Mauiwowee
31-10-2004, 21:19
This is an alliance for all nations of Earth V that are in the Southern Hemisphere. If you wish to join you must agree to the following:

1. All member nations will trade embassies with each other
2. This is not a military alliance and no member shall be obligated to come to the defense of another member nation by reason of membership in S.H.I.T.
3. That said, no member nation shall war with another member nation except for good cause shown. Member nations warring with each other are subject to suspension or ejection from S.H.I.T. upon a vote of the commission.
4. Each member nation shall have a person appointed to the S.H.I.T. commission who shall have one vote.
5. The purpose of the Southern Hemisphere Import Treaty is to ensure levelized trading between the nations of the Southern Hemisphere.
6. no member of S.H.I.T. shall impose a tarrif on goods imported from another member nation save and except said tarrif is approved by the S.H.I.T. commission.
7. The S.H.I.T. organization recognizes that each member nation is different and has different strenghts and weaknesses when it comes to the production of goods and raw materials for export. The purpose of the organization is to ensure that all member nations are able to trade on a "level playing field" with all other member nations so that all member nations receive the benefit of fair prices on imported goods from other member nations and to ensure basically stable pricing of commodities.
8. If your application to join S.H.I.T. is rejected you must wait 30 RL days before you may reapply. If it is rejected then, you must waid 90 RL days to reapply. If it is rejected then, you may not reapply under any circumstance.

The Government of Kopparbergs now has a Secretary of S.H.I.T:

Mr. Anders Bergdahl

He will be the person responsible for all S.H.I.T.-actions in Kopparbergs. He works in tight cooperation with the Secretary of Foreign Affairs Åke Stålhandske, and the Secretary of Trade Patrik Winstell.

As a first action in S.H.I.T., we asks if any of the member-states exports oil? We currently imports oil from the middle east, and we happily changes that to import from a S.H.I.T.-state instead.

Fodmodmadtol should have a significant oil industry and Norleans has a nice one from it's Gulf of Mexico rigs. Between the two I'd assume we can cure your middle east "addiction." TG them and I will as well.

Dear Mr. Bergdahl:

Hello sir. I am Ms. Bhatone Rouge', S.H.I.T. Ambassador from Norleans. We can help you with your oil issues quite handily. Currently we produce

(1) 3,933,260 barrels of crude oil per day;
(2) 17,657,840,000 cubic feet of natural gas per day;
(3) 1,677,983 barrels worth of refined petroleum (i.e. gasoline, motor oil, etc.)/day; with additional operations and sales to level out crude production and distribution.

I'm not sure what price you are paying the thieves in the middle east, but as a fellow S.H.I.T. member and because geographically we are much closer together, I am sure that we can beat their price significantly. Please let us know how much oil you need and what you are paying currently and we'll be in a position to hammer out a deal with no problem. BTW, I have asked to also determine what you offer to export in quanity to see if it is a product we may have need of.

Sincerely,

Dear Bhatone Rouge',
Thank you for your offer. First, I need to tell you and all other members of S.H.I.T. that Algeria and Malta also are incorporated in Kingdom of Kopparbergs (OOC: confirmed by TGSR). OK, now to the oil business:

We have calculated our oil consumption and our internal oil production, and currently we're consuming around 5,000 million barrels a day. In Argentina and Algeria we have a production of 2,311 barrels/day. We therefore need to import around 2,700 barrels/day to cover our needs. We have a contract with a nation in the middle east for 2,000 barrels/day, the rest is bought on the spot market. We’re paying $25/barrel for the middle east oil.

I hope that you can make a good deal with us!

As for our export, well in Argentina we have a fairly large production of metals, i.e. lead, zinc, copper, iron ore and manganese. We also have uranium, but that’s not of very large quantities. We also export a lot of food, we’re one of the worlds top five exporters of grain and beef. In Ecuador we have a couple of gold mines, and there’s also the rain forest which gives us large quantities of timber.

Sincerely,
Anders Bergdal, Secretary of S.H.I.T.

