MODERN WORLD Closed RP

Quinntonian Dra-pol
16-10-2004, 21:42
Governor Bishop Gerald Westgaard IV of Quinntonian Dra-pol, with the authority that has been granted to him by Prime Minister Jesse Obed of Quinntonia through the office of The Ministry of Foreign Affairs, is forwarding to all the recognised governments in South-East Asia and those extra-regional powers that have interest in the area.
OOC-This will be a diplomatic RP, just to give The Modern World leaders a chance to get to know their nieghbours when they aren't pionting guns at eachother. It will be a series of conferences and talks that will be designed to give an opprotunity to these diplomatic teams to open a regional dialogue.
It will be hosted in Quinntonian Dra-pol, and EVERYBODY has been given a formal invitation, with one even going to Dra-pol's Central Directorate, via agents in Seoul who had it delivered using a series of sympathetic officers.
Guests will be allowed an unarmed diplomatic team of no more than 12 members, (one for each Apostle), and only one diplomatic parcel wieghing no more than 1 kilogram will be allowed. Security will be provided by Quinntonian Dra-pol, but it is suggested that some of the members of your teams be bodyguards as well, for your own peace of mind.
Quinntonian private jets will be sent to any who RSVP in order to pick them up, and no luxury or expense will be spared.

(Yeah, this is sort of our own RL populations RP sphere. More than welcome to RP with us out of it, though.)

IC:

Pope John A. Entwistle, religious and figurehead political leader of LRR, arrives at Quinntonian Dra-pol aboard a requisitioned Il-76, on the side of which the words Republic Of East Hendrixia are painted, as is the pot leaf insignia of the LRRAF, which came about because "in order to go to war, you must be on something."

The pope carries a long electric bass, fretboard studded with diamonds, and wears a greenish-black suit covered in sequins, matching his cape. On his head, he wears a crown which incorperates the symbols of the major religions (Judaism, Christianity, Islam, Buddhism, Hinduism, Shintoism, Taoism), with the figure of Siddhartha Guatama at the direct front of the crown.

Behind the pope comes a procession of retainers, wearing similar, although less ornate sequin suits without capes, and a few professional diplomats wearing purple sequin suits and top hats with a pot leaf motif.

"Hmm..."

"My sentiments exactly, Excellency. If we go, then we risk offending Dra-pol. If we don't, we lose an opportunity to make some new contacts."

Suun drummed his fingers on the desk while Rongyi tried to work out a solution, smiling as his Foreign Minister's eyes lit up with inspiration.

"I vote that you attend in person, Excellency. With Tian, Kihoshi, and the Silencers at your side, obviously. I'll inform Dra-pol that we aren't going to be betraying them, we're merely expressing an interest. Besides, the Shining Sphere of Revolutionary Co-Prosperity needs to be in attendance, and your presence will only serve to impress the other nations."

Suun smirked. "Excellent idea. Contact Suu Kyi, see if she has anyone we can take with us to represent Myanmar."

---------------------------------------------------------------------------

Later that day...

"His Excellency's going out of Marimaia? I'm going with him!"

Rongyi rolled his eyes. "Kichi, he's got Tian. Plus, those four guys he got from the Kamisori are going too. He really doesn't need the loosest Security Minister in Asia tagging along and bedding other delegates. On the other hand..."

"That's my point! I can seduce another delegate and pump them for information."

Rongyi groaned and shook his head. "Your puns get worse every day. Alright; if Chiisu says yes, then I'll add you to the delegate list."

Kichi leant on Rongyi's desk and grinned. "Go on then."

"Well, ask him first."

"I already did. Call him if you don't believe me."

"No, no. I believe you. There you are, you're added. Now, for pity's sake, don't try it on with any of the male hosting delegates. They're highly moralistic from what we know; so just stick to female hosting delegates, if there are any."

Kichi winked as he turned to leave. "No problem!"

(OOC: I'll RP their arrival later, as Suun wouldn't want to be too early)

Consul Pak Seung-Il stood tall (over five and a half feet!) on the bridge of the Kurosian.

The East Sea Fleet's light patrol frigate made easy time under power of its two 1,900hp cruise diesels, the Drapoel delegation in no hurry to arrive. In fact, there was some more effort put about the arrogant manner of the whole crew and the delegation, as it was hoped to give exactly that impression. "We're late because we're going slowly, what are you going to do about it?"

Actually, the sloth was owing more to the fact that the Bap Class minature submarine can make only eight or nine knots, and two of the little craft were hiding under the noise of the frigate's diesel engines, following her into Hungnam. One carried mines, the other torpedoes, and both a half dozen members of the Banat.

Quinntonian private jets will be sent to any who RSVP in order to pick them up, and no luxury or expense will be spared.

