The Meeting at Demak

Ratheia
29-10-2004, 16:49
President Zaitsev quietly walked down the steps of his TU-144 which had just arrived at the Demak Private Airfield. He took a breath of the chill night air and smiled. A fine day it was turning out to be. He went inside the Airfield Lobby and waited for the other delegates to arrive. He was surrounded by about 10 or so Secret Service Agents and there were about 10 more hiding somewhere. They got annoying at times, but hell, after the assasination attempt... As he waited he turned to Field Marshal Zharin.

"What do you think?"

"What?"

"Will they enjoy the coffee?"

"Surely."

Ambassador Midian arrived in the diplomatic chinnok the NCDC reserved for these long haul visits. He intendended to settle the dispute but more importantly, he needed to find out more about the capabilitys of the terrorists. He hoped to discover that shortly, as he made his way to the central office.

He looked at the president of Glemte Hage amd raised an eyebrow and decided not to comment. Instead, he turned and pointed at three helicopters that were headed toward them. There were two MI-28 "Havoc" helicopters, bristling with weapons, and a single Black Hawk Helicopter flanked on both sides by the massive MI-28's.

The Dominion regrets to inform you that while Godular has vested interests in Glemte Hage's national well being, we have reliable intelligence that GH is currently undergoing an attack by Cuffingford at this very moment. And is currently debating whether or not to send support to assist in GH's defense.

"I will now talk of what happened, that fateful day when the Commonwealth Nations were attacked", said the Prime Minister.
" We, Her Majesty's Government had officially announced to the world that it had acquired The Protectorate of Rule Britannica from The Soviet Republique of Mor Tau. In its statement, our government advised all nations with diplomatic relations with the Protectorate of Rule Britannica to leave the Island and relocate to Commonwealthian -the capital city of the Commonwealth Nations, as Rule Britannica was now part of the Commonwealth Nations, and therefore we would represent her. A copy of the telegram is below":

The Protectorate of Rule Brittanica - National Embassies & Consulates asked to leave

--------------------------------------------------------------------------
A new Governer General has been appointed by Her Majesty's Government of The Kingdom of Commonwealth Nations, when it today accquired this protectorate from the Communist Federation of Mora Tau. The Britannic Government therefore would like to have it known that its interest will now be represented by The Kingdom of Commonwealth Nations (UN Member) as it completes the phases required to pass the Act of Union. As a result, all countries with diplomatic representation are kindly asked by Her Majesty's Government to leave and make their representation in Commonwealthian - the capital city of The Kingdom of Commonwealth Nations. Countries are asked to send a telegram to Kingdom of Commonwealth Nations to arrange their new representation as they will receive an invitation to the official signing of the Act of Union between Rule Britannica and The Kingdom of Commonwealth Nations.
We would like to add, the people of Rule Britannica were asked to vote on the transfer of power at the request of The Kingdom of Commonwealth Nations. Turnout was 96% and 91% of the electorate endorsed the transfer of power. This is a clear indication of The Kingdom of Commonwealth Nation's commitment to democracy, justice and freedom.
We, the people of Rule Britannica are now the people of The Kingdom of Commonwealth Nations, with nothing but optimism in our hearts.
God Save Her Majesty the Queen of The Kingdom of Commonwealth Nations, whose support has been great.

"It was clear from our statement that the Commonwealth Nations had acquired the protectorate by democratic means. However, for The Armed Republic of Glemte Hage, this statement seemed to anger them. They contacted Sir Arthur Liberty, our foreign secretary with the following telegram":

-----------------------------------------------------------------------
What justification do you have for ordering those nations to leave? we will not watch this tyranny
-------------------------------------------------------------------------
"The foreign secretary was confused with this respone. We had clearly told the Glemte Hegian Government in our telegram of the elections and the democratic process we took when we accquired the protectorate. As a result, I ask the foreign secretary to reply to the Glemte Hegian Government, stating that we were not tyrannical, and that we were worried of what they meant by 'we will not watch this tyranny'. To us, this seemed like a threat to the Commonwealth Government. A copy of the telegram is below:

********copy of telegram********
Her Majesty's Government is somewhat confused by the remarks made the Government of Glemte Hage, when it said "What justification do you have for ordering those nations to leave? we will not watch this tyranny" in response to the proposed Act of Union between The Kingdom of Commonwealth Nation and Rule Britannica.
Firstly, The Kingdom of Commonwealth Nations is a democratic nation, with democratically elected leaders,
2, We would like to add, the people of Rule Britannica were asked to vote on the transfer of power at the request of The Kingdom of Commonwealth Nations. Turnout was 96% and 91% of the electorate endorsed the transfer of power. This is a clear indication of The Kingdom of Commonwealth Nation's commitment to democracy, justice and freedom.
3,We find it astonishing that a nation where civil rights and political freedoms are outlawed has the cheek to lecture The Kingdom of Commonwealth Nations on tyranny.
We demand a reply from the Glemte Hage Government about what it mean when it said "we will not watch this tyranny", as Her Majesty's Government does not take kindly to threats.

It was because of this we were bombed and savagely attacked. Attacked because of an issue which did not even effect the Glemte Hegian government. I had no choice but to declare war and protect Her Majesty's Kingdom. I therefore issued a telegram to the world, stating that war had started and that we needed help. Below is the telegram".

Her Majesty's Government would like to confirm that an act of terrorism has just been carried out against the Kingdom of Commonwealth Nations. Series of bombs exploded outside the very busy Parliament building. 1000 people have been reported dead, including Sir Arthur Goodwill, Leader of the House of Commons.
There is no doubt that the Armed Republic of Glemte Hage is responsible for this act of terrorism - Please see our earlier posting which detailed a threat received from them against us.
Today, our nation bleeds, and as a result, WAR exists between the Kingdom of Commonwealth Nations and The Armed Republic of Glemte Hage.

"After this, we received a telegam from the Glemte Hegian govt, saying it was not them. We replied, saying that it was them and as a result war existed. Very quickly, the Glemte Hegian govt did a u-turn and said that if we did not declare peace, they would attack as their ships were closing in on us. We replied, that we would not shot unless we were provoked. Copy of telegrams are below:"

Furthermore- the harriers have being launched to bomb the naval defences around the city"

As a result, 2 1000lbs bombs have been let off - Our reports and of those from the Hirgizstanian government show that the Naval presence of Glemte Hage has been destroyed completely.
Any remaining Glemte Hage forces will be recovered by our forces and treated for wounds and taken care of. We will use the Geneva Convention.
Any other attacks, will be dealt with by further, more powerful force, unrivalled by Glemte Hage.

So when you say thet Gelmte Hage is our 'old enemy' you do not know what you are talking about. He continued his slow circling of the table - stopping at the refreshment bar for a glass of water.

"You have just admitted that while some in Glemte Hage threatened you - which I might point out is a fairly common experience in this world we call NationStates - you have absolutely no evidence that the Government of Glemte Hage was responsible for the attack."

He took a long drink from his glass and set it back down.

"For all you know - some in your own country could have been responsible for the bombing - you said yourself that you have high voter turnout for the recent vote...typically that demonstrates that the issue is highly controversial. Perhaps some didn't like the outcome, and decided to take matters into their own hands."

He stopped his pacing, and turned directly to the Prime Minister of the Commonwealth.

"Or - perhaps it was an attack by some within Glemte Hage. But that doesn't mean it was sponsored by the government of that nation. I would suggest that perhaps you try to take a step back from all this anger you're feeling, and try to look at the issue dispassionately."

The Prime Minister, who was by now quite amgry got out of his chair and started to mimick the emissary,
" Well, well, just because the Government of Wolfish likes to have wars without proper consideration, does not mean that we, in the civilised world do the same. Emissary, you are trying to suggest that we rushed into war without considering the implications. We in the Kingdom of Commonwealth Nations don't believe that war is a good thing, that is why we avoid it all cost. I sat with my cabinet and thoroughly thought out my countries response, and also carefully considered who was the culprit. To be honest, ther wasn't much to discuss when the Glemte Hageian Govt as good as admitted to its involvement. I'm beginning to think whether the emissary can read properly, or even listen properly. In the transcripts of the telegrams, the Glemte Hageian Govt says firstly that it has no involvement, and blames another group. When we rejected that answer, they replied that they would bomb our cities. When we replied, that we would not attack unless provoked, they attacked us. They shot fist. Now, if the Glemte Hageians were not responsible, why did they see the need to threaten us with attacks, and then carry them out even when we said that we would not attack first? The answer is, they were guilty and they knew it. We would never had attacked them, if you read the telegrams we sought UN help. But when they attacked, it was too late. So emissary, please get your facts right and open your eyes and see the danger of lunatic, despotic and tyrannical government of Glemte Hage!"