Dear Mr. Bergdal:

We'll supply the entire 2,700 barrels/day you need at a fluctuating price calculated as follows: Every Friday at 5:00 pm Central Standard time the average spot price per barrel for the prior fifteen (15) days is to be calculated, we will then discount that average by $1.47 per barrel to cover the decreased shipping costs or, if such a discount is more than 2% below actual production costs, we will supply it at a cost of 1% below actual production costs. You will then purchase 40,500 barrels (15 days X 2,700 barrels/day) at the price established in this fashion. Assuming you accept, we'd request a 3 year "rolling" contract that renews for an additional year, unless you or we request otherwise, each year after the first two (2) years. In short, every 15 days, you will buy from us 40,500 barrels of crude at a price that is either $1.47 per barrel below the average spot price for the past 15 days or between 1% and 2% below our actual production costs for the immediately prior 15 days. [OOC: if this is too complicated a formula or you don't get the "rolling" part of the contract, let me know, I'll try to explain it better).

As to your exports, copper is in high demand by our computer and tech industries and we import almost 70% of the copper we use at the rate of 959 metric tons/day at spot market prices each day. We'd love to work something out along these lines. How about a reciprocal deal with identical pricing terms for our copper imports? Just an idea.

Sincerely,
Ms. Bhatone Rouge'

We thank you for nice offer about oil. We have discussed this import thing in the government and made the decision that we should cancel the contract with the Middle East as soon as possible. We’re very pleased with your pricing terms of oil, and would like to sign a contract with you. We agree to your terms mentioned above, but we want to add a clause that we may increase or decrease our import of oil from Norleans with 10% from the original 2,700 barrels/day whenever we found it necessary.

We also want to know if the oil we’re about to import is taken from Peru or another country? If it’s coming from Peru it may be a good thing to build a pipeline connecting our two countries.
We have discussed a pipeline between Ecuador and Argentina many times the last years, and maybe it’s the right time to build that pipeline through Peru now? The question is if the pipeline should go through Chile or Bolivia.

We have discussed the copper-export in our seminar yesterday, and we found out that your demand is very large. 959 metric tons/day equals around 350,000 metric tons a year, and our total copper production is only 300,000 metric tons a year in Argentina. Our internal need of copper is around 70,000 metric tons, so we can export 230,000 metric tons a year to Norleans. That amount will not cover your needs completely, but we hope to increase our copper mining shortly.

Anders Bergdal, Secretary of S.H.I.T.

Pipeline through Peru

We have made two different layouts of a pipeline connection Ecuador and Argentina through Peru. One goes along the coast, through Chile and crosses the Andes at the border of Chile-Argentina. The other one goes east of the Andes, through Bolivia. If you agree to build a pipeline through Peru, please tell us which one you think is the best.

Look at the different layouts here: http://members.fortunecity.se/kopparbergs/sa-pipeline.gif

Dear Mr. Bergdal:

The oil deal is acceptable to us as is the copper deal you set out. About 1/2 our oil is produced in Peru, the rest is produced in oil rigs in the Gulf of Mexico (OOC: note we own Mississippi, Alabama, Georgia & Florida as well). We have made the decision to go slow with our oil drilling and exploration in Peru so as to ensure signficant future supplies are available. As to the pipeline, we prefer the one on the coast and will agree to split the cost of construction through Peru 75/25 with you (we'll pay the 75 since the pipeline will benefit us in more ways than just delivering oil to you). I anticipate that Texarkania will also agree to due the same through Chile' should you wish to extend it (OOC: right Tex? You are a part of SHIT too). Please let us know if you have any questions. It looks like we have a deal though, one that benefits us all and keeps our business here at home.

“OK, this is really good.” says Mr. Bergdal. “I’ll sign this oil-contract. It should be very nice to cancel the deal with the Middle East. Ha ha!” Bergdal was in a good mode. He felt that this oil-contract was a huge relief for Kopparbergs.

“Well then, now it’s a deal! And if you sign this contract of copper delivery, I’ll be very pleased.” said Bergdal with a smile on his lips. He handed over the contract to Mr. Bhatone Rouge’.

“And we first didn’t think that you were serious when you told us that you will pay 75% of the building of the pipeline thru Peru! You should have seen the smile in the Secretary of Finance’s face when I told him that!” Bergdal continued to laugh, and took a zip of coffee.

“We’re going to begin the building process in both Ecuador and Argentina later this month. Thank you again for nice deals! S.H.I.T. is really good for us!”

