P3X1299 General Information
Background: P3X1299 was originally settled in 1901 by owners of several corporations that were seeking to escape of certain laws governing the products that they could or could not manufacture in the United States of America. They also sought to establish a government that would protect the right of the people to live their lives largely as they saw fit so that their corporations could continue to profit from making goods that would be considered illegal in many other countries. These corporations hired mercenaries to wipe out large numbers of the native population, and to garrison certain areas of the interior. Some of the outposts that were built still exist.

Legislative Branch: The legislative power is vested in the CEO-Premier to the extent outlined in the Constitution. There is a legislative body that can remove the CEO-Premier from power. It’s known as the board of directors and traditionally consists of the CEO-Premier’s Cabinet as well as the heads of corporations grossing more than $100 billion per annum which are headquartered in P3X1299.
Judicial Branch: The High Court consisting of seven Citizens elected therein by a majority of citizens.

Article 1: The Government
Section 1: Executive Power
The executive portion government of P3X1299 shall consist of the CEO-Premier and whatever advisers and cabinet ministers that he decides to appoint. The CEO-Premier shall have the power to create or dissolve the branches of government as he sees fit, with the exception of the military and law enforcement portions of the government.
Subsection 1: Qualifications for CEO-Premier:
The CEO-Premier shall have served in the military of P3X1299 for a period of not less than four years and shall have obtained not less than three promotions in that period, on conclusion of this service, the CEO-Premier shall also have not received any less than honorable discharge. The CEO-Premier shall also have served for a period of not less than four years in any police agency of P3X1299; this service shall not be less than honorable.
Subsection 2: How Appointed:
The CEO-Premier shall be the person who meeting previously stated qualifications shall also have obtained the age of thirty-five years and also shall be the CEO of the corporation within P3X1299 which shall have had the greatest net growth within the last fiscal year.
Section 2: Legislative Power
Section1: The government of P3X1299 does not formally recognize the need to have a branch of government dedicated to making laws. Instead, we refer you to the two basic precepts of English Common Law, later mentioned in this document. The CEO-Premier shall have the power to make binding treaties and shall also act as commander-in-chief of the military.
Section 2: However, there does exist one check on the CEO-Premier of P3X1299 in a type of legislative body, known as the Board of Directors. With a one hundred percent consensus, the Board of Directors can remove the CEO-Premier from power, whereupon the person next eligible would be appointed.
Section 3: Judicial Power
Subsection A: Where Vested
The judicial powers of P3X1299 shall be vested in citizens, thereof and a high court of citizen-judges.
Subsection B: Scope and Authority
The authority of the judiciary shall be limited in scope to the precepts of the English Common Law as outlined later in this document.
Subsection C: Citizen Justices, High Court, and Appeals Process
The High Court shall consist of 7 Citizen-Judges elected to the court by a majority of citizens. To appeal a decision, a party involved in a court case shall take the appeal to two citizens who have been citizens longer than the citizen who initially heard the case.
Article 2: English Common Law
Section 1: Property and Persons
Do not infringe on others or their property. This does not apply to mandatory military service or to the Code Duello.
Section 2: Contract
Do all that you have made an agreement to do.
Section 3: Agreement Defined
An agreement as defined in this section shall mean a person’s sworn oath given before two or more witness or in an open citizen’s court.
Article 3: Code Duello
Section 1: Duel Defined
A duel is defined as a combat between two persons, in which each person is exposed to equal risk of fire from the other’s weapon.
Section 2: Duel Weapons
The weapons to be used in a duel shall consist of revolvers of any caliber, with a barrel length not to exceed six inches. Each party in a duel may choose his own weapon. He must present his weapon to the witnesses to insure it is a proper weapon for a duel.
Section 3: Challenge
To challenge a person to a duel, the challenger must in the presence to two witnesses, formally give challenge. Formally giving challenge may be as simple of as elaborate as the challenger prefers.*
*A person is not obligated to accept the challenge, however not doing so is extremely rare and typically results in the social stigma of being branded a coward.-Editor's note
Section 4: The Arena
The dueling arena shall consist of a flat area of ground, 30 feet long by 4 feet wide.
Section 5: Witnesses
There shall be three or more witnesses present at a duel. All must verify that the Code Duello has been followed.
Section 6: Start
Each party shall stand back to back in the center of the dueling arena.
Section 7: Paces
Each party shall walk to half the length of the arena. If either party turns before this, his life is forfeit.
Section 8: Firing
At the words, “Commence firing,” from one of the witnesses, both parties shall turn and shoot at each other.
Section 9: Ending
A duel shall end when one of the following conditions is met:
Both parties have exhausted the ammunition of their pistols
One or both parties have suffered a wound.
One or both parties is dead.
Article 4: Citizen
Section 1: Qualifications
Upon completing a term of service in the military of P3X1299 of not less than two years, having not received and less than honorable discharge, upon proving oneself a successful businessman or merchant and starting a business and having it expand and become successful to point of having a person purchase it for not less than four million thalers, upon completing a term of service with any police agency within P3X1299 and leaving said agency with a not less than honorable record having served therein for not less than a period of two years, having attained the age of not less than 30 years, shall a person be eligible to apply to become a citizen.
Section 2: Approval
In order for a person whom has met the qualifications to become a citizen, that person shall have the approval of four or more other citizens.
Section 3: The High Court
Citizens shall be appointed to sit on the High Court by an approval of two-thirds of current citizens. Citizens may be removed from the high court by a vote of seventy percent of current citizens.
Article 5: Currency
Section 1: The monetary unit of P3X1299 shall be the Thaler. A Thaler shall consist of one ounce of silver.
Article 6: Government Income
Section 1: Levy
The CEO-Premier shall have the power to levy and collect fees for the services of government agencies, of which he is in charge. These funds shall be used to pay for the services and equipment of the government agencies. The CEO-Premier shall also have the power to levy and collect tariffs on items entering or leaving P3X1299.

