May 15th, 1880 AD:
Her Majesty, Queen Victoria hereby proclaims that the Dominion of British Hannover be elevated to full sovereignty in association with the British Empire. British Hannover is now a fully independent, sovereign country and the Queen wishes it to be treated thus.
Articles:
I. The King or Queen of England shall remain Head of State, and the personal symbol of British Hannover's eternal connection with the United Kingdom.
II. The Prime Minister of British Hannover, ie, the leader of the party with the most seats in the House of Commons, shall be the Head of Government. He will be in control of the day-to-day government.
III. British Hannover will have complete freedom of domestic and foreign policy while maintaining association with the British Empire.
IV. British Hannover and the British Empire shall sign mutual defence treaties with each other in the event of aggressive attack.
V. British Hannover and the United Kingdom shall work for their mutual goals henceforth for eternity.
VI. Sovereignity with association can be terminated with due notice by British Hannover or the British Empire.

The streets in New Hannover were thronged with cheering crowds. Fireworks happily proclaimed the beginning of a new era. Across the burgeoning nation, thousands gathered to celebrate. Endless gallons of beer and wine were used to toast Victoria, the Prime Minister, Britain and British Hannover.
In a manor on Sussex Drive, however, a more thoughtful mood prevailed. Since the fragmentation of the United States, British Hannover had become a powerful force in North American politics in its own right. As hundreds of thousands of immigrants poured into its borders, that influence would only grow. Victoria's proclaimation had effectively granted British Hannover equal status with Britain.
Johann Ritter sipped his wine thoughtfully and dreamed of a shining future, when British Hannover presided over a Anglo-American community which would bring civilization and prosperity to the world. Truly, it was a wonderful day to be alive.

James Webb, a distinguished looking man in his mid 40s, stepped of the train in the capital of New Hannover, happy to finally be done with the journey. Three days across Texas, Arkansas, and then into the United States and finally into British Hannover on hard wooden benches had been tough on him.
His wounds from Gettysburg still bothered him at times, and the occasional hard looks at his empty left sleeve whenever Yankees heard his accent hadnt made the journey more pleasant
Which simply confirmed to him the importance of the trip. The US was growing strong again, recovering from the Civil War and unrest that followed and his nation needed some insurance in case the Yankees decided to try again. The Yankees primarily griped about the Rebs and the Californians, but his nation was also a painful (to them at least) defeat.
He was glad of one thing though, at least he didn't have to return to Richmond. That scarred city had suffered heavily in the race war after the War of Southern Independence, and the armed camp atmosphere remained oppressive.
He hoped the Hannoverans would be receptive to his treaty proposal. A defensive alliance and investment by the Brits and Hannoverans in a transcontinental railroad would bring a tremendous boon to Texas. Hopefully his colleague would have good luck in Santa Fe as well.

SURROUNDINGS: New Hannover is a city that has very much sprung out of nearly nothing. It was chosen as the national capital so as to not antagonize either Montreal or Toronto, the largest cities in British Hannover. Therefore, it is very much a work in progress. The Parliament Buildings are quite impressive, but the former lumber town has a bit of way to go before becoming a capital of an increasingly wealthy and progressive nation.

The Minister of Foreign Affairs, Lloyd Beaverdale walked towards the train station to meet the Texan ambassador, James Webb. Like the Prime Minister, Johann Ritter, he knew the necessity of building up friendly relations with the smaller nations of the Americas. He didn't particularly like the Yankees much either. They were brash and eminently shallow.
However, they were still the dominant nation of the Americas. Although British Hannover had high hopes for the future indeed. Once the railway was completed, they could open up the vast Western plains to settlement. Beaverdale knew that the promise of virtually unlimited land would bring hundreds of thousands of hardy European peasants to the Plains. Meanwhile, mines, lumber camps, fisheries and railroad construction would require millions fo workers. Building a nation was hard work, and finding bodies was becoming difficult, despite the fact that the population was increasing rapidly.
Beaverdale was confident that British Hannover's merchants could benefit from investment in Texas. He had repeatedly stated the importance of British Hannover playing a leading role in the integration of the North American economy. He believed that it was British Hannover's destiny, at some point in the future, to be the leader of a peaceful, prosperous and unified Greater Anglo-Saxon Co-Prosperity Sphere, if he could borrow the language of Edmund Glover, one of the nation's foremost theoretical political scientists.
But first he would have to meet with Webb. So, the stately old man quickened his pace a little towards the station.

