where we are going to place this facility, we must consider exactly what we are building first. It is the belief of my nation and its people that the establishment of a centralized NATO headquarters will be beneficial... nay, critical to fostering a spirit of solidarity between us. However, we wonder as to what facilities will also be involved in this important project.

Considering that at the present moment there are less than forty allied nations involved with the New Alliance Treaty organization, at 25 million per member that gives NATO a maximum budget of 1 billion USD. Factoring inflation, the cost of the former United States' Pentagon cost little over 1 billion in modern USD, and that's without the costs of maintenance, staffing, or any basic measures of security. If we are to spend an amount only close to this without allowing for additional contribution, then me must make sure that our money counts and it is placed to good use; NATO can't afford to make any wasteful spending decisions with such a limited budget on our hands. Francesca, on the other hand, paused only to put her hand on Kevan's for a brief moment before tossing out a comment.

"Mr. Schultz, you are most certainly correct... to an extent. I do not believe such as maintenance costs are currently under discussion, only initial construction.

"But you are absolutely correct - we must decide what we are building. Exact plans may be designed later. For now, what will there be when all of this is complete?

"As to the decision of where it will be, perhaps we could set aside that discussion until the first is answered?"

The Omzian delegates were traditionally very careful about their appearance, but in this case it seemed otherwise, as both main delegates dressed up in black suits with colourful ties instead. Featuring his quick eyes, Jonares quickly looked around for the delegates that he remembers well, while taking note of the other unfamiliar faces around the table. Moran, the Defence Minister, was slightly reserved, but he sat back and took mental notes for himself, as he observed every delegate. Jonares, with a slightly bigger smile than his National Defence Ministry counterpart, nodded as each delegate made their comment, enjoying the comfortness of his chair. Although being a Foreign Affairs Minister doesn't make him a Commerce Minister, the idea of using precious metals seemed too old and obsolete for Jonares, but the Omzian way of conducting such matters made sure that Jonares won't have the cash within the proximity of his own palm. For Moran however, it seemed even more strange and even a slight bit absurd, as he already got used to the network transactions he dealed with every time after the OHDF has worked out a certain deal with a contractor.

Trying to catch every moment available to him, Jonares caught a slight bit of breath, and began to move his jaw, shaven to the fullest extend without being cut. Sporting the proficency in English he needed, he spoke with a very slight bit of accent lurking within. "Now, I'll have to agree to our counterparts from Schultaria Prime," Jonares said as he looked forward, scanning the different delegates from left to right with his head and eyes. "I personally think that, and so will the Omzian government, we are to have the $25 million US dollars that we are pitting in to be used effectively without any waste, as I feel that our common desire is to actually have this matter commonly agreed upon and finalized before we concentrate on rushing cash into the accounts. It would be more correct and flawless, so to say, to get the planning done before we get our hands full of cash. Although certainly this project will be costing a lot of money for us, we must make sure that our money is not going to the trash can by taking measures to conduct careful planning before all these monetary transfers, and we feel that it is a pretty important thing right now. We can't afford to spill cash all over the place, and we certainly can't have the whole project go down the drain because of poor planning. Thank you."

Jonares nodded to everyone, glancing at the water bottle near him, and relaxed as he sat and began to listen to what others has to say.

Senator Ziller prepared himself to respond, but Lord Rosecrans waved him off with a slight motion of the hand. He always loathed attending official events with the Senator. As time progressed the Grand Duke would send him, and not the Foreign Minister, on more and more diplomatic missions. Senator Ziller only stayed on in the Foreign Ministry through the efforts of Prime Minister Olendorf and Senator Allenby. No one could figure out why the Royal Senate's most notoriously undiplomatic and xenophobic member became the Foreign Minister. Lord Rosecrans suspected that it was a deliberate attempt to sabotage Hamptonian foreign policy.

"Central Director," Lord Rosecrans said while slightly bowing in respect, "you are quite right in pointing out the current and future costs of construction NATO Headquarters. The $25 million donation is considered as both a 'down payment' and as the initial capital needed to get the project off the ground. Once we have picked a suitable site, and I will yet again bring up Sigma Octavius, we need to purchase several square miles of land, design the buildings, build them, and fill our new Headquarters with the latest technology needed to suppliment and improve communication within NATO.

One of the purposes for this Conference is to set up a way to get more capital into the Building Fund as construction progresses. While some may say that donations should not be limited, it is the feeling of the Government of the Grand Duchy that a limit serves several functions." he paused to drink from a ready glass of water, "By placing a limit on contributions we will insure that no one, or group of, nations can claim more of a share of the construction of NATO Headquarters. It is also a sad fact that a 'contribution war' may start; Member Governments for the sake of national honor may try to out bid each other to the detriment of their own foreign and domestic affairs. I can speak for Senator Ziller in saying that Hamptonshire seeks to prevent the issue of the NATO Headquarters from creating any divisions within NATO."

Lord Rosecrans than turned to address Francesca Berenstein al-Dalal, "We are building a diplomatic, meeting, and coordination center. The details of the grand picture will begin to be worked out her with the final minute details under the care of NATO member-nation technical experts."

The Defense Minister then sat down with the harsh glance of Senator Ziller burning a hole in the side of his head.

"If it will - if I may suggest a quick askance of the assembled, if there is no dissent, might the next order of business be decided? That is to say, once we have decided what, we still must look into where. Granted, Sigma Octavius is a wonderful site, but perhaps another knows a better, and would appreciate the time to state why another locale would be more to NATOs advantage?

"And once that is decided, we may go back to specifics, or on to another topic. If that meets with the approval of the membership."

She gives an easy smile, and a slight nodding bow.

In the most isolated area of the conference, saying there was such a thing in the crowded area, the two chellians sat, with an aura that screamed monotone, if it was at all possible to do such a thing. Small whispers came occasionally, in the exclusive language of chellian; The language being illegal to be taught outside of chellis or to foreigners, and the chellian government asking for extradition of such teachers to chellis for trial. Only the most hardcore outsiders learned it, with the exception of some foreign ministers in Chellis. One good with languages, and already learned in a latin-based language could pick it up in a couple years, with near-total immersion.

Phillip Du Montpelier was the younger of the two men. Not ugly yet by no standards dashing, the middle-aged man looked a bit younger than his age of fourty-three. Plucked from his commanding of the 13th Chellian Army in Nord Africa, he was rushed to the convention, as no one else was available, the defense minister sickly and being treated currently in Paris. Montpelier wore a nice suit, nothing special, and had his black hair slicked and combed back. He was a junior General, and had only served in combat as a counter-insurgent in France for a small time. He gained his position through political vying, good connections, and an IQ of 138 at graduation from Nerien, the Chellian west point.