1st Capital Gendarme
This is a regiment of 1000 police officers, stationed in the capitol of P3X1299. They are responsible for patrol and bodyguard duties of prominent individuals. This regiment is equipped with HK USP and P-90 weapons.
2nd Capital Gendarme
This is the second regiment of capital police, they too are charged with patrol and bodyguard duties. This regiment is made up of 1000 mean equipped with Calico Carbine and H&K USP weapons.
3rd Capital Gendarme
This is the third regiment of capital police. They are charged with patrol and bodyguard duties and are equipped with FN-57’s and P-90’s. This unit is 1000 men, and is typically used as a training cadre for the capital police recruits fresh from training, as well as some of the newer junior officers.
4th Capital Gendarme
The fourth and final regiment of capital police. This unit is 1000 men equipped with riot control gear, various non-lethal weapons, and Jackhammer shotguns. This is the unit that the capital police can call on when they need some serious help, in terms of crowd control. When not engaged in riot control, they are required to have their riot gear present, but are also equipped with Colt M1911 pistols and P-90’s which means that they can also perform normal patrol duties.
5th Capital Gendarme
This is the fifth regiment of capital police, they too are charged with patrol and bodyguard duties. This regiment is made up of 1000 mean equipped with Calico Carbine and H&K USP weapons.
6th Capital Gendarme
This is the sixth regiment of capital police, they too are charged with patrol and bodyguard duties. This regiment is made up of 1000 mean equipped with Calico Carbine and H&K USP weapons.
1st Mounted Gendarme
This is a unit of 5000 men, tasked with patrolling wilderness areas of P3X1299. They are equipped with horses, their gear to survive in the wilderness, and weapons. For weapons, they typically equipped with AKS-74U and Colt M1911 weapons. These men patrol the wilderness areas of P3X1299 on horseback.*
2nd Mounted Gendarme
This is a unit of 5500 men also tasked with patrolling wilderness areas of P3X1299. This unit also has horses, camping gear for wilderness travel, AKS-74U’s, and Colt M1911 pistols.*
*The mounted units are rotated out of the wilderness and stationed in the capital, periodically.
Capitol Gendarme
This is the elite unit of capital police, charged with protecting the government buildings and grounds of P3X1299. They are recruited from all of the branches of the Gendarme, and are typically equipped with Thompson M1928 submachine guns and Colt M1911 pistols. This unit is made up of 500 men.
**These are the most notable units of police within P3X1299’s capital. However, there also is the capital police department, as well as others. The Gendarme in the capital are not tasked with the protection of the CEO-Premier.**
1st Capital Motorized Gendarme Division
This division consists of 6000 men, who are responsible for patrolling the capital and for transporting other units of police as needed. They use the LAV-25 for this job.
2nd Capital Motorized Gendarme Division
This division consists of 6000 men as well. They are responsible for preventing armored attacks on the capital. Their vehicle of choice is the T-72 and they are equipped with 1000 of them.
3rd Capital Motorized Gendarme Division
This division consists of 8000 men, and they are responsible for preventing armored attacks on the capital. Their tank of choice is the M-60 and they are equipped with 1000 of them.
1st Capital Aerial Gendarme Division
This division consists of 600 MiG-29 Fulcrums, and some 8000 men, 600 of whom are pilots for the fighters. Their mission is to keep the aerial space over the capital secure, and they have standing orders to maintain a combat air patrol.
**The Motorized Gendarme and Aerial Gendarme Divisions are independent of the main P3X1299 military chain of command and answer to the CEO-Premier. They are equipped with slightly inferior equipment, because their mission is not a front line one, though they can function as a reserve of the military if need be.**