OOC- Just reminding everyone that you will not be allowed to transport the delegaets by yourself, for obvious security reasons, not that some nations would be that bad, but others, ...well, eeeek.
So, If alright I'll just assume that LRR's Pope?!? is getting off one of the planes we have provided him with.
It is great to see that Dra-pol has decided to attend, seeing as this will be the first diplomatic talks between our nations since the Three Years War. (The one you like to call The Crusaders War)

IC- As His Grace, John A. Entwistle begins to disembark from his plane at the Cross of Chrsit International Airport, a mixture of shock and amusement goes through the waiting crowd, amusement upon seeing the outlandish national costumes of the delegates, and shock at the brazen pluralism represented by this heretical religion.
The head of the famed Quinntonina Diplomatic Corps., Bishop Robert Schultz III walks foward dressed in his full ceremonial dress and smiles, "Welcome to Quinntonian Dra-pol," the old man says while wondering what that pungeant, skunky odour is, "may The God of Isaac Abraham and Jacob bless your stay here with many fruits of the Spirit."
"These men are your honor-gaurd." He waves at the 24 heavily armed Quinntonian soldiers dressed in full dress uniform, "And they have been assigened to everyone on the list, two per man, or woman if you prefer."
At this piont, the delegates, while the media of the world is going crazy snapping pictures is led down a red carpet towards a motor-cade of limos escorted by armoured Hummers and police motorcycles.

OOC- A full security seach will be done., including finger printing, retina scan, X-Rays, full searches, both manned and electronic, and the complete search of everything except the package that is designated as the Diplomatic pouch. Of course, we will not do this there on the tarmac, not very good publicity.

IC- You are then escorted back to the hotel, a specially constructed edifice made to look like a giant Gothic Cathedral hundreds of feet high, with mountains of stained glass and all the carefully hidden security that money can buy.
Quinntonina Dra-pol is on high military alert, expecially after the news that Dra-pol may be sending a delegation, if we can convince them to stop their ship and allow their men to be choppered in.

"Thankyou very much for your kind welcome. We present your nation with a gift."

One of the retainers brings fourth an exquisitely painted stratocaster guitar, painted to depict the glory of god and heaven. It is so well polished that Pope Entwistle has to squint when the sun catches it at the right angle.

The guitar is quite a piece of work by any standard.

"We hope you like this," says Pope Entwistle, stepping into one of the armored hummers along with several retainers, his nigh-priceless bass strapped around his shoulders in regular playing position.
Quinntonian Dra-pol
17-10-2004, 02:11
Bishop Schultz's jaw drops when handed the exquisite piece of art. "How did he know I played?" he mused.
Bishop Schultz also presents the Pope with a gift, "On behalf of the Quinntonian Dra-poel people," which is a Bible, with solid gold covers, studded with gems, and written with Gold ink, on beautifully decorated and inlaid pages, with the words of Christ written in donated blood of Dra-poel refugees who gave this as a token of appreciation to their Quinntonina protectors, all written in perfectly translated Dra-poel. (Which is especially difficult given that there are more than twnety words for scourge but only one for mercy, and it is seen as a base word, almost used with contempt)
All along the route of the motorcade the grabd and beutiful architecure of the Quinntonains' is evident, with grand park, fountains, faith-based sculptures, murals and amasing churches and cathedrals, from Gothic to Modern dotting the city. There is also a distinctively Dra-poel feel to some of the more modern and secular architecture, bringing an interesting feel of fusion between east and west. The people that are everwhere are mostly Korean, but there is also a high amiunt of Western peoples as well, from hispanic and cauacasian to black. The thing that is so very starnge in amongst this place, almost planned so thatthe entire thing makes one giant place of worship, almost forcing one to contemplate unearthly things, is the way that there are soldiers everywhere, off-duty and on, but the feeling of oppression is just not there, the people seem to genuinely like the security of having these uniformed protectors around.

OOC-Actually, Quinntonian has government sactioned missionaries and aid workers, who have military looking unifomrs, and they are often stationed here for obvious reasons, so a good percentage of the soldiers you see are non-combatants, and that would be apperent with a closer lookk, so after the first impression, you will most likely figure that out.
BTW, Nice touch with the gift.

IC- The Carrier Battle Group Joshua is headed for the incoming Dra-poel fleet, Commadore Douglas Hutt is especially nervous, seeing as how this could either be the most historic meeting of its kind in Southeast Asia, or a Dra-poel plot to draw in more advanced ships and try and damage them, all the while blaming them for attacking.
Joshua-
2 Nimitz Class Carriers (About 38 planes each-mostly geared for ship-to-ship and air engagement duties)
6 Kruger Class Cruisers
8 Stingray Class Destroyers
4 Orca Class Attack Subs

OOC-Obviously, the battle group is not charging in, in order to not provoke the Dra-poel ship, but ship-to-ship missiles and a hell of a lot of guns are trained on it. And the subs are not obviously there, but any Dra-poel naval officer would know that they were part of the regular composition of the Quinntonian Battle Groups.

IC- Commadore Douglas Hutt begins to send radio transmissions to the Dra-poel ship as they get closer to Quinntonian claimed waters and lanes. HE starts to explain that they are to stop and the delegation will be taken on Quinntonian transport to the conference.
He aslo orders his Battle Group to split up and begin moving in a staggered crescent formation, in case there is any trouble, spread far apart, with the Carriers sending up about ten planes armed with ship-to-ship each, as he explains over the radio, they are an honorgaurd, for the luxury helicopter that will sent to pick up the delegation.