The older man of Sixty and two days, was Alex Nittz. Formerly, and jokingly known as Foreign Minister 5, the title came from old chellian laws. There were 7 Foreign ministers, each one different in tempermant, to deal with any situation that came out of it. The system didn't work, and it turned into a system of one minister, and 6 junior ministers that were delegates. Incidentally, every foreign minister #5 had been homosexual, until Alex. Many believed he was too, though he was married and had two children.

The old man was in great shape, though he had a growing cancer which would strike him down in ten years time. He was seen as some to be quite possibly the next President Raslin of Chellis, though many felt he was to liberal to be chosen(In fact, he was fairly conservative, but less so than many chellians). Grey hair, but a head full of it, the man had an unexplainable shine to him. When he spoke, people got riled up. When he made a point, people believed him. He didn't lie. That was simply one of his points. He would not lie, or spin things in his direction. This is what made him seem liberal in many's eyes, as he would say what others would only think.

These two had been plucked from chellis, thrown on a military flight, and taken to Seaburg with a few days notice. Having no real feelings about the headquarters, chellis officially supported it. Chellis has been largely isolationist for a number of months, as it works on maintaining its economic boom. The nation had just supposedly reached a $60,000 GDPPC. While money wasn't taken from the military, many people were brought back to chellis to work on public works and labour. An influx of money and raw materials had turned chellis from a large lower-class nation, to a large middle-class nation, though the rich-poor gap was the same, with most people just getting richer equally. Chellis hadn't cared much about anything. It just wanted to be left alone, as things were going great for the nation. The European war scare had indeed scared chellis.

The two men in the conference said little. They would answer any questions in english, and support pretty much anything hamptonshire did, in the way of supporting the HQ creation. This was to be a vacation for the two more than anything, they were loaded with currency and were given the run of the mill with 100,000 chellian euro's(200,000USD or so).

Central Director Schultz responded by smiling and nodding respectfully from the delegates who had responded to his queries. Content with the progression of the meeting, he turned to the Bashar General and pointed to his data pad. Even though he felt under scrutiny by the rest of the delegation, Elliot wanted to make sure his conversation was as secure as possible.

"So we are in agreement about this point correct Otomo?"

"Of course sir. We are talking about a defensive alliance here; it should only be natural that we consider this as a sticking point. Would you allow me to speak if I had something to say?"

Grinning devilishly, the Central Director replied, "Of course! I'm not your mother you know; get going and talk already."

Standing from his chair, the General straightened out his suit coat and pulled a black leather pouch from an inside pocket.

"What you see before me, ladies and gentlemen, is my wallet. If everything I owned and held dear was destroyed except for me, this would be the total sum of my life." For a bit of dramatic effect, he proceeded to pull out the contents of his wallet and slammed them on the table beneath him. "If Schultaria Prime was to be leveled at this very moment, this is all I would have to my name and to my future.

Now some of you seemed to have scoffed at our Nation's payment option, and this is fully understandable. However, we think it better for the defensive interests of the alliance if our contribution was easily accountable for the rest of the world to see instead of transmitted over a network that can easily be compromised. As our alliance stands today, we are very much like a group that has a great deal of stored wealth, but with no physical assets. Although we might have a great deal of virtual currency to operate with, the clout that comes with it is just that: virtual."

Caught in the moment, Vin'ta'eliah began to pace about the room and gesture as he spoke. Beads of sweat appeared on his brow while his average frame appeared as though it would fall over from the intensity of his emotion.

"In terms of a grand picture, this building not only represents the centralization of our nations into a cohesive alliance, but as a physical collection of our accomplishments as a group. The way I see this headquarters is not just a building, but a summation of this alliance's achievement. This building must not only serve as a place of collective tactical and diplomatic discussion; it serves to represent the physical strength of our alliance's political solidarity to the world. To hasten the conclusion of a mutual location, the Schultarian delegation also would like to approve the Sigma Octavus site as an acceptable site due to its obvious political and defensive potential."

After his speech, he gathered up the meager contents of his wallet, wiped his brow, and took a long sip from his glass in the middle of the table.

Senator Ziller quietly got up from his seat and stepped behind the podium set in the front of the room. He didn't care to look at Lord Rosecrans, he needed to respond to the Schultarian delegation.

"That was the very reason this Government brought up this measure. We need a physical manifestation of the greatness and potential that is NATO." he finished with his fist pounding the podium. "We must arrive to a conclusion that not satisfies the practical needs of NATO but the political and ideological needs of our great alliance."

The Senator now began to look at each delegate straight in the eyes. "I see a Headquarters that not only serves as the meeting area of the Assembly of NATO Members, for the Congressional Board, and for NATO coordination efforts-- I see monument to the future." His words became increasingly emphatic and his gestures increaingly animated. "What we build will stand, God willing, for a thousand years. Once all of us here are long dead, our grandchildren's great-grandchildren will stand in awe not only of what have built but of the principles and ideas that we stand ready to defend."

As he continued to speak within increasing fervor, he started to slip into his harsh southern accent. It was something that he did whenever he gave his near legendary political speeches. "Just as the members of NATO have stood shoulder to shoulder in the past, just as we have continued to expanded the deepen the bonds between our great nations shall we all continue to push forward. The first step is to construct NATO Headquarters. A building, no, a monument to freedom and liberty that should belong to all nations.

The cost may be steep, but the rewards..." he paused for dramatic effect to draw attention to his ever reddening face, "the rewards, friends, are indisbutable. Seperate we are but players, together we can direct our own destiny." He finished his impassioned speech by pushing his hair back with his right hand. As he sat down his face began to return to its normal color.

The two ARSB delegates, Mikhail Ushakov and Sergei Kiriyenko glanced to each other, each nodding as the Hamptonshire delegate's speech came to an end. It was a rousing speech that had affected Mikhail on a deep, personal level, creating a feeling he could only feel when he had seen former achievements made, it was a nationalistic pride but in this case it wasn't a nation but an organization. Sergei hadn't been affected as deeply as Mikhail, but he certainly felt a feeling as though the he was both proud and thankful that Soviet Bloc was a part of this great organization.

Both delegates had government experience as Mikhail was a member of the Foreign Affairs Department, and Sergei Kiriyenko was a former colonel in the air force but now one of the Premier's senior advisors on foreign relations, particularly those that dealt with defense and the military. Both had been selected for their particular experience as well as their personal qualities. Unfortunately, neither the foreign affairs/diplomacy minister or any other senior member of the government was unable to come due to extensive talks and relations with the nation of Buechoria.