P3X1299 National Investigation Agency, PNIA for short
This is the unit of P3X1299’s police which is tasked with investigating crimes when a smaller police department needs assistance. They recruit agents from the local police agencies, and then send them through some advanced training in investigative techniques. After that, they are assigned as field agents to the area where they were recruited from.

1st Premier's Vanguard
This is a special unit of P3X1299's land forces, picked from the best units of the police and military ground forces. This unit was organized CEO-premier John Carter as a personal bodyguard. He decreed its existence during the same week that he assumed the premiership.

2nd Premier's Vanguard
This is another elite unit of P3X1299's military, in charge of the security of the CEO-Premier. It was established by John Carter from the same decree as the 1st Premier's Vangaurd. This unit is typically employed for security for John Carter when the 1st Premie's Vanguad is not deemed sufficient and is typically tasked with patrolling streets in the vicinity of the location of Carter. Like the 1st, this unit consists of 1000 men. However, they are typically broken up into teams of five men or less on assignment, thus all are equipped with a P-90 and a SOCOM Mk. 23.
3rd Premier's Vanguard: "The Dirty Harry Brigade"
This elite unit of P3X1299's military was established a few months after the first two Premier Vanguards as a ceremonial unit. It too is 1000 men, and they typically man guard posts around functions that the CEO-Premier attends as well various positions around the capital city where they are in high visibility. They are equipped with M-14 rifles and Model 29 S&W .44 magnums. The .44 magnums are their preferred weapons and where they earn their nickname.

The militia of P3X1299 is the reserve force of the regular army. It's function is to defend the homeland and to function as a reserve of P3X1299's regular military. Each member of the militia is required to spend 3 days per month in training and to attend two weeks of training at some point during the year, with the exception of the air units which are required to have 40 hours of flight time in their aircraft per month.

The P3X1299 Intelligence Directorate[PID] is the agency in charge of finding out what is happening in other countries. The Directorate is headed up by Samantha Russell, and has very few scruples about suborning those outside of P3X1299, or occasionally those within P3X1299. They also fulfill a counter espionage function within P3X1299, and are in charge of monitoring foreign Embassies for signs of espionage. The PID has a budge of nearly $75 billion, which comes out of P3X1299’s defense budget.

Official Intelligence Directorate Profile of the CEO-Premier
Carter should be chose for the panel because of his extremel libertarian views about the role of government in interfering with the lives of its citizens. Carter is a capitalist whose first priority is his profit. He worships money and firmly believes that any man has his price. His price, at least for an autograph, is a mere 1000 Thalers. He doesn't really believe in religion at all and considers it a waste of time though he does not care if someone else chooses to practice it, as long as he is not expected to pay for it. As for ethics? What are ethics when compared to Thalers? Except when unlawful of course.

Secretary of Defense Robert MacKenzy: Appointed Secretary of Defense by John Carter. He owns the company P3X1299 Defense Industries, which specializes in produces inexpensive, reliable weapons for P3X1299’s military. Not married and prefers to largely keep out of public sight. Has a tendency for nepotism. [deceased]
CINC-Navy: Admiral Nelson McCloud: Appointed to head the navy by Robert MacKenzy on advice from John Carter. Has performed his job to Carter’s satisfaction. He has been employed as a weapons designer by P3X1299 Defense Industries and worked on the design of the Boxcar Class Q-ship. Able strategist, but not nearly as able a tactician.

