"In a multi-billion dollar expansion of the current African Humanitarian Fund, the Senate of Majorities voted unanimously for the Africa Initiative, a program proposed by the Consul's administration in response to the worsening conditions in Africa.
"Every day on the continent of Africa, six thousand men, women and children die from the AIDS epidemic. Tens of millions more suffer as life slowly ebbs away from their bodies, stolen from them by this deadly disease," the Consul said during his address to the Senate. "The United Nations has identified AIDS as the number one overall cause of death in Africa, and has been ranked in fourth place as the cause of death worldwide. Since 1999, nearly three million people are believed to have died from this disease - three million in a five year period. The United Nations also estimates that nearly 1/3 of all young adults in areas of Africa will die from this epidemic."
To combat the rampant spread of AIDS, the Africa Initiative would provide nearly 3.5 billion Eredronian Marks a year to fund literacy programs, build and improve the public health infrastructure in African nations, modernize education systems and called for government reform with regards to the treatment and legal rights of women. Testing for HIV would also receive funding, with blood testing being carried out throughout the continent.
Four countries were singled out as in desperate conditions: Lesotho, Swaziland, and Zimbabwe, all in which over 30% of the adult population is believed to have AIDS. Until Botswana joined the Eredron Republic, it was listed as one of these.
A force of 15,000 peacekeepers has been actively working in Namibia and Botswana, supporting and assisting a team of medical personnel dedicated to slowing the spread of AIDS.
The Consul called upon all nations with administrative or governing control in Africa to join the Republic in supporting the Africa Initiative, opening their borders to the program.