In appearance, the two men appeared stately. Mikhail had short, mostly gray hair, a few dark grey or black streaks present. He wore a black suit, a light blue dress shirt and a dark red tie which sported the ARSB crest on a small gold pin. Mikhail stood about 6 foot and was well built, having served in the military for two decades before he entered into the government. Sergei stood at about 5'9", thin and slender with a slight built. He wore a black suit with a blue/silver tie. Wherever he walked, he walked with a swag that only fighter jocks like himself could do. He had flown almost everything in the Air Force's inventory and upon retirement, had been an official test pilot with the last aircraft he had tested being the F/A-91A (Formerly the YFA-90D). His father had been the Minister of Defense and many saw him rising to that position within the decade, he had the talent and respectability to do so.

For now, the two delegates would remain quiet, intently taking in what other delegates had to say. Eventually, they would confirm the ARSB's intention to transfer a sum of $25 Million USD to the project to build the NATO headquarters

We have spoken of what we will be building, where will will be building it, and with what money we will be building it with. These discussions are all well and good, but to my mind they are of secondary importance.

"First, we need to accept one fact. NATO, because of its influence is the target of several bloc who are comprised of nations with delusions of granduer and achieving greater glory should they 'defeat' us. Acknowledging that fact, the planning and building of NATO headquarters must go forward with the idea of defensability in mind. It's okay for the building to look nice but if it is not reasonably safe from enemy assault it is nigh useless. I say we need to ask these questions; will there be accomodations for small garrisons for each national wing, will the halls be set up in a way that will facilitate a defensive tactical advantage, will offices have entry chokepoints to enable a protracted defense while reinforcements arrive to assault the enemy from behind, will the building be close to major army and air bases to eneable quick response to an enemy assault? These questions we must consider carefully before we are to finalize anything."

"So in addition to the regular headquarters, we should also have a wartime headquarters. This wartime one should be located in another country and it should be an underground facility - a fine example would be that of the War Cabinets on Downing Street."

NATO HQ need merely be made defensible. For example, to take a page from the Pentagon's construction, angles in the building and hallways need to be oblique and long with little cover. Offices need to have a single entrance to an open and large waiting room with at least three doors, one opening to each office, on three faces of the waiting room walls that are not being used by the single primary door. The rooms, hallways, and doors should be just tall enough to accomodate small battle armour but not tall or wide enough to accomodate heavy assault armour that would normally be used in taking cities and difficult buildings. These are the measures that need be taken."

Defense Secretary Jerry Angelo had sat silent since the meetings had begun. Now that the issue was circling around the security of a HQ, he was ready to speak. As a defense contractor and Army Engineer, he had learned the art of fortification and was well versed in the topic.

"My friends and allies," he began. "I'd like to start off by thanking Hamptonshire for putting this together and I'd like to thank all the members of NATO who have shown up. The reason I'm speaking before you is security. It appears we are to embark upon a great endeavour to build the headquarters that is planned. This building will innevitably be a target for terrorists and our enemies.

I see it essential that we build the headquarters in a secure and large nation. We won't vouch for one nation or another, but we will say that Sigma Octavious is a good location when thinking of safety. Their nation is hard to attack and well defended. If another nation thinks they are better, we will listen to them, but point out that they must have better security than Sigma for us to support their bid.

As for the headquarters itself. No matter what country hosts it, we ask that the grounds be turned over to NATO and not governed by the country that currently holds the land. I know this is a hard thing to ask a sovereign nation to do, but we believe it will make things go smootly.

All of these issues are of great importance. If we have a secure building, then our diplomats can work without outside interruptions.

We thank you for offering us the chance to speak. I'd like to turn the discussion over to Secretary of State Ted Phillips who has more to say."

"Thank you Secretary, Hamptonshire, and all of NATO," began Phillips. "We are glad that we could all meet like this.

Our concerns that I'm going to voice are not so much on defense, but workability. We believe that decisions need to be made in terms of how much land will be used. We must discuss housing of diplomats and their families at the NATO compound being designed. These are just a few of the issues that need to be worked out sometime in the next few days.

I agree with all that was said in temrs of defense. I'd like to voice a few concerns on wheter or not the building will be open to tour groups as the Pentagon is. All these issues must be brought to the floor sometime soon.

Alexander shook his head. "I'm sure NATO can afford it anyway. But think about it. It'd be easily defendable against air attacks, since it's underground. Naval attacks are useless. And ground attacks can be costly for the enemy."

Alexander stood up. Walking around and looking at the individual delegates. "It can be a Military and Cultural Monument. Schultaria Prime can show its technology. Hamptonshire it's Naval Might. The Island of Rose, it's long struggle for independence. Automagfreek and his war history." He walked up to the podium, right to Zel and Lord Rosecrans. "Think of the possibilities."

"It is noted," Francesca spoke up, "that there have been no mentions of locales other then Sigma Octavius. We have a what - a 'dual level' area, complete with displays and more public scenery 'upstairs', and a functional - and far better defended - private war area 'downstairs'. We have a few architectural notations, which would add to the general flow and presentation of the building... or is it buildings? Are we speaking of a “Pentagon”, or of a compound? And what area? Shall all members place forces on the grounds, shall there be a rotation, will Sigma accept the order of first line defensibility?"

She bows her head again, slightly. "Many apologies, perhaps I speak of things which are yet to be decided."

These would be CCIT troops, in theory, Counter-terrorist soldiers who are worried about protecting people more than military goals. They would be stationed nearby but not in the Headquarters. A number would be defending the HQ at any time, and the rest ready.

We suggest, as well, an underground passage from the Headquarters. It would allow for quick evacuation, and quick reinforcement of the building. It would also allow people to get in during riots, etcetera. Thank you for listening." He said in French, and then sitting down.

The Foreign Minister, Ibis Zoboroski, stood up after listening to everyone speak. She was a quiet person, but when she had something important to say, she became aggressive, momentarily.

"We must concur with our allies in The Island of Rose. A building, above ground, can be created to look nice, but it has many more risks. Some of the obvious ones would be that it is more vulnerable to any sort of attack by our enemies..because Lord knows, we have a lot. An underground building would serve us much better."

The Defense Minister Jeremey Decker stood up as Ibis sat down.

"We would also like to nominate Chellis, as they volunteer to take care of the security of the building. We have heard and discovered much about their superior security methods (OOC: Not really, but just trying to make it sound better, hehe), and we fully trust that Chellis is capable of creating a superb security and defense system for our headquarters. Of course, we believe that other nations, who are superior in this category should thus step forward, and say so. That way, we have different perspectives in the most logical and efficient way in protecting our headquarters."