Dear Ms. Rhouge' and Mr. Bergdal:

We will gladly allow the pipeline to continue through Chile' and you are also welcome to pass it through Columbia if need be. We can also make up the difference in Norlean's copper needs and the amount to be supplied by Kopparbergs with our own copper production. We'll split 50/50 the cost of the pipeline through Chile' and/or Columbia. All we ask is that in addition to copper being purchased by Norleans (which we'll sell on the same terms as Kopparbergs) is that both of you agree to import our fruit and coffee production in a manner that guarrantees our market a stable source of revenue and guarranteed exports. We'd like to hear your proposals in this regard.

Dear Mr. Geraldo Hevaria,

We’re glad you will join the pipeline-project. We accept a pipeline through Ecuador to the Colombian border, and we’re willing to pay 50% of the building cost for the part of the pipeline inside Ecuador’s borders. You will have to take the whole cost for the part that’s inside Colombia.
We agree to pay 50% of the cost for the pipeline inside Chile, from the border of Peru and 800 km south. Then, for the part that goes from the coast of Chile and over the Andes into Argentina, we will pay 90% of the cost. If you want to extend the pipeline more in Chile you have to take the whole cost for the extended part.

We thank you for your offer about importing coffee from Colombia, we agree to that. But we must say no thanks to your offer about fruits – we have a large production of fruits in Argentina.

Anders Bergdal, Secretary of S.H.I.T.

Dear Sirs:

We are interested in fruit, coffee and oil, let's all figure this out. In Australia we produce for export:

125 metric tons non-monetary quality (i.e. industrial quality) gold/year
300,000 metric tons raw coal/year
215 metric tons iron/year
13,364 metric tons lamb/sheep meat/year
579,000 metric tons beef/year
88,000 metric tons raw fine glass quality silica/year
38 metric tons reactor grade uranium/year

OOC: These figures are relatively accurate and were cobbled together from various web sites on 2000-2003 Australian economy statistics.

Greetings, Lian Li.

I will personally oversee the gathering of Sharina's export capabilities, and I shall present that information to you within a few days.

However, I'd like to let you know Sharina's rough capability. It produces a surplus of approximately 50,000 tons of timber, iron, and steel. This is factored in after the allocation of resources to the ongoing Veris-Wall Project.

More details will be provided in my next comminque as I need to collect information and try to work out a viable network to supply you with your requests.

Live well,

Changi International AirPort, on the steps of a Warta Endor Government Boeing 777, representive Ian Dunross gives a short press conference.

Journalist 1:"What will joining the S.H.I.T. alliance mean for Warta Endor?"
Dunross:"Our econemy will grow now that we have a large number of trading partners."
Journalist 2:"Will this mean the end of socialism in Warta Endor now that it joins a pretty capitalist alliance?"
Dunross:"Offcourse not! But we must be realistic, we cannot survive by following the example of RL former USSR. We need trade to keep our economy healthy. We will keep a socialist policy, Free healthcare, free education and that sort of stuff. Any questions? It is time for me to go."

And so Ian Dunross, Warta Endors representive in the S.H.I.T. council, departs for Rio de Janeiro.

P.S. We need some African Nations and Asian countries, we've got South and Central America sewn up and much of the South Pacific, if we can add some strong asian and african countries we can economically rule Earth V with our combined trading power, become the new OPEC for something, like gold if we could get south africa, etc. What do ya'll think? Should we openly court some african nations? I vote yes.

Invoice from the Fodian Southern Federal Districts:

Good day to S.H.I.T. representatives. A list of Exports, Cash Crops, Desired Imports, and the like has been compiled of the Southern Districts. Listed as following are what the Southern Districts have to offer. Fields can be considered specific for the fact we would deal in the following, and the following only.

Offered Exports:

Cash Crops-
Coffee
Cocoa
Tobacco
Sugarcane
Cotton
Sesame
Sunflower
Cocaine

Almost the entirety of arable land in our Southern Expanse is dedicated to the Agricultural needs of us and others. Through deals which have been arranged previously certain lands are set aside for use of specific crops foreign to our soil.

Power Needs-
Crude Oil
Refined Oil
Natural Gas
Liquefied Natural Gas
Coal
Hydroelectric
Thermoelectric

Power needs are transferred primarily, or are projected to, with neighbors which are contiguous to our borders. However, Oils, Coals, and Gasses can be traded far more openly. Most rigs are set offshore or on the coastline.

