Lavrenty Leznovitz, Minister of Foreign Affairs, snickered as he watched two aides wrap up the "present" that would later be delivered to Fabus' Mississippi. As the two aides took the package to Deliveries, little droplets of blood left the package, staining the floor. Leznovitz frowned. He would have to get someone to clear that up later. The Minister went off to get a coffee and read the morning papers.

The package however, contained the head of Mastraov Bilsnav, famous Klansman and founder of the Hogsweatian Ku Klux Klan.

Since Roger's mail is entirely screened (What world leader's mail isn't?) he didn't have to see the gruesome package. His advisors told him about it after the peasants that open the mail informed their managers who informed the DIS chief who told the top advisors at the Stalingrad Estate.