Lorber and Newman were barely paying attention to the discussions about the building. They were too busy watching the vote progress on authorizing the $25 million contribution from Sarzonia.

While the two men were nervously watching the vote count climb slowly, Parliament's debate was fierce about whether or not to authorize the funds.

"We are not going to spend our taxpayers' hard-earned money for an organization that makes a mockery of national soverignty," Sen. Connor Barkley said. "Especially with that devil's den of fascists in Hamptonshire."

"They're not fascists," Senate President Pro Tempore Karen Beltran said.

"They aren't," Barkley asked. "How are you so sure?"

Without opening his eye or even inclining his head off the table, Dalton spoke.

"I know you're all hyped up about this underground hideout, but it seems like those idiots over there think a counter terrorism force can hold a defensive establishment.

Pardonez-vous my French, but that's a load of shit. Counter T is good for one thing and one thing only- anti terrorist operations. Sure, keep a brigade around for a rainy day, but don't entrust defense of a billion dollar organization with those sops.

I guarantee you that with the appropriate planning and a regiment of men, I could hold that building you all fancy for more then a month. But let in to the ideas of those Chellians and you'll have a rapid response and spec ops team trying to hold a military target- and fail in a few hours.

I see this underground area as a war zone, one that we need to prepare to defend in conditions of a warzone. If our enemies come, they're coming with militaries. No terrorist attack could ever hope to cause enough damage. We need military planning and we need a military garrison.

Segmented bulkheads, blast doors, defensible fall-back positions, independent power sources and food sources- all these are needed. Oxygen systems are called into play with an underground building. As for an exit, well it better be hidden or it just becomes another entrance.

Now, if you learned gentlemen would like to debate further on the merits of "cultural" attachments and "counter terrorist" experts, go right ahead. But if you want to talk about the best defenses possible for this burg, then I suggest you let me have the floor a bit further."

We have an outstanding track record in defense, only having been invaded once, during the beginning of our international relations. "If need be, we could simply have our own soldiers, and any other nation's if requested, defend the headquarters. The headquarters would most likely be positioned in the capitol city of Thresh. We have the funds for the initial $25 million construction fee, as well as those needed to bolster the city defenses."

Lord Rosecrans took the podium, "My fellow ministers, we have made great progress. It is prudent for us to construct the more 'sensitive' facilites within hardened bunkers, but let us not stray from the one of the main points of this Conference: NATO Symbolism."

He leaned over behind his chair and pulled out a file folder from his briefcase. "As we all know, prior to this Conference the Government of Hamptonshire started multilateral dialogue regarding the creation of NATO Headquarters. One of the things we tentatively agreed to was the outward appearance of the Headquarters. I saw that we should stick with that plan and incorporate the suggestions as put forth by the honorable delegates from Scandavian States and The Island of Rose.

In the discourse about security we must not forget the nature of the Headquarters. If we give responsibility for the defense of the actual Complex to a group of, or a single, nation we will have lost what we are all looking for.

I suggest that while Sigma Octavius is responsible for the defense of NATO Headquarters from external threat, since it is in that nation, the entire NATO Member-body join in the defense of the Headquarters. If each nation were to send between fifty to one hundred military personnel for a period of time*, we can collectively secure the Headquarters of our great allliance."

He finished speaking and went back to his chair. While he gave Senator Ziller credit for being a commanding public speaker, he loathed all of that man's policies. Every day Lord Rosecrans grew more concerned with NURP's rising political power. The recent House election may have slowed down their push, but with Royal Senate elections less than two years away every small victory or defeat could spell disaster for the Grand Duchy.

Jonares took note of everyone's opinions, and formulates his own speech on this matter. Nodding in aggrement and slightly making his lips level and straight in disagreement, he took a sip of tea from his plastic bottle, and caught a moment to speak. Speaking with both a sense of calmness and disagreement, his lips moved as he peered across the room. "Now, I fully support the idea of trying to make the headquarters as secure and possible, and no offense to my foreign counterparts, but this idea about putting a huge, multi-level headquarter deep underground shouldn't be what we are looking for," he expressed his opinion with a passion as he spoke from a former engineer and international relation PhD holder's point of view. "While our goal is making such building as secure as possible from both conventional and terrorist attacks, it is entirely flawed to propose that we build this huge complex of buildings underground. Surely, our building will be still bombed with a huge coordinated strike of the enemy, but let's not forget about financial matters. From both an engineer's and a financial point of view, if we are to build this underground and intend it to be a warzone, then not only are we pitting ourselves into failure and bankruptcy, but what does this make us look like? Some alliance who even uses their headquarters as a warzone? Surely, building it on the ground would make it more weaker to enemy air attacks, but considerind the defences that will be put around, it is completely unnecessary to put it underground, and as I said, would result in a complete engineering failure and financial drain if we do so. It's certainly would cost us billions of dollars and years of construction if we are going to put this hundreds-acres - or possible even thousand-acre - building underground, and also considering that the hugeness and the possible structural strength of the headquarter will sport, putting thousands machine gun nests and mine the whole headquarter's surrounding would be completely absurd.
Now, while I support the notion of putting this headquarters in the nation of Sigma Octavus whom we all trust very much and that wartime facilities for military and leadership uses be put underground, we also completely support the notion of assembling a multi-national security force to protect this complex. If we can get this going without any failure plans, rivalry, and arguments of whom should host the headquarters, and with enough cooperation, we will get this going and completed. Thank you very much."

The Omzian Foreign Minister sat down, taking a heavy breath, and starting to note all other delegates' reaction.

As the discussion continued on how and who to defend the installation, Mikhail stood up and addressed the assembly of delegates… “I agree and disagree with the previous speakers. The way to defend an installation is NOT with teams specialized in counter-terrorism operations. Their tactics are far different than what a primarily defensive force would require.”

He paused for a moment, searching for something to say… It came to him. “What we need is a force that is trained to defend government structures… Or train one to defend this particular building. We have a separate arm to our I District Guard which has troops trained specifically to defend our capitol buildings and ministry of defense structures. They utilize modern tactics, near-futuristic weaponry, advanced detection and targeting systems, and some of the most grueling training we can provide… All 14 months of it. We would also be willing to share our technology and training with any security force established.”

He surveyed the delegates before continuing, “Now, we do have more of those soldiers than we need and we would gladly provide the soldiers, equipment, and pay for them if the rest of NATO so desires. Or, we, as a group, can train a force, either from Sigma Octavus or another nation for that express reason of defending the NATO headquarters and its subsequent grounds.”