Animal Stock-
Poultry
Fish
Lamb

While limited in our range of livestock, what we have is of high quality. Promised to never be enhanced synthetically or artificially our livestock is of wholesome lineage. Clean animal foods are what our stock promises.

As of now this is what we have compiled as our available exports, although this composition will surely be augmented in the future.

Dear Sirs:

As the Chairperson of S.H.I.T. and in reply to your question, I have put the issue to a vote because 1) it is a generally accepted procedure, one I'll concede has not been followed in all cases, but one that is important to your application because 2) You have recently been involved in serious and intense conflict in Europe and the possibility of significant conflict in Africa exists. You will note that I have, on behalf of Mauiwowee, voted in favor of your application. However, your "expansionist policy" (and the chair uses the term loosely) might be a cause of concern to other S.H.I.T. members, so I wanted to ensure that your joining S.H.I.T. would not present a problem to the other nations. Warta Endor thinks it is a good thing if Vineyard enter S.H.I.T. There is no reason we really should worry about a war in Africa, ( this is from a S.H.I.T. point of view, personally I am worried since we have territories in Africa) it would only affect us if tradroutes/ships of any of us are attacked. But if anything will happen in Africa we must ensure that our trade interests are not damaged.

It seems that all other members votes yes in the Vineyard-vote.

However, after holding a conference in Kopparbergs Quito we have come to the decision to not vote for Vineyard into S.H.I.T.

If all other member nations votes yes we will accept the result, but we will not actively open trade routes with Vineyard - at least not today or tomorrow.

Regarding the situation in Africa, one and another nation has claimed to have the right to close the strait of Gibraltar, or at least to tax all ships passing thru. That will definitely harm the trade routs with Northern Africa and the Mediterranean region.

To avoid things like that, though, is why we have voting. All smiles.

We vote Nay.

Fellow members of S.H.I.T.

We authorized Dyethylamide to vote Yay on behalf of our democratic Duchy in the belief that it would benefit this alliance. We abhor the interjection of politics into this economic agreement, but recognize the issues involved. Wirraway has been our ally for a number of years and we greatly respect Kopparbergs work. It is therefore, with great sorrow, but a feeling that our alliance will benefit in the long run, that I change the vote on the membership of Vineyards to that of "NO."

Sincrerely,
Ms. Bhatone Rouge',
S.H.I.T. Ambassador

P.S. we do wish to make it clear that Dyethylamide's early vote on our behalf was authrorized. It is events since that vote and our return from vacation that has resulted in the above change in our position.

"I understand that Mr. Li, and as co-S.H.I.T. representative with Mr. Hevaria your view has been considered." Said Lord Lopez, ruler of Texarkania.

"They may have significant holdings" interjected Geraldo Hevaria "but they are war mongers. Wirraway has stated he will withdraw from S.H.I.T. if they are admitted. Furthermore, it appears that a war between Vineyard and Wirraway is an inevitability in the near future. We can't have S.H.I.T. members warring with each other."

"I agree Mr. Hevaria." Said Lord Lopez "Mr. Li, your objections are noted, but I must do what I feel is best for this country. Our membership in S.H.I.T. is important to trade and political relationships. S.H.I.T. members abilities to get along and continue their relationship will not suffer if Vineyard is excluded. On the other hand it is clear that Vineyard's participation in the alliance will have a devisive effect. We will therefore vote "No" on the question Vineyard's admission to S.H.I.T. Go do your jobs.

RE: Vineyard Application for S.H.I.T. Membership
DATE: Today

Fellow S.H.I.T. members. As it stands now, the vote is 5 to 4 to reject Vineyard's application for S.H.I.T. Membership. Sharina has not voted, but even if Sharina were to vote in favor of Vineyard, the vote would be a tie, 5 to 5. A tie is not a majority and obviously, in any situation, a majority must favor an action or it cannot be taken. I have therefore communicated to Vineyard that their application for membership in S.H.I.T. has been rejected. A copy of the telegram sent is attached to this memo. Thank you for your reasoned participation in the process. S.H.I.T. has overcome its first test of unity.

