After the fall of the Soviet Union, the former union collapsed into over a dozen independent republics and states. One of them, Azerbaijan, would soon become the Communist stronghold of the former republics. However, in the decade since the fall, the formerly hard-line communist government has 'weakened' and many reforms are taking place in the nation. Many new ideals have taken root, forcing some of the old out... Among them? Isolationism. The Republic of Soviet Azerbaijan formally announces its entrance onto the world stage and its formal request to open relations with any nation that believes relations with the RSA would be of benefit.
We humbly thank any nations interested and especially thank those that do wish to open up relations...

Facts about Soviet Azerbaijan:
Population- Five Million
Capital- Baku (Pop. 670,000)
Our major exports include: wool, timber, oil, gold, and bauxite
Minor exports include: titanium, iron ore
Our current military is composed of 45,600 regular army personnel. All are armed with either the AKM or the AK-74 (or variants of each). Other weaponry include the PK, RPK, anti-tank weapons, anti-aircraft (mainly SA-7), and mobile crew served weaponry. A total of 450 special forces serve with the Soviet Azerbaijani Army and are trained in espionage, counter-espionage, paradrops, helicopter insertions, and under-sea training. They are armed with an arsenal of weaponry from PP-19s to Skorpions as well as the AKS-74U paratrooper assault rifle. A total of 89 soldiers serve with the elite SAIS (Soviet Azerbaijani Intelligence Services). These men and women were trained abroad in all areas of combat from anti-terrorism to espionage/counter-espionage and to field tactics. They are armed with a vast multitude of international weaponry.
The SAA also incorporates two armored divisions, each composed of roughly two-hundred tanks and roughly one hundred infantry vehicles (not including utility [UAZ]). The main tank of the Army is the T-72, other variants include the T-55Z, IS-2, and T-64s. A few T-80s also serve with the SAA, mainly in the 'spearhead brigades'. Infantry vehicles include the BMP-1, BMP-2, BTR-60, BTR-70, and other Soviet infantry vehicles. A few BMP-3s are also fielded but mainly in national defense roles. Utility vehicles include the URAL trucks, UAZs, and a mixed bag of civilian vehicles converted to military duty.
In the SAA's lone air cavalry division, some 150 Mi-24s (and gunship variants of the Mi-8) provide air support to the dozens of Mi-8s that serve as transport helicopters.
The Soviet Azerbaijani Air Force is composed of some twenty-thousand personnel and operates roughly one hundred aircraft. Most of these aircraft include the MiG-21, MiG-17, MiG-15, Su-21, Su-25, MiG-25, and a handful of MiG-29s and Su-27s. Transports include the An-24, as well as turboprop aircraft and civilian aircraft. The SAAF also operates the elite Airborne Rangers, a group of three hundred soldiers trained specifically for quick incursions into enemy territory. A hundred of them are trained for field meteorology, air control, pilot rescue, and civilian rescue.
The Soviet Azerbaijani Inland Riverine Defense Force is a 1200-man force with access to boats of varying sizes meant to patrol the nation's rivers and lakes. The 1200 soldiers are trained for combat around water sources and protect municipal shipping lanes as well as river traffic. They also serve as police.
And finally, the Soviet Azerbaijani Coastal Defense Force is a group of 900 soldiers and sailors intent on protecting the shores of the nation (not to the ocean but the Caspian Sea). The force is based in Baku and has small detachments (not of regular forces but of reserves) in Astara, Lenkeran, Alyat, island of Zhiloi, and Gillyazi. The force operates small patrol vessels, two converted civilian cutters (with armaments), and a refitted cargo vessel that ferries rescue helicopters as well as combat helicopters. The force also operates a few rescue aircraft.
Compulsory military service means that roughly 2 million of the nation's population must report for duty in the event of national war. Most of those reporting will be dismissed unless of dire national security. Compulsory service during peace time means commitments to the nation's municipal guard force and national reserves.

Isolationism is something that we would understand, as we went through the same period when we gained our independence and entered the world scene.
We must ask about your current government. Are your people satisfied with your Communist government? Is democracy taking hold in your nation? We will not hold any of these answers against you because we are allied with nations of every and any government type, we're just curious as to how the political situation is in Soviet Azerbaijan.
If you would like, we would start things off with the signing of a peace treaty, and further negotiations can continue in some sort of meeting/conference between our nations.