The Emissary didn’t miss a beat, in his trademark calm voice he continued, “Mr. Prime Minister – please calm yourself – perhaps you need an afternoon nap before we proceed? But before I request a recess – so that you can compose yourself – I would ask that you consider the following…

Now I should preface this by saying that I’m not suggesting that Glemte Hage is without blame – however, did you consider, when the Glemte Hage fleet entered your waters in attempting diplomacy? When you learned there were bombers in the air heading for your city, did you attempt to contact the nation of Glemte Hage? When Glemte Hage first entered your waters, did you “fire a shot across their bow?”

I would say the answer to each is a definitive “no”.

You acted in haste, with a blatant disregard for life. You responded with overwhelming force, killing many thousand more that you lost.

That – SIR – is not the way of civilized peoples.”

"It is my duty to inform this group that Wolfish Forces have destroyed a terrorist camp deep within the Commonwealth.

My understanding is that four B-71 bombers, operating out of Sirik Island Airforce Base, delivered 100,000 pound of "bunker buster" high explosives into a tight area.

I can provide each member of this group with the intelligence data and video footage of the attack.

Now - if our host will permit - I would request a brief recess so I can consult with my government."

Her Majesty's Government would like to warn the Republic of Glemte Hage that its threat to set off a car bomb in the capital city 'Commonwealthian' is regarded as an act of terrorism which will mean that WAR will exist between are two nations.
Her Majesty's Government will not tolerate such threats from a tyrannical dictatorship and as a result has decided to commence military intervention at the request of the UN only if any act of terror is carried out.
Her Majesty's Government demands a replt from the Glemte Hage Government immedietly.

Her Majesty's Foreign Secretary & Defence Minister

"I clearly demanded an answer. Now if the emissary doesn't still undertsand what I am saying, I am willing to enrol him at my local school"

The Emissary waited for the host to declare a recess...but he couldn't resist providing an answer to the Prime Minister.

"Mr. Minister...all I see is a telegram from YOUR Defense Minister to you. I see no evidence. I have not seen the "intercepted" data that you claim - I see only your arrogance."

"I can't believe this guy" laughed the Prime Minister.
"Its OK Emissary, I will apply for you to attend:
ABC Elementary School
Constitutional Crescent
Commonwealthian City
The Kingdom of Commonwealth Nations."
"If that is advanced, I can lower you to nursery (kindergarten).
" I have just told you - that telegram is proof that i contacted the Geltme Hargian government, what don't you understand?" The Foreign Secretary replied for the Emissary "everything"!

The Emissary's aide had stood quietly behind his master's chair - in the shadows next to the wall. His hands shook from the rage he felt burning inside as this pleeb insulted his master.

With the Prime Minister's final taunt, the aide reached into his suit jacket, and drew a Glock 17, 9mm semi-automatic pistol.

Like most in Wolfish - the aide had been conscripted to military service, and had been trained well in the art of war.

Before the rest of the Wolfish delegation even realized what was happening, the aide fire - and again, and again directly at the Prime Minister - 10 shots rang out.

Wolfish security acted quickly - one dove for the aide - hitting him squarely, and taking him to the floor, while the other three guards - weapons drawn - grabbed the Emissary roughly, and dragged him from the room.

ooc: typically in NS parties are searched, and weapons removed prior to a conference - particularly those involving heads of state. Now you know why.

The Prime Minister, Lord Scotland fell to the ground, whilst the ambulance members tries to save him. The PM was dead. Commonwealth army officials and security tried to run after the Wolvish government, but they fled.
The Foreign Secretary Sir Arthur Liberty, and the rest of the Commonwealth team weeped at the loss of great man; a great libertarian.
Lord Scotland's body was taken away, and the Foreign Secretary turned to Mr Zeitsev, and said "The Kingdom of Commonwealth Nations will act, and we demand your help". With that said, the Commonwealth delegation escorted their dead leader to hospital.

As the PM of the Kingdom was shot the Hirgizstanian Delegates were thrown out of their chairs by their bodyguards. Each was dragged quickly out of the room and out of the building to a waiting Limousine. Each man was thrown inside as quickly as possible, and with a squeal of tires the Limousine sped away.

