British Hannover Appeals To World Against Militarism (WWI-era Tech RP, Open)

Citizens of the World,

The Dominion of Nordrreich has brazenly and consistently continued a policy of wanton aggression against weaker nations. Top secret reports indicate that Nordrreich has simultaneously begun a gigantic program of military expansion, expanding their peacetime army from 780,000 to 1.1 million. This seems to indicate clearly that they wish to intimidate their sister nations, and to subject great portions of the world to their tyranny.

We wish to form alliances with democratic nations against the blatant aggression of Nordrreich. We are pledged to uphold the rights of all civilized states and will discharge our duty to preserve culture and civilization. We implore the citizens of the civilized world to stop the Kaiser's ambitions of enslaving the world.

We would like to warrant and issue an influx of voluntary men and military armaments and medical supplies to British Hannover during this time of crisis. Unfortunately that is all we can donate due to the lack of a military structure in Tellacar.

Before any statements or actions are made or taken, the cabinet of the Republic of Googlewoop requires that the following question is answered.

A peace time army can only be considered aggressive if it encompasses an unreasonable percentage of the population. For example, as a nation with population nearly 3 Billion, our peace time army numbers in the many Millions. We wish to know the extent of the offending nations military in this regard.

However if the offending nation is found to be guilty of unreasonable ‘bullying’ and military expansion then our parliament is sure to vote in favour of forced disarmament or any other action you as the initiating party of any alliance see fit.

Nordrreich has a population of about 40 million.

OOC> This is larger than the Imperial German army in 1914, with a smaller population. However, it's safe to say that a nation that has a greater population than the whole world did then would pretty much be able to do whatever it wanted with the situation.

The military crimes of Nordrreich consist mostly of the continual harassment of its sister nation, Osterlich, which seceded from Nordrreich in 1848 as a result of a liberal democratic uprising. Osterlich is a peaceful country which wishes no harm to anyone, but simply wants to be left in peace and quiet.

Abargrapt was late to hear of tension so far afield. The mid-Pacific disposition of the young People's Republic and the rudimentary nature of its communications technology made sure of that.

Still, Abargrapt was a nation newly found of self confidence and keen to make ties. Chancellor Swann wasted little time in dispatching envoys to the involved nations, hopeful that Abargraptine consulates may be installed; Swann wasn't prepared to pick sides in ignorance.

It would be some time before the captured Federal smokie (coal-fired vessel) Emma made it to the region, but she carried significant spoils by way of potential diplomatic gifts.

In this case it is the immediate decision of the cabinet that the full forces (your point about my population is extremely valid and I will only use 100 000 troops or so) of the Republic of Googlewoop are at your disposal in any attempt you may make to remedy this situation.

Any further correspondence should be made through our Defence Minister, Donald Ducksfelt.

British Hannover does not wish this issue to be brought to a war, but we are pledged by treaty and honour to uphold the independence of Osterlich. We are attempting to consolidate a regional alliance strong enough to counter the aims of Nordrreich.

The Abargraptine officials do on arrival in Hannover quite enthusiastically encourage limited official travel to their distant republic. It is true, however, that the government has been lately carrying-out a major nationalisation programme, and will likely be cautious in regards to allowing major foreign investment in the Republic. Industrialists will certainly be treated to a high-class lifestyle, but watched by the nation's security services and limited in how much they may do, should they arrive in Abargrapt.

In the meanwhile, the Republic sets to establishing an embassy and soaking-up the regional news with regards to national political leanings and international conflict.

It has come to our attention that the state of British Hannover has put into question our recent military expansion and our aims regarding the seperatist provinces of Osterreich. We are not surprised that the godless socialist conspirators have painted this as an image of good and evil.

The plain fact is that Osterlich, as it calls itself, is our territory. Ethnically and linguistically, we are the same people. We only wish to reintegrate the wayward provinces into our Dominion. Our intentions regarding all nations which are not our enemies are peaceful.

