Disease Containment Act Passed!

In responce to the recent attack on Praetonia involving smallpox, the following bill has been tabled and passed by the Imperial Parliament of Praetonia:

Disease Containment Act

1. Duration: This bill will remain in affect until the smallpox virus has been elminated from Praetonia. This must be verified by two independant Praetonian health authorities and two independant foreign health authorities. It may not be overridden by a vote of Parliament.

2. Conatainment: No citizen of Praetonia, or any other nation, may enter or leave an infected zone.

No citizen of Praetonia or any other nation inside this region may leave their home unless first vaccinated and quarantined, unless there is a severe health risk (as determined by the emergency services or military) caused by remaining. All homeless people are to be taken to an adequate community centre. They are confined there as described above.

No citizen of Praetonia or any other nation may leave Praetonia by any means without being first vaccinated and quarantined.

Anyone attempting to circumvent the first rule outlined by this section may be shot on sight if deemed neccessary by the armed forces. Cases of wrongful shooting may result in the soldier(s) in question being tried for murder / man slaughter. If detained they may be charged with 'Knowingly presenting a massive and unneccessary health risk to the Praetonian public.'

Anyone attempting to circumvent the second rule outlined may be detained and charge with 'Knowingly presenting a massive and unneccessary health risk to the Praetonian public.'

Anyone attempting to circumvent the third rule outlined by this section may be shot on sight if deemed neccessary by the armed forces. Cases of wrongful shooting may result in the soldier(s) in question being tried for murder / man slaughter. If detained they may be charged with 'Knowingly presenting a massive and unneccessary health risk to the Praetonian public.' Planes or ships attempting to take off / leave port are to be given two warnings, and then shot down or sunk.

3. Public Order: The administrative sections of every city are off-limits except to pass-holders.

The right to protest has been suspended.

Looters are to be shot on sight.

Police and military forces may use force as deemed neccessary to contain and halt any breaches of either rule. Any attempt to storm a government building is to be met with live ammunition.

4. Suspention of Elections: Elections have be suspended for two years, or until this outbreak is contained, whichever is sooner.

You have our full and undivided support. We pledge 750 Relief workers. They all have been vaccinated with the smallpox vaccine. Should any riots break out, we will have a number of army personelle on standby.

Thankyou for your offer of assistance, but we will not allow foreign soldiers to bear arms against Praetonian citizens. Also, your relief workers will still have to be quarantined. We cannot risk even a tiny amount of smallpox escaping.

In order to cope with the huge amount of materials and the huge number of corpses which must be steralised and destroyed, the Imperial Government has begun construction of twenty gamma-ray steralisation plants and thirty tree mass-incinerators. These will be able to operate around the clock on an industrial scale. Absolutely everything which could have come into contact with the virus must be steralised as quickly as possible.

In addition, four new massive vaccine production complexes are to be built to provide every Praetonian, and later every Praetonian child (at birth) with a smallpox vaccine. This is, in our opinion, the best way to contain the virus. Even after the viral infection is deemed to be gone it will be illegal to enter Praetonia unless it can be proven that the entree has had an adequate vaccine against the smallpox virus.
