Through the sweeping passage of the "Shining Beacon" Bill by the Schultarian National Assembly, the Nation of Schultaria Prime has sought to upgrade its military equipment to better serve the needs of its growing defensive forces.

"While we are content to utilize foreign built technology, we find that it's the little things which makes our weaponry so difficult to stockpile and maintain at defensive readiness," said Bashar General Otomo Vin'ta'eliah, "Idiosyncrasies such as measurement system differences have wasted hundreds of millions of merlons devoted to repairing broken equipment and retrofitting manufacturing systems. That's why I'm happy that the Shining Beacon Bill was passed; now our defensive forces will be able to acquire the types of equipment they need most urgently."

Under various provisions of this new bill, the Schultarian Kamor Collabrai (Schultarian Defense Forces) have now been granted additional leeway in contracting local Schultarian firms to produce new technology for the varied theaters of armed conflict. So far, the SKC has drawn up numerous plans to complete revamp it's armored and line infantry forces through the development of completely new weaponry systems along conventional Schultarian research doctrine. However, there have been a few setbacks in certain divisions of the Defense Forces.

"While we have a great deal of civil aviation experience, Designwerks simply does not have the research facilities to produce any type of military aircraft," proclaimed a representative of Designwerks' Aviation Administration, "the technologies we have [in Designwerks] are certainly useful for the production of a wide variety of aeronautical components, but we lack the necessary expertise in developing maneuverable craft. Therefore, the SKC and Designwerks have announced that we are opening up contracts for the production schematics of various combat aircraft to replace our aging air superiority systems."

The Schultarian Defense Forces are looking to upgrade their aircraft technology to better suit the needs of high speed interception and dedicated air to ground suppression warfare.

In interceptor aircraft, the SKC is looking for models that push the boundaries of Mach three while maintaining a reasonable amount of RADAR and Infrared preventive measures. For tactical ground suppression, the ability to launch from limited flight surfaces while having a reasonably powerful weapons load out would be preferred to long range strategic bomber aircraft (our strategic doctrine praises aircraft similar to the A-10 Warthog while most of our commanders express considerable disdain for the B-52 and its contemporaries)

We ask that companies submit specific aircraft for the purposes of review and comparison; any blanket advertisements will be noted, but not considered as acceptable contracts. The estimated contract for each type of craft is approximately one half of one trillion dollars per aircraft design, including the sale of production rights.

I'm not entirely sure that I understand you; I interact with nations who operate on a distinctly "conceivable modern tech" (~1960 - 2100 in my case). Besides, I'm requesting aircraft, not combat capable spacecraft; I do have a limited form of orbital defense which allows a bit of insurance against ballistic missiles and satellites of a more malevolent nature, but my manned space program has been set back due to a devastating attack on my nation.

Also, it's against the law to sell any offensive weaponry in Schultaria Prime unless secured through a highly established treaty or as a part of an approved "export ready" defensive system.

Power plant
At the heart of all great air craft lies a great engine design and the Pile driver is no exception. Powered by twin CFPW T6028 turbofans the pile driver can lift heavy war loads yet loiter over the battle field for extended periods.

The T6028 installation uses a vectored thrust mechanism with each engine having a primary rear nozzle as well as a secondary side mounted vent and a tertiary vent that lies on the centre line of the aircraft. The secondary and tertiary nozzles rely purely on thrust generated by the engines' fans (i.e. the bypass air) and are cross linked so that they can provide a safe touchdown even after the loss of one engine.

Survivability
In its role as a CAS aircraft the CFA-15 is designed to take hits and keep on flying. the cockpit is protected by a 3/4inch thick layer of titanium armour while other vital sections such as the main computer, fuel tanks and individual engine compartments receive protection for specially design light weight titanium and composite armour layers (the use of reinforced composites throughout the airframe mean that the entire aircraft is some what armoured). Additionally the control system is backed up by full manual linkages in the event of total disablement of the flight control system.

Apart from brute strength the CFA-15 also relies on other means to survive including an airframe designed to maximise the RCS presented to SAM/AAA radar systems when operating at low to medium altitude and Signature reduction paint that combines RAM and low friction materials to help reduce the radar, IR and visual signatures. Finally a full defensive counter measure's suite is provided with features such as: radar and laser illumination receivers that can give a rough bearing to the threat location, missile launch detectors, IR/EO directed jamming system (dazzler) and an automated chaff/flare dispenser system.