“Now, you ask, what about an international force? Too hard to maintain and keep cohesive. Think of the ramifications of the HQ under attack by an enemy nation or group who has an ally as a member of NATO. Right there the HQ has been compromised, its security measures basically handed over to the enemy. Now, Sigma Octavus is an exceptionally defended nation and this is all hypothetically speaking, but it is a real possibility that can not be ignored. How well do members of an international force work together under the extreme stress of localized combat? Not very well. Language differences, lack of friendly relations between any two nations, lack of equivalent training, lack of leadership (how well would one nation’s soldiers listen to another nation’s leaders, chances are they’ll listen to their own leader or leaders first and foremost), lack of proper coordination (different techniques, etc.), and the list could potentially go on and on. Therefore, I believe the forces should be from one single nation.”

“Or, I could agree with an international force with training equivalent to each other and were put through training together, so they respect each other not for what nation they’re from but for the person they knew during training and for the organization they’re committed to defending. A committed force cannot function properly without camaraderie between its members, something a month-long security detail between dozens of nations could not possibly do. A soldier will not die for a man he does not know and is from a nation he could care less about. However, a soldier who spent six months alongside that foreign soldier in grueling training will forge a deep bond with the soldiers alongside him in training and he will fight for and die for that particular soldier (or for NATO).” He sighed and took a deep breath in… He wiped his forehead and coughed lightly.

"We would agree, Sigma Octavius is a fortress in and of itself. This is not what is at issue any longer - no other locale has been brought to debate, and as such, our Headquarters will be here.

"Nor is the basic design at debate any longer - a bi-level establishment, part above and part below, fits our defensive and security needs.

"What is in question is who will guard our headquarters." She leans forward. "Our organization is made of many nations. All should participate. Vastiva proposes that, in turn, three nations be chosen to staff the defensive needs of the headquarters. Each will in turn be rotated out, one after another. This will give a constant defense, and allow each nation the honor of defending our Headquarters."


OOC: In short - each nation would serve for three weeks, with the rotations being staggered. A would serve weeks 1 2 3, B would serve weeks 2 3 4, C would serve weeks 3 4 5, D serves weeks 4 5 6 and so on. Full staff is reached by week three, which would be about when construction would be completed.

"With all due respect, you have been ignoring some very serious grievances by the rank and file members of this alliance," Newman said, fixing a scowl on Rosencrans. "Samtonia has raised some very valid concerns with regard to the security of this compound and you have from my estimation pretended that his comments never existed."

Uh oh, Lorber thought. Here he goes sounding like Terry.

"The appropriations bill to authorize Sarzonia's contributions to this building just barely passed our Parliament by four votes," Newman continued. "We have very grave concerns about this alliance that very nearly caused Parliament to reject the bill. Four votes in our two houses of Parliament are hardly a mandate.

"When are you going to allow the governments of other NATO countries to address their concerns? Hmm? The right to redress grievances is one that many democratic countries hold dear," Newman finished, with his face cold and implacable. He and Lorber weren't here for smalltalk or niceties. They were here to get something accomplished. What it would mean for the future remained to be seen.

Montpelier stood up, evidently annoyed that someone had actually disagreed with him. "Perhaps I should say this in english, as maybe the translator's did not get my full intentions down. Chellis does not plan on defending the entire Headquarters, and realizes that Sigma Octavius would defend most of it. Chellian forces would be used in a quick-response form, as well as a standing guard. The CCIT Troops are trained for counter-terrorism, but they can adapt to such a mission with great ease.

Chellis agree's with Vastiva's proposal. We are fine with the transfering of power, but to have a jumble of different nationals defending the same building at one time, or in short intervals of rotation, wouldn't work. We believe that three nations should handle the defense in intervals, perhaps every four months. This would allow for a four month working period, a four month vacation, and a four month stand-by period. We have no suggestions, but are fine with pretty much whatever.

The troops in the HeadQuarters would be in charge of the Headquarters alone, so that it had troops with total priority to it. These troops would have a small number of helicopters and light vehicles, and would have some heavy weapons in the sense of light SAM's, etcetera. Nothing too extravagant. It would be there mostly for the protection of terrorism, riots, etcetera. If Sigma Octavius cannot defend it quick enough, could any contingent of soldiers?

We realize that no one nation should monopolize defense. However, to give everyone an equal share in every part of the Headquarters is a recipe of disaster. We must compromise." He said, sitting down. He had a look on his face, a strange sort of content that almost dared someone to attack his position.

Lord Rosecrans and Senator Ziller were feverously writing everything that was being said as well as thought for their remarks. Both men wanted to have all their reasonings layed out in written form, lest they be called to defend themselves in front of the Royal Senate. Without getting up, Lord Rosecrans lifted his head and added to the conversation:

"Vastiva's idea is quite...acceptable. However, we would ask that NATO comes to a less complicated arrangement once NATO Headquarters has become established."

He went back to his paper.

"You misunderstand, the rotation itself is perhaps overly complicated. The mechanisms by which it shall be maintained are fine." Lord Rosecrans stopped to quickly read some of his notes. "We see the rotation idea as a fine 'stop gap' measure. Once we have the Headquarters up in place and our Ambassadors meeting face to face on a daily basis, we can discuss the long-term security arrangments for this complex. We aren't here to solve every problem; just to get the ball rolling."

Kevan Wra'osac took in the ongoing hot debates regarding the new NATO complex. He jotted down several notes on his portable electronic notepad, then several thoughts came to his mind after shutting out the jumble of noises. He mediated upon his thoughts, then decided to speak out at the assembly.

Kevan stood up, looking each delegate in the eyes while providing a sincere friendly smile.

"Pardon me, all ladies and gentlemen. I would like to put forth a proposal in regards of the NATO complex.

Sharina employs very advanced construction technologies, and design efficient tools.

We are able to construct structures that could withstand an earthquake of 9.5 to 10.0 on the Richter Scale with little or minimal damage. Our structures are able to withstand nearly 200 MPH hurricane winds, and 320 MPH tornado gales.

We have had extensive experience with underground construction as we built several tunnels between Iceland - Greenland, Greenland - North America, Argentina - Anarctica, and throughout the Caribbean Sea connecting every Caribbean island to mainland North America.

We also have built a total of nearly two million miles of underground subway track in all Sharina cities and towns. We have also built underground factories, power plants, and defensive structures at depths of a mile under the surface.

We employ our unique brand of construction lasers to cut through the hardest rock as you would cut out cookies from the dough with a cookie cutter. Depending on the density of the rock, we can vaporize the rock itself, or shred it into large chunks to be excavated. We do not rely on obsolete metal drilling machinery of any kind.