Xiaguo is officially a Buddhist-Taoist Country. However, Strong laws prevent Religion from interfering with the 'state'.

Like always, the queen will be wearing a beautiful qipao and mink, which gives it a sense of the 1930's look, which is very popular in Xiaguo. The men all are wearing Mao Suits, except for Jo Jin Ju, who is in full Naval Uniform.

(OOC: Hope Q-D doesn't mind, but this post assumes that a private jet has already whisked the Marimaians from Taishita to Quintonnian Dra-pol)

The first members of the delegation to step from the plane were 'The Silencers'; the four professional enforcers given to Premier Suun as a wedding present from the Kamisori Gumi. Their leader Abisu looked around before nodding back towards the aircraft. Security Minister Kichisaburo 'Kichi' Yoshida stepped out next, clad in his usual smart-casual attire and carrying a portable MP3 player. He nodded to the greeting party.

"Excuse us one moment."

Taking up position next to the aircraft, Kichi tapped a few buttons on the player and turned up the volume. As the Marimaian National Anthem played, Premier Chiisu Suun stepped onto the tarmac, flanked by Tian Yao and respectfully followed by Kihoshi Suzuku, the Premier's secretary. Suun and Tian were clad in their official uniforms, while Kihoshi wore a smart suit. Kichi and Suun saluted each other, at which time the player was switched off and the Marimaian party made their way over to their hosts.

"Greetings from the NeoSuunist Prosperity Sphere of Marimaia! I couldn't think of anything specific to present as a gift, so I hope you'll accept this small token of our generosity and treasure it forever."

Tian extended his hand, and Kihoshi handed him the gift. Tian unrolled it and smiled slightly while Suun beamed with delight.

"As you can see, it's a picture. I painted it myself, it's to symbolise the newfound friendship between our two nations."

The painting was a genuinely good piece of art; however, it seemed to portray Jesse Obed as almost paying tribute to Suun. The Marimaians waited, eager to see how the Quintonnians would react.

Off Korea’s east coast, the Kurosian was taking an erratic course as it ambled through the Drapoel-lain minefields that only thickened as Hamhung’s tower blocks rose in the distance.

To the Quinntonian communication telling him to halt and give-over the delegation at his charge to Quinntonian helicopters, comrade Captain ósaran responded with about as much haste as he’d steered into the waterways leading to Hungnam. Qian Wei anti-ship missile search radar scanned the sea about and DRAR-19 surface-to-air missile search radar peered into the sky as Kurosian’s reply crackled out.

Essentially, the Drapoel considered that these waters were theirs anyway, especially since they’d surrendered land out to 50km from a central point on the coast but didn’t recall being consulted on the ocean. It was felt that Hamhung and Hungnam would soon be returned to the Republic, anyway, and Da’Khiem had lately been a little more causal about the situation, running fewer artillery drills around the city and making few secrets of their on-going planning on what will replace it. It was also apparent that they certainly felt capable of delivering their own agents to what was rightfully their soil.

While Captain ósaran was relaying indignation on the behalf of the People’s Republic, shore-based radar posts were reacting to the movement of the Quinntonian carrier group and the launch of aircraft. The CPRD may have lacked some of the technical capacities and heavy firepower of the enemies, but decades of introspection had made sure of a responsive and well-organised domestic communications network. Well, for the government at least.

Captain ósaran and Consul Pak Seung-Il aboard the frigate Kurosian were soon informed. So too was the Central Directorature, the East Sea Fleet Command at Wonsan with its command of thirty-four anti-shipping missile batteries and near three hundred combat vessels, and the Hamhung Defence District’s 3rd Fighter Group and 2nd Air Strike Group with more than a hundred and fifty combat jets.
Within minutes of the Quinntonian battle group beginning to shift into its new formation, Sho Cheiy had opened a channel to the Quinntonian Dra-poel authorities and was explaining how offensive looked the activation of a carrier battle group on the approach of a single Drapoel vessel carrying diplomatic staff.

“The Choson People’s Republic will not allow diplomatic overtures to undermine martial response to provocation, having learned at the cost of Kosong that such things matter not to the enemies of Revolution. Be aware that words of peace shall not shield you in the event of actions in treachery!” He warned, the distant drone of sirens just audible in the background as the 1st Rocket Support Brigade, 3rd Strategic Missile Field Regiment, and the 1st and 10th Field Artillery Brigades stood-to around the Westgaard Line.

OOC- Holy, lot's to repond to.

OK Dra-pol....
Commadore Hutt knew through his experience with the Dra-poel that they were to expect something like this, but he didn't want to be the one to start hostilities between the two nations.
"Perhaps we can compramise." He ordered a message apolagising for the apperent mis-understanding and explaining that while he did not expect a violent reaction, all the nations were being transported in this way to the meeting. The planes were just an honor gaurd to ensure the safety of the honored Dra-poel delegates and were in no way meant to be taken as a provokation. In fact, at the request of the Kurosian's Captain, we will volountarily ground every plane that we have in the air with the exception of the luxury chopper, which will continue on its way, explaining that it is an unarmed and civilian ship.
We also offered to maintain the current distance with the battle group, and not to move from this position at all, as they too, were only meant to be an honor gaurd, the amount of the ships only designed to impress on the Dra-poel delegates the importance that we ascribe to their presense.
The government of Quinntonian Dra-pol asks, with bended knee, that we be allowed to transport the honored guests in the same and accepted way that the rest of the nations are being transported.
"Now all we can do is pray."
In a related note the entire Pacific Fleet has been notified of the situation and has been put to high alert and partail battlestations, though they have not changed course or done anything that could be construed as aggressive.