Commandant-Marine Corp: Major General Arnold Wayne: He was appointed to head a newly formed Marine Corps under Robert MacKenzy. An able tactician that has served both in the Army, and the Navy, thus giving him experience helpful in creating an infantry branch of the Navy. He enjoys going into the field with his troops to test new hardware. Often tests new weapons before the troops get them. His men generally prefer to stay under his command and the Marine Corps is made up of long term career soldiers because of that. He is loyal to the CEO-Premier and often seeks to undermine General Sheridan. In the games of politics, sometimes works with Commissioner Callahan.

CINC-Army: General Douglas Sheridan: The commander of the largest land branch of P3X1299’s armed forces. CINC-Air Force: General Robert Kizer: The man that brings some interesting times to the meetings of P3X1299’s joint chiefs. He always stresses the importance of air power and has nearly come to blows with General Sheridan about that. His priority is to ensure that P3X1299 has sufficient air power to meet its military needs.

Commissioner Joseph Callahan: In charge of P3X1299’s national police force. He is a caustic hard-bitten investigator that worked his way up the ranks of the National Police Force until he managed to unseat the previous commissioner with evidence of corruption. He seeks to expand somewhat the military capabilities of P3X1299’s police force, and in so doing, increase his power somewhat. He is suspicious of General Sheridan, and seeks to undermine him to increase funding to the police force. A rabid anti-communist as well. Also, an honorable man, though he is not known for holding his temper. He also packs a Model 29 S&W with him and regularly practices with it.

Secretary of State Jonathan ‘Jack’ O’Malley: In charge of negotiating foreign treaties and trade deals with other nations. Generally, he has little to say unless it’s in a diplomatic telegram and prefers to remain above the internal politics of P3X1299’s other government officials. Also, he prefers to stay above the machinations of other officers in the government.

Director Samantha Russell: In charge of foreign intelligence gathering for Carter’s government. Her interest is to find out what is happening in other countries, and she doesn’t really respect some of their laws, especially those regarding bribery all that much. Russell is downright ruthless when she gets into an argument with a military general, especially General Sheridan.

Minister of Commerce, Nicholas Carter: He’s definitely a hands on type of guy, and ran one of the divisions of Carter Shipping Ltd. There is much speculation in P3X1299s’ media about him, though he tries to remain anonymous, and out of public sight as much as possible.

Carter Shipping Limited was established in 1991, by an extremely ambitious John Carter. The company started with one ship, eventually, buying more and more ships, and a ship yard. CEO-Premier John Carter is the sole stock holder, and so owns all of the company. In 2004, Carter Shipping Limited grossed more than four trillion United States dollars, or nearly five percent of P3X1299’s total GDP, up from 2 trillion United States dollars in 2003. Occasionally, the company has been suspected to “sink” the competition. In 2005, Carter Shipping Ltd. increased it's profits to nearly $2.5 trillion, all of which went to John Carter.

Thaler: The monetary unit of P3X1299. It is supposed to be equal to one ounce of silver.
Thaler City: The capital city of P3X1299. Named after the national currency.
Thaler City Shipping Corridor: A designated safe shipping lane, that runs from Thaler City north out of P3X1299 and is ten miles wide. A designated safe shipping route, where the naval forces of P3X1299 never conduct exercises, though it is closely monitored by patrolling submarines.
Section 1: Rules of Conduct
Article 1: Any mercenary unit wishing to use P3X1299 as a base, must have an organized and disciplined command structure and a commander responsible for the actions of his subordinates.
Article 2: No mercenary unit which operates from within P3X1299 shall engage in any activity which shall be found to be contrary to the laws of war.
Article 3: All mercenary units shall post details of the terms with which they shall be hired. They shall abide by those terms.
Article 4: No mercenary unit which operates from within P3X1299 shall intentionally target civilian structures, of any type unless first receiving fire from such a structure. No mercenary unit operating from within P3X1299 shall at any time intentionally target a hospital.
Article 5: No mercenary unit shall engage in piracy, brigandage, or other criminal activity. Mercenaries operating under Letters of Marque are not considered to be engaged in piracy or brigandage.
Section 2: Penalties
Article 1: If any mercenary unit shall have been found to have violated any of the above provisions, then that mercenary unit shall be denied the use of P3X1299 as a base of operations and given 72 hours to leave, after which they shall be treated as a hostile invasion force.
Section 3: Protections
Article 1: Any mercenary unit who uses P3X1299 as a base of operations and does not participate in combat operations while within the borders or national waters of P3X1299, shall be treated as any other of P3X1299’s citizens, subject to all the laws and customs thereof.
