ATTN All Nations, Republican Council Form the 'Foreign Guard'

Statement from the office of the First Republican to all nations:

Last week the Republican Council met to discuss the Free Republics increasing involvment in international military operations. The Free Republic is more active than ever before in assisting our friends and neighbors in the International Community. This has left us with some concerns.

The Retaliatory Guard has moved in an exemplary fashion to perform the tasks set for them, the only problem we have seen is ease and speed of deployment. This is why the Republican Council has voted to form the Foreign Guard.

The Free Republic will seek to form five armies composed entirely of foreigners and based on foreign soil. This will give the Free Republic the ability to move in a more rapid fashion in response to instability anywhere in the world.

We are now calling for nations that wish to host Foreign Guard armies to come forward and contact the Free Republic. There will be a host of benefits to hosting the Foreign Gaurd.

First, nations that host the Foreign Guard will be immediately given 'Friends of the Republic Status' cutting trade tariffs to 10% from the usual 30% and giving them immedaite Embassy access to the Free Republic.

Second, Host nations will benefit from the fact that the Foreign Guard will seek to use weaponry and equipment produced locally.

Third, host nations will benefit from military protection of the awesome military might of the Free Republic. What could be better for smaller, younger nations?

There will also be benefits for those who sign up for service in the Foreign Guard.

First, applicants that sign up for at least a five year stint will be given automatic citizenship in the Free Republic not only for themselves but for their immediate family.

Second, pay, pay for the Foreign Guard will be 22,000 DR yearly. (1DR=1.71USD)

Third, free medical benefits for the enlistees and their immediate family.

Fourth, state of the art training that can easily translate to skilled jobs after the enlistee ends their service in the Foreign Guard.

These benefits would immediately improve the lives of the families of the enlistees and give real economic benefits to their home countries.

The Foreign Guard will not only help nations that host them, but will also increase international security and stability.

It is my hope that many nations will come forward to offer to host the Foreign Guard. Smaller, democratic nations are specifically asked to consider this.

[Hate you? No, most of the people I dislike that badly I've IGNORED, mostly for sanity's sake. No, we just have rather large IC differences, at least that's how I see it. Besides, the trade incentives are too good to pass up.

The Imperium has an interest in being host to a Foreign Guard Army. However, we wish to know the requirements for such an army before we commit to anything.

There are very few requirements that host states will be required to meet to host a Foreign Guard Army. The main requirements will be enough land to build a base or base large enough to hold the eighty thousand Foreign Guard and the accompanying logistical staff. Bases near ports would be preferred but are not required and bases would also have to have an airfield.

In the case of the Imperium, which has had a somewhat contentious history with the Free Republic we would also require the signing of a Mutual Non-Aggression Pact and the Imperium would have to restore the Free Republics embassy.

Recruits for the Foreign Guard can come from any nation, but it is desireable that at least half would be made up of citizens of the host nations and tours of 3-15 years would be offered to recruits.

Please realize that Foreign Guard armies would be under the direct control of the Supreme Republican Commander just like Ilek-Vaad's Retaliatory Guard. Deployment of the Foreign Guard would be up to Retaliatory Guard Command and the officer corps. of the Foreign Guard would be regular Retaliatory Guard officers.

If this is satisfactory, please let me know and we can move forward with establishing the First Foreign Guard Army.

There are very few places in the Imperium that would be open to base building, however the most open is on the shores on East Galicia Isle. While there are no ports there, they can be built along with the base, as can an air base. Also, we can build a HevMagLev line from West Galicia for the tranportation of troops, vehicles, and supplies while the base in being built.

The Imperium has no problems with a mutual non-aggression pact and the same goes for the re-establishment of an embassy.

From the size of the army you describe it shouldn't be a problem to have all of the open slots filled by Imperial citizens.

All other parts of your letter are noted and to our satisfaction.

The Ministry of Defence has appointed General Marcus Deadmarsh to form the Scandavian Guard. With your permission he and his staff will be sent immediately to plan the building of the base, with him will also be Ambassador Livingston Bramble to re-establish the Vaadian Embassy and conclude signing of a Non-Aggression Pact.

We look forward to renewed and improved relation with the Imperium.

