Well, as Upper Xen's crime rate is really, really low, we can send some equipment, and maybe some National Police personnel to train your men (especially in Forensic Science). We have:

NP-25-Xenizen copy of the O'Dwyer VLH smart handgun made by Metal Storm of Australia. We swear by it (criminals can't steal the gun and use it because it will lock up on them-a big plus in the field), and our version is in .45 ACP and be configured to selectively fire either single shot or three-shot bursts out of a 20-rd magazine (similar to the Glock 18).

NPV-04-A Xenizen copy of the Land Rover Defender, with extra armor (titanium and 20 kevlar layers), space for eight people, secure gunlocker that can hold up to 10 rifles and 2500 rounds of ammo (uses a retinal scan to open). Perfect for SWAT operations-another old standby.

NPV-01- a copy of the Ford Crown Victoria that has a more powerful engine (500hp and more torque), an onboard tactical computer (w/ a criminal records database, map data, etc.), armor plating (kevlar), and comes with a police XM8.

If you wish, you can send some of your policemen to our National Police Academy, and they can do the testing there.

Well, it's actually called the NP-25-that was a small spacing error on my part.

Let's see- it's about $150 per NP-25 ($50 of the price is ammo costs), $50,000 per NPV-01, and $150,000 per NPV-04. Also, tuition for the men will be about $200 per person (we'll provide the learning materials).

Normally, the amount you proposed would have been too little, but since I did not post these prices before, you get 10% off all police vehicles (making the NPV-01 $5,000 and the NPV-04 $15,000) and 25% off all NP-25's (making them $37.50), along with an apology card for screwing up.

We had been trying to research nanomedical technology, and we are already talking about potential attempts to create industrial nanorobotics and androids. Maybe we can do a joint AI project. These are all ideas being batted around at the moment, though we like the medical nanotechnology idea the best.

We can send 5 metric tons of steel, copper, and tungsten every month in exchange. How does that sound?

Our tungsten's purity is about 80-97% with current mining and refining methods, and our steel is most assuredly high quality, and comes in a variety of models, mainly mid-to-high carbon steel (.42%), and stainless steel of Austenitic or Martensitic natures (either types are available for purchase, Austenitic is standard stainless steel, Martensitic is less corrosion resistant, but stronger and easier to machine) to ensure high durablility and reliability for long periods of time. We also make HSLA (High Stength Low Alloy) Steel for those really demanding jobs.

Initial bidding trade would be 50-100 metric tons of steel, tungsten and copper, plus some computer controlled steel furnaces and manufacturing robots.

Heavy water is actually used in CANDU (Canada Deuterium Uranium) plants, and these require only natural uranium to be used. We are currently building a Nuclear Power Program using this system. So, how much heavy water can be exported by Dimmsville?

Dimmsville-Send the scientists to Haiyan, Daya Bay, and Qinshan. We'll be upgrading these reactors to the CANDU system. New CANDU reactors will be built at Zhongshan, Sanming, Yingtan and Xiantao later, too, so they might be staying awhile.

Hong Kong/Xonxtopolis (AP)- The Republic of Upper Xen today announced that, in a joint project with the nation of Dimmsville, has begun construction of new CANDU-type nuclear reactors at Zhongshan, Sanming, Yingtan and Xiantao, on mianland China. It also has announced the upgrading of several existing power plants at Haiyan, Daya Bay, and Qinshan, as well.

"These reactors will be used peacefully as part of a national nuclear power program," Energy Secretary Howard Zhang-Baruch declared, "and will be solely used for peaceful purposes. They will not be used to produce enriched or weapons grade uranium in any way."

Zhang-Baruch explained that the development was due to two factors.

"First of all, we did this mainly because the existing Russian reactors in Fujian province, the HK/Xonxtopolis area, and the Wuhan area, plus the existing coal fired power plants in those areas, were outdated, and no longer met the safety standards created by the National Energy Safety Commission." "The coal fired plants in particular," noted Zhang-Baruch, "were producing highly unaccepetable and frankly frightening levels of air and water pollution. They just had to go."

"Second of all," Zhang-Baruch said, "the nation of Dimmsville had offered to contribute heavy water in exchange for some of our metals and alloys, plus industrial and technical equipment. After some initial caution, we looked at how this new bounty of heavy water could be used."

The answer, Zhang-Baruch said, lay in the CANDU system, created in 1957-1958 in Canada by the Atomic Energy of Canada, Limited, company.

"We chose it, mainly because it was less expensive than other reactor types, and as it does not require a large industrial infrastructure to set up, would be easy to integrate into our existing power network. It also, in the long run, would have had lower operating costs due to its use of natural uranium only, and not the enriched uranium required in other reactors."

