This is Don Evens coming to you live from our offices here in Hamptonshire City. Not more than fifteen minutes ago Senator Bernard Allenby and Prime Minister Chester Olendorf publicly revealed the "first stage" of NURP's much anticipated Hamptonshire First Policy.

Prime Minister Olendorf addressed the problem of the deadlock in the Royal House:
"While the Nationalist Union does not hold a majority in the Royal House, we can no longer wait for change; we must push forward with this Policy. NURP will revitalize not only the nation but the collective spirit of the people. Other parties may stand aganist us but we will push forward with our reforms come hell or high water."

Senator Allenby echoed the sentiments of the Republic Party when he said "We, the members of NURP, will go from coast to coast, province to province, to get the First Stage of Hamptonshire First passed. We may not have a majority in the House, but with enough of the people behind us the other Parties will be forced to head the Will of the People."


Capital Relocation Bill
Due to the current size of Hamptonshire City, it is becoming increasingly difficult to regulate the security situation. In order for a Government to properly operate, there must be order and security. Furthermore, the proliferation of foreigners and embassies represents an intolerable threat to the Hamptonian way of life.

Therefore, Hamptonshire will have Dual Capitals. The Royal House of Representatives, Foreign Embassies, the Offices of the Prime Minister, and those ministries that deal with internal and domestic matters will remain located in Hamptonshire City. The Royal Senate, the Grand Duke, the Royal Armed Forces, the Foreign Ministry, the Defense Ministry, the Finance Ministry, the Intelligence Ministry, the Health and Domestic Security Ministry, and those Foreign Embassies belonging to nations deemed First Level Allies will relocate to the new capital.

The new capital shall be called "Obsidia" and will be closed to all unauthorized civilians. Construction on the Obsidian Palace and other government buildings will begin immediately.


Foreign Airline Security Bill
All airlines and airplanes owned and/or operated by Foreign Entities are forbidden to come within 25 miles of the central metropolitian areas of Hamptonian cities with populations over 1 million people.

All Foreign owned and operated airlines and airplanes are forbidden from flying within 50 miles of Hamptonshire City and the future site of Obsidia.


Migration Bill
Immigration shall be limited to no more than five hundred thousand people per year. All immigrants wishing to apply for residency must pass a proficiency test in either English, French, Danish, Spanish, Arabic, or German.

The residency requirement for citizenship application shall be increased from two years to twelve years.


Excise Taxes
A "sin tax" of 300% will be placed on all tobbaco products.


Military Improvement Bill
Within the next four years, Federal military spending shall increase by at least 25%. To pay for the increase Federal social and education programs shall be cut and aide to Provincial government shall be halted.


Voter Reform Act
The Constituation of the Grand Duchy of Hamptonshire shall be ammended as to give the Federal, and not Provincial, Government the right and authority to administer election law and impliment election policies.


Judicial Reform Act
The Royal Senate shall establish "Federal Mediation Councils" made up of prominent citizens appointed by local governments with the consent of the Royal Senate.

Federal Mediation Councils (FMC) shall have the authority to settle civil cases as well as cases against any level of the Government of Hamptonshire. The FMCs will have the authority to overturn decisions made by Circuit, Provincial, and lower level courts.


Death Penality Reinstatement Act
The Death Penality shall be fully reinstated across every level of Hamptonshire. Those Provinces that have abolished the Death Penality shall be forced to reinstate the penality. Those convicts currently in prision convicted for Class AA or higher felonies shall be resentenced with the Death Penality as an option when applicable.

Hanging
Firing Squad


Prime Minister Olendorf and Senator Allenby announced that for the next three months nearly all active members of NURP currently in the Government will be involved in the "Voter Education Drive". It is their goal to get at least 68 Congressmembers of either the Unity Coalition or the People's Front to vote along with NURP to approve the first slate of the Hamptonshire First Policy.

HNN tried to contact officials from the Unity Coalition but they all refused to comment. A spokesman for the Popular Party said: "We have to give them credit for sticking to their guns...but we'll be out there too, fighting against these bills."