The motorcade finally pulls up to an impressive structure, (I think I alreday desribed it) that is designed to look like an old style Gothic Cathdral but is actually a super-secure hotel hundreds of feet high. "PLease accept this token of our esteem," the Bishop hands the Premier a one meter tall solid gold crucifix, with the carving of The Christ in incredible detail, though it was very hard to look directly at it in the sunlight.
The delegation is then led to the waiting motorcade and brought to the hotel, where the security procedures are enacted.

The Captain tried not to react as he handed the communiqué to his chief passenger, who in turn resisted an inclination to pull his shoulders back in both satisfaction and at the same time almost a little disappointment. Following confirmation, from shore, minutes later, the Kurosian signalled that she was making room on her cramped and unprepared helicopter pad, and that the delegation would accept transport.

The little frigate wasn't capable of independently supporting helicopter operations, but had just room enough to handle one for such transits as this... provided it wasn't a ruddy great cargo helicopter, at least.

Suun sat down on the bed and watched as Tian effortlessly carried the crucifix in.

"Holy crap, I wasn't expecting that!"

Tian raised an eyebrow. "I know. What do we do with this anyway? We were hoping for something we could just put in a drawer, or something we could recycle as a gift to someone else, but no-one we know would want something like this and it's too big for a drawer."

Suun sighed. "We can't even melt it down to make something else, because they might come visiting. We'll hang it somewhere. Kihoshi, do we know who else is going to be here?"

The secretary remained fairly expressionless as he spoke. "LRR has apparently already sent their delegate; there are rumours about other nations, but nothing substantial."

Kichi nodded. "Just as long as we're not the only Sphere nation in attendance, we'll be fine."

The Hudecian delegation, including foreign minister O'Hara and general Yang, boarded a private jet from the airport in Windsor that would take them to the general meeting hosted by Quintonnia.

Although Hudecia had little actual ideas to put forward in this conference, it was hoped that O'Hara would hammer out the final details on a North American Free Trade agreement and that general Yang would help solidify military ties with their religious neighbours.

Yang was an Independent Baptist, while O'Hara was a devout Catholic. Between the two of them, it was hoped that there would be a proper balance of viewpoints to represent Hudecia properly.

In attendance would be 4 of Hudecia's secret police. If they had to be disarmed they would willing give up their weapons since they were as deadly with their hands as they were with their guns.

I hope to be able to attend some of the conferences later in the week, and want to let everyone know that I have nothing but confidence in Governor Bishop Westgaard and his ability to speak for Quinntonian Dra-pol. Thank You, and May God Bless You.

Prince Kinarand, younger brother to the ruling King Nyanendra I, was apparently rather late for the proceedings. His plane had touched down just as the other delegations were making their way to the hotel facility. He was wearing a very fine italian suit of a bright silver coloration; somewhat ridiculous looking, but nevertheless clearly very expensive. The royal family of Kanendru was a modern one in appearance only. In their attitudes and beliefs, they were still stuck somewhere in the middle ages of absolute monarchy and the divine right of kings.

The prince and his bodyguards, a handful of Westerners of indeterminate origin (he didn't particularly care to ask from where, servants are servants afer all) hired from a pretigious private security form piled into their motorcade and made their way. It was somewhat cramped, with 7 security guards and the prince sharing a handful of vehicles with the enromous diplomatic gift he had brought, shrouded in white cloth.

Technically speaking, the monarchy held only very limited political power in Kanendru. The maoists controlled some %80 of the countryside and the regime was quickly losing its legitimacy even with the heavily traditional, pro-Nyanendra segments of the population. The political parties, which had not been allowed to form a parliament since 2000, were constantly in a furor. Anti-monarchy student groups were springing up all across the university system, small as it was.

Luckily, only three states had actually recognized the CPK(M) forces as the ruling regime of Kanendru and (Kinarand thought this significant) they had not recieved an invitation. This was a good sign, he supposed. Kinarand constantly cursed his brother's obstinancy and unwillingness to compromise that had led them to this situation, but there was little turning back now. This conference might be the one and only chance to save the old state from the forces of revolution boiling over from the country into the cities.

When they arrived at the facility Kanarand took it upon himself to wander the luxurious grounds. The diplomatic present turned out to be an ancient golden statue of Vishnu, part of the most important triad of deities in the Hindu scriptures. It had been unearthed recently, Kanarand explained to the Quintonnians, and was a cultural treasure that ought to be shared with the entire world. He suggested strongly that it be put in a museum for public exhibition, at least for a time.