Inside the Limousine the Politicians composed themselves, each phoning their separate offices in a frantic bid to organise a stance on the subject. The Foreign Secretary shouted for silence loudly. Each man began to slow down, putting their phones away or tapping 'hold' buttons. The Foreign Secretary spoke calmly, "The Fuhrer wishes to make an address." He put the car-phone back into its cradle and hit the speaker button, "Go ahead my Fuhrer."

"Very well. It seems the meeting has broken down into a shooting match, there's always a first for everything. I am glad to hear that my trusted delegates are in good health, i apologise for the protocol of the bodyguards if they seemed to manhandle you, but you know its for your own good. So the Prime Minister of the Kingdom has been shot, this is deeply worrying. However, i do not want to be hasty in military terms, i feel this would upset this delecate situation even more. I suggest another meeting. This time it shall be on our terms, the proper terms. I will charge you with organising the Talks. Hold them in Victories, Empire City. I trust all security arrangements will be taken care of. Gentlemen, take your leave and report back in a few hours."

The Secretary said his thanks and put the speaker phone off, lifting the phone to speak personally to the Fuhrer, while the rest of the delegates returned to their own business.

OPEN INVIATION TO PEACE TALKS

FROM: COMMONWEALTH OF HIRGIZSTAN FOREIGN OFFICE
TO: ALL NATION STATES INVOLVED IN THE PREVIOUS TALKS

The breakdown of the current talks in this most disgraceful fashion has prompted yet more hostility. The brash and much unwarranted actions of the Wolfish nation are deplorable, but a military answer may not be what we have to settle for. The Commonwealth of Hirgizstan invites the delegacies of the previous meeting to new talks in the Commonwealth State of Victories. If you wish to attend please come to Demak airfield to be security vetted fully. 1 Bodyguard is allowed per delegation, this man should carry no weapons whatsoever and will not be allowed into the debate chamber. Each delegation will travel on a separate Lear Jet piloted by COH pilots. Once landed the delegations will be taken to the Rinine Palace, Empire City. The debate chamber will be a neutral setting. Only one security guard from the COH will be allowed into the chamber, un-armed, only this man and the delegations will be allowed inside, no bodyguards. All who wish to sign up to these talks please state this after this post.

Wolfish officially protests this use of language. The Nation of Wolfish - its government and Leadership are blameless in this matter. The action that ended the talks were the actions of one individual, without consent or knowledge of the Emissary or the Wolfish government.

We request that your invitation reflect that fact.

There was a flurry of gunshots including fir from three snipers at the idiot brandhishing the weapon. Zaitsev ducked down and made a roll. He was careful not to get shot. Looking around he noticed the room emptying in a flurry of excitement and violence. And suddenly, oh so suddenly, he saw the PM lying dead on the floor. He looked at the body, confused and not-believeing. Then came the rage and the anger.

"(expletive)!"

Zaitsev left the room in a flurry of unprecedented anger.

Zaitsev boarded his TU-144 and flew back to the Capitol where everything was in an uproar.

"What's happening?"

"Glemte Hage, sir. Attacked!"

"(Expletive)"

"We have fighters en route."

A Wolfish citizen carried out this deplorable and unwarranted attack. The context in which the attack was carried out pointed toward the Wolfish delegation being responsible, this is a fair conclusion when the matter is looked into. However, this new information has been brought to light. It seems that only one individual was responsible.

In that case the peace talks in Victories should go ahead, with the added duty of trying this 'individual' (should he survive the sniper fire) with 1st Degree murder of a foreign statesman. For peace talks to be continued this man would need to be tried and condemned to whatever sentence is appropriate under the Wolfish State Judicial system.

Again, if you wish to join in new Peace talks please say yes afterward and whether or not you want a new thread for these new talks.

I also urge Ratheia to call off your military forces. This is not a time for war-making, this is a time for re-conciliation, any brash moves at this point could explode this situation, we must not let this happen if peace is to prevail.

TG to Hirgizstan:

As you are currently overseeing the negotiations between the nations of Glemte Hage and the Commonwealth, particularly as a neutral peace-brokering party, we request your presence at the negotiating table with regards to a second conflict that sprung up in Glemte Hage while you were dealing with the situation in the Commonwealth.

A truly neutral party's presence is requested for this second situation to be rectified.

