Coat of Arms and Motto of the Victoria Alliance
In June of 2004, the three great (ahem) nations, The Democratic Empire of Camewot, The Democratic Imperium of Praetonia, and the Republic of Wrakistan, join together to form an alliance called 'Victoria'. Since its early days as a three-nation alliance, the VA has undergone NS decades of prosperity and internal turmoil in equal measure. It has swelled to an alliance of over 12 nations, but now, with the VA attempting to re-emerge as a force in world events, we want more nations to come together for the strength of the whole.
This is what you can expect from the VA:
1) Increased Security - Especially for smaller nations, the blanket of security provided by a large alliance is very useful.
2) Be Part of a Constantly Evolving World body - The VA is re-emerging as a force in world events, and your nation can be part of that.
3) Gain Access to Significant Technological and Military Advanatages - Many of our members own prominent storefronts, such as the Hamptonshire Defence Corporation, Portland IronWorks and Imperial Praetonian Shipyards, as well as many joint projects, especially in the field of space research.

The Victoria Alliance has a fully elected governing body which respects the National Sovereignty of each and every member nation. We have a join Rapid Reaction Force so the alliance can quickly and easily respond to threats and world events. Our charter is as follows:
Victoria Alliance Charter
Preamble
We, the Nations of Victoria Alliance, do gather here to affirm this Charter of Victoria Alliance; an organization dedicated to peace, prosperity, unity, and freedom. The Rights and Sovereignity of the member-states shall be protected and left untouched by the Victoria Alliance. It is affirmed that We shall stand together in defense of the common goals and ideas that We share.
Section I- Executive Branch
Article I
There shall be a President of Victoria Alliance to be elected by popular vote once a month. The qualifications for the Presidency- membership in Victoria, democractic government, member in good standing. The President shall be the Official Spokesman for the Victoria Alliance, the Commander-in-Chief of the QRF and any and all other intra-Alliance military ventures, in charge of Victoria Alliance Foreign Policy, and shall at his/her discretion may establish other Ministries with the consent and approval of the Victoria Assembly. Laws and treaties only take effect once the President has signed them. The President may, at his/her own discretion, refuse to sign a Law or treaty. The Presidenial Veto can be overriden by a 2/3rds vote of the Victoria Assembly.
Article II
There shall be a Vice President of Victoria Alliance to be elected by popular vote once a month. The Vice President must be able to meet all qualifications for the Presidency of Victoria Alliance. The Vice President shall assume the Presidency in cases of resignation or impeachment. The Vice President shall assume the title of Acting President in cases of the President's inablity to discharge the powers and duties of the office. The Vice President shall also act in the capacity of Victoria Alliance Foreign Minister. At the request and/or authorization of the President, the Vice President may attend Conferences, Treaty Summits, Negotiations, etc. The Vice President may also initiate meetings with foreign powers for the good of the Alliance at the request of the President.
Article III
There shall be a Cabinet of the President of Victoria Alliance. This Cabinet shall include, but not be limited to, the Vice President of Victoria Alliance and the Defense Minister of Victoria Alliance. The President may establish other Ministries with the consent and approval of the Victoria Assembly. Ministries can only be dispersed by 2/3rds vote of the Victoria Assembly. The President shall put forth several candidates for each Ministry position, at which time the Victoria Assembly will vote to appoint the Candidate of their choosing. These elections will take place no more than every 2 weeks and no less than every month.
Section II - Founders
Article I
-Every month on the 7th, an election will be held to choose the two elected Founders. -The two candidates with the highest number of votes will be chosen as Founders, and will hold office for one month only.
-All candidacies must be made public before the election day.
-A thread must be created by the Vice-President, at least 5 days before the election, where members may post their candidacy.
-All 'original founders' are to be stripped of founder privelages. They are to be made 'original founders', which posses no power over that of a normal member. This title is purely for tradition.
Article II
The two Elected Founders of the Victoria Alliance shall be given the right to issue a "Founder's Veto." The Veto can only be used under the following circumstances:
-Both founders must unanimously vote to Veto a piece of legislation.
-If one of the two founders votes to Veto, they shall issue a "Partial Veto." A "Partial Veto" may be overriden by a vote of 3/5ths of the Victoria Assembly.
-A 3/4ths vote of the Victoria Assembly may override any "Founder's Veto."
-A "Founder's Veto", or any other Veto, cannot be used to prevent the passage of Amendments to the Victoria Charter, Joint Declarations of War, or the appoinments of duly elected officers selected by the Victoria Assembly.
Article III
The Founders shall have the power to approve the membership of new nations, so long as such membership does not violate any Laws of Victoria Alliance. If only one Founder decides to deny the application of a potential member, the Assembly, with a vote of 17/20ths, may override their decision and allow membership.
Section III- Victoria Assembly
Article I
The member-nations of Victoria Assembly shall gather together as the Victoria Assembly. The Assembly shall make and ratify all laws, hear impeachment procedings, vote on special-membership circumstances, issue Joint Declarations of War, regulate all intra-alliance organziations, consent with the President to create new Ministries, vote to disband Ministries, vote to appoint Ministers, approve treaties, and propose and ratify Amendments to this Charter. The Assembly shall make no laws nor approve any treaties which infringe upon the sovereign rights of the member-nations.
Article II
All member nations (not including puppets) shall have one vote in the Victoria Assembly. All measures shall be passed by majority vote. In cases of vetoes, the Assembly shall immediately hold a Special Referendum to attempt to override the veto by the necessary margin.
Article III
The President, Vice President, and Ministers may be Impeached by the Victoria Assembly at any time. A 1/3rd vote to begin Impeachment will result in the beginning of official Impeachment Proceedings. Once all reasonable arguments have been heard, the Assembly shall vote to Impeach. If the Impeachment Vote receives 3/5ths or greater "Yes" votes, the officer being Impeached shall be removed from office.
Article IV
Members that have not posted for 4 weeks shall have their membership in Victoria Alliance suspended until such action as deemed reasonable has been undertaken by the suspended member. If a member has not posted for 3 weeks, the Vice President shall send numerious reminders to the member warning about the possible suspension.
Article V
The President of Victoria Alliance, with proper cause and calls for action from the members of Victoria Alliance, may indefinitely suspend member-states who have continuosly exhibited behaviour contrary to the ideals of this Alliance. This action can only be taken after repeated offenses, repeated warnings, and repeated pleas for action. This action can be overriden by a majority vote from the Victoria Assembly. Once the member has been suspended, the Assembly shall decide, with recommendations from the President and Vice President, the action to be taken aganist the offending member.
Section IV- Accords
Upon ratification of this Charter, Accord 5 shall be replaced. The other Accords, after proper rewording, shall automatically become Laws of Victoria Alliance.