"Ugh..." Minister Chi, chief of staff of the Royal cabinet (first woman to hold the position), sighed as the airplane approached for landing. "Christians... They caused the bloodiest period in our region's history, the Taiping Rebellion, and now they're holding a conference on Asian politics... Now I have to pretend to like them while having to deal with those Marimaians... Why does our nation have to pretend to agree with everyone so often?" She glared out the window as the plane made a leisurely touchdown at the airport.

"Those Marimaians are precisely why you are heading the Chuang delegation rather then the foreign minister. Court Minister Qiu was afraid sending a man would end up badly, you know, since the Marimaian leaders are... you know..." her aide said.

Minister Chi drank a shot of Vodka before deplaning. "Bishop Schultz!" She said excitedly, with a full smile. "It is a pleasure to meet you!" behind her two aides carried off a large object covered in a sheet. "I'm sure we're not the first to bear gifts, but this will be by far the most memorable, I guarantee you!"

They unveiled the object, revealing a portrait 14 feet high by 10 feet across depicting a Chinese peasant standing amoung bodies on a battleground, clutching a crucifix in one hand, reaching towards the sky with the other, where the clouds parted to reveal the light of heaven descending upon him. A plaque at the bottom said Remember all those faithful who gave their lives for their beliefs in the Taiping Rebellion, 1858

For a moment it looked like Hudecia would be outdone by all the various nations gathering there and giving presents to Quinntonia.

"Paul once told Christians that 'faith without works is dead'," Yang smiled as he remembered his favourite verse. "Paul went on to say that true faith is demonstrated by how we live our lives, not by what we say, because words are cheap, actions are not. The greatest gift Hudecia can give Quinntonia is not a crucifix that will some day rot or decay, but it is the gift of our friendship, a gift that is demonstrable and eternal."

Smiling, Yang silently congratulated himself on being so keen today and thanked God that he remembered that verse. Seeing the KJV Bible be given as a gift confused Yang and O'Hara greatly as they both interpreted the Quinntonians to be heavily Catholic.

IC- "I would like to give this gift of thanks to the Chuang-Han people," he says as he unviels a small sculpture of King Solomon on his throne, presiding over the famous two mothers of the single child, "This is a monument to the wisdom of the Chuang-Han people."

OOC- Actually Hudecia, Quinntonia is nominally Lutheran, but Catholics make up the next largest denomination at about 20% of the population, so about 60 million, pretty much as many Catholics as there are today in the USA. Maybe a little less.
The Lutherans make up about 65% of the population, so 195 million or more, with various other Christian faiths making up the rest, and non-Christian faiths making up les than 1%.

IC-"Actually that is taken from the Epistle of James, Chapter two verses fourteen to twenty five. But I digress. As always, the Hudecian people enjoy our favor in all things, and we Quinntonians take friendship very seriously. I look forward to hearing your thoughts on the North American Free Trade Agreement, the Mexicans are already aboard, it will just be a matter of working out the kinks with our largest trading partner. OOC- Really, at this piont, I am going to assume that there will be several social gatherings and stuff, and please RP encounters at the balls, cocktail parties, etc. However, I should also inform you that after the fist two or three days, each delegate will probably be expected to host a full-day seminar outlining what your governments are expecting from its nieghbours, and how this group of people can best help eachother, financially, diplomatically, militarilly, etc. So, one by one you shouel maybe post an encounter with one of the other nations at a social encounter and start to thinking what you want the rest of us to be informed, (or mis-informed?) of during your seminar.
After the seminar, we will probably get down to the meat of it, with talks going on for awhile as we hammer out agreements between us.

The Chuang-Han delegation made their way to the hotel. Chi ordered that her aides carry everything up to their floor on the stairs, because she was not only afraid of using elevators, but thought they needed the exercise. She was part of an ultraconservative moralist movement that preached absolute health and fitness of the mind, soul and body. Her aides were not exactly happy about this.

As it turned out, the Chuang delegation was a floor just above Marimaia's delegation.

"No, don't drop that!" Chi yelled, followed by a loud thump. "Ugh... No harm done, just paperwork in that one."

"Paperwork!? It weighs twenty pounds!" one of her aides yelled back.

"I know how much they weigh! Hurry up!" Chi walked up past her struggling aides to get to their floor. When arriving at the floor the Marimaian delegation was at she noticed one of Premier Suun's attendants standing outside of one of the rooms on that floor. She held back a sigh until she got to her floor. "Marimaians, a floor below us! Why!? I hate using the elevator, that means I risk running into one of them every time I go downstairs!"

"But, ugh..." her secretary hesitated. "Marimaia is the main nation we have to deal with here. We need to discuss the Malacca taxation, Myanmar, the Tai people's general welfare. Also, we have to determine how they actually feel towards our Monarchy, since it causes a great deal of friction with their own beliefs. The topic of Sino and Marimaia's feelings on a United China are also on the agenda to be discussed with them."

"I know, I know, it's just..." Chi stopped when another loud thump was heard, she sighed and threw her arms up in the air.