I would be most pleased to mediate in the situation you have described. A link to the thread and an overview of the situation from both sides would be very much appreciated.

Her Majesty's Government apologises for the delay in its response to the offer made by our good friends in the Hirgizstanian and Ratheian Governments, but the world must understand that grief that the Kingdom of Commonwealth Nations felt and still feels at the loss of its Prime Minister Lord Scotland.
I, as the new Prime Minister have had to take a very difficult decision, with regards to the offer being made of further talks. As you can understand, I have the duty to lead Her Majesty's Kingdom to a brighter future, where justice has been done for the evil act of terror which was perpetrated against us, and the great memory of our late Prime Minister is not shadowed by this evil. With this heavy responsibility upon myself, and Her Majesty's Government, we have decided that The Kingdom of Commonwealth Nations will not take part in any talks with the Wolfish Government until our proposed UN Resolution, 'The State Gun Control Act' has been passed. Until this is done, Her Majesty's Government will sever all diplomatic & economic ties with the Wolfish Government. Her Majesty's Government will instead ask one of the nations at the Demak Talks to act as a 'go-between' between the us and the Wolfish Government, as Her Majesty's Government has not ruled out using its vast and strong military power to pressurise the Wolfish Government to hand over the culprit who is responsible for this crime.
Her Majesty's Government regrets if any nation is unhappy with our position, but we feel we have no other option.

The Situation at its beginning (http://forums2.jolt.co.uk/showthread.php?t=369268&page=2)

After the first war between Glemte Hage and... well... everybody, Guffingford stationed a "Peacekeeping" force on Glemte Hage. However, as a result of our capable surveillance (conducted as a result of us having had prior Growl/Snorting matches with Guffingford before) revealed that they were in fact conducting that which everybody condemned Glemte Hage of committing: Genocide. Men, women, children, gunned down like cattle.

We have pictorial and video evidence collected from our SpyFly swarms, however, those currently attacking Glemte Hage for doing nothing more than defending itself against overwhelming opposition, that will not stop at anything short of total annihilation of Glemte Hage and its people, discard the evidence as a sham, despite confirmation of authenticity by a neutral force.

If we could acquire confirmation from a second neutral force. We would be willing to take any and every step necessary to prove to those who refuse to see the truth that Glemte Hage has suffered enough. We could show them the sites where each atrocity took place. We could show them everything.

We wish for peace talks. We just want this to end.

No, I will not say my hands are clean in this matter. We are doing everything we can to prevent further atrocities against the Glemte Hagan populace. But so many wish to condemn Glemte Hage to oblivion for the ill-advised actions it took so long ago. We wish to prove ourselves.

Her Majesty's Government is suprised and upset that the Ratheian Government has decided to take this line. We thought that our two nations were friends, very good friends. The late Prime Minsiter, Lord Scotland spoke very highly of you, Mr Zaitsev. Her Majesty's Government, I can assure you has at its disposal, a huge arsenal of weaponary that is unrivaled, and we are willing to use it against the Wolfish Government if it does not handover the culprit. Her Majesty's Government would NEVER consider using it against the Ratheian Government, for whom we have the greatest respect and alot to owe for their help when we were savagely attacked.
Her Majesty's Government would be grateful if the Ratheian Government would advise the Wolfish Government to act responsibly, otherwise the might of Her Majesty's Kingdom of Commonwealth Nations, and her many allies in the FCS region will rise up and seek justice itself.

The COH government will, in due time, research the case of Glemte Hage Vs. The 'People' so to speak. We will contact you, Godular, with our opinions and plans in the matter. If you have not heard anything in three days please proceed to Telegram 'Hirgizstan' directly through the main NS site, the COH is quite busy with many engagements at the moment, thus we will press the issue at end when we can.

Considering the current Kingdom Situation:

I despise this bear-bating that this conflict has been reduced to. In terms of population size the Commonwealth of Hirgizstan is at the top of this particular food chain (Through 4 Colonies the COH has a population over 7.1 Billion), not to mention military size.

However, the true exercise of power is restraint. This situation is not helped by sabre-rattling or war-mongering. This may have been the simple answer at the beginning but now the situation has deepened and matured. What is needed now is diplomacy rather than military action. I implore the Kingdom of Commonwealth Nations to re-open talks with the Wolfish government to ensure that cables are not crossed and actions not misunderstood. I eagerly await your response.
