President J.L. eloquently stroked the pen across the document, etching his signature. Just two words- President and J.L.- and a little ink, would have a massive impact upon millions of lives. Leaning back in satisfaction, he briefly skimmed through the document again and sternly nodded. He had made the right decision. He was sure of it.

The document read:

The Invincible Empire of Roach-Busters does hereby declare a state of war between itself and the Militaristic Democracy of Grenval, for aggression, warmongering, and intervening in other nations' sovereign affairs. Grenval's radical new foreign policy is incompatible with the ideals of peace, freedom, and understanding between the nations. This rogue nation's actions must be checked. Whether the rest of the world will muster the courage to step forth or not does not matter, we must do what we in our hearts feel is right. It is imperative that, on behalf of all people who cherish liberty and sovereignty, we strike a blow for the preservation of the afore-mentioned ideals. History has proven, time and again, that appeasement and surrender are major follies, as both only foment future wars and encourage dictators and imperialists to engage in more conflicts of aggression against the progressive and peaceful nations of the world. We will not step aside. We will not stand idly by as Grenval makes bold threats and jeopardizes international peace. Thus, on this date, November 2, A.D. 2004, the Congress of the Invincible Empire of Roach-Busters declares war on the Militaristic Democracy of Grenval.

"No, just bung him on a plane with orders to get in touch with JL and see if we can sort this one out peaceably for once. Meantime, get a force ready to move just in case."

"Both or neither," replied Jones coldly. "We can pick and choose."

The flip-side of the coin was as always to be borne by the Navy. Tu-142s that normally did little more than routine patrols of the Home Islands were now sent out to loiter for hours on end out to sea, listening for electronic transmissions, submarines, anything that might be useful in the event of war. The East Coast ports of Krasnodvinsk, Belmara and Kamovsk were also called to an increased state of readiness. The 33rd Naval Infantry Division, normally a reserve unit, was ordered to readiness and the 10th NID likewise, and in the three ports the staff made preparations to receive amphibious warfare ships. Aircraft flying into an out of the nation began to notice hovercraft and LPUs heading east, usually with an escorting destroyer of frigate in attendance, and occasionally spotted a surface submarine, though in fact a small force - ten Sierra-III submarines each - was in fact steaming quietly at 10 knots towards the two nations and their respective coasts, just in case.

As much as the Empire regrets to say this, we will not stand down unless Roach-Busters decides to do so. If this means that we will war with ViZion and Jarridia, then so be it. We will take as many down with us as we can.

We are the same way as Generic Empire. Roach-Busters is our allies and we will stand by him no matter what happens.

Again, I urge the RB allies to stand-down and reduce the chances of a potentially disastrous war seewping across a large swath of the globe in its' usual depressing manner. If this cannot be done, however, we shall stand by Grenval and ViZion on this matter. The following units are being mobilised (not deployed) ready for work in Gernval:

We find this war a very suprising development, for one, we have allies on both sides of the war. The nations of Roach Busters, Generia, Borman Empire, Doomingsland, and Vizon and Jarridia are both Parthian allies. At this time I have not made a decision to enter this war with the hope that both sides will stand down.

We are sorry you, along with others, do not see the wrong doing of your war with Grenval. Just because someone is an ally does not mean you must support a war they're in.

Euroslavia would pledge its military aid to Grenval, but due to uncompromising circumstances in our war with Hainan, we cannot. However, we will pledge our moral support to our allies in ViZion and Jarridia, and to Grenval. We do hope though, that these things can be solved diplomatically, to stop innocent people from dying in a war that has no meaning.

Supporters of Roach-Busters: You sadden me. You are supporting a war in which there is no justification for. Grenval has every right to cut its relations with any and all nations that it wishes. Yet, you are treating it as if Roach-Busters has every right to invade Grenval over this. You are not required to support Roach-Busters, you have a choice. You can choose to support him and this war, which is completely illegal, imperialistic, and war-mongering, or, you can choose not to support this war. That does not mean you have to cut your alliance and all relations with him. ic: From our intelligence reports, as well as clear evidence from the nations involved, it has been confirmed that this is a matter of Grenvel's own foreign policy. This is most certainly not a justification for war, let alone one involving our alliance. We maintain the position that diplomatic talks between Roach-Buster and Grenval be organized.

Though the Republic of Ancient Terra advises calm in this somewhat precarious situation, we will retaliate against any who would threaten the sovereign nation of Roach-Busters. While we have no desire to see World War III break out as the result of some careless foreign policies, we support Roach-Busters as a signatory to the SEATO Charter.

Roach-Busters, we advocate a more peaceful stance to this issue. Only when it is decided that Grenval has posed a direct threat to you or any other SEATO-member nation will Terra directly step in. The New Logan government agrees with the Republic of Ancient Terra in that a peaceful solution to this must be sought. Not only for the benefit of all the people of the nations involved, but also for the alliances between the nations involved. Not only is military might at risk here, national environments will be damaged as will economies and trade.

Roach-Busters, we also advocate a more peaceful stance to this issue. Only when it is decided that Grenval has posed a direct threat to you or any other SEATO-member nation will New Logan consider a declaration of war against another nation necessary.

Keeping this in mind, as a member of SEATO, the New Logan military has also placed its armed forces on high alert and is mobilizing its troops and preparing its reserves for action.

We do believe that a peaceful solution to this crisis needs to be found before any harsh action is taken and that all offers of mediation should be accepted.

As the nation holding the Minister of Diplomacy position on SEATO we urge both sides not to rush to a potentially gigantic and hugely destructive war. We only ask that RB and his enemies consider diplomacy before abandoning a dialouge and pulling mnay other nations into conflict.

Nevertheless we are bound by our treaty to support our fellow alliance member RB and have begun to mobilize certain naval, air and ground assets should it come to war, which we sincerly hope it does not.

As we are representing SEATO is this conflict, which nation will act as the negociator or diplomatic liason for the Grenval's side?

We would have gladly support Roach-Busters and the rest of our allies on the war on Grenval. I have also a couple of reasons to go to war with him but I am afraid that we will not enter this war.
