To this extent, the Schultarian Government has earmarked approximately 165 billion dollars annually for the expressed purposes of constructing embassies and consulates for foreign nations.

Schultaria Prime would like to thank each and every country who has inquired about establishing a more permanent diplomatic presence. The government is very eager to work closely with those who have already contacted us, and we hope that this is the beginning of a peaceful global friendship.

To make the process of embassy selection smoother, we would like to present the following outline to all nations wishing to establish a sovereign embassy or consulate in our nation.

1. Embassies shall contain a minimum of approximately 3,500 square meters of space, excluding any storage for vehicles or defense equipment. As per international law, all possessions and property within these embassies shall be declared the legal right of the country currently in operation of said embassy. All registered diplomats shall have standard diplomatic immunity; however, we wish to make provisions with individual governments to prosecute diplomats in joint legal proceedings in cases of severe felony or capital crimes.

2. In preservation of our urban weapons policies, Schultaria Prime recommends no external weapons emplacements on the embassy grounds. However, protected hidden defensive measures will be allowed, in addition to a small amount of armed security staff to be approved on a per nation basis. Any usage of these weapons on structures or individuals found outside the defined embassy complex will constitute an automatic declaration of armed conflict against the Nation of Schultaria Prime in defiance international convention.

3. Each member of the embassy staff must subject to a full Schultarian biometric analysis for government archival, as well as legal, purposes. The analysis includes fingerprint, retinal, genetic, voiceprint, and thermographic scanning; this data will allow staff members to operate in Schultaria Prime without the need for external identification, since the majority of transactions in Schultaria Prime require a form of biological identity.

In addition, members of the embassy staff can also become naturalized citizens of Schultaria Prime, since the government recognizes multinational citizenship.

4. For purposes of consolidation, as well convenience, embassies are restricted to the following list of cities. However, each country can build a maximum of two embassies in the following cities.

The Commonwealth, having had good relations with the nation of Schultaria Prime, as well as a long-standing alliance, do wish to expand our diplomatic presence in Schultaria Prime, so that we may better serve both the Granzian and Schultaria people. Therefore, we would like to upgrade, per se, our consulate in the city of Edgen to embassy status, as well as establish new consulate facilities in Tarannu and Myrle, Schultaria Prime, and Padersonia, Islandia Schultaria. Hell, We'd love an embassy exchange with Schultaria, and a consulate in every city besides, Schultaria Prime and Edgen, which my country would love emabssies in. As there are many cities in Illior, I suggest you put your Embassy in either Illian, the capital or Gershwin: city of the rich and Famous, and of course you can build consulates in whatever of the 300 cities you wish, but that's a hell of a lot of personell. The 2 diplomats, if accepted, are Col(ret) Natalie Fataker, and Cap(ret) Ismal Millar. As security, they'll bring along 40 armed guards(M-4's, XM-8's, FA-101(an Illiorian made shotgun) are the common arms along with a Desert Eagle, although only 7 are on duty at a time, with no more than their side arms. Their main weapons shall be kept in a small barracks/Armory that also has full body armor and Helmets. In a garage, 7 APC's, Lightly armed, Shall be kept in case of a need of emergency evacuation of all staff and personell. Not included into the original blueprints shall be several safe rooms for those who can't get to their respective escape vehicles.) If you wish, you can have the same in your embassies if the previous is accepted.

The nation of Phoenixius wishes to exchange embassies with Schultaria Prime. We would prefer to be stationed in Schultaria Prime.

We will make room for your embassy within our International Sector, which is a few miles north of our capital city, Phoecia.

We would like to open diplomatic relations with Schultaria Prime. We are interested in building an embassy at your capital Schultaria Prime. We would also like to open a consulate in Padersonia (Islandia Schultaria).

We hope that this will be the start of a new, highly beneficial, diplomatic cooperation between our respective entities. Once we have cleared the necessary authorizations for your diplomatic personnel in Schultaria Prime, we shall declare your embassies as fully operable.

Unfortunately we can not approve an embassy to your nation without proper assurance of our embassy staff's well being; while we would respect the consequences for major crimes such as theft, blatant violence, and murder, our nation has very little knowledge about your legal codes and resulting effects.

We have sent you a small book detailing various offenses/punishments with respect to the Dominion's Justice system. We think you'll find that we're not much different than simple common law.

Punishments are also typical, and actually work more or less on a three-strikes-esque rule, but are massively scaled up in the event of resistance against authority. Although we investigate every incidence of resisting arrest quite thoroughly to make certain that nobody was provoked into attacking.

There are some notable exceptions to typical law for us, though:

1) Freedom of Speech is considered null and void should one's position at a public establishment be used to voice controversial subject matter (see our recent incident in regards to the teacher who attempted to teach creationism in an elementary science class, WE ASKED HIM NICELY TO STOP, BUT NOOOOOO...). Clear and present danger rule, effectively.

2) Smoking/drinking/drug use are prohibited in many public areas, and home use is allowed only in moderation. Addiction is dealt with harshly.

We do not expect these issues to come up in regards to your diplomats however, so no worries.

The Grand Duchy is interested in an exchange of Ambassadors to set up respective Embassies in each nation. We hope that this relationship will grow to be closer in the future. Our Ambassador will be Cos Dracaas, a young man, but very shrewd and intelligent.