The Drapoel delegation was clearly not best pleased by the invasive nature of security checks, possibly because they felt almost insulted by the idea that they couldn't come up with a better way to kill anybody in Hamhung than to have an ambassador do it. Anyone venturing to an extreme of the city -coast excepted- would see Republican artillery tubes jutting from the surrounding hills, anyway. The most offensive thing that may have been found was probably the traditional short-sword carried in a case, which the delegation made no attempt to hide and which was intended as a diplomatic donation to some party other than the Quinntonians, and a less than evident weight fixed to the end of one guard's long plait. It looked like nothing much more than decoration, but was a tool central to one of the strikes used by Drapoel martial arts.

Kinarand sighed softly to himself. He was aware that the Quintonnians were deeply Christian, but he didn't expect them to take this as an affront to their beliefs. They were sharing an important piece of their history and culture with the rest of the world, a piece which rightly should have been placed in a Kathmandu museum in the first place, really. Still, he did his best to smile and gave a slight bow to his Quintonnian counterpart. "Of course. Kanendru is a relatively isolated place.. I'm always interested in learning about the values and beliefs of our neighbors."

Those unpleasant pleasantries being over with, Kinarand first sought out both the Xiannese Hudecian delegates. If things didn't turn out well with Quintonnia, it was best to have a backup plan.

However, the Quinntonian Dra-poel people are much more open minded as the city of Hamhung is only 45% Christian, with a strange ancient Dra-poel faith that was repressed under the Dra-poel regime making up the second most at 15% with the rest being nominally aetheistic, being products of the secular socialist mindset.

The Prince and his aides are soon summoned to the private suite of Bishop Robert Schultz.
His is a spectacular suite, of many thousand square feet and made all the more impressive by the precious metals that are adorning the walls.
The Prince is taken to a large dining area, where he is met by a surprising presense, Governor-Bishop Gerald Westgaard, flanked by his younger protege, Bishop Rod Parker and with the venerable Bishop Robert Schultz and the Commander in Chief of the Quinntonian Dra-pol armed forces, General L. Gemby. It seems like this has been planned for some time, the crux of Quinntonian Dra-poel power brokers are here, in one room.
"Prince Kinarand, it is good to see you, we will feast in the presence of the Lord, and then talk some very important business, if the Spirit will guide us that way," says Governor-Bishop Westgaard, with a smile running across his goateed face.
The dining will be sumtuous, with only the best served, and a few Kenedruan delicacies added to the menu, for just the occasion. After the meal, in which the wine is fine, the food is good, and the conversation is intelligent, with a prayer of thanksgiving both before and after the meal; the real business sets in. Firstly, the aides are excused in a very interesting manner, the men of the table all stand up and leave the table, headed for Bishop Schultz's study, at this piont, Bishop Parker turns and asks the Prince if he would be interested in joining them for brabdy and cigars, conspiciously offering no such inviation for his aides. Perhaps not the most diplomatic statement, but Spyrans are nothing if not honest.

Li then presents his counterpart with an intricately embroidered silk tapestry.... the decorations take the form of small, intermingling scenes, which upon close examination can be recognized as based upon biblical tales, though in some places minor oddities can be seen (Jesus can be seen preaching to peasants, offering up his ideas as an alternative to flawed feudal-capitalist structures, and loaves & fishes for the hungry crowd are not provided by a miracle of spontaneous generation, but by the organisation of onlookers into work groups, and the technological application of larger fishing nets and ovens to produce increased quantities of food).

The Hudecian government has proposed the following to Quintonnia

*Americas Free Trade Environ*

In the interests of promoting free trade and commerce between the nations which make up the Americas, Hudecia hereby proposes the creation of a free trade environment which would facilitate the exchange of goods and services between all nations involved in said agreement.

Each signatory nation would agree to the following;

1) Elimination of tariffs, quotas and border taxes on all goods and services .

2) Reduction of business subsidies with the intent to have subsidies eliminated by the year 2015.
a) Subsidies may exist in cases of natural disasters such as droughts, wildfires, and so on with the intent to aid the reconstruction of economies affected by the disaster. Said subsidies will only exist as long as is needed to return the land to its previous conditions.

3) Creation of an intergovernmental agency to oversee the agreement and report to each government on compliance with the agreement.

*Drapoel Economic Proposal*

Recognizing the steps taken by Drapol to reinstitute a 'free city' inside its nation with the intent to allow foreigners to exchange goods with the nation, however, equally concerned about the human rights policies of Drapol, it is proposed that:

1) All nations be allowed to trade commercial goods unmolested with Drapol and South Korea.
a) All military hardward or technology traded with Drapol and South Korea must be openly declared before it is enters the nation.
b) Should it be suspected that military hardware is entering Drapol/South Korea without being declared, limited measures may be taken to obtain proof of it. Should the accusation be proven wrong, the accuser will make comphensation to the other nation.

2) All nations recognize the need for greater transparency in Drapol with regards to the human rights situation on the ground and be allowed to give unmolested reports back to their home nations with the intent of increasing or decreasing aid to the nation should it be necessary.

3) Drapol allow 'undesireables' in its nation to be deported to a nation of their choice, subject to the nation's approval.

