OOC: This is a thread I hope to update periodically, it’ll basically be a heads up for my friends and I will use it for plot on and off. It will take the form of a news broadcast. (NWN=Noviet World News)

“Welcome back folks. As you all know I’m Harold Takemago, but what you don’t know is that tonight I have a special guest. He’s a nationally acclaimed author, former member of parliament, one time congressman, a professor of applied political science and all around smart guy Doctor Aaron Shen.”
“Thank you Harold it is good to be on the air tonight.”
“It is good to have you Doctor. Now what about the President’s speech, it sounded to me like he was skirting the issue of committing troops.”
“Very perceptive Harold, our relationship with Granzi has always been the pet project of the President, almost to the point where he’s operated unilaterally of the other two executive branches. Now that the relationship needs some support the President is desperately scrambling for support.”
“But what about this new legislation with the backing of the Prime Minister, doesn’t that suggest he has backing?”
“No not at all. In fact the overtures at getting HDI to open branches in Nova Hope were most definitely from the PM’s office.”
“How so?”
“Well it’s always been a point of contention with the PM and the President. The PM is only pro market so far as it benefits the state, while the President is very laize-faire. The out sourcing of naval contract after naval contract to the HDI infuriates the nationalistic House of Commons. It’s my guess that the PM put that in there before he would sign off on escorting the passenger airlines.”
“And why does our President want to keep a passenger service open to Granzi?”
“My guess is he wants to provoke the blockade and be forced into sending troops because he knows the other two branches of government won’t do it without the motivation.”
“Do you think we’ll see a power play in the future here with the House of Commons and the congress overruling the President?”
“It’s very possible the next move falls to the terrorists, I mean, uh, Jaxusism.”
“Thank you doctor. Carbon monoxide emissions, are they really as deadly as our neighbors say or are they just,..”

Notices to the residents of Titianous that city’s peak smog times have been increased. Citizens are now advised to keep children inside between ten hundred hours and fourteen hundred hours.

“…now onto some good economic news for those of you with holdings in the arms manufacturing sector. After a slump in the market, which threatened to drag the indicator for many industrial providers to bearish, there has been a recent jump in the stock prices across the board for that sector. Patriot, as usual, lead the way but all companies are now posting impressive returns spurred by some government spending.

Now this news is good all around because on top of hardware upgrade the government hired almost 12 million more employees in the technical sector of the armed forces and in a flagrant exercise of Keynesian economics the average wage in the armed forces has increased by about five thousand credits a year.

I’m joined now by an expert in the field Professor of Economics at NHCU Doctor Jordan. Doctor its good to have you here in the studio tonight.”
“It’s good to be here Harold.”
“Could you tell our viewers at home what I’m talking about?”
“Certainly; the government is initiating a new homeland airspace defence initiative. This requires a lot of new jobs and materials. While the private sector jobs are temporary the armed forces have bolstered their ranks by another 12 million.”
“Mmm hmm, and what about the wage raise?”
“Yes this will definitely drive the service industry up as our boys take to celebration. Other areas to watch in the next month will be real estate and automobiles.”
“Doctor I think everyone is wondering about the tax situation here lately, what can be said about that?”
“Well the government is not in the business of running a deficit, but its trying to be more socially responsible. Long term this is not compatible with the Noviet market because, at shown, it drives down the GDP per capita. With the individual’s ability to spend hampered the private businesses suffer.”
“Well doctor we’ve hit an all-time high of 46% income tax and now we’re back down to 44%. What is your opinion, will we be going up or down.”
“Definitely down Harold, the president has signed of on several new measures to lower the tax rate, we just need congress to get on board.”
“You don’t see the House of Commons supporting this bill?”
“Oh please, with those fascists?”
“Umm, well. I guess that’s all for tonight I’ll see you next time…”

“The footage you see here is yet another ship of troops, mostly infantry and engineers, being deployed to Africa as we support our friends; Vastiva and Schultaria Prime. Joining me again here in the studio to talk about what this war means to Nova Hope is Doctor Aaron Shen. Doctor?”
“Thank you Harold. Again I must thank you for letting me be on the show, it a pleasure as always.”
“No problem Doctor, we’d be glad to have you anytime. Now Doctor I must ask you, what does this mean for Nova Hope, we’re currently in the middle of a massive crime wave, a sustained expansion in colonial territories and now to top it all off here we have a full scale war the likes the Dominion hasn’t seen in more than a century.”
“Well Harold it’s interesting you should bring this up. I think what you’re going to find is that the federal government will be taking more and more funds from the enforcement, judiciary and rehabilitation institutions the longer this war drags on. As for the colonies, well they’ve been left to their own vices as it is.”
“Would not pulling funding be the worst thing the government could do? Especially with the recent rash of organized crime once again rearing its ugly head?”
“Bad for society, yes indeed; bad politically, not in the least. As your viewers should be aware this falls to the Polis as their responsibility. The federal government can bail out now hoping for a fix later. This way they can run the razor’s edge between being seen as arguing semantics and allowing the Polis to exercise their rights, until they screw up to badly to be allowed to continue.”
“But does not the scope of this problem imply that there needs to be some national accountability? More funds given to the Polis, a national security force anything?”
“Well as long as this war is going on the Feds don’t have the money, as for a national police force? Well that would require a constitutional amendment.”
“Well thank you for your time doctor I believe we have to go to commercial now.”
“No problem, good evening Harold.”
“And you doctor, later we have an exclusive; How much cocaine is your congressman doing? We’ve obtained official regulatory records.”