Attack systems
To enable it to engage a full range of targets the Pile driver relies on the combination of superb sensors, a powerful stores management system and deadly weapons.
In terms of sensors the primary system is the MK5015 multirole IR/EO targeting system that provides up to 45x magnification, advanced terrain following, surface target detection at 100km and IRST detection of air targets at 75km. Back up for the MK5015 is provided by the small, low powered but extremely rugged MK4017 radar which operates in an exceptionally low power, rapidly shifting method to provide a stealthy detection range of up to 90km against ground targets. To enable the utilisation of Millimetric guided weapons MK809 millimetric radar is fitted with a max range of 45km.

Turning to weapons the pride of place falls on the G807 40mm cannon. This is a triple barrel gatling gun that fires the high performance yet low weight and recoil 40mm CTA (cased telescoping ammo) round at up rates of up to 1200rpm. 40mm CTA ammo is capable of defeating many targets that are protected against the mighty 30mm GAU8. A total of 13 hard points allow the external carriage of up to 11,000kg of weapons including advanced guided missiles such as Brimstone, bombs, rockets and the latest in short range air to air missiles including ASRAAM, Python 5 and IRIS-T (a full helmet mounted sighting system is included to make full use of these weapons).

Developed by OMASC as a replacement for older close air support aircraft such as the A-10 "Warthog", the A-102 Schultaria Stormcrow close air support aircraft is a new ground attack platform designed to provide close air support and other forms of ground attack. The aircraft, over its older counterparts such as the A-10A or the Su-25TM, is a better equipped, protected, faster, and more maneuverable aircraft with vastly superior avionics.

Design

The aircraft has a design similar to the Su-25 "Frogfoot", although the aircraft is vastly different when looked close up. Featuring a longer fuselage than both the A-10 and the Su-25, the wings are slightly swept, with two turbofans mounted on top of the wings. Two vertical stabilizers are installed. This gives the A-102 great maneuveribility at low and medium altitudes along with siginificant loitering capabilities, and enough stabilization for ground attack at very low altitudes. The majority of the aircraft is build with titanium, aluminum, and various composites, to give it a light weight. Armor plates, primarily made up of titanium alloys, composites, kevlar, and other materials are present throughout the aircraft to protect it from cannon fire and shrapnel from small surface-to-air missiles. The armored bubble canopy and cockpit, protected by a foaming system, armor plates (including several behind and below the ejection seat, and kevlar-like lightweight materials (made from carbon nanotubes and buckytubes materials) protects the pilot and vital systems from damage. Additionally, advanced self-sealing fuel tanks are complemented with foam and a Halon-based fire extinguishing system, along with a warning system that allows the pilot to receive information about damage on the aircraft. A fly-by-wire flight system, along with an emergency manual control system, are installed to give the pilot smooth control of the aircraft. The landing geat system, along with the braking system, are designed to allow the A-102 to operate from rough air strips and fields, including dirt strips and even highway landing strips.

To further increase survivability against missiles and anti-aircraft guns and cannons, the aircraft is complemented with other systems and minor designs. Various radar signature reduction measures, such as application of advanced RCS materials (especially around engines and the front of the aircraft) are given to decrease the signature by a large fraction. Various measures are also taken to provide a lower heat signature for the engines, as the aircraft features special electrochromic panels to distort the IR signature of the aircraft (to confuse IR-guided missiles), in addition to shapings and an "air mixing" system installed onto the nozzles of the engines.

Avionics

The aircraft features an advanced suite of sensor systems, providing the aircraft with an all weather attack capability. The center of the aircraft's avionic suite lies on the Unified Detection and Tracking Systems (UDTS), which includes an advanced LADAR system, and the Noran Systems RK228 combined FLIR/TV (including low light TV) systems. The LADAR system, the Permande-Enare Electronics Tinyeye, provides the aircraft with percision targeting capabilities at low altitudes in both day and night. It boasts a sufficent range and a suite of software and computers to detect, identify, and even track ground targets many kilometers away from both low and medium altitudes. The LADAR also features limited laser designation capabilities. The Noran Systems RK228, a replacement for the LITENING system, gives the aircraft an all-weather attack capability by featuring a FLIR infrared sensor system, a ultra high resolution TV camera, and a laser designator. Wide angle, narrow angle, tracking, and boresight capabilities are included. These are combined with an advanced helmet mounted sight, a wide angle HUD, and a glass cockpit system, providing the pilot with a wide range of attack capabilities. The helmet mounted sight is enabled to provide targeting for the defensive AIM-9X missiles, and the OMASC-designed gun pods.

