"...and so, by doing this, we can slash unemployment rates by half, sir," finished Gandet Foala't, the Economic Scholar of the Council.

"Thank you, Gandet. Please get Perkins in the Economy Department on it right away," responded President Mitchell Craig, putting down his pen.

"Of course, Mr. President."

"And, Reinhard, how about you next. I've heard rumors in Defense that you are considering a blockade."

Reinhard Guitterra stood up and delivered his opinions about how porous the borders were, and how terrorists or militia fighters could easily get their hands on illegal weapons.

Finishing, he said, "I advise an immediate defensive naval blockade of The Burnsian Desert, and that any and all vessels be searched before being allowed to pass into any port, including Regal."

"Well," said Craig as Gandet Foala't, the Economic Scholar, cringed at the idea of a blockade, "since you have laid out some interesting points, I give you full permission for a blockade using our Regal-Class Submersible Aircraft Carriers and Ratana-Ka III Attack Submarines for a blockade. Make it so."

"Aye, sir."

TRANSMISSION TO ALL SHIPS IN 40 NAUTICAL MILES VICINITY OF THE BURNSIAN DESERT, REPEATED EVERY 20 MINUTES

This is The Burnsian Desert Coast Guard. You are ordered to shut off your engines immediately and sound your fog horn so that we may board your ship. You are subject to search. Any and all incriminating materials, being unlicensed weapons, ammunition, munitions, or any other part or kind of weapon is subject to seizure and possibly criminal charges for your crew.

Prepare to be boarded.

IPS Hormuz:

The Parthian oil tanker was en route from Abadan to the commercial port of TBD with thousands of barrels of oil to be unloaded. When they heard the message the crew shut down the engines and waited for the Bursian fleet to inspect the ship.

"We've got one on sonar, sir," stated an ensign in the belly of the submarine. "Dual corkscrew, eight blades each. Looks like an oil tanker from the size."

The Captian swiveled around in his chair to face the sonar readout. "Ping 'em. Attention on deck, surface and proceed to contact Sierra One."

"Ensign Pratt, prepare the standard radio transmission," ordered the captian, noting the position of the oil tanker on the chart for later reports.

"Aye, sir," responded Pratt.


ATTENTION IPS HORMUZ

This is the BSS (Burnsian Service Ship) Triumphant, of the Burnsian Coast Guard. You have entered Burnsian waters. Prepare to be boarded and searched for illegal materials.

"Crew has complied," reported the XO.

"Very good. Deploy the inspection team," replied the captain, pushing a green button next to his console.

"Aye, order sent,"

Thirty blue-and-black clad special forces troopers clambered up a rope ladder to the bow of the Hormuz. Swinging themselves over top of the railing, five men automatically covered the crew, laser sights from their MAR-13 assault rifles scouring every inch of the crew.

A scarred man with a red beret emerged from the troopers. Turning to the assembled crew, he said,

"Hello, my name is First Lieutenant Greg Marshall. I am a member of the Burnsian Navy, and we'll be inspecting your ship today. Relax, have a smoke, it's alright. Just gotta ask you a few questions while the bulk of my men search your vessel. One, what is your port of origin?"

"Sir," he said, "checked and cleared. Nothing of interest."

"Very well." The captain turns to the crew. "Thanks for your co-operation, you are now allowed to continue. Squad, move out!"

OCC: No, consumer goods. Since I couldn't think of any, I just said containers. and perhaps some gently-operated SA-3 missiles for those insurgents. :)

As you may or may not recall, Xeraph has two CBG's anchored off your coast. This is approx 30 Naval Vessals that were sent to TBD when you were in dire straights concerning an aggressor nation, one of the fledgling Arab nations who shall remain nameless at this time.

As you also know, we are staunch allies of yours, and to board our vessals at this time would be a very poor sign of trust between our nations and to the rest of the world.

I do, however, invite you and your court to personally inspect any and all of our vessals.

As you may or may not recall, Xeraph has two CBG's anchored off your coast. This is approx 30 Naval Vessals that were sent to TBD when you were in dire straights concerning an aggressor nation, one of the fledgling Arab nations who shall remain nameless at this time.

We do request that you police your ports thuroughly, because we are trusting you that there are no illegal materials on them. Any vessels originating from your country will not be searched.

Thank you, your Majesty. Xeraph has a policy of keeping their fleets in the areas of past battles. That way, we can respond very quickly to virtually any area of the world.

The XF has approx 65 CBG's in various areas/ports all around the world, as well as well as military airports/airstrips in and around the various capitol cities of our numerous allies.