“We’ll bring you more as the story develops. To repeat our top story is unconfirmed rumors of the Armed Forces making an air strike inside the dominion on our own people. The colony of Reedorrow may have gone AWOL as there are unconfirmed reports of massive curtailing of liberty and mass disenfranchisement. Unable to presently account for the carrier Azrael this station has put two and two together and has come up with the exclusive.

As we speak we are rushing news correspondents into the target area, the Five City Area, through unconventional means as the area has been closed to general access for more than a week now. While it seems unfathomable that such a massive area has fallen off the scope of political accountability with no notice but it would seem that is the case.

Perhaps now the federal government will be willing to step up to the plate and establish some jurisdictional control of the area. This might mean some hard decisions need to be made but if these reports are true then I dare say it must be done.”

“Harold Takemago here again and tonight we’re bringing you an update on the situation in the colonies. For that we will go live to New Borderton, the only area that doesn’t seem to be suffering from a rash of outbreaks. Trina are you online?”
“Yes Harold. Hello I am colonial correspondent Trina Goodly. Right now I’m standing out side of the deactivated magline and as you can see from the chassis of the vehicle a firefight of some type has taken place. Looking at the front here you can see that an assault rifle was fired directly on the train. While we can’t speculate on anything at this time it seems safe to assume that the damage was done in the five city area.”
“No Trina what can you tell us about the outbreaks?”
“Well Harold it would seem that your original statement is not entirely true as fatalities are starting to appear here as well.”
“Really any idea why?”
“Yes Harold. It would seem the out break of these symptoms directly coincides with the implementation of a new mandatory vaccination. It has given cause for concern to many residents who are no refusing to take the serum. This has created several tense standoffs between holed up civilians and militia.”
“That’s amazing Trina, keep us informed.”

“Hello folks and welcome to the nightly news, I’m your host Harold Takemago and with me tonight is a member of the PassionCorps™ sociological observation department. Please welcome doctor Rachel Patton. Doctor Patton, what can you tell me about the work you do at PassionCorps™?”
“Well Harold first I’d like to thank you for having me on the show. My work at PassionCorps™ is what any forward thinking sociologist does; predict human behavioral trends.”
“Fascinating, to what end doctor?”
“Well as you know PassionCorps™ holds several contracts of a data mining nature, a lot of which are primary source providers to think tanks. What we do allows companies to profit from or create the next trend before the indicators are even present.”
“Wow. Now looking at the current crime wave; what can you tell us about it.”
“Well this crime wave was started by the government flip flopping on so many key issues. With more and more personal and political freedoms coming to Noviets they don’t understand why their economic rights are being curtailed. This has in turn lead frustration with the system. The cycle continues as the government puts more money into the police to deal with the crime, creating more taxes, which create further uprising and resentment.”
“Wow. Well Doctor what are your predictions? Will this just go away or is this the tip of the iceberg.”
“Well Harold its all up to the Polis and the feds now, they’re the only ones who can navigate this mess. As it stands right now I don’t see it getting better before worse.”

“… we now go live for a confirmation of the rumors from the office of the Prime Minister.”

The screen pans to a picture of PM Tatsui Isobe standing in front of a podium with flashes going off like crazy. There is off course the ever present phallic bouquet of microphones from the dozens of news agencies. The PM waits until there is silence before clearing his throat to speak.
“Thank you all for coming, I will be brief. There has been much speculation on behalf of the private sector, the citizenry, the Polis and of course the media as to if and when peace with Zarbia and SafeHaven2 will come. Before I comment on that however I’d like to offer some thoughts.

It has been along time since The Dominion of Nova Hope has faced a foreign threat of this magnitude. Some have even gone to suggest that this is not our war. We should let our friends clean up their own back yards. I don’t think this is a right way of thinking, we cannot allow ourselves to be prejudiced by distance or the fact that these are Africans and not Noviets.

