Space Program begun

Dear Esteemed Leaders,

The Kingdom of Malkyer wishes to begin a program to explore and possibly colonize the stars above us. We ask any nations that would like to help us to please respond to this call and send any scientists or technicians that they are willing to spare to the Applied Maths and Sciences department at the Royal University of Malkyer, in the capital city Seven Lakes.

We are willing to reimburse nations that aid us. We can pay cash, send military aid, provide political backing, humanitarian efforts, or offer "First Served" status when hiring our mercenary units. I have also been authorized by the King to offer various projects from our Department of Theoretical Sciences as payment.

If you are interested in joining our program or sending assistance, please let us know.

Recently, in the International Tribune, we read an article about your attempts at space exploration. Having already achieved manned entry into space, our government has decided to aid you in the same process. (I know that my country is new, its a colony.) We are willing to give you any scientific aid that you require, via a team of our finest engineers and scientists. Then you will be delighted, I assume, to know that our country is planning a manned space launch next year (NS). The most exciting and hopeful for you, is that recently, one of the scheduled scientist to go on the project, passed on at 63 years old. So, we would like to take this opportunity to invite you to name a scientist, and s/he will be trained to become a full fledged Cosmonaut of Pentova. This will provided invaluable experience for your candidate, while he works with the best our nation has, so the risk is very low. We would not offer this if it were not completely safe. I had embarked on a exploratory mission withg another nation, but it was eventually aborted, and I fear the nation is lost.
Therefor, the 115th Exp-A/S Legion is currently in orbit, waiting in orbit, currently as defense, but I will move them should exploration be considered