Prime Minister Sarius Publius wandered through the room as if in some kind of trance. He was thoroughly bored by the whole thing, but Praetonian diplomatic protocall required the Head of Government to attend alliance meetings such as this. 'If I have to listen to a bunch of architects boasting about how bomb-proof they can make some conference centre, why do I have to do it in Hamptonshire of all places?' he thought, feeling very sorry for himself, 'Hopefully I'll bump into the Island of Rose ambassador some time...,' he concluded, resigned to his otherwise dull fate.

The Minister of Defence, however, was enjoying the conference. He had started off flanking the Prime Minister, but when he had deemed the struggle to lift Sarius out of his temporary depression hopeless, he had borken away from the PM and wandered the conference hall alone. He searched for several minutes for a friendly face, before stumbling upon the Sarzonian delegation, "Good morning (OOC: Is this morning?) Mr Newman, it's a pleasure to meet you personally at last," he held out his hand. In the past they had spoken over the phone and via teleconference many times whilst working out orders from IPS and PIW, but suprisingly they had never met face to face.

'Anything so long as I can avoid that ghastly Hamptonian. Zifferman or something,' Sarius continued to think to himself; he knew the Hamptonian's name perfectly well, but deliberately misponouncing it in his thoughts made him somehow feel better, 'awful chap who challenges reporters to duels' he almost physically wrinkled his nose at how uncivilised and unPraetonian he thought this to be. He kept walking through the crowd, making brief comments in recognision of someone he deemed deserved it, all the while sipping on his drink.

Kerensky listened carefully to the defense proposals and interjected, "I am sorry, but I feel that I must put something of a damper in the spirits of these nominally good ideas. Given the nature of who would occupy the Imperium section of the headquarters and the sensitive, perhaps outright classified material in our offices, it will be impossible to allow troops from any nation but the Imperium itself to guard our quarters. The Imperial Armed Forces will not allow senior officers to be guarded by foreign troops whose loyalty we cannot assure, the same is true of the Foreign Service and its diplomats, Parliment would reject such a notion vehemently, and even though the Emperor could over-rule them all he won't.

"Instead I propose that each nation be responsible for its quarters' defense. Practically it could lead to some problems in communications and coordination, which is why we should hold drills to improve upon those areas. I submit that if we can't manage to coordinate a dozen platoon of allied troops, we have no chance of winning any larger military campaign."

"Allow each quarters to be akin to an embassy - a small one, to be sure, but extraterritorial and upon NATO lands. This would allow the main headquarters, offices, and such, to be guarded by each nation in turn, and yet that which is sancrosanct shall remain so without undue tension.

"We are not likely to put armies around the headquarters - Sigma Octavius is more then able to defend itself long enough for the rest of us to scramble a counterattack. All the headquarters does need are counter-terrorism units, security, and an honor guard.

"We would also say to the Soviet Bloc, our troops shall be drilling together in several of our projects. Over time, a good relationship will be reached. That it may be unsteady to begin, is the nature of being. Given we will also know the rotations, perhaps more action to unify and connect our various troops can be made before the honor guard appears?"

She taps the top of the table. With that, she sits.

Newman noticed the Praetonian defense minister walking toward him, and Newman's scowl, which seemed to be surgically attached onto his face, suddenly melted away.

"Hello! It's an honour for me to meet you," he said with a smile. He eagerly shook Publius's hand and motioned over to Lorber.

"This is Senior Vice President for External Affairs Mark Lorber," he said. Lorber also eagerly shook Publius's hand.

"It's both a pleasure and an honour to meet you in person," Lorber said. "Sarzo was getting all the fun, that rank bastard," he said with a smile that he hoped would make it clear he was joking. He and Sarzo liked each other. They may not have been as close as Lewis was with Sarzo, but they got along well.

Lorber and Newman picked up their drinks and grimaced as they got the glance of Rosencrans. Newman searched out Ziller and his scowl, which had taken a brief vacation with the appearance of Publius, was back on duty. Newman stood back up.

"I believe the state of threats in this world requires us to pay more attention to immediate concerns," Newman said. "And, quite frankly, sending our troops to some far off location while current threats exist is not my idea of efficient use of national resources.

"We need to make sure that all countries are on a heightened state of alert right now. I'm announcing that our military is on red alert and we have begun heightened patrols around our nation's waterways.' [OOC: I have the same alert system as the U.S. terror alert system except red alert is not the highest state of alert. Purple alert is the highest level of alert in my military.]

Greenmanbry's delegation had been silent throughout the conference. The tension between different delegates was evident. Robert could not keep his eyes off Samtonia's delegation, Hmph.. An odd couple, he thought, as he played with the pen in his hand.

After the Rosian delegation finished, the Minister of Defense finally had something to say. He stood up, nodded at several delegates, and cleared his throat.

"As.. eccentric.. as the Rosian idea is, and as romantic as it is, I strongly oppose it. The facility should be built as inland as possible. This way, multiple, effective, and pemanent layers of defense can be created at a much lower cost. We will also avoid the technical and engineering problems associated with constructing a huge defense network out at sea.

The Praetonian Defence Minister was vaguely interested by the talks, but not he wasn't really listening. That was until he heard the Greenmanbrian delegate speak, and he suddenly had an idea. He knew it would immediately be rejected, but it was determined to open it up to discussion,

"It is my position that the NATO Headquarters not be defended at all, except for a lightly armed police force. Indeed, put it in the middle of an ocean. It is my position that the very fear of the inevitable destructive counterattack should be enough to deter any foe from destroying our headquarters.

"Are we not a collection of the greatest nations in existance? Why then, do we need layer upon layer of protection, defences which serve only to re-enforce our perceived isolation from the outside world; defences which serve merely to strength our constant back-foot position? I put it to you, honourable delegates, that constructing a lightly defended headquarters in the middle of international waters would be the boldest statement we could possibly make that we are not to trifled with, and that we not constantly hiding from some unknown foe."

"Why should such an immense defensive force be used to defend a building, which in a sense, this is only a physical representation of an alliance. The fact that such a headquarters is going to be built, you would assume that the invasion of this building would be highly unlikely. However, I do strongly agree with Praetonia in the fact that a small defense force should prove worthy to defend it, that is, until a powerful counter-strike was assembled.

Again, we must remember that we, together, are an alliance of some of the most prestigious, intelligent, and militarily and diplomatically powerful nations. We should have no fear of such an 'attack' upon our headquarters, therefore, we must state that Euroslavia supposts The Island of Roses' suggestion that the building be constructed on an Island."