I must say I will always advocate Nova Hope above all others, after all we are the best at what we do, but I contend that this conflict would’ve involved us anyway. The spread of apartheid and irresponsible governments is a world wide threat that cannot go unanswered. People do not seem to realize that if we sit on our Ivory tower here in the Pacific we will eventually fall. You see our Ivory tower is a shining example to the world, of both right thought and proper government. What people don’t realize is that if we don’t get out of our tower once in awhile to weed the base the foundation will crack and erode. We cannot allow what we’ve worked for tumble merely because we were too lethargic, to apathetic and too lazy to get out and give it the maintenance it needs.

You see the Dominion cannot be measured. We do not exist confined inside our vast seventy three million six hundred forty seven thousand two hundred forty eight and a half square kilometres, we span the globe. You see the dominion is an ideal, a way of thinking, a lifestyle and more importantly it is the right way. So we cannot let the world go to hell in a hand basket, forsaking our foreign brothers. No we must stand, and stand we have.

Currently approved by SafeHaven2, Zarbia, Vastiva and our own government is a new treaty that will see the right of decision bestowed upon the locals of Nambie, Cunene, Hulia, Dar es Salaam, Pwani, Mafia Island and Pemba Island. To add to this is a priledge reserved for few, Zanzibar Island will be taken under the wing of the Dominion, possibly to the extent of being admitted as a Polis.

This treaty is not however finalized; we still have to wait for the approval from our brothers in Schultaria Prime. These fine people have certain misgivings as they were earlier tricked into a false peace. I am convinced however that they will accept and we can begin serving these people. The locals in Africa will enter an era of self sufficiency not before seen.

Now that you know, we are engaged in treaty negotiations. Yes they are in fact in the end stage and await only multilateral endorsement. Once we are all in consensus they will be signed.”

The screen goes back to Harold in the studio.

“Touching words from the Prime Minister; we’ll bring you more as it develops.”

“In economic news tonight the government has submitted its budget running a deficit for the first time in 23 years. Analysts are not worried as the surplus in reserve can more than cover the short fall.”

“Riots broke out in NHC tonight. This would be the forty-fifth independently organized sympathy riot in for the original riot those 35 days ago in Carleton County Digby. For those of you who are unaware we have had 35 days of consecutive riots over the debacle in the colony. This station is still trying to get the exclusive the people demand. While it is not clear what’s going on one thing is for sure, there will be blood to pay in the next elections.”

“Unconfirmed reports of trade negotiations with the nation of Fodmodmadtol abound as Right Honourable Judge Alfred Manning is still on special assignment for the President. Life long friends this is not the first time the President has courted the Judge’s services to sidestep political wrangling. As an appointed Supreme Court judge Alfred Manning does not suffer the same follies of public opinion and has on many occasions used his impunity to speak his mind.”