The Xenizen Atomic Energy Agency expects the project, to be called the South China Electrification Program, to be finished in about 2-5 years.

"We find to this to be a reasonable timeframe for the project, because we have the materials, the foreign experts coming in to set them up, and the funds needed."

Zhang-Baruch though, announced that the Republic of Upper Xen will pay a premium fee for any natural, unenriched uranium that can be sold to Upper Xen as a quickly as possible.

"We will not lie to you. We are currently importing weapons-grade uranium, but research has indicated that the weapons-grade uranium being imported from Caldaron could not be used with the CANDU type reactors being built. Therefore, we will pay extra to any nation willing to sell us high quantities of natural uranium. Again, the natural uranium will only go to peaceful purposes."

Zhang-Baruch then noted that "Any weapons built with this weapons-grade uranium will solely be used for self-defense purposes. We will not use them in anger unless we absolutely have to."

OOC:well how I build up techonology is slightly different, put money into the project, realistically, buildings, supplies, testing and man power and then estimate a time which it will get you there.

Since I purchased rockets off of Upper Xen I can use them and study things to build up my own techonlogy (I had no rockets, now I do and didn't have to do tons of expensive testing on those). Technology is powerful it helps win wars, but I believe that technology has to be funded and actually have a path for all nations to go on. If your modern tech sure you get all modern stuff, but anything that is not purchaseable from another nation has to be made with your own technology.

here's where I am: 2 NS years in to it

Rockets (purchased), Technology (50% done), Building (75%), Training (75%)
Total points: 15 (point = billions spent)

Rockets = 1 (purchased but still expensive to look into)
Technology = 10 (not easy to do, high tech and expensive)
Building = 3 (How much construction does it take to do)
Training = 1 (How much training for?)

Anything 10+ cannot be done and needs other stuff to do this: Farming communities CAN grow into cities, but CANNOT go and land on the moon without tons of research and knowledge, logistics and planning.

Reasons why: Rockets were purchased, but compatiblity and test runs for it still apply with maintiance costs. Technology, the only other purchased technoogy in this field was high-tech airplanes, this is BORDERLINE impossible technology to research. The reason it takes 4 NS years is because things cannot happen overnight. Though because there is heavy funding and many nations before mine that did this the path is easier and the technology I need has already been created, just modifying it and actually doing it is the hard part.

Example: The US back in the 50's started the Space race, 19 years later man landed on the moon. China who is very new to technology like space exploration already has a great deal of knowledge and know-how to do this, what took a massive change in the US, from school-systems to fuel research (Robert Goddard really paved the way in that aspect before in the 40's before the US started its program), but the Chinese have the technology, they just need the funding and brainpower to do it, the road was paved they just have to build a vehicle to go down it.

A large sum of money has recently gone into the development of this craft, but currently with no results. The ROK air force has shown great interest in utilizing the new plane as a platform from which construct large scale space based defensive weapons platforms. In order to speed developmet, we propose that we utilize as much off the shelf technology in the plnae as possible.

IC: The Empire of Tanthan wishes to finally unveil that the TSP has launched 3 rockets into space!

At once all three engines cut a tremendous blast, fire which surged forth covering the ground and pushing the three rockets into the sky in unison. The three rockets, covering gas, liquid and solid propulsion fuels lifted into the sky by the huge streams of fire. "Star Streaker 1" the Long March CZ-NGLV rocket powered by liquid propelled fuel systems reached the boundary of space first, while being an unmanned project it had a super computer on board which took literally trillions of calculations. From wind speed, temperature (all around the rocket and outside), and particles in the air. All of these measurements were stored in the total 20 petabyte drives on board, giving literally thousands of nearly pointless data files, but gives huge amounts of useful data on the earths atmosphere and space.

The second rocket, "Aus 1" fired off with plenty of force and was the last to reach space, but however it launched Tanthan's first Weather Satellite at a cost of $4.5 billion for the trip. The satellite is one of many special projects planned to increase the power of Tanthan as a whole.

The other rocket, propelled by gas named, "Seigo Mark I" was a dangerous test flight in which many problems occurred during its flight, it was second to reach space, but the craft which was changed liquid fuel rocket so it could support hydrogen and oxygen powered flight. The rocket almost exploded as a problem with the thrust nearly caused the protective chamber above the engine to become dangerously close to exploding. The rocket upon landing in the water revealed many flaws with the current system, but without the problems and changes to the thrust it would have easily beaten the liquid fuel rocket. No special mission was signed to the rocket, it was a test itself.

Overall though the grand launching of the rockets at the same exact moment was a milestone in the nation's history. The TSP is attempting to reach the moon within 3 years from now.