Friedrich II, the Kaiser of Nordrreich and possibly the most powerful man in Europe relaxed over an early breakfast when he heard the news. At first, he had been compelled to dismiss it as unimportant. He loathed having his time wasted. But after considering it over a cup of coffee with a dram of fine cognac, he came to a different conclusion.
By the time he had smoked his first cigar, just after morning prayers with his family, he came to the conclusion that it could mean only one thing. Britain was slowly losing its grip on the Empire. First, of course, it would concede autonomy to European settler populations under the guise of liberalism. Then it would be forced to quit India. And when India was taken out of the equation, Britain did not have a leg to stand on.
It was not that the Kaiser hated Britain particularly. His grandmother was Queen Victoria and he genuinely loved her. But he did feel that Britain had dominated the nineteenth century and that Nordrreich's birthright was the twentieth. After all, it was his country that was expanding its economic and military power as Britain sat on its laurels. All that he needed were colonies of his own to accelerate Nordrreich's economic growth and a navy.
Friedrich set down the papers and decided to send an ambassador to British Hannover immediately. He would also encourage his friend Philip Eulenberg to extend his intelligence network to the newly independent country. He wanted to keep well informed about what was happening. If Britain was to fall, Nordrreich must be positioned as its successor.

Wilhelm Hendrickson was happy over the news of British Hannover's sovereignity. After the unforunate incident with the British in Singapore some years back, Whutehfeckia never fully regained it's diplomatic status with the nation. However, now that British Hannover was independant, new avenues of profit opened. Finally, access to the Great Lakes and the interior of America was possible again!

James Webb sipped from a crystal glass a fine Scotch his hosts had thoughtfully provided. It was hard to get in Texas, but he preferred it to the local whisky and tequila.
His hosts had been most kind, and he had recovered from the rigors of the trip. It was a bit chilly to his tastes up here in British Hannover, but it was a nice change from the blisteringly hot Texas summer.
"Lord Beaver Beaverdale, now that I have presented my passport and letters of commission, and enjoyed your very kind hospitality, it is time for me to present the proposal my President sent me here with." he drawled, his Texas twang subdued, for he had been educated at West Point, but still very present.
He passed a folder over to the Minister and waited patiently as the British Hannoverian official read through it.

A Proposal
In view of the policy of the United States prior to the War of Southern Independence that it had a Manifist Destiny to dominate the entire continent of North America, and because it no longer does so, it would be prudent for the nations that are its neighbors take measures to ensure that nation that returning to its previous ways as far as those nations are concerned is not acceptable. Therefore the people of Texas request that the nations named below consider the measures listed below. In addition, as travel from the East coast of North America to the West Coast of North America requires a substantial journey around the southern tip of South America, or a railroad trip from ports in British Hannover that are subject to closure during winter, the people of Texas also recommend the additional measures listed below.
1. That the governments and peoples of the Republic of Texas, Republic of Sangre de Christo, and the Kingdoms of British Hannover and England join together to build a transcontinental railroad stretching from Houston to Mexican Pacific Coast.
2. That these governments jointly finance this project, with Texas and Sangre de Christo providing the labor and protecting that railroad, and providing what capital they can and all of the necessary land, and that the Kingdoms provide the necessary loans needed to complete the project.
3. That a Railroad company, the Santa Fe and Southern Pacific Railroad, be established to run this route, with all four governments having 10% shares and the remainder be publically offered as bonds and stocks in the markets of those nations.
4. That the four nations sign a treaty of defense pledging to defend this railroad and the nations where it is built from outside attack.
5. That coaling stations be made available on the Mexican Pacific Coast and the Texas Gulf Coast (one each coast) for use by the Royal Navies of British Hannover and Britian.
6. That an attack on British Hannover by any power is considered an attack on the Republic of Texas and that an attack on the Republic of Texas or Sangre de Christo also be considered an attack on the Kingdom of British Hannover.

Beaversdale read over the document carefully. Personally, he was all for it, but of course, he would have to consult his Prime Minister. Although he seriously doubted Mr. Ritter would have any objections to its contents. Keeping the ambitions of the United States in check was important. And British Hannover, as the second-strongest North American nation would be important in making that happen.
He looked at Webb, nodding.
'I'll have to consult with the Parliament and Prime Minister for so important a treaty, but I am quite confident that there shall be little opposition. I think it is right and good that the Yankees learn clearly that they are not masters of the continent.'

We have drawn up but two articles that could possibly included in our treaty;
Article 1.
That in an attack, or declaration of war, upon British Hannover, Royer and Britain shall come to her aid with men, material, and/or money. This shall also apply, vice versa, for Royer and Britain.
Article 2.
That cargo, goods, and commerce flow freely througout the ports of the signatories, unfettered by tariffs.

Webb spoke further on a prospective treaty that evening over dinner.
"If Sangro de Christo, which from what I understand had difficulty making decisions at times, is unable to decide as of yet, I still see no reason our two nations cannot reach an agreement. In the end, it will provide the needed impetus to them they need to see the importance of the railroad and of a mutual defense treaty."