“Harold Takemago here folks and for those of you just tuning in allow me to recap. It turns out that our government has been involved in quite the bit of nasty business.” At this point images taken some time ago show the introduction of the ‘vaccine’ into the Port Hokkaido area. The green gas filters around the camera and people in sight, more specifically some of the people, drop to the ground in convulsions. Perhaps the most harrowing image is one of a relief worker, Noviet of course, barking orders at his fleeing team. The relief worker’s dexterity slowly eeks away and the man is seen to lumber about before becoming confused and unable to assist anymore people. He then drops to the ground and convulses as well.
“We have to apologize as some of these images may be disturbing.
“Here with me via telecast is the leader of the insurrection is Brigadier General Thomas J. Fenton, or as he now styles himself The Imperator.” The screen now shows a split image with the host on one side and Fenton on the other, a discrete border between.
“General, why may I ask do you now call yourself The Imperator, it does seem to be something of an ego trip.”
“*chuckle* Well hello to you too Harold. As you can see from the images I am none to found of the federal government right now. The colony was put under federal jurisdiction and look at what has happened. The title of Brigadier General was given to me by the same government I now oppose, I obviously cannot keep the title. At the same time I have spent a good many years commanding men and women in battle and I will not allow my subordinates or a civilian to disregard my service by calling me Mister. So borrowing liberally from the ancient cultures that founded Nova Hope I now have others refer to me as The Imperator. I am after all the leader of a new nation.”
“So you do seek independence then?”
“Yes. Nova Hope has obliterated any faith I had in it and many in the Five City area concur. So I’ve taken steps towards making the area independent.”
“Some would question the legality of this maneuver.”
“Yes some would. I would refer them to the clause in our own constitution regarding a people’s right to self rule. The Five City Area is a war zone and the site of an epidemic. The federal government lost control of the area and I have managed to restore order with no loss of life. Now with the population putting this experience behind them I think it is fair to say they share an experience no native Noviet can relate to, and in this we find commonality enough to call ourselves a people. After all I do not claim the entiretiy of the colony, merely the area most abused by government power.”
“What area would that be?”
“Everything west of the Manium foothills.”
“That’s quite the expansive area and includes a military base that is not currently inside the quarantine area.”
“Yep. But the area left is more than double it’s size and still has access to the inland ocean as well as most of the mineral deposits.”
“I see.”
“A people’s right to self determination is sacrosanct. We need to be sure that we are safe from tyranny and oppression and this government has failed us. So we have asked it to leave and we, the former colonial militia, are assuming all the function of a normal government.”
“As far as the functions of normal government, it would seem some nations are already communicating with you as if you were a legitimate nation.”
“Yes that’s right Harold. The images on the screen now are of Vastivian MASH workers. Vastiva contacted my administration and offered aid. I have to admit tactically speaking and as a point of pride I considered refusing. However I chose to accept their generosity.”
“Tactically speaking, how do you mean?”
“Well to be honest Vastiva and the federal government have been fostering a quid pro quo relationship and I did have worries that the Vastivians may have been merely repaying the Noviet action in Africa. But, while a brutalized people may go on, a dead people will not. The situation is grim and we needed the help. So if the Vastivians do decide to turn on us we will at least be alive.”
“Surely you do not think Vastivian aid workers will do that? The Vastivians have been known for their relief efforts and doing that would only serve to tarnish their name and make further relief efforts suspicious.”
“I am only looking out for the best interests of my people.”
“Imperator, some would accuse you of simply using this circumstance as an opportunity to wrest power for yourself.”
“Nonesense. Harold I want to show you something. If you would there should be an imbedded file in the stream now could we put it on screen? Thank you. Here you can see one of my militia men silencing the free press by putting a bullet into this poor journalist’s head.”
“That’s despicable! This is just confirming your guilt!”
“No Harold, look at the uniform. You see this was done while I was technically under the government. I have all the documentation to prove that this order came from the colonial authorities. It is this action, and others I was ordered to do, that made be decide to strike it out on my own. I have the utmost respect for the Noviet division of powers in the federal state but here it does not exist. So I have brought power to the local level.”
“Amazing, do you have anything to say to the audience before we go to break?”
“Yes. If you are a foreign national, a member of another nation’s government, or if you just have something to donate to the cause I’d be much obliged. We’re running short on toiletries and hygiene products. While the Vastivians are good people I’d like to get some more support in here to ensure that my regime stands the test of time. It is obvious that I am the only power with the interest of the Five City Area at heart so please I implore anyone who can help; any nation with a big heart. Please. Send aid.”

“Harold Takemago here again and for those of you who just tuned in we are interviewing The Imperator formally known as General Fenton. Internet polls are on fire now as we figure out what it is that the viewers want to know. First off Titans seem to want to know about the prospects of continued economic co-operation between the Polis and the newly seceded area. Specifically machined goods.”
“Well Harold I will hold most contracts to a competitive bidding process to lower the cost to my small nation. As the Titans are very competitive economically they will no doubt do fine.”
“Questions coming in from NHC seem to be stuck on two areas. One wants to know if you are feel you have the legal right to secede from the Dominion and the others want to know why you want negotiate with the federal government any longer.”
“*sigh* Well Harold I do believe that any people unequivocally have the right to break the social contract and remove their consent to be governed. By the federal government’s refusal of this they deny us fundamental freedoms offered via the constitution. Until the federal government acknowledges this there can be no reconciliation.”
“The Northwest seems to be interested in how this will affect their families, as a good number of the settlers came from the Northwest Polis.”
“The 5CA will of course offer an open borer to emigration and have a lax immigration policy for those with family here. I have no desire to break up families.”
“And now interestingly enough some of our Vastivian viewers are inquiring about the 5CA cheese exports.”
“*chuckle* They’ll resume in force as soon as there is no longer a danger in infection. I actually hope to up the production as it seems to be nothing but a growth industry.”

The two share a tense laugh and Harold touches his ear as his producers feed him new information.
“Well it seems that the federal government has just issued this statement on the 5CA independence movement.
“*Ahem* The movement known as the 5CA Army and its goal is an illegal action. This organization is considered a terrorist movement and the federal government will not reverse its position on negotiating with terrorists. The government of the 5CA is legitimately provided by this institution, despite recent failures.
“It is with this in mind we will continue the blockade. To add to this we are offering Three hundred million credits to anyone who brings in any member of the 5CA militia dead or alive.
“In three weeks from this announcement the federal government will put a military presence in the 5CA area and resistance will be met with force.”

No sooner had Harold finished reading then the web line went down. Harold recovered quickly by calling for a sponsor break but try as they might NWN could not reopen the connection.