The people of Azerbaijan were content with communist rule up until the last year or so when serious flaws were discovered, leaving many feeling that the communist government wasn't doing enough to support itself and its citizens. This led to revolts in most of the major cities. The revolts later led to changes in the national government which led to a quasi-communist government. Democracy has taken ahold in our nation, especially at the district and municipal level. All of those officials are elected to their positions by the people as are the Minister of Finance, Minister of Domestic Concerns, Minister of Agriculture, and Minister of Transportation. A few other positions are also elected. The Communist Party has also abolished the position of General Secretary which means we will have to hold elections (even if it is only among Communist Party members) for the post of Premier when my term expires (I will allow it to expire as I believe democracy is the future of the nation and if I am 'elected' to the Premier position I will begin pro-democratic reforms in the nation).
As for the request for a peace treaty, we gladly accept. A meeting or conference is also in order. We leave the time and place up to you as any time is fine for me...

Very well. We will allow a Euroslavian delegate (or group of delegates) to tour the nation. Whenever you do send the delegate, Baku International Airport (one of the three international-flight capable airports in the nation) will be ready to receive the aircraft and the delegates. Currently, much of the airport is being remodeled to bring it to modern standards as the Azerbaijani Airways has purchased its first jet aircraft, two 707s and a 777. However, the airport can handle any size jet (747s and larger excluded).
Currently, the minister of foreign relations, Borisk Turvochiedivinskiy, is creating a timetable of events (for the tour). Among those he has listed include:

Upon news of the possible diplomatic mission at Baku International Airport, workers were in a frenzy to clean up the formerly run down airport. Half of its terminals were under construction and the airport resembled a landfill with the piles of dirt excavated, the trash blowing across its abandoned runways, the lines of rundown turboprop aircraft, most of them DC-3s lining one side of the airfield. One large hangar housed the airports only four aircraft, all DC-3 (from Azerbaijani Regional Airways). The three jet aircraft were currently in another nation and wouldn't be back for a few days due to maintenance issues. Two more hangars were present, one abandoned with a collapsed roof, the other housed parts and portions of aircraft. There were two traffic control towers, one that appeared to have been built in the forties and was rundown, the second was solid concrete and steel and of basic construction.
The Azerbaijani Suites, the nation's premier hotel and designated diplomatic hotel was a-buzz with activity. It was of modern design and of very good architecture. Rooms were being prepared for the diplomatic envoys as was the massive diplomatic conference hall in its center.

A Tupolev Tu-154 bearing the Krasnovarian flag and marked "Samalot Krasnovar" touched down on the runway of Baku International Airport. As it taxied to a halt, Special Delegate V. Rendi Madatanad rose from his seat and carefully made his way to the front of the aircraft. When the plane had come to a halt, he was joined by his two aides. Madatanad straightened his grey suit, adjusted his lapel pin, and waited for the Azerbaijani delegation to arrive.

A government Zhivnod limousine rolled over the uneven tarmac and pulled parallel to the Krasnovarian aircraft, lining up the rear door with the aircraft's door. Two airport security/staff UAZ's pulled up behind and dispensed six technicians and support personnel. The second UAZ maneuvered a set of stairs to the aircraft's door. Finally, two security guards stepped out of the lead UAZ and stood on each side of the limousine's door, their AK-74s held tightly against their chests and at an almost perfect 45 degree angle, the muzzle's pointing to the sky. Their green 'steel pot' helmets were adorned with the Soviet Azerbaijani flag and the initials for Government Detail. The uniforms were dark tan with red insignia on their lapels. Both had a few service ribbons. Both were also qualified attendants of the School for Non-Commissioned Officers and of the School for Government Protection (for bodyguard personnel).
The soldier on the left turned to his left a full right angle to face the second soldier. The soldier on the right stood straighter and raised a stern salute. Upon the other soldier saluting, the first soldier reached his gloved hand to the limousine's door handle. He opened the door and pulled the door towards him. As he held his weapon with his left hand, he saluted with his right as the Premier emerged, nodding to the two men who immediately dropped their salutes, not batting an eye. Behind the premier emerged the minister of foreign relations, Mr. Turvochiedivinskiy.
The two men stood in a staggered formation, the minister of foreign relations slightly behind and to the right of the Premier while the two guards stood staring off at nothing, their two rifles returned to their 45 degree angle.
As they waited, another limousine, carrying some minor diplomatic officials arrived, parking just off to the side. Seven men emerged, all dressed sharply and in business suits. Two had briefcases at their sides.
They waited for the Krasnovarian delegation to leave the aircraft.

