SPARTAN Project Announced

The Holy Office of the Inquisition in a joint collabaration with the Army has recieved the approval to go ahead with the organization of a new Special Forces unit known as SPARTAN. The SPARTAN project takes children between the ages of 5 and 6 who show the spark to become good soldiers to specialized training camps. The Families who are mainly from Belem's poor(OOC: The poor ussually are ussually denied acceptance into the military as being a rebellion risk and they make up the largest percentage of citizens denied gun ownership rights and entry into the BDM) are given 300 thousand dollar gratuaity for allowing the government to raise there children.

The first canidates for the program have already been selected and moved to Training Camps located in the Trinsic mountains by members of the Inquisition and Dragon Guard. The first recruits number over 12 thousand strong but the program is expected to have a 10-20% attrition rate. The first Spartans will finish there training within 12 years.

An additional Spartan class will be recruited every year following this year in smaller numbers of only a thousand candidates until the first class is graduated and field tested in combat operations.

After a ten year program spearheaded by myself and other prominent Researchers both within the Inquisition and the Office of Unconventional Warfare we have found it to be unpractical to create a personal guardforce for the Emperor made up of Soldiers trained basically from birth to be Soldiers.

Though the conditioning and Training of these undesirable youths has proved effective in creating an extremely loyal and effective force the test subjects are prone to extreme violent outbreaks under the certain circumstances, though loyalty to the officer is ussually maintained in most cases. However in as much as 25% of the applicants drugs must be used to keep applicants from attacking officers and fellow subjects, when the drug wears off only the promise of additional drugs to avert the pain can keep the subject following orders. However Combat efficency in these cases is dramatically improved.

For those reasons it would be a liability to include these subjects as guards for the Emperor, his family and other important state figures. However using these soldiers as special operations force is a distinct possibility. Though they are to rash to be used as covert operatives they would be highly effective in subduing cities and rebel provinces.

They are of course no risk to the Status of the Inquisition for the said reasons above and the fact that field testing has proven most are incapable of acting above an NCO level.

Myself and my staff are looking forward to continuing this project pending your approval of my proposed plan included below.

**Excerpts of Plan and Report**

Subjects are to be between the ages of 4-6. This will leave the subjects open to ways of persuasion and open to suggestion. The subjects will be chosen based on there physical abilities, agressiveness and intelligence. Average or slightly below average intelligent subjects will be the best candidates for this program

Subjects should be taken from the lowest levels of Society. Though the Army in the past has avoided the poor as soldiers due to loyalty issues and possible disenfranchisement with the government prefering instead to draw from the more loyal lower middle class. In this case though recruiting from the poor shall be beneficial by offering the families a large monetary sum for the service of there son will be most likely be more openly accepted without question of when they will see him again.

Training will consist of extreme physical activities, wargames and desensitation to violence, traumatic events and torture to raise pain tolerance levels. Those who can not compete will be eliminated through inter SPARTAN decimation.

At the end of this 12 year training program subjects will be assigned to squads lead by Spartan NCOs who have shown the most improvement since the beginning and lacking the need for Pacifying drugs. Inquisitors will be assigned as officers to these units and should recieve an additional 500 dollars per month in hazard pay.

It has proven impossible to reintergrate these conditioned subjects into society or even into mainstream military units. It is then reccomended that when they no longer prove usefull they are henceforth eliminated by the Inquisition or pitted against SPARTANs in training as a live war game.

Thats up to him isn't it. Perhaps Belem has a way of working out what he thinks, will make a good soldier in a child of 5/6.

No, it's just a method of turning out better more experienced soldiers, the Waffen-SS used live(ish) wargames and all sorts of rather brutal exercises, where fatalities were possible e.g. the fox hole exercise. They produced some utterly superb soldiery, despite the stigmatisation of the SS generally.

ooc 1: basically children who are slightly above the average physical fitness level for that age. Its more a weight height profile then having to fit then a mental profile they just want someone very maliable(sp?) mentally and thats why they use such a young age

OOC 2: Well the Poor are considered a greater rebellion risk since they have the least to lose in a revolt whereas a middle classman has to worry about not only his family but also his job or business, his house his social position. So people who fall into the middle class make more loyal and motivated soldiers since they have more to lose if Belem loses. And enlisted men mainly come from the lower middle class because the military is a good way to advance higher in life a person who volunteered for the army can get almost any job they want once they get out the military.

OOC 3: Thats the point its to make insanely violent barbariac soldiers for when the Inquisition doesn't want to have to send in a regular division or an urban ops division into a city, just send these guys in who will violently kill everything that moves without remorse. Regular Soldiers even when ordered to wont like killing woman and children, they will most likely follow orders but will probably regret it later on lowering morale and unit cohesion but the average SPARTAN won't be adverse to it they are taught that its normal to randomly execute civilians just because they exist.

lol. I got the name SPARTAN project from HALO. basically the same idea except I took out the genetic modifications and stuff.

Nice, but it seems like you took it almost directly out of Fall of Reach. At least give it a different name, I guess. Too, I'm pretty sure SPARTANs weren't genetically modified as much as physically enhanced; i.e. through the special modifications to their bones and musculature, etc., which isn't at all immoral (though I do have qualms about taking children to train in programs). Within Arizona Nova special forces are given a choice whether or not to accept any such modifications; verily, within my elite Paladins regiment it is considered an honor when one is offered his first implant or bio-mod, as it is a coming-of-age type of event within their group. Grey Ops, however, just about have to accept implants and such if they are to survive their combat situations, and Grey Ops are the troops I have that are most similar to SPARTANs.