The nation of Abargrapt is free to build an embassy on our territory. And the government of Nordrreich would also like to make an unconditional development loan of $50 million thalers to update your communications, and two fine new steamships to facilitate trade. I believe you'll find we're not the insane 'mad dogs' that we are painted as by the Hannoverians.

Googlewoop, we are dismayed that you would so callously interfere in the internal affairs of our region. We ask that you withdraw any such foolish promise of military aid to British Hannover. Compliance would be appreciated. I believe our nations could be great friends if you removed your offer of military aid to British Hannover.

Regarding our military, I would like to point out that we are simply taking steps to ensure our God-fearing, respectful traditions can be maintained in an area swarming with socialists. We believe firmly that our political system provides a superior balance of liberty and guidance to the wasted promises of socialism. We must defend ourselves and our interests.

I am sure that the fine nations of the world shall see right through your transparent web of lies. We merely wish to see you renounce your aggressive ways towards Osterlich, and reduce your military capacity to a level that does not immediately threaten the entire region.

"And the financial aid with which we might install Hanoverian communications infrastructure." Said DeVink, trying hard to get past the relatively minor prospect of two extra hulls without funding that new slip. "We'd do well to keep each party at arm's length, I'd think."

"Best to get on top of our void and actuality." Said Captain Leon Bemmal, head of the Bluesocks Security Unit, inviting a curious crook of the Chancellor's right eyebrow.

"That is to say, we'd do well to make both parties believe that our support is worth competing for... puff-out our chests and see if we can't hide our weaknesses. Both parties have shown a preparedness to co-operate and even to be generous with us, we must dazzle each with flattery if nothing else, so that we might protract their generosity in spite of the other."

"Mh." Grunted little Chancellor Swann, nodding.

"The first reports back indicate probable technical and numerical superiority on the part of each nation in contrast to the People's Republic..." Started Bemmal, "...it won't be easy."

"We've natural resources aplenty!" Squeaked Secretary Wesst of the Abargraptine People's Purity Commission, only to be dismissed by the continuance of Bemmal's booming expressions.

"...If, perhaps, we can just keep each side believing that we're using the other, while true to them? Send Bluesocks to each nation, but reveal only to each that we've agents in the other... it'd give each the impression that we might be leaning favourably."

Swann sniffed and brought up his hands, locking his fingers before his chest. "But in the long run, we may stand to lose both. We must formulate a more far-reaching policy, ultimately one may be proved favourable to the other. The Nordrreich appear less of our mindset than the Hanoverians, no? Less likely to... look well upon our Republican revolution."

The ancient Samson DeVink again stirred at this point, and cleared his tired old throat. "Your Excellency is probably correct, of course, but this need not be reason for conflict between us. We are terribly far removed from the theatre in question, and it is unlikely that the social differences between Abargrapt and Nordrreich need impact upon either nation. They have been thus far most generous, and I think that it would be wise to avoid their abandonment as potential partners in some capacity."

In the end, the meeting made relatively few useful conclusions, but ships were none the less dispatched to establish proper consular facilities in both nations. The three merchant vessels and two coalers were escorted by Captain Grace Griffiths' AS Kindsley, an Abargrapt Class (pre-Dreadnought) battleship of some eight thousand tons, and by several dozen infantrymen bearing .25" Kadore Quick-Rifles similar to the 8mm Krag-Jorgensen. These men would provide embassy guard, of course.

Meanwhile, the PR Abargrapt continued to be as friendly as possible towards both states, doing its best in each case to hide the diplomatic gifts of exotic Pacific fruits, spices, and the like from the other country.

(OOC: For the record, Abargrapt's possible weakness, apart from modest technology, is that I play a population of fifteen million in Abargrapt and about twenty-five million in the occupied Federation (though a few million of that is accounted for by loyal Peripheral states). I don't think our means could feed a billion people!)