The chair doesn't see that it should unless it is taken personally by Vineyard as a sort of "slap in the face" rather than as a reasoned political decision based on the democratic principles inherent in a voting membership. You and any country who voted in favor of Vineyard are still free to pursue your own separate relationship with Vineyard outside of S.H.I.T. as well.

FROM: The Chair
RE: Vineyard's request for a recount
Date: Today

As you are all aware S.H.I.T. recently lost the member nations of Dyethylamide and Texarkania. As a result of that loss, so soon after a vote, Vineyard requested a recount. The results of the recount are above.
The vote stands at 5 to 3 against admission, Vineyard is still ineligible for admission. A he is being notified via telegram.

Furthermore, the chair moves that an amendment to the Rules be adopted by the members. Specifically being that "A country denied admission into S.H.I.T. on initial application shall not be eligible to re-apply for admission for a minimum of one year."

OOC: As time is fluid in NS, that would be one fluid, S.H.I.T. year which I figure about to be about 30 - 60 days RL. Your thoughts?

The chair requests a discussion and vote on the proposal or if no discussion a second to the motion and a vote.

Breega Bardoe,
S.H.I.T. Chairperson

P.S. Please be advised that our recent assumption of control over Brazil will not change our committment to this alliance and we will maintain the headquarters in Rio unless anyone objects. It seems to us to be a good, central location for all the nations involved.

Edit OOC: Since this is an economic, not military, alliance; despite the puppet rules for warfare, I say that S.H.I.T. members and their puppets get equal rights and votes here - is there an objection by anyone? Yes, I realize that gives me via Mauiwowee and Norleans 2 votes, but if you'll note, they voted against each other on the issue of Vineyard and I have always been careful, even before Earth V came about to make sure that they were RP'd with 2 very different styles and personalities (I'm schizo - I can talk to myself very well :p )

Just something different. Vineyard claims the oil prices are "skyrocketing" because he "owns 25 % of the worlds oil capacity", shouldn't we do something about it as a economic alliance? And he won't export it to other countries. I think this is a pathetic reaction to the denial of entrance in S.H.I.T. I would think we own a significant amount of oil as well between us. I've got the gulf of Mexico (well, all but Louisisana's and Texas' part). We've got South and part of Central America and Indonesia has some oil too. Let's start selling it and undercut Vineyard's claims. Trading Routes. Lots of them. All ports of the Southern Federal Districts have charted out Sea Routes to the Northern Districts. Internationally speaking, this will allow all S. H. I. Now for S. H. I. T., The option of registering in the Montelukast Bloc Trader Route. It will open up the Eastern Seaboard of North America, the Crsyindom River Valley, and The Great Lake Regions to your Exports. All to your benefit, at the expense of others. South American goods are in high demand everywhere, and this can extend to where you can Export; Unscathed financially. A Chart of Montelukast Bloc International Routes will be published in Interest. The Montelukast Bloc, the Allied Trade of Montelukast, had been closed off ever since signing of the pact. It is now open for S. H. I. T. members by default.

An Example. Mauiwowee wishes to sell goods in The Great Lakes Region. In which, say Mauiwoweean Goods are shipped from Mauiwowee to Fodmodmadtol South America on Mauiwoweean Vessels. The chair wishes to thank Fodmodmadtol for this opportunity and highly reccomends that S.H.I.T. members make use of it and appoint Fodmodmadtol to administer a committee of S.H.I.T. to oversee this operation and trade agreement. Any comments?

The Chair also wishes to note that our S.H.I.T. member Norleans, now controls Texas, Arkansas, Oklahoma, Colorado, Wyoming, Idaho, Louisiana, Kansas, Nebraska and New Mexico. Between Norleans in the southern half of North America and Sharina in Mexico, California and Alaska, we will control the oil and natural gas flow in the western hemisphere and the entire Gulf of Mexico. Furthermore, it would appear that Sharina is set to expand his claims in North America and we should support him in that expansionist effort as well due to the abundance of minerals and precious metals he will have control of in the western states of North America.

OOC: Check the Earth V master thread, Wolf America and his buddies have gone away and given up their land in North America to Norleans who wants to discuss some joint control possibilities with Sharina over some of the western states.

Finally, the chair wishes to note that the one year/three year rule on application for membership has passed and been added to the bylaws.

OOC:

Fodamatol has claims in South America, like Columbia and such.