2)subsidisation of our industries is seen as a strength, with the government cooperating with private enterprise. 3)Quinntonia wholeheartedly agrees that an intergovernmental board be created, and granted powers to assess fines and commence investigations, with limits.

Okay, the Marimaian proposals...

To Chuang-Han China and Xiaguo

Non-Aggression Pact

A treaty which will hopefully spread to include _Taiwan and Sino. The basic premise is that Marimaia gives up all and any intention of absorbing Chuang-Han into a 'united Tai state', as well as any designs on interfering in domestic Chinese matters. In return, the Chinas vow not to attack Marimaia unless deliberately provoked by Marimaia. Of course, any positive further interaction between Marimaia and the Chinas can go ahead.

To Quinntonia

Trade Agreement

Tariffs will be abolished, allowing free trade of imports and exports. However, any attempts by Quinntonian corporations to move into Marimaia will be subject to permission from the Ministry of Economic Affairs; Quinntonia will have similar power to refuse Marimaian Concerns from moving into Quinntonia. A bilateral trade commission would be established as well, to allow the nations to discuss trade issues without having to initiate cabinet-level contact first.

To Hudecia

Trade Agreement

Exactly the same as has been offered to Quinntonia.

To All Nations in Attendance

Bonstock Declaration

A joint declaration by all nations present that Bonstock is an obvious threat to regional stability and security. The declaration would call on Bonstock to cease their constant challenges of their neighbours and the region at large; a multilateral Bonstock Task Force would be established after the current situation, with the purpose of investigating and formulating a long-term solution to the problem.

However, in the interests of better trade it is proposed that Hudecians and Marimaians be allowed to start new small businesses in the other nation unhindered provided that these companies may not be bought out by larger organizations.

Secondly, we recommend that all quotas and other restrictions be abolished as well as tariffs.

-Concerning Bonstock-

It is the position of the Hudecian government that Bonstock will only be diminished in their capability to threaten and bully the international community when the community stands united and forces Bonstock to disarm significant offensive weaponry.

It is also Hudecia's position that nations should not allow Bonstock the opportunity to construct military positions outside of Bonstock itself. Doing so has and will invite terrible suffering upon many people.

Concerning Bonstock, it is the stated position of LRR to do the utmost to make those maniacs sane. In short, invade Bonstock as far as possible and show them who's boss. Therefore, LRR endorses the Bonstock treaty.

But the LRR diplomats put another treaty on the table.

The Greater Asian Co-Prosperity Sphere

1.

Introduction

In order to create a more peaceful and prosperous Asia, the parliament Funkadelic of LRR proposes that the nations of the continent who value prosperity and peace through human rights and shared benefits throughout the society create a union to promote such beliefs and contain various threats to such beliefs.

2.

Criteria

Nations wishing to join the Greater Asian Co-Prosperity Sphere must have free speech and press, and must have a clean human rights record. No nations that have committed atrocities under current rulers or without proper trial and national rehabilitation will be allowed to partake in the benefits of membership.

All political styles, barring military dictatorships and stalinist states, will be admitted into the Co-Prosperity Sphere, provided that they meet the above criteria.

Economic Policies

The Greater Asian Co-Prosperity Sphere will establish a system of fair trade, where the forces of supply and demand will be tweaked in order to benefit poor economies and promote resposible and fair business practices. For example, in a fair trade system, companies would buy from the impoverished Bangladeshi farmers instead of the multi-billion dollar corporation in Texas.

All nations of the Greater Asian Co-Prosperity Sphere shall put in place an acceptable minimum wage and outlaw irresponsible business practices. Businesses operating in and owned by nationals of a Co-Prosperity Sphere nations are required to pay all workers the minimum wage of their parent nation.

Defense Policies

Co-Prosperity Sphere nations are greatly encouraged, although not forced, to come to the aid militarily of other Co-Prosperity Sphere nations under attack. Obviously, the level of aid might vary from arms shipments to all-out war, depending on the severity of the threat.

Yeah...that was a bit vague. Do you get the idea?
Quinntonian Dra-pol

value prosperity and peace through human rights
Of course the Quinntonian government wants to encourage these things.

must have free speech and press,
Quinntonia encourages free speach and the press, but has laws in place that prohibit vulgarity and hate literature from being produced and distributed.

No nations that have committed atrocities under current rulers or without proper trial and national rehabilitation will be allowed to partake in the benefits of membership.
Who is to decide whether or not there have been human rights violations, Quinntonia has been accused of these crimes by Dra-pol, without evidence, of course, but who makes that call.

This issue is problematic, as it is very vague what you mean by this. While I expect every Quinntonian business to live by the Biblical mandates put into place by God. WE have a system of government reward for ethical business pratices, but allow our people to exercise their own judgement, and will not step in and mandate less profitable avenues for them.
Anyway, the donations of those same businessmen are probably feeding the Bangledeshian people.

We have a generous minumum wage.

Co-Prosperity Sphere nations are greatly encouraged, although not forced, to come to the aid militarily of other Co-Prosperity Sphere nations under attack. Obviously, the level of aid might vary from arms shipments to all-out war, depending on the severity of the threat.
I think there needs to be more of a codified system of military alliances.