Having communicated with the National Authorities, it has been decided on a State level - specifically in respect to the State of Dyelli Beybi, that Klatch is willing to allow such an activity to occur within it's Sovereign borders, especially when considering previous good relation between the Federation and the State of Ilek-Vaad.
However, before any such agreement can be finalised, Dyelli Beybi wishes to enter into further trade negotiations, particularly into the possibility of further tariff reductions against Dyelli Beybian 'exotic meats' (OOC: Crocodile meat) which we feel, being a highly unusual industry, is unlikely to have a counterpart in Ilek-Vaad in need of tariff protection.
We also would require an exact listing of what numbers of troops would be based in the Federation and what form of weapons they would be requiring.

I have spoken with the Minister of Economics and because of our very protective enviromental laws the alligators and caymans of our southern jungles are protected. Import of crocodile meat could be facillitated without tariff restrictions so long as appropriate health and safety regulations were met and that the Government of Dyelli Beybi furnished a report that stated that the enviromental impact of harvesting meats was not overly damaging to the eco system or to the species in general.

Foreign Guard Army strengths will be pegged at a typical Retaliatory Guard Army strength, that is four divisions of twenty thousand men each, with one of those divisions allocated for armour. Logistical support will number around two hundred thousand. We have decide to allow the Generals assigned to each army to equip and outfit their men as they please, we feel this will ensure that the Foreign Guard Armies will be able to be equipped to work effectively in the geographic location they are stationed in and most likely be deployed to. We will allow our Generals to decide what equipment they need nd urge them to purchase it locally.

Everything seems acceptable at this point, preliminary talks with the military indicate that a base could be founded on the Southern Coast midway between the Djel River Delta and Saint Guineford's Bay. Alternatively, a Northern base in the Dyelli Beybian Arctic Territories could be established near the town of Petrograd.

Other Key issues that have arrisen are te proposals of free medical/dental treatment. This scheme is already in place for all citizens of Dyelli Beybi. The other is the nature of payment. As it stands in Dyelli Beybi there is no 'income tax' as such, and no income is payed to the employee by the employer, without going into the exact specifics, an 'employment tax' is levied on all businesses, and the money from this partially redistributed as the 'Weekly State Monetary Allowance' which varies depending upon the complexity of the job involved. However, due to the fact that in this instance, payment would be isued by a foreign Government, it has been decided (although not yet voted on in Parliament - this is in truth only a formality) that an income tax of 18% will be levied.

The Department of Conservations has attached a detailed report of the annual crocodile cull as well as a report on Commercial crocodile farming.

(OOC: Basically they farm crocodiles for the skin and meat, around 5% of crocodile related goods comes from the annual cull, where the Department of Conservation makes sure that the crocodiles aren't getting too big or too numerous and begining to cause a problem... Dyelli Beybi is not regarded as safe to swim in.)

(OOC: And on the Artic territories, most of DB is fairly tropical, however it has holdings in Northern Klatch East of Vrak as well. Petrograd is built on arctic tundra. It is not a nice place.)

Whatever taxation scheme you wish to introduce is of course entirely up to your government. It has also been decided that the Southern Coast would most likely be best as the base must be accessable year round.

If it is appropriate I would like to send an Ambassador to set up an embassy in the Federations capital and our General to begin organizing and preparing all of the details for the formation of the new Foreign Guard Army.

OOC: No, not really... I'm interested in following the progress as I feel it's a good idea. However, it doesn't suit my nation. After all, Iuthia is protected by it's policy of strong diplomacy and we have more then enough good friends to assist should a problem arise. Nevermind that Iuthia itself is a society which is pumps a ton of funding into the military for both social engineering and protection.

We ourselves are very willing to build military bases in nations we are friendly with... but the opposite is not true. Iuthia doesn't like the idea of other nations military being present in our nation. Even though there are clear benefits, we simply don't feel it's required and more importantly we aren't actually in a position were we entirely trust Ilek-vaad... you may agree with our opinions but you tend to take it another step, a step we often see as too far.

In anycase, meh. We're happy just watching and toa degree, endorsing this.

We see no need to allow an unknown foreign entity to station thousands of potentially hostile troops on Praetonian soil. We also see the prospect of Praetonians serving the interests of a foreign power contemptable, and so the Imperial Parliament has voted unanimously to ban Praetonian citizens from joining this organisation, and not to allow a base to be built on Praetonian sovereign territory.