With these laws...wait...I'm getting something over my ear piece. Apparently Crown Prince Louis Cessar has just announced that he will be actively campaigning against the proposed first stage of the Hamptonshire First Policy. The Crown Prince, who was replace by Dr. Olendorf as Prime Minister, will be using his considerable weight with the voting public to work against these proposals.

I don't know how this will develop, but as soon as we can get more reactions from the people at the "center of the storm" we'll bring them to you.

The Democratic Republic of Arturistania is deeply concerned about the effects this policy will have on international diplomacy and trade. In additional, the DRA has and will continue to condemn the use of the death penalty by all nations and the government expresses grave concern about the brutal forms of executions offered. The DRA hopes that the leadership of the Hamptonshire will consider the effects this policy will have on international trade and diplomacy and urges the leadership not to resort to cruelty and barbarity by bringing back the death penalty.

The Federation of Morathania is pleased that the Hamptonshire First Policy is not as radical as our government expected. While some of the policies we disaprove of, their is nothing inherent in this new policy that will adversly affect relations between our two nations. As long as Morathanian nationals are not harmed by the new policy imposed by the Hamptonian government the Federation of Morathania sees no harm in these new principals. We hope that our long standing relations with Hamptonshire continue and that we continue to be allies in this hostile world.

Today members of Hamptonshire's major five political parties started their efforts to shape public opinion concerning the "First Stage" of the Hamptonshire First Policy. Prime Minister Olendorf kicked off a series of appearances in Hamptonshire's fifteen largest cities while Crown Prince Louis Cessar (http://img.photobucket.com/albums/v114/hamptonshire/art03c_big.gif) flew to Denmark to try to rally support against "The Policy" there.

In remarks at the office of the Lord Protector, the Crown Prince decried the "First Stage" as the beginning of the end of modern Hamptonian society.

"We are all surprised by the relative 'moderate' tone that the First Stage has taken. However, this should be cause for grave concern. The Nationalist Union-Republic Party Coalition ran on the platform of sweeping change and of renewed nationalism. What they have presented, while still distrubing, is far less than what they pledged. Why do I complain? I complain because of the message that this sends. They have either abandoned their rhetoric and have come into the Royal Congress on false promises or, and I fear this is the case, they are plotting to reveal their true nature to the Hamptonian People only after we have begun to sign over our rights.

The proposals of the "First Stage" will erode democracy as we know it in Hamptonshire. By seperating the Government into two distinct and seperate capitals they seek to divide the Government to make it easier for their like to control. By seperating the Grand Duke and Foreign Ministry from the Embassies of those nations that have diplomatic relations with Hamptonshire, they seek to alienate even our closest allies. The Foreign Airline Security Bill is unnecessary both for the security of Hamptonshire and its economy. By forcing foreign owned and operated airlines out of out city centers NURP seeks to destroy our export based economy.

Friends, we are faced with a challenge. A challenge not only to the current political structure of Hamptonshire but to the future of the Grand Duchy. In the coming months politicans and government officials from all sides will come to you. I say "Be careful". You must make up your minds for yourselves, objectively weigh the benefits aganist the disadvantages! Vote not only for yourselves but for your children and your children's children."

Open Letter to the People of Hamptonshire

In ninety days the Royal House of Representatives will end its Summer/Fall Session, at that time the test of the true character of the men and women of the Royal House will be evident. For those Congressmembers that are members of that Nationalist Union-Republic Party Coalition you will all see that we have pushed for Order and Progress. NURP has struggled for the People of Hamptonshire in the face of those that seek to deny Hamptonshire its place in the sun. While we were denied a majority in the Royal House we know that the Will of the People supports us; the Will of the People supports our cause.

The "First Stage" of the Hamptonshire First Policy is the first step toward the revitalization of our great nation. Those that fear change and progress attack it as 'detrimental to the future of Hamptonshire' and 'insulting to our allies'. I would personally like to ask how strengthing the domestic affairs of our great nation makes Hamptonshire weaker? How does strengthening our military darken our future? When have our allies shown a concern for the domestic matters of Hamptonshire? I doubt Senator Flint or Representative Astor can answer me.

I ask you all to stand with NURP! Call, write, e-mail, do anything you have to do to get the attention of your representative. The future of Hamptonshire hangs in the balance and only NURP has the vision and plan to save us all.