After ripping-open a coat and unfurling the contained flag of the CPRD, flying it from their penthouse accomodation over Hamhung, the Drapoel delegation attended proceedings and put their position.

"Get your own name! Da'Khiem shall henceforth refer to any organisation resulting from the LRR proposal as the Counter-Revolutionary Right Triangle!"

The delegates responded to the Hudecian proposal on Korean economics by calling it meddling imperialism in a business suit rather than combat fatigues, stated that Dra-pol's internal condition was something that the Republic itself was quite capable of reporting on, and declaring that any nations not agreeable to the proposal shall receive full protection from the People's Defence Forces when transporting goods, even if they be arms.

To LRR

Greater Asian Co-Prosperity Sphere? Marimaia's official name is the NeoSuunist Prosperity Sphere, and the alliance we are in is called the Shining Sphere of Revolutionary Co-Prosperity. In short, it is the Marimaian government's position that there are already sufficient spheres of prosperity, and politely request that a new name is found for the proposed new bloc.

To Hudecia

Very well then, the terms are accepted. Just as long as this doesn't result in a mass invasion by Hudecian small businesses.

Also, as you did not offer the Drapoel Economic Proposal to us, we shall not offer to sign it.

To Quinntonia

The remaining tariffs are acceptable, so therefore we have an agreement.

To Wulaishen

Acceptable. We have an agreement.

To Marimaia

Hudecia is greatly saddened by the fact that Marimaia is choosing to be so aggressive in dealing with our proposal on Drapol. We find that their statement on it most unusual for a nation that preaches tolerance and cooperation. Still, now that Drapol has made its position clear, the proposal has no validity and Hudecia will withdraw it completely.

Concerning the bilateral trade agreement, we hope that this agreement forshadows coming good relations between the two nations.

To LRR and Quinntonia:

The name 'Greater Asian Co-Prosperity Sphere' is too much similar to other alliance names and would cause some confusion. We hope that such a great endeavor would not be stopped simply by a name problem.

Besides, if Drapol hates some idea, then the idea must be great.
Spyr

The People's Republic of Spyr is most interested in forging free trade ties with its fellow states... it is our belief that the elimination of tariffs and quotas allows industry to migrate to the location where production is most efficient, maximixing productivity and lowering expense, resulting in the increased prosperity of the Universality.

[OOC: To anyone who studies Spyran economics, figuring out how to establish a business in Spyr, or how to allow Spyran companies into one's domestic markets, may require some thought. Spyr has a 'state free market'... resulting from a state which sees the free market as both the source of maximum advancement, and the root of great suffering. The result is that the Spyran government is responsible for appointing and removing CEOs (based on the performance of their companies), and of providing the needed capital for entrepreneurs to start new projects. Corporate practices are thus directly restricted from 'excess', as their directors are dependant on continued government approval (CEOs who violate industry regulations, or whose companies fail, are stripped of almost all property and restricted from holding administrative positions or upper-level appointments). A portion of corporate profits is fed into the government coffers, and is often used to fund the development of new technologies, which are then given free to Spyran corporations (this is most notable in the pharmaceutical field... the PRS does not recognize an entity's right to hold a copyright or patent on a medication). As the government recieves a share of profit, there is no corporate taxation in Spyr... something that would likely change with the arrival of substantial foreign businesses.
An oddity in this system is that the government encourages competition as key to prosperity... in just about every industry, there will be multiple corporations competing with each other for market share, each majority-owned by the state. Subsidies or bail-outs do not exist in Spyr, to combat complacency... if your company fails, the state provides no aid to save it. Your resources are simply taken up by the state bank and redistributed as part of a loan package to a new corporation which claims to be capable of doing a better job.

Overseas, the Spyran Ministry of Commerce practices a rather brutal form of the Japanese MITI system... Spyran corporations in the same industry cooperate upon entry into a foreign market, not competing with themselves and undercutting domestic producers. When they gain dominant market share, competition between spyran corporations is resumed until a new domestic threat emerges.

Ugh... I don't know if I explained that very well... but anyway, I was trying to express the problems with entering trade agreements with Spyr. Reducing or cancelling subsidies is meaningless, as government support occurs on a different level to achieve a similar effect, for example. As I'm sure all your nations have economists employed as advisors, I present it as something to consider.]
Quinntonian Dra-pol
27-10-2004, 23:05
Spyran, my nation would still like to open trade with your nation. I realise that between my heavy government and chuch subsidisation of industry and you long-term thinking on behalf of your government makes a "Free Trade" agreement between us impossible, however, I think that we can agree on a prefferred markets agreement.
This will give first rights to international contracts to Spyran corperations within Quinntonia, and likewise with Quinntonian corperations within Spyr. This, of course would only apply to those industries and spheres of regional influence that will be agreed upon between us.

OOC: Man...I never knew "Co-Prosperity Sphere" would be such a popular treaty name. A question though...is "GACS" (in whatever form it is named) replacing a defunk Asian Alliance, or will the AA and this new treaty remain seperate. Perhaps the AA could be a meeting ground between the two "CP" groups, as some of the revolutionary nations may not be allowed under the mandates to enter.
