Evil Woody Thoughts

OOC: My nation, as well as the region I'm in, is composed of an island chain centered about 600 nm SSE of the Canary Islands. I'm also inexperienced at RPing, so constructive criticism is welcome.
IC: Prime Minister Woody flipped through the Ministry of Economics' report on overpopulation with growing concern. The lands of Evil Woody Thoughts were already showing the first signs of overcrowding; trying to fit 176 million people on an island chain the size of Hawaii was no small task. The report estimated that at 250 million people, the risk of famine, disease, and other assorted problems would increase exponentially.
The obvious solution would be to invade someone, but the populace would not tolerate that kind of warmongering, and the Democratic Republic of Evil Woody Thoughts had just finished a nasty nuclear war with Elveshia about five years ago. Only massive givaways to multinational conglomerates had enabled the rebuilding of Great Woody City with any tolerable speed. The military had been severely tested during this war, and to invade another country, except maybe a 5 million population n00b, would be folly.
Prime Minister Woody thus called a meeting with his Cabinet, which incidentally included a few scientists. One of the scientists, who also happened to be the Minister of Education, proposed that research start into creating artificial volcanoes. In this way, new islands could be raised from the ocean floor, and the volcano could also be made dormant by finding a way to drain magma back into the ocean. After about a year, the islands would become habitable, and provide a valuable release valve for the imminent overpopulation problems. Dr. Podolefsky estimated that such research would be very expensive and would take about twenty years.
Prime Minister Woody liked the idea, and asked Dr. Podolefsky if she would be willing to divert all scientific research funding into this project, and with her response, the nation of Evil Woody Thoughts began a desperate course of scientific exploration never before seen in its history.
EDIT: The initial appropriation for this research is $170 billion USD per year, which will increase along with Education funding in the future. I also corrected the misspelling in the title ;)