Due to the presence of the Premier at the airport, an entire battalions worth of infantry were guarding the area. 51st Battalion of the 5th Rifle Division, stationed in Baku, provided the cover. Some three hundred infantry alone were on the airport grounds, many snipers observing from a distance, atop the run-down hangars and abandoned buildings. Most of the battalion, however, had surrounded the airport and had set up checkpoints in the city on all arteries that lead to Baku International. 14th Battalion, 1st Rifle Division had lent the 51st a squadron of its Mi-24s and two hundred air cavalry members aboard Mi-8s.
359th, 360th, and 436th Air Defense Squadrons provided defense with mobile SAM batteries, Tunguska 2K22B air defense platforms, Shilka anti-aircraft vehicles, as well as crew-served AA guns. Mainy man-portable defenses were also available to regular infantry.
Defense in the air was provided by the 41st Fighter Wing with its MiG-21s and MiG-25s.

He took one step out onto the ramp and paused there for a moment, his gaze scanning the vista of the airport before him in a left to right sweep. Grasping the handrail, the Special Delegate began his slow ascent down the stairs. He reached the concrete of the tarmac and took five brisk steps and extended his right hand as he approached the waiting Premier.

The Premier smiled as he reached his right hand out and took ahold of Madatanad's hand, giving it a firm Azerbaijani hand shake. As he did so he spoke, "On behalf of the Azerbaijani people I stand before you today as their leader, Premier Sergey Tumeyovskiy." He nodded and stood back after the handshake...
As he stood back, Borisk Turvochiedivinskiy, took two steps forward and gave the Krasnovarian delegate a firm handshake. The Premier spoke up as the two shook hands, "And this is the Minister of Foreign Relations, Mr. Borisk Turvochiedivinskiy." Borisk nodded after he was introduced.
After shaking the delegate's hand, Borisk stepped back to his original position and the Premier began to speak, "As soon as you are ready... There is a comfortable convention room awaiting in downtown Baku for us to discuss relations between our countries." He motioned towards the limousine.

"Thank you, Mr. Premier," he replied, following the Premier's gesture towards the limousine. "I am honored to be welcomed in such a manner as you have provided. Truly, the state and the people of Krasnovaria appreciate your overtures, and we look forward to the bright future shared by our two countries."
Meanwhile, the Special Delegate's two aides were descending the ramp, and the door of the aircraft swung closed.

Currently, most of our formerly exported oil is being used in a mass rebuilding project. Very little is spared for international export, however, we willl allow foreign companies to develop the industry and provide more oil to export.

The Premier stepped into the limousine immediately after the Krasnovarian delegate and awaited for his aides/etc. to enter into the vehicle. The foreign relations minister entered the right side of the vehicle, seated next to the Premier. After everyone was inside the limousine, it took off, heading for downtown Baku.
If anyone inside had looked out, they would see the four escort vehicles, one filled with minor government officials, the other three filled with government detail soldiers and privately funded bodyguards. Two Mi-8s hovered over the city as well (but not directly over the limousine), each filled with seventeen government detail soldiers (except the second which housed six special forces as well) ready to drop into the city at a moments notice. Both were also gunship variants with 57mm rocket tubes, ATGMs, four 12.7mm cannons, and a 30mm remotely operated turret on the underbody. A crew-served PK was also positioned in the rear of the helo for landing operations.
Soon enough, it would arrive at the convention center, adjacent to the nation's most luxurious hotel, designated as a diplomatic stay-over.