General Hamasaki woke at the Praetonian delegate's comment. The Tyrandisan delegates hadn't made any comments yet, but the silence would end.

"While, yes, this proposal would certainly show the world the strength of NATO, we should remember that there are still in existence certain nations that wish to force our hand by any means necessary, as seen by the recent Macabee episode.

The safety of our political representatives must be first, and foremost, the concern of the location of the Headquarters. If we construct this building in international waters, there would certainly be a number of enterprising pirates and rogues attempting to harm our delegates.

Therefore, if we do build such a complex in a vulnerable area, we will need at least a minor naval prescence to ensure the security of the structure."

While Larizren (The Minister of Defense) continued to poke around looking for bugging devices that may or may not have been planted in the conference room, his counter part, Arkyan (The Minister of Foreign Affairs) stood up to address the conference.

"We agree with perhaps a structure much like the Pentagon may be ideal. We are also prepared to offer a small fraction of our mobile suit division for external security of the facilities. They would be on twenty-four seven watch. Our MS pilots are trained to endure long hours. We would send enough that no one else would need to. It would be a temporary measure because we are developing a system in which we will have a small faction of unmanned mobile suits. We have some undergoing testing. They are only right now suited for defense."

Larizen looked up and growled in Krozin (Kryozerkian's official language). "You moron! Why are you telling them our secrets? There are spies here and I know it... They're going to use our weakness to attack us."

"You're paranoid. Here, have some valium and sit down." she replied, handing him a bottle from her handbag.

Francesca taps on the table with her knuckle. "Let us not think of our headquarters primarilly as a fortress; rather, let us look at it as a place to gather, plan, discuss, and most of all, to interrelate. This headquarters will speed diplomacy and interaction most of all. If later a strong military is needed, it can be placed. But it is not Vastiva's belief it will be needed."

"Please, delegates, let us not squabble. Let us instead move forward. If Lord Rosecrans would dictate the next item for discussion?"

She bows her head towards the Hamptonshire delegation, then sits.

Elliot had been pretty content just to lay back and take notes since Otomo had made his speech. Thumbing through the transcripts of the previous several hours of messages, his interest was piqued at the progression of the defensive question. Concerned, Elliot stood up can pulled out a small coaster like device and placed in front of his seat. Pointing his index finger skyward, he called for the delegates to focus on the table.

"As all of you know, Schultaria Prime isn't a nation exactly known for its defensive prowess, but we are distressed that defensive considerations aren't being fully explored as a relationship to the building's objective. If this building is to serve just as the cultural manifestation of NATO, then my constituents would not be as concerned with defenses. While a cultural center would definitely require some protection, it certainly wouldn't necessitate the expenditure of hundreds of millions for security forces. As our nation sees it, this facility is more than just a cultural center, but the active nerve center of the alliance in times of impending crisis and an area of coordination in times of military commitment.

If it would please the delegations, I would like the lighting in the room reduced for a small presentation."

Plugging his data pad into the coaster object, Elliot rubbed the side of the device as a large full color holographic image spread across the table. Almost instantly, the flat surface was transformed into rolling hills and grassland. At the center of the table, a group of large concrete domes and large framework buildings jutted from the hazy green landscape.

"What you see before you is a satellite compilation of the pride and joy of our nation, the Eldaimovey Research Laboratories about fourteen years ago. This place is the very center of our culture and livelihood in Schultaria Prime; everything from genetic research to philosophical debate was carried out here without any defensive measures. To insure its security, this facility was placed as far away from any major ports or military instillations as possible. The nation thought this place was secure, but all of you know where I'm going with this story."

The landscape crackled as the scenery shimmered from the static image to a full motion vista. Eladimovey's scenery was captured in beautiful detail, even down to the flock of hawks patrolling the marshlands north of the launch gantry. Suddenly four Outer Haven Gunships roared into the scene from the ceiling while several Schultarian combat jets were in close pursuit; one of the alien Gunships strafed the holographic rocket in the center of the holographic image. As the explosion ripped through the image, the hologram became fuzzy and erupted into static.

"If the lights could please be activated again... Thank you.

It's not the location of the facility that's important, but how on guard we are about defense. That's why support Sigma Octavus, because it's defenses are physically imposing and are always ready. However, we should not place the burden solely on them; after all, this facility is a collaborative effort and the defenses should be treated as such.

As the late Professor Kevem Haarvekord said, 'Anything that is composed of atoms can be destroyed.', but I believe that if we keep a constant guard this destruction shall not come as a result of the actions of our enemies. It's finding the proper balance between readiness and accessibility which must be considered, lest our enemies brand us as isolationists or decide to attack us first. Thank you for the floor."

Gathering his projector and his data pad, Elliot returned to his seat and put on his headphones.

"I'll let my computer do some of the translation for me, I've spent enough time debating in English for right now."

Listening to the whole debate about the security forces about the proposed NATO Headquarters building, Moran, the retired Admiral and now the MOND Minister, is eager to speak and express his apparantly deep knowledge about military and security operations. Whispering to his Foreign Affairs Ministry counterpart, he whispered, "I'll talk about this".

However, he wasn't as good as catching the slim moment to express his views, and unlike the Foreign Minister, Moran's lips was too slow, as the one and two stars would often say when Moran - the four star - often meets various foreign military personnel. However, he finally caught a brief pause, and before coughing for a short instance, he spoke. "Now, being a Defence Minister, I'll have to side with my counterpart from Schultaria Prime", he said as he looked around and smiled slightly at the Schultaria Prime diplomats - something he rarely does. "It's very clear that to build this building with our concerns, it must meet the requirement of both being secure throughout and being a building such as that it is not armed with literally hundreds of machine gun posts. What I feel is that in order to stop both conventional attacks supported by foreign governments, and the threat posed by unconventional tactics of terrorist factions, we must make sure that its location is also as secure, while also making sure that the building has the ease of access it must have. To me personally and as a whole, one of the primary reasons that I support the placement of this headquarter in Sigma Octavus is that we feel that the nation's leadership and security forces are both physically and mentally prepared for any type of intrusion, so placing the headquarter in their nation would provide this building with a natural protection, seeing as how Sigma Octavus wouldn't be so vulnervable to armed attacks. To me, building a fortress in an ustable nation is as useless as trying to take the the firepower aboard a ship out to try to have more armor. So my friends, my point is that not only a 'light' and small security force is all we need, we do not have to spend billions of dollars to buy useless machine guns when we can provide the security by placing this building in a nation that is secure by itself."