In addition, the aircraft can also carry a NK227 milimeter-wave targeting radar to provide additional ground targeting capabilities in all weathers, including target tracking, imaging, and identification.

An advanced navigational system, including a GPS receiver and a radar altimeter, is included for safe low altitude flights. A sophiscated communication suite, including a satellite communications link, is included to allow the aircraft to communicate with air and ground units.

Additionally, the A-102 also features a capable defensive avionics suite. A IR countermeasures suite, along with a RWR and an integrated Noran Systems NJN218 jammer, are included to protect the aircraft against IR and radar based threats. A simplified LADAR detection system, composed of nodes throughout the aircraft, is installed as a standard. These systems are linked to chaff and flare dispensers, which consists of chaff/flare dispensers located throughout the aircraft, and two large chaff and flare "packs" that can hold either 260 chaff cartridges and 26 flares installed on the wing. A towed decoy can also be installed.

Weapons

The A-102 can carry a wide array of unguided and guided weapons, including bombs, rockets, missiles, and even gun pods. However, the centerpiece of the aircraft is the Gondarveskie Systems GAR-107 30mm cannon. Nicknamed the "tankburner", the 30mm cannon, although slightly less powerful and is lighter and smaller than the one used on the A-10, has a faster and selectable firing rate, and an increased range. Using new rounds and propellants developed by Gondarveskie, the 30mm cannon's performace is expected to surpass those of the A-10 with DU rounds.

An additional number of a total of 15 pylons are mounted on the aircraft. There are a total of 12 underwing and wingtip pylons, and 3 fuselage stations. The pylons are of advanced design, as they feature a stealthy shape, and the use of various composites materials. The four outermost pylons also features a special "rotating" function, as these "rotating pylons" are designed to rotate 120 degrees, providing the pilot with 360 degrees targeting capability with some weapons. As a result, there are a variety of munitions that can be carried, most commonly unitary and cluster bombs (including the OMASC UB series with ONC fillers and enhanced tail assemblies), with another variety of ground attack missiles, including Hellfires and Mavericks. A wide range of rocket pods can also be carried, along with gun pods developed by Gondarveskie, including the twin 12.7mm (.50 cal) gun pod, the 20mm gatling gun pod, and the 27mm cannon pod. Short range air-to-air missiles can be carried on the two wingtip stations (on racks of two), as the pilot's helmet mounted sight and the "rotating pylon" helps greatly when the aircraft is under attack from its rear. Bombs and missiles are also frequently carried on racks (which are mounted on the pylons) as well.

As we hope that our proposal can be considered, we can assure that this aircraft is a worthy competitor. Although individual sales of units is entirely possible, the sale of a domestic production contract (meaning no sales, and that the production is for domestic purposes only) can be negotiated with OMASC.

The Omzian arms contractor OMASC is very satisfied that our bid is accepted. As a result, we will accept the request for a domestic production license, as well as the 5300 aircraft, which will be filled over a period of ten years at a cost of $132.5 billion dollars (since unit price for this has dropped to $25 million dollars). The SKC has decided, after thorough review, to approve the following contracts totaling some 1.15 Trillion dollars over the course of the next ten years.

Interceptor Aircraft Contract: PX-108 (Phoenixius) 500 Billion for production rights and an order of 4000 aircraft over a period of ten years.

Ground Suppression Aircraft Contract (Carrier): CFA-15 Piledriver (Crookfur) 300 Billion for production rights and an order of 3100 aircraft over a period of ten years.

Ground Suppression Aircraft Contract (Land Based): A-15 (Illior) 50 Billion for production rights and an order of 2300 aircraft over a period of ten years.

Strategic Long Range Ground Suppression Aircraft Contract A-102 Sc (Omz222) 300 Billion for production rights and an order of 5300 aircraft over a period of ten years.
Illior accepts this contract for the Allied export version I'm Guessing, and 230 shall be shipped to you each year fot the next year, and 300 billion for the production rights is great!, have fun and enjoy the planes...