I will be expanding my Latin America holdings tomorrow, as you will see in Earth V Incidents, and I'll invade Jamaica to put a stop to Vineyard's crap in the Americas, and secure S.H.I.T. control.

========================
IC:

We will aid Norleans and Mauiwowee in blockading the Gulf of Mexico, as we will not tolerate any rogue nations or allies of Vineyard to remain a threat to the security that S.H.I.T. provides in the Americas.

Vineyard must not be allowed to run free wherever it thinks it can. The world is not a playground, but Vineyard and his allies fail to realize that.

Our navy have already been at full combat readiness for the past several months in preparation for the invasion of Jamaica and a few other Latin America countries.

I'm already in the process of doing that by taking over 3 more Latin American countries, El Salvador, Honduras, and Nicgaruga.

That leaves Great Romeo's one country and the puppet's Panama country. If I can capture these two countries, then I'll have full control of Latin America, and me controlling Panama will help S.H.I.T. and FOAM immensely. :)

I have not attacked Wirraway yet, however, the coming World War (if it has not happened already) will force us to fight.

If your forces intermix with Doomingsland's forces then I will have no choice but to engage both of you, as Doomingsland is NOT part of S.H.I.T. He secretly sends a navy to the Caribbean (I know this OOC'ly) and you also sent a few ships to merge with him (again I know this OOC'ly).

If your, key word MERGED, navy attacks me, then you will be the one committing aggression, not me.

Same goes for ground or air forces being mixed in with Doomingsland.

Just an OOC note, I already have most of my navy in the Caribbean, preparing an attack on Cuba. I have hinted at this several times, several weeks ago, way before any of this World War thing has happened.

Dear Mr. Winstell:

The South American pipelines remain open and are flowing as usual. The contracts with you have not been suspended or canceled. Mauiwowee has merely stopped the shipping, by tanker ships, of oil to non-S.H.I.T. members and into the European/African/Mediteranean theater of conflict from its Brazilian holdings. Norleans has stated it is remaining neutral in the conflict and all contracts for oil it has with S.H.I.T. members will be fullfilled in full. Message to all S.H.I.T. members

The chair is glad to see that Sharina and Wirraway were able to work out their issues in the current conflict and that the call to suspend Sharina has been withdrawn. However, this issue raised a matter that the chair has taken under consideration and based on that consideration has determined the following:

1. Mauiwowee's leglislature has forbidden the use of her Brazilian forces in the conflict and the king of Mauiwowee has issued no official statement regarding Mauiwowee's position in the matter, though from all appearances Mauiwowee is tied up in China and unlikely to provide any meaningful military aid or involvement to anyone in the conflict.

2. Norleans has declared its total neutrality.

3. Kopparsberg, Sharina and Wirraway, on the other hand, are likely to end up in conflicts with each other in the war, but not due to a direct hostility with each other, but as the result of obligations under military alliances to come to the aid of other nations in a time of war.

4. Mauiwowee, Norleans, Kopparsberg and Sharina have holdings in South America, however, as a region, South America has no vested interest in the outcome of a war in Europe and the Middle East.

The chair therefore proposes the following:

A. That South America be declared a "neutral zone" in the war and that no nation use S.A. as a staging area and that Wirraway, Sharina and Kopparsberg communicate to their various allies in the conflict that they will not permit those alllies to use S.A. holdings for any military purposes during the war.

B. The nations of Wirraway, Kopparsberg and Sharina not be subject to suspension or expulsion from S.H.I.T. as a result of this war because, as noted, they are merely aiding allies under agreements with those nations and not directly warring with each other.

The chair awaits your feedback.

I agree with all the points in the comission's findings / recommendations.

However, I must bring up an issue. What if Wirraway does engage in direct aggression towards me in the future?

Hypothetical situation:

Sharina invades Cuba.

Doomingsland sends a navy to the Caribbean Sea.

Doomingsland navy interferes with Sharina's invasion. Doomingsland navy attacks Sharina. Wirraway's navy is merged with Doomingsland's navy. Therefore, both Wirraway and Doomingsland forces attack Sharina's navy.

Then Wirraway would be directly attacking Sharina.

What are we to do then?

That is a situation we will deal with when and if it arises, currently it is only a hypothetical possibility. Until the exact facts of a war like situation between S.H.I.T. members is know, I don't think it advisable to speculate.