He hend up a small device. "And I hope you're all happy with yourselves. It seems that one of our enemies have slipped a spy in here and planted a bug and so they've heard the enture conference. Including all the petty squabbling. All the defense in the world isn't going to help now. You need to get your act together and start listening to each other!

"If I wanted to hear a bunch of inane politicians argue, I'd have stayed home and went to work! I hear of enough of the petty ignorance and round-about bullshit excuses from my fellow MPs.

"We are going to build an underground facility in an ally nation which is NOT in NATO and isn't a warlike country to ensure that it won't be attacked in the event of a war. We are going to keep an above ground facility in the same country but in another location, and we are not going to discuss this any more. This should have been a non issue.

"Lastly, if any of you were listening, you'd know that you wouldn't have to spend exceedingly disgustign amounts of money on defense, when Kryozerkia has a functional mobile suit unit and and underdevelopment a pilot-less mobile suit division, which would only require remote control."

The two Schultarian delegates laughed, looking at the device that the Kryozerkian delegate had in his hand. In a boisterous voice, Elliot cupped his mouth with his hands and shut off his data pad to prevent any audible translation.

"Theay zaien no mai'ot, theay zaien no atape! Theay zaien no tszokiopft, theay zaien malkate!"

Laughing, Elliot stood up and approached the delegation and began to speak in a jovial tone, "We mustn’t let the politics of fear completely dominate our lives or we will spend the rest of our lives so politically impotent that it would be better to disband the alliance before any harm fell before us. So there might be a chance that someone could have heard us; we aren't completely invisible to the rest of the world am I correct? Why should we let this five centimeter piece of radio equipment dominate the next century of our international livelihood?

I say damn that piece of forsaken technology! Everything that has been exchanged in this room has not compromised the situations of our alliance with the possible exception of Sigma Octavus, but I'm sure that they are more than capable of their own security. No plans have been drawn, no specific forces have been committed, and certainly no strategy has been discussed; even if this meeting was to have completely gone bug free what's to say that our construction efforts won't be monitored? Frankly, since when did we decide that a non-NATO country would hold our alliance's nerve center? If you think that this little bug in this conference room is enough to illicit such a drastic change in alliance policy, then what about the government of this non-descript nation once they see NATO construction crews in full action treading on their soil without their permission?

Actually, our nation is flattered by this device; it means that we actually are a force to contend with in the international scene. If this bug was truly placed by a non-NATO entity, then all of you should be flattered that we are worthy enough of international intrigue!"

Once you come into this inner room, signals cannot enter or leave. As for a record of this meeting, it is all be recorded by microphones imbedded in the ceiling." he took a drink of water, "After all, this is an official Conference-- official transcripts will be made available to all NATO Member-Governments. Furthermore, any nation with a Freedom of Information Act can make the transcript of this meeting available to their citizens if so allowed by law."

Lord Rosecrans motioned for calm as he stood behind the podium, "Alright, alright. Let's move on to another topic-- Ambassadors and Military Attaches."

Otomo looked slightly disappointed as the delegates discussed the locations of the facilities. Pulling a pen from his pants pocket, the General gripped it firmly between his clenched teeth; since he wasn't too enthusiastic about the vice of smoking, he often did this to relieve stress. Noting his obvious stress, Elliot nodded and spoke frankly in formal Schultarian.

"Perhaps you would like to tell the story? I don't think I've the constitution to tell it right now."

Nodding his superior, Otomo gathered his emotions and addressed the delegation, placing emphasis for the Vastivan delegation.

"Before we continue on any further about the discussion of the location of the potential locations, our nation would like to say its peace about the visual record that we have shown you. In fact, you could say that this event might have played a seminal role in uniting a few of us NATO members together," nodding at the Hamptonian, Praetonian, and Sharinian delegations, he continued onward.

"Nineteen years ago next month, Schultaria Prime had the distinct honor and privilege of meeting races not indigenous to this planet following the successful launch of our first artificial satellite. While the contact between most of the advanced nations was brief, it was enough for our country to engage in a technological development program that has never been seen in Schultaria Prime's history. Over the course of the years, the source of our technical achievements were developed in the Eldaimovey Advanced Research Laboratories; since the research being performed at these facilities was not under the funding of the SKC nor was it for the purposes of defense, our nation thought it perfectly acceptable not to have a large military presence there.

Five years after first contact, our government made public our plans to initiate a manned exploration of Earth orbit. As a response, the very same nations who visited us years earlier congratulated us for our rapid technical abilities and wished us well in our exploration. Their sudden arrival triggered a day of national celebration, but also brought one of our nation's darkest hours."

Holding back his sorrow, the General sighed and leaned against the armrest of his chair. Breathing heavily, he continued with the story, "The knowledge of the nation who attacked us is limited at best. All we know is when they attacked the nations who congratulated us for our achievements; they wanted to make sure that they destroyed our national livelihood as well. Their technology is... something we've never seen since... Our losses... nine thousand of the nation's most ingenious scientists and engineers."

Unable to complete the story, the General waived his hand in a futile attempt to get the other delegates to pick up their conversation. The Central Director, in his best diplomatic face and with a reasonable amount of composure, apologized to the rest of the conference. "The Contact Day Massacre is something that's not taken very lightly with our nation. As Hamptonshire and Praetonia know, the loss of that facility nearly led to financial ruin for our nation and has set Schultarian science back by at least two generations. Thank you for your understanding." Turning his chair to confront the General, Elliot embraced him and began to try to reassuring his fragile ego.

He looked around the table, deciding that the arguments on the building needed to end. "I propose that the building is designed by Sigman architects. They have the talent and experience needed to create a strong building that can take serious damage before being taken out. Also, it would be no problem to get the underground facilities in. This would be less of a demanding task than some underground projects done in our nation, allowing full attention to be put into the strength of the building itself."

"At this rate, we could have the building itself completed by the time this meeting has decided upon the details of delegates and honor guard. We need to be punctual and show focus and resolve on the matter."

"You've got to admit, it was a good shot. Look at him, he can't figure out here it came from!" Larizen cackled.

Arkyan groaned. "Why did Fritz send you anyway?"

"Because she knows of your undying love for me?!"

Dropping the heavy conference binder she had on his head, Arkyan turned back to listen to the delegation that was currently speaking, even though she admittedly was disenfranchised by the whole deal.

"I'm quite glad this conference is apparently over. I'm curious why the delegates overlooked my proposal to bring Sharina engineers to construct underground structures.

At any rate, at least we all agreed on a few things. That counts for a lot.

I would love to discuss my nation's trains and tunneling technology. What would you like to know or learn?"
